Central County Fire Department

CCFD is charged with a program to decrease the potential fire fuel in the Town of Hillsborough.  The WUI Specialist will be trained to evaluate fuel sources on Hillsborough properties, perform enforcement inspections for compliance with municipal code requirements, and educate residents on ways to mitigate and reduce those sources.  We are recruiting for two WUI Specialist positions, which we anticipate starting in February 2021, and continuing until approximately October, 2021.  This is a part time position, limited to 20 hours per week, and is not benefitted.

Specifics to the position are:

• May conduct public education presentations
• Under supervision, interpret various federal, state and local fire and life safety codes for the public and make recommendations as needed
• Maintain records pertaining to vegetation and defensible space inspections and actions taken
• Under supervision collect, analyze and evaluate data and prepare comprehensive reports
• Write reports based on field notes
• Issue “Notice and Order” and prepare summary information reports
• Build and maintain positive working relationships with co-workers and the public using principles of good customer service
• Exercise independent judgment while working under general supervision
• Perform related duties as required

Minimum required qualifications are:

Knowledge of:

• Principles and Procedures of record keeping
• Software programs used by Fire Department staff
• Department Policies and Procedures
• Pertinent federal, state and local laws, codes and regulations

Ability to:

• Understand, interpret and apply the California Fire Code, California Building Code and other       applicable federal, state and local laws.
• Detect fire hazards and code violations and determine appropriate mitigation measures
• Plan and perform field work

Education and Experience:

Highly Desirable

• Completion of at least 12 semester units or 18 quarter units from an accredited college/university in forestry, fire science, natural resource management or a closely related subject.

Or

• Six (6) months of experience with a public or private agency performing work in forestry, fire prevention, fire suppression & control, natural resource management or closely related field.

License or Certificate:

• To perform semi‑skilled and skilled work in the installation and repair of pumps, motors, chain drives, valves and related equipment; and to do related work as required. Receives supervision from the Wastewater Treatment Plant Maintenance Superintendent or Wastewater Treatment Plant Mechanic III as directed. Technical or functional supervision may be provided by higher level treatment plant maintenance personnel. Assignments may require indirect supervision of less experienced plant maintenance personnel. WWTP Mechanic II - Positions assigned to this class are flexibly staffed and are expected to perform the most skilled repair and maintenance work and have a thorough knowledge of the operational characteristics, maintenance and repair methods and techniques and most typical system difficulties for the full range of equipment and operational systems in the plant.  Some of the job duties include:

• Operate machines and tools in repairing defective parts of pumps, compressors, generators, motors, lift stations, boilers and related mechanical equipment.
• Maintain accurate mechanical maintenance records.
• Install, repair, replace, and modify pumps, controllers, bearings, seals, hydraulic pipes, timing devices and assist in installing telemetering electrical equipment.
• Use a variety of power hand tools, cutting and welding equipment and electrical test equipment. Fully utilize the computerized work systems in accordance with work flow processes.
• Perform preventive maintenance on wastewater treatment plant mechanical and electrical equipment. Evaluate equipment performance and identify problem areas.
• Maintain stock inventory and adequate supply of replacement parts.
• Plant mechanics may be required to respond to emergency situations after normal working hours and be subject to serve on emergency stand-by alert and call out status on a rotational basis, including participation in rotating stand-by duties.
• Analyze or create documents, such as blueprints, markings, surveys, etc. to problem solve the most effective approach to a task.
• Verify the work of others for accuracy, proper work methods, techniques, and compliance.
• Formulate solutions to problems with equipment or operations, including logistics, operations, and processes.
• Draft operating procedures.

DEFINITION

PC/LAN Technician I: Under supervision, performs skilled technical work on the City’s Personal Computers and Local Area Network, and network servers, including hardware, software and peripherals, and performs other duties as assigned.

PC/LAN Technician II: Under general supervision, performs complex technical work on the City’s Personal Computers and Local Area Network, and networks servers, including hardware, software, and peripherals, may supervise the work of lower level staff, and perform other duties as assigned. Positions in this class require frequent use of a high degree of independent judgment and interpretative ability. Duties do not always follow standard routines; the employee recommends changes in methods and procedures when necessary. The class is required to have operating knowledge of computer systems and greater overall experience.

Positions in the PC/LAN Technician II classification are flexibly staffed and normally filled from advancement from the PC/LAN Technician I class, or when filled from the outside, require specific technology experience. Appointment to this class requires the employee to be performing substantially the full range of PC/LAN Technician duties and to meet the qualifications for the class. The class requires the ability to work independently exercising judgment and initiative and a greater knowledge of the City’s computer systems.

EXAMPLES OF DUTIES

Analyzes, troubleshoots, and repairs computer systems and peripherals; provides end- user support for hardware and desktop applications; assists end-users in understanding personal computer functions and software application features; installs, replaces, and upgrades personal computer hardware, software and peripherals; may assist in developing and presenting training programs for end users; provides day-to-day support and maintenance of the City’s phone system.

MINIMUM QUALIFICATIONS

Knowledge of: Microsoft Office automation applications and operating systems; network infrastructure devices such as hubs, routers, and switches; TCP/IP and other network protocols; antivirus and other security precautions; PC hardware/software troubleshooting and resolution; network security; system backup and recovery techniques; file system management; hardware setup and configuration.

Ability to: Apply industry-standard techniques for servicing personal computers, including installation, upgrade, and replacement of hardware, software, and peripherals; lift and move computers and related equipment safely; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience:

COMMUNITY IMPROVEMENT PROGRAM MANAGER

DEFINTION: Under general direction of the Community Development Director, coordinates, plans organized, supervises and evaluates the activities of the Community Improvement Program; assists citizens in the development and coordination of neighborhood improvement and preservation programs; educates local residents in organizational skills and methods of channeling local efforts in a coordinated way to achieve mutual neighborhood goals; and oversees code enforcement, weed abatement and animal control programs. This position exercises direct supervision over supervisory, technical and clerical staff.  

