Sr. Business System Analyst - SAP Plant Maintenance/Material Management/Purchasing

VTA’s ERP Support Team Is looking for a dedicated Sr. Business System Analyst who will provide production support for SAP Enterprise Asset Management/Plant Management/Material Management/Procurement modules, managing the interfaces between SAP and non-SAP applications, and involving with a new/upgraded ERP implementation project.

Ideal Candidate
The Ideal candidate will have extensive business process knowledge in the Transit Industry and functional experience in SAP Enterprise Asset Management/Plant Management/Material Management/Procurement modules. The candidate will also be involved in a new/upgraded ERP implementation project, and he/she needs to be a quick learner and be able to adapt to changing priorities with ease.
 

Definition

Under direction, the Senior Business Systems Analyst leads and participates in the work of staff in performing applications support in designing, implementing, and maintaining VTA applications and systems including VTA's Enterprise Resource Planning system, Electronic Documents Management System, and other business systems.

 

Distinguishing Characteristics

This is the advanced journey-level in the Business Systems Analyst series. Positions at this level are distinguished from other classes in this series by the level of responsibility assumed, in-depth knowledge about the business area, and complexity of the duties assigned. The Senior Business Systems Analyst performs project lead functions including assigning work, delegating assignments, and reviewing the work of others.

Incumbents at this level perform the most difficult and responsible types of duties assigned to classes in this series including serving as project lead over staff responsible for designing, installing, configuring, maintaining, and supporting computer applications, or modules of the application, and systems. Incumbents at this level are fully trained in all procedures related to their assigned area of responsibility. This classification implements solutions related to applications used in VTA's functional areas with a strong emphasis on process and flow design, custom functionality, and maintaining systems.

Essential Job Functions

Typical Tasks
 

• Leads and participates in the work of staff in managing projects, developing and enhancing system applications for an assigned division;
• Establishes and maintains positive relationships, and works extensively with VTA Management, VTA Business Process Owners, and system Super Users in developing and  enhancing information systems solutions;
• Trains customers, staff, and others as needed in a formal setting, in a group, or one-on-one;
• Administers a variety of actions to one or more modules of the Enterprise Resource Planning system (SAP), or Electronic Documents Management System (EDMS), or construction applications (such as Contract Manager, P6, Projectwise, Citicube, etc.) or other VTA applications or Reporting Services;
• Reviews and evaluates work products, methods and procedures, and identifies and resolves problems;
• Defines customer business needs, manages client expectations, and identifies alternative approaches and cost-benefits of automating of customer functions to assist in meeting the client's overall business goals;
• When assigned to a project, develops the scope of work for new or upgrade solutions and works with Contracts and Materials Management (CAMM) department during the Request for Proposal (RFP) and contracting phases of the process;
• Consults with customers to present proposals to senior management and assists in developing capital packages;
• Consults and facilitates with department representatives to solicit departmental technology needs and requirements as well as resolving problems with applications;
• Serves as a single point of contact for the user community in the assigned division, and assumes responsibility for the delivery of technology services;
• Maintains technical and functional competency in the applications utilized by the assigned department;
• Reviews, analyzes and approves program designs, operational characteristics, user interfaces, reporting systems and data conversion methods;
• Reduces design projects into component analytical tasks;
• Develops detailed workflow, system, training, and process requirements;
• Prepares final systems design and documentation and user documentation necessary for programming;
• Oversees the installation and updates of application packages, data base development tools, and other related elements;
• Defines and manages project scope, deliverables, schedules, cost estimates, and task lists;
• Performs development, review, and selection tasks related to Requests for Proposals and Requests for Qualifications;
• Communicates project status, resolving project issues, problems, and changes;
• Manages and tracks projects from initiation to successful completion;
• Establishes and maintains relationships at all levels of the assigned organization;
• Manages projects using VTA personnel, consultants, and vendors, as needed;
• Communicates with vendors of application software;
• May be required to monitors project expenditures, recommending adjustments as necessary;
• Performs related duties as required.

