THE OPPORTUNITY

The City of Pacifica is recruiting for a Public Works Superintendent within the Department of Public Works. Under direction of the Field Services Manager, the incumbents will be responsible for the field services of the Public Works Department. They will plan, organize, and direct the work of field personnel and perform related work as required. The incumbents will be assigned to oversee various subdivisions such as Streets, Streams, Storm Drains, Street Lighting, and Motor Pool programs.

THE DEPARTMENT

The Public Works Department is responsible for maintaining and repairing the City’s infrastructure and wastewater treatment operations in an efficient and cost-effective manner while providing a high level of customer service and a safe work environment for city employees. The Department maintains parks, playing fields and medians and keeps streets and trails clean and well-maintained. The Department also coordinates the tree program, cleans beaches and coordinates the City Beautification program.

The Public Works Department is organized into three divisions including Wastewater Treatment Operations, Field Services and Engineering. The Wastewater Treatment Operations includes the operation of the Calera Creek water treatment plant and management of the collection system. Field Services oversees the maintenance of city streets, parks, trees, vehicles and public facilities. The Engineering Division manages public infrastructure projects, transportation planning and maintenance and repair of the City’s infrastructure. The Public Works Department is supported by 56 full-time staff and an annual operating budget of $3.9 million, along with a FY2019-20 CIP appropriation of $ 8.6 million.

THE POSITION

This is a full-time, management position that requires significant independence, initiative, and discretion within established guidelines.  Duties may include but are not limited to the following:

• Plan, organize and direct the work of others involved in public works, operations, including park and stream maintenance, tree management and maintenance including Heritage Tree Ordinance implementation, street light maintenance, street tree maintenance, janitorial service for the City owned facilities, maintenance of the Community Pier and other activities as required.
• Plan, organize and direct the work of others involved in public works operations, including building maintenance, and other activities as required.
• Assist in the recruitment and placement of new employees.
• Attend public meetings and functions as needed.
• Establish Division goals and maintain exceptional working relationships.

The Public Works Department is recruiting for an Operations & Maintenance Superintendent, who, under general direction from the Operations & Maintenance Manager, will oversee the operations and maintenance activities of the Facilities, Streets, Parks, and Vehicle Maintenance divisions. This position will manage budgets of the respective divisions, supervise and guide division supervisors, and advance technical knowledge and skills to affect the research, analysis, planning, and implementation of operations functions.

UPCOMING PROJECTS & INITIATIVES:

• Public Works will be implementing computerized asset and maintenance management software that will require significant change management within operations and maintenance. The superintendent will play a key role in the implementation and change management of this technology.
• It is a goal to implement safety and developmental programs that engage, educate and train staff for their current and future roles. The superintendent will assist with the development and management of these programs.
• Improving service delivery is a constant challenge. The superintendent will assist with finding creative ways to improve service delivery that benefits internal and external stakeholders.

THE POSITION:

This position is part of the Represented Mid-Managers group and is “at will”.  Employment may be terminated with or without cause or notice, at any time by the City of San Rafael. 

This position performs the following essential job duties (including but not limited to):

• Provide leadership, direction, and supervision to operations and maintenance staff, including assigning tasks, monitoring performance, and providing feedback and coaching.
• Foster a positive and productive work environment that encourages teamwork, collaboration, and professional growth.
• Develop and implement operational plans, policies, and procedures to ensure the efficient delivery of services.
• Coordinate with other City departments and external agencies to prioritize and schedule operations activities, including street maintenance, park maintenance/landscaping, facility upkeep/repair, fleet maintenance/replacement, and utility services.
• Oversee the planning and execution of maintenance activities for city infrastructure assets, including streets, sidewalks, parks, buildings, vehicles, and utilities.
• Coordinate with contractors, vendors, and service providers to ensure timely and cost-effective completion of maintenance projects.
• Monitor the condition of infrastructure assets and develop strategies for preventative maintenance and repairs.
• Maintain accurate records and inventory of city-owned infrastructure assets, including condition assessments, maintenance history, and replacement schedules.
• Develop and implement asset management strategies to optimize the lifecycle of infrastructure assets and maximize return on investment.
• Prepare reports and presentations on asset performance, budget projections, and recommendations for capital improvements.
• Ensure compliance with federal, state, and local regulations, codes, and standards governing public works operations and maintenance activities.
• Coordinate safety program for department staff ensuring proper training and protocol.
• Obtain necessary permits, licenses, and approvals for maintenance projects and activities, and ensure timely renewal and compliance with regulatory requirements.
• Respond to inquiries, complaints, and requests for information from the public, elected officials, and regulatory agencies regarding operations and maintenance issues.

• Occasionally participate in work supervised. 
• Work on an on-call basis during emergencies. 
• Direct, perform inspections, and supervise work outdoors in inclement weather, underground, and in unpleasant or potentially hazardous conditions. 
• Read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. 
• Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. 
• Work safely in potentially hazardous conditions.

EDUCATION and/or EXPERIENCE:

Any combination of education and experience that demonstrates possession of the requisite knowledge, skills, and abilities.  A typical way to obtain these would be:

• Graduation from high school or G.E.D. equivalent, supplemented with training/education in supervisory principles.
• Five (5) years of progressively responsible experience in streets maintenance and repair, parks maintenance, facilities maintenance and/or vehicle maintenance, including a minimum of two (2) years in a supervisory capacity.
• Training/experience in database management and/or experience using database systems is highly desirable.
• Valid California Driver’s License

Role Description

This is a full-time, on-site role for a Director of Finance located in Boulder Creek, CA. The Director of Finance supervises, oversees and manages the activities and operations of the Finance Department including financial reporting, general accounting, purchasing, warehousing and inventory control; budget preparation, accounts receivable, accounts payable, payroll, debt administration, revenue management, administration of invested funds and performs other related duties as required.

