Summary
The Combustion Turbine Specialist (CTS) position consists of five levels of competency. Individuals can either enter int°' the classification at the beginning level of the job or somewhere between the entry level and the top step depending on required qualifications brought with them. It is the expectation of NCPA that all employees will progress to the top level. In order to progress to the top level, an employee must complete the necessary
competency levels as described in the “Combustion Turbine Administrative Procedure” manual (CT-PAP-019 CTS Level Progression available upon request for review). This job description does not include the Lead position and does not modify or supersede any policy or procedure related to requirements for qualified electrical workers. This job description incorporates requirements for CTS positions assigned as Relief. Employees who successfully complete a training level matrix and who received a rating of “meets requirements” or higher on their last annual performance appraisal will be promoted when qualified. Upon completion of demonstrated competencies, employees will be expected to perform work in all completed levels and other job-related duties as required.
General Scope of the Job
Combustion Turbine Specialists at all levels will report to the Operations and Maintenance Supervisors.
The CTS position is a broad banded position requiring a breadth of knowledge and ability in combustion turbine operations which consists of four core skillsets: operations, electrical, mechanical and instrumentation & control. All CTS employees will be expected to broaden their core skillset and develop and work into the other skillsets.
Description of Duties and Responsibilities
The CTS operates, controls, and accurately and reliably maintains mechanical and electrical equipment at the Combustion Turbine Facilities.
In the course of performing his/her duties, it is expected that the CTS will operate forklifts, bucket trucks, aerial lifts, agency vehicles and other equipment. The CTS is required to have a valid California Driver’s License, Class C issued by the State of California Department of Motor Vehicles.
The CTS duties will be performed by individuals with four key strengths; operations, mechanical maintenance, electrical maintenance and instrumentation and controls. The CTS must possess experience with computer applications, especially computerized maintenance management systems, word processing and spreadsheet applications and basic understanding of chemistry, hydraulics, electricity and mathematics as well as all the necessary tools and equipment to carry out the job duties.
The CTS will identify problems or trends with systems and equipment early to prevent problems and failures and will confer with Operations and Maintenance Supervisors to resolve system problems and offers a variety of workable solutions to complex problems and report status of systems and equipment.
The CTS will report to and take direction from the Operations and Maintenance Supervisors and will work efficiently and effectively to operate, control, and maintain turbine generator units and auxiliary equipment, and be accountable for all aspects of the job at all NCPA Combustion Turbine facilities.
The CTS assigned to relief status will primarily use the combustion turbine operations skill set and stand watch for any absent operators. However, when not working relief shifts, the CTS will be on dayshift. While on dayshift, it is expected the CTS will perform maintenance duties utilizing any other skill sets. In addition, the CTS may be assigned special projects and assignments. The CTS may be upgraded and provide relief coverage for Operations and Maintenance Supervisors.
The CTS will perform other duties as assigned by the Operations and Maintenance Supervisors.
Competency Levels
The Combustion Turbine Specialist position consists of five levels of competency. Individuals can enter at any level based on qualifications, skills and experience.
It is the expectation of NCPA that all employees will progress to the top level. Level Progression Requirements are as follows
Level I - this is the entry level for the Generation Technician position at which the employee must perform the duties described in the CT-PAP-019 procedure for Level I while attaining skills and experience through academic and hands-on training. To advance to the next level an employee must complete.
Level II - an employee must complete all required items in Level II, five
(5) items in Level III and one (1) item in Level IV.
Level III - an employee must complete all required items in Level II and Level III and five (5) items in Level IV.
Level IV – an employee must complete all required items in Level IV and below
Level V – an employee must complete all required items in Level IV and below and eight (8) Items for Level V.
Notes on Attaining Competency Levels: CT-PAP-019 procedure exists to define the requirements on attaining higher competency levels. The procedure is available to prospective candidates upon request.
Typical Physical Demands
- Regularly talks and listens to others to exchange and obtain information to direct the operation and control of the combustion turbine facility.
- Regularly sits at computer and control center, reading displays and inputting data for up to 12 hours
- Regularly visually watches and monitors data on computer display requiring close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
- Frequently climbs vertical ladders up to 150ft, including, transitioning sideways and forwards from ladders to elevated platforms through the use of self-closing gates and chains. Occasionally may need to transition through trap doors while simultaneously operating gates at elevated heights.
- Frequently climbs flights of stairs up to 10 stories carrying buckets, boxes or backpacks containing tools and parts weighing up to 50 lbs.
- Occasionally uses fingers and hands to handle manual hoists and ropes to lift small parts and tools to elevated platforms.
- Frequently walks on uneven or slippery surfaces, requires depth perception to observe changing elevations and avoid injury from adjacent high temperature surfaces.
- Frequently steps up, steps down or steps over curbing, containments, pipes, conduits, equipment and foundations.
- Occasionally climbs, wriggles or crawls through small elevated openings such as boiler drum doors or Heat Recovery Steam Generator access hatches.
- Regularly lifts loads up to fifty (50) pounds such as cylinders, tools, parts. Heavier loads will be lifted in teams, or will use hoists or lifts.
- Regularly climbs, transitions and works on scaffolding while wearing fall protection gear.
- Frequently walks, reaches, crawls, squats, kneels and crouches using feet, legs, hands and manual strength to access malfunctioning equipment to inspect and make emergency adjustments. May perform these actions inside, on top of or underneath various equipment.
- Regularly works rotating shift schedule.
- Regularly works while using Personal Protective Equipment (PPE) such as hard hats, gloves, work boots, respirators, chemical suits, face shields, hearing protection and other equipment as needed.
- Regularly works outdoors in all weather conditions.
- Routinely works near heated surfaces; works on slippery or uneven surfaces in precarious places using safety equipment to adjust or operate equipment.
- Routinely listens to operating sounds of equipment to diagnosis equipment malfunctions.
- Works overtime as needed.
- Occasionally operates forklifts, boom truck, man-lifts, bucket trucks and similar equipment.
- Frequently operates agency vehicles going to and from job locations which may require multiple hours of travel time on any given day.
Language Skills
- Ability to read, comprehend, and interpret technical manuals and related documents, written in English, including but not limited to, safety rules, operating and maintenance instructions, and procedure manuals.
- Ability to write routine emails and correspondence. Ability to effectively communicate information in one-on-one and small group situations to suppliers or other employees of the Agency.
- Regularly communicates (talks, listens, and writes), to exchange and obtain information to direct the operation, maintenance and control of the combustion turbine facility.
- Provides clearly written instructions and reports regarding condition or operation of equipment.

Educational, Training and Experience Requirements
- Any combination of training and experience which would likely provide the required knowledge, abilities and skills is qualifying for the entry level step.
- A typical way to obtain these knowledge, abilities and skills would be:
- One (1) year experience operating or repairing and maintaining equipment in a Power Generation facility, heavy industrial facility or related military experience or completion of a recognized apprenticeship program or equivalent course work in a related area.
Driver’s License Requirement
Possession of a valid Class “C” license with no limitations issued by the State of California Department of Motor Vehicles. Possess and maintain a good driving record as demonstrated by the absence of multiple or serious traffic violations or accidents within the last three (3) years.