Minimum Qualifications

Employment Standards

Sufficient training, education and experience to demonstrate possession of the required technical and project management knowledge, skills and abilities.

Development of the required knowledge, skills and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree in information systems, computer science or related field and four (4) years of responsible experience developing, designing, and/or maintaining major components of a comprehensive information system including evaluation, analysis and input to the software modules of an Enterprise Resource Planning System or other application system. (Additional applicable experience with applications and systems support, design, and maintenance substitutes for college on a year for year basis.) Incumbents must demonstrate substantial experience in an SAP environment, and/or Electronic Documents Management System, and/or Operations system (such as Trapeze, BDT, ACS) or Construction and CMP solutions.

A VTA employee designated as a "Business Process Owner" and/or "Super User" with four (4) years of experience in that capacity, in addition to performing and leading others in system upgrades and demonstrated technical coursework in SAP or systems used at VTA, meets the minimum qualifications for this classification. Experience with transit/transportation-related applications is desirable.

The position of Administrative Analyst is a fully qualified journey-level professional classification. Roles & Responsibilities:

• Provide a comprehensive understanding of technology offerings, implementation constraints, and costing. Ability to propose technology recommendations and solutions by providing a solid and complete justification for each solution.

• Possess a BICSI RCDD (Registered Communications Distribution Designer) certification.
• Be an Outside/Inside Plant specialist. Airport experience preferred.
• Ability to determine the scope, cost, and time for existing and new OSP/ISP projects that are moderate to complex in a matrix environment.
• Outside/Inside plant construction and project management experience and inventory management experience.
• Familiarity with data center industry standards, building codes, and safety standards.
• Demonstrates in-depth knowledge of fiber optic engineering principles with OSP job-related functional areas to include general best practices, procedures, and industry standards.
• 5 years or more experiences working in mission critical environments (e.g., airports, utilities, telecommunications carriers, etc.) requiring coordination across multi-disciplines for delivering a common goal.
• 5+ years mission critical Data Center operations experience.
• 5+ years' Telecom industry experience.
• 5+ years' experience with Outside Plant cabling (OSP) & Inside Plant cabling (ISP), structured cabling systems.
• Experience coordinating with GIS teams to ensure as-builts are reflected in existing mapping tools.
• Experience working with GIS teams to document all fiber paths, terminations, and splices for all cabling projects.

Salary Information:
The actual salary shall be determined by the final candidate's qualifications and experience. The below salary ranges include an approximate five percent (5%) ongoing non-pensionable pay.

Salary range for this classification is: $130,515.84 - $159,017.04 annually

This position will perform a variety of responsible law enforcement and crime prevention work, including patrolling assigned areas, answering calls and complaints, investigating crimes, serving civil papers, and providing court room security; enforce all federal and state laws and local ordinances related to public safety and welfare.

WHAT YOU’LL DO

This position performs a variety of work in the monitoring of county, state and federal detainees and maintains the security and safety of inmates and staff.

• Performs booking procedures, including receiving, booking and assigning prisoners to cells; performing body searches; fingerprinting, and photographing prisoners, etc.
• Maintains custody of prisoners’ private property.

Provide complex and advanced technical assistance in support of managing and implementing Valley Water’s cyber security systems on the Enterprise network and SCADA/ Industrial Control System/ Operational Technology network. Monitor cyber security logs, respond to cyber security incidents, plan design, and implement a variety of complex cyber security systems assists with determining hardware and software systems requirements and specifications; performs a variety of complex technical tasks relative to assigned area of responsibility.
 
Serves as the technical lead on the design and implementation of Valley Water’s most complex and highly integrated Cyber Security systems involving new, unfamiliar, or emerging technologies; to perform the most complex professional level duties in the development, installation, coding, integration, documentation, testing, and maintenance of Cyber Security controls and systems; and to perform a variety of tasks relative to assigned areas of responsibility.