You will work to support community steering committees and other community partners determine how to best improve air quality and reduce health disparities while centering equity and addressing environmental justice. To be successful in this role, you must be a strong team player, have strong communication, project management and analytical skills, and be able to work with people of varied backgrounds and perspectives, including low-income communities of color and communities overburdened by air pollution. Air Quality Planning Section (State and Federal Attainment Planning Role)

• Guide difficult, sensitive or high visibility projects, including updates to the Air District California Environmental Quality Act (CEQA) Thresholds of Significance, Air Quality Guidelines, and supporting tools and technical guidance.
• Prepare and make presentations to Air District staff, Committees and Board of Directors, as well as members of the public, other stakeholders and community organizations.
• Lead and support efforts to achieve local, regional, state and federal air quality planning objectives through land use and transportation planning, policy research and development, and technical analyses and reports.
• Respond to inquiries from governmental officials, consultants, and the public related to CEQA, air quality, and other environmental planning issues.
• Coordinate the review of environmental impact assessments prepared by other agencies pursuant to CEQA and assist other Divisions in the preparation of Air District Lead Agency CEQA documents.

The Santa Clara County Housing Authority (SCCHA) is seeking an experienced leader who will lead, manage, organize, plan and oversee the staff and activities of the Agency’s Innovation and Impact team including developing housing policy, program design, implementation and evaluation. Will work collaboratively with the leadership team and the community to bring meaningful opportunities and impact to the communities SCCHA serves.

The Assistant Director of Innovation and Impact plays an important role in leading the policy work and resident community initiatives, from innovation through evaluation.  This position will oversee and manage the Agency’s Moving to Work (MTW) Plan process in partnership with the leadership team and stakeholders, and requires knowledge of local, state, and federal regulations related to housing programs.

The role involves managing the Airport's campus-wide, on-site data centers and all Main Distribution Frames (MDFs), Intermediate Distribution Frames (IDFs), and Minimum Points of Entry (MPOEs). Additionally, the position encompasses management for infrastructure improvements, including capacity planning, design, and project management for networking, power, space, and HVAC in the IT physical environments as well as the inside/outside cable plant. As SJC continues to evolve and grow, attracting more passengers and airlines, the selected candidate will act as a subject matter expert and liaison to SJC divisions, airlines, and tenants for MAC (Moves, Adds, Changes) requests, requirement analysis, RFP/Q review, and new construction projects as required. This position requires strong understanding of and working experience with project management practices. This is a leadership role with planning, designing, directing, and coordinating a work plan as well as supervising the activities and final work product of, up to two other members of the ATS Infrastructure team.

Roles & Responsibilities:

• Lead the design, planning, and management of the campus-wide cable plant and IT physical infrastructure to support the Airport improvements, airlines, and tenants, addressing both current & future needs.
• Provide a comprehensive understanding of technology offerings, implementation constraints, and costing. Ability to propose technology recommendations and solutions by providing a solid and complete justification for each solution.
• Assess the voice and data needs of the Airport, develop Airport technical standards, determine where the cable infrastructure should be installed, and oversee the installation.
• Serve as Subject Matter Expert and liaison to Airport divisions, airlines, and tenants for requests, requirements, RFP/Qs, and new construction projects as required.
• Manage stakeholder engagement acting as Point of Contact (PoC) for project activities, conducting project reviews, identifying and escalating project issues, briefing on proposed technology, organizing and conducting vendor site visits, and fostering collaborative working relationships.
• Possess a strong understanding of, and working experience with, Project Management practices and tools.
• Ability to understand your audience, negotiate with stakeholders, and clearly understand the requirements and scope.
• Coordinate project schedules, including participation in meetings, documentation, and tracking action items to ensure successful completion.
• Oversee the preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract. Participate in the negotiation of contracts & contract changes, review Statements of Work (SOWs)/Work Orders to understand commitment and expectations.
• Data Center Management of the Airport's mission critical on-site Data Centers, Main Distribution Frames (MDFs), Intermediate Distribution Frames (IDFs), and Minimum Points of Entry (MPOEs). Responsibilities include operational and capacity planning, physical security management, and setting policy on best practice use of the facility.

Highly Desirable Qualifications:

• Possess a BICSI RCDD (Registered Communications Distribution Designer) certification.
• Be an Outside/Inside Plant specialist. Airport experience preferred.
• Ability to determine the scope, cost, and time for existing and new OSP/ISP projects that are moderate to complex in a matrix environment.
• Outside/Inside plant construction and project management experience and inventory management experience.
• Familiarity with data center industry standards, building codes, and safety standards.
• Demonstrates in-depth knowledge of fiber optic engineering principles with OSP job-related functional areas to include general best practices, procedures, and industry standards.
• 5 years or more experiences working in mission critical environments (e.g., airports, utilities, telecommunications carriers, etc.) requiring coordination across multi-disciplines for delivering a common goal.
• 5+ years mission critical Data Center operations experience.
• 5+ years' Telecom industry experience.
• 5+ years' experience with Outside Plant cabling (OSP) & Inside Plant cabling (ISP), structured cabling systems.
• Experience coordinating with GIS teams to ensure as-builts are reflected in existing mapping tools.
• Experience working with GIS teams to document all fiber paths, terminations, and splices for all cabling projects.

Salary Information:
The actual salary shall be determined by the final candidate's qualifications and experience. The below salary ranges include an approximate five percent (5%) ongoing non-pensionable pay.

Salary range for this classification is: $130,515.84 - $159,017.04 annually