POSITION SNAPSHOT: The Community Improvement Program Manager has the day to day responsibility for the enforcement of a variety of occupancy, weed abatement, animal control, public nuisance, zoning and land use regulations such as those of commercial establishments, contractors, subcontractors and residences. As Community Improvement Program Manager, the position receives functional direction from the Chief of Police and/or his designees, in implementing the City Council’s intent for all citywide programs of community improvement, neighborhood preservation, and property preservation activities.  These include, the twice-yearly all-city weed and rubbish abatement canvas and abatement program.  This position works collaboratively with other city departments, legal counsel, and local stakeholders to further the Unit’s mission.  Additionally, the position manages, encourages, guides and mentors Unit staff regarding all aspects of Code Enforcement. The position also attends community and service organization meetings to educate residents and members on Code Enforcement abilities and to provide information on available abilities and resources. As an additional duty, the position routinely supports the City Council at annual developer conferences, to engage in business attraction activities with the goal of bringing new sales tax generating retail businesses to the City.

ESSENTIAL FUNCTIONS: The incumbent must have the ability to:

• Develop and implement goals, objectives, policies and procedures to ensure adequate code enforcement, weed abatement, animal control and community improvement activities.
• Coordinate enforcement activities with other City Departments, governmental agencies, volunteers and the private sector.
• Analyze community or neighborhood needs.
• Identify and assist in pro-actively organizing existing neighborhood organizations, interested citizens, agencies and other community resources, services and programs toward a neighborhood preservation program.
• Prepare and administer the Community Improvement Program budget; forecast revenues and expenditures.
• Prepare staff reports, memoranda, letters, presentations, promotional and educational materials and other forms of correspondence as necessary.

• Recommend and draft municipal/housing codes and related code changes; review legislation and judicial law and recommend changes in City policy.

• Interpret City Codes; respond to complaints; elicit compliance and a fair, tactful and firm manner.

WORKING CONDITIONS: Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. Additionally, the position requires near and far vision in reading written reports and work related documents. Acute hearing is required when providing phone and counter service. EXPERIENCE AND TRAINING GUIDELINES: A combination of experience and training that would proved the required knowledge and abilities is qualifying. The incumbent must have knowledge of applicable Federal, State and local laws, ordinances, codes and regulations (zoning, housing, property, health, safety, fire, public nuisance) enforceable by the City; principles and practices of organization, administration and personnel management; principles of property management, low/mod housing, grants and rehab loans; general characteristics of Community Improvement Programs; budgeting procedures and techniques; principles, practices, methods and procedures of Code Enforcement, Weed Abatement and Animal Control programs; familiarity with criminal law and enforcement; general characteristics of a variety of businesses and residential structures and areas commonly requiring adherence to fire, parking, zoning and public nuisance regulations.

EXPERIENCE: Five (5) years in the code enforcement field which included a minimum of two years in a supervisory capacity. Two (2) years of the experience requirement may be substituted with property management, planning, housing or community improvement experience. EDUCATION: Possession of a Bachelor’s Degree from an accredited college or university with major coursework in business public administration, social welfare, criminal justice or a closely related field. LICENSES OR CERTIFICATIONS: Possession of a valid CA Class “C” Driver’s License. Possession of a PC 832 certificate and an ICBO/AACE and/or SCACEO Certificate is preferred.

This position will receive general direction from the Chief Plant Operator and instruction from their Shift Supervisor to provide daily guidance to lower level operators and trainees. The WWTP Operator III will be responsible for supporting these efforts to guide, develop and mentor staff on their assigned shift, act in a supervisory capacity in the absence of the Shift Supervisor, and is the assigned lead in getting both scheduled and unscheduled work completed. Those who have prepared themselves and are ready for the challenge to use their skills as a journey-level wastewater professional should seriously consider this opportunity.

This position is assigned rotating shifts working nights, weekends, and holidays with on-call emergency response 24 hours per day.  However, along with this challenge is the benefit of working  a 12-hour shift that results in a very favorable work/life balance and requires the minimum commuting days as compared to other standard 8-hour shifts.

The Department

The Wastewater Treatment Plant (WWTP) is a 15.7 MDG sub-regional facility that serves an estimated 164,545 customers  administering the annual operation and maintenance budget over $12.8 million with a staff of 34 professional and technical personnel.  The City of San Mateo is building a team tasked with the safe and continuous operation of the current expansion of this conventional activated sludge plant by introducing new facilities including; preliminary treatment, primary treatment, enhanced biological nutrient removal/membrane bioreactors (BNR/MBR), biological and chemically enhanced treatment (BioACTIFLO), and additional upgrades to existing process equipment. A vital and instrumental member of this team is the WWTP Operator III.

The Duties

Depending upon assignment, duties may include, but are not limited to the following.

Operate wastewater treatment facilities to control flow and processing of wastewater, sludge and effluent; monitor gauges, meters and control panels; observe variation in operating conditions, interpreting meter and gauge readings and test results to determine process requirements.

• Operate valves and gates; start and stop pumps, engines and electric motors to control and adjust flow and treatment processes; operate and maintain boilers; perform routine maintenance work on valves, tanks, related equipment and facilities to optimize performance.
• Maintain appropriate plant records to support water quality goals.
• Perform the duties of the Designated Operator-in-Charge when required in accordance with State regulations.
• Operate rolling vehicles and stationary machinery as required to perform essential job functions.