Key Responsibilities include, but are not limited to:
Cyber Security: monitor and maintain security on infrastructure systems including IT security applications and appliances. Example: Microsoft security patching, updating appliance firmware, maintaining Cyber Security definitions, monitoring Anti-Spam solution, monitoring Cyber Security appliances, and recommending modifications to existing Cyber Security hardware, software, and overall security stance. Manages and monitors vulnerability scanning tools and makes recommendations to remediate identified Cyber Security vulnerabilities. Manages Cyber Security audits and makes recommendations to remediate identified threats.
IT infrastructure: ensuring the network perimeter is protected, investigates security breaches and threats and recommends changes to address security issues; manages processes for operating system hardening, and intrusion detection; manages security configurations for server, database, and application systems; conducts electronic discovery searches, manages reporting on security enterprise tools; manages security software server/client updates, supports the Unit Manager in maintaining the Cyber Security program and policies.
IT/OT/ICS operational technology: Monitor network and security appliances for security breaches, updating firmware, maintaining security patches keeping security policies up to date, and maintaining documentation.

DEFINITION

• OPERATOR I (COLLECTION)
  Under general supervision or direction, the Operator I (Collection) is responsible for the overall operation of the wastewater collections system, which includes the repair and maintenance of the sewer collection system and pump stations.
   
• OPERATOR II (COLLECTION)
  Under general direction, supervises the operation of the Collections System of the Wastewater Treatment Plant on a designated shift to ensure processing and discharge of wastewater which complies with performance standards of State regulatory agencies; perform any combination of tasks involved with inspection, construction, repair, and preventive, corrective and emergency maintenance of sanitary personnel; prepares logs and other records; performs maintenance tasks as required and other related duties as required.
   

ESSENTIAL FUNCTION REQUIREMENTS

For the Collections System, ability to locate, detect cause, and correct sewer stoppages; detect and perform minor repairs and adjustments to sewer equipment; maintain pumps and related mechanical equipment; and report to work at any time during an emergency.  Perform electrical and mechanical repairs, maintenance work and modification to equipment used in a water quality control plant; use various mechanic’s tools with skill and accuracy; available for standby on sewer calls on a rotation basis; follow oral and written directions; maintain working relationships with other employees.  (See Physical Demands section as it relates to Essential Function Requirements.)

BASIC EXAMPLE OF DUTIES

• OPERATOR I (COLLECTION)
  Duties may include, but are not limited to the following:
  • Performs operation and maintenance on sanitary sewer pump station.
  • Responds to service requests regarding clogged mainline stoppages, mainline breaks, manholes and related structures.
  • Performs mechanical work in repairing and installing equipment.
  • Operates compressor, air gun tamper, backhoe and other related construction tools.
  • May undertake minor carpentry, plumbing, cement work and electrical.
  • Performs general grounds maintenance work, sweeping, sanding, painting.
  • Maintains routine and daily records.
     
• OPERATOR II (COLLECTION)
  Duties may include, but are not limited to the following:
  • Lead a crew in the safe performance of preventive, corrective, and emergency maintenance of sanitary sewers
  • Respond to service requests, unclog mainline stoppages, and keep records on sewer line cleanings and state of existing problems within the Collections System
  • Repair mainline breaks, replace broken pipe and reconnect pipe sections
  • Operate power rodder, jet truck, backhoe and TV equipment
  • Conduct periodic inspections and perform routine maintenance and minor repairs to wastewater pumping stations and equipment
  • Keep daily logs and records on equipment; makes reports to the supervisor
  • Provide technical assistance and prescribe work methods and safety procedures to maintenance workers and utility workers
  • Inspect installation of new sewer lines, laterals and related structures; may study blueprints and specifications preparatory to inspection of construction project
  • Supervises the work of all operating personnel assigned to shift; trains and evaluates performance of shift employees, enforces safety procedures in conformance with policy of plant’s safety program.
