The salary range listed above reflects the full compensation potential for this position. ABOUT THE POSITION
The City of Gilroy is recruiting a Senior Planner position in the Community Development Department. In this exciting opportunity, the Senior Planner is poised to make a significant impact towards building a vibrant, sustainable, and inclusive city for all. The Senior Planner will be assigned full responsibility for a variety of complex planning projects and entitlement permits, performing high-level professional planning duties using independent judgement in analyzing work and making recommendations and important decisions. Additional tasks include aiding applicants and the general public. Related duties and functions include project initiation, preparation, analysis, stakeholder coordination, environmental review, presentations, and enforcement. The role offers the opportunity to influence policy, champion sustainability, create spaces that promote equity and accessibility, and ensure that all initiatives align with our community’s long-term vision. 

The Senior Planner is a mid-management position and may mentor junior level staff and supervise technical, professional, and administrative staff.

ABOUT THE DEPARTMENT

The City of Gilroy’s Community Development Department Planning Division is committed to developing and implementing programs to support the City’s General Plan. The Planning team is responsible for implementation of Gilroy’s General Plan / Housing Element, Zoning Ordinance, adopted specific plans and other associated policies and ordinances. 

Responsibilities include, but are not limited to:

• Responding to public inquiries related to land-use and property development regulations. 
• Providing solution-oriented customer service to support economic development opportunities whenever possible. 
• Reviewing land-use entitlement applications (e.g. tentative map, conditional use permit, annexation, general plan amendment, architectural & site review permits) for conformance with adopted policies and regulations. 
• Administering the California Environmental Quality Act (CEQA) for environmental review related to planning and development proposals. 
• Implementing and updating the General Plan and Zoning Ordinance. 
• Providing staff support for the Planning Commission, as needed
• Resolving land-use related violations through Code Enforcement. 

FIRST YEAR PROJECTS/ASSIGNMENTS:

• Complete Comprehensive Zoning Ordinance Update 
• Complete Historic Resource Inventory Update and create Mills Act monitoring procedures 
• Manage a range of the more complex applications, including subdivisions, architectural and site review applications, and General Plan/Zoning amendments
• Build subject matter expertise in ADU development, housing policy, CEQA compliance and equity-based community development

What You'll Do

• Support the Police Department by ensuring that critical systems and hardware are working smoothly. Exercise problem solving as needed to ensure minimal impact to operations.  
• Assist in the design, deployment, and maintenance of telecommunication systems, both through routine maintenance and responding to issues as needed.  
• Install network infrastructure, including wireless equipment, hubs, switches, cabling, servers, and peripherals. 
• Administer and maintain virtualization technologies, network load balancing technologies, storage systems and server hardware. 
• Work towards a goal of high availability, reliable disaster recovery, and business continuity as they relate to system administration. 
• Utilize excellent customer service skills with staff, providing direct assistance with problems in a timely manner.  
• Share your knowledge by providing technical instruction, general training, advice, and support to staff regarding the use of equipment, procedures, and software.  
• Have an eye out for continuous improvement by researching, evaluation, and recommending enhancements to existing systems or the implementation of new ones.  

The Essentials:

The educational/experience requirements can be satisfied in one of the following ways: 

- Equivalent to an associate’s degree or have completed 60 semester or 90 quarter units at an accredited college or university in business information systems in computer science or related field, plus five years experience in management information systems. Some assignments may require specialized systems experience such as HTML, CSS, Javascript and XML, PHP, and structured query language (SQL).

- A technology certificate from an accredited college or trade school in information technology, computer applications, web technologies, computer information systems, application development database design, programming, technology project management, or related field and five years of experience in private-sector or public-sector positions in information technology, including systems analysis work and development, system integration, or project management.
 

- Equivalent to a bachelor’s degree from an accredited college or university with a degree in computer science or a related field, and two years of progressively responsible experience comparable to that of an Information Technology Analyst I in the City of Mountain View. Some assignments may require specialized systems experience such as HTML, CSS, Javascript and XML, PHP, and structured query language (SQL).

Highly Desirable:  

• Possession of Advanced Microsoft, VMWare Certified Professional (VSP), CCNP and/or LINUX certifications. 
• Experience in radio communication systems
• Experience in a Public Safety environment supporting applications like CAD/RMS/Mobile data computer systems.

• The control point for this position is $152,958. The full range for this position is $122,367 - $183,550 and the full range is posted to comply with California law. That said, successful candidates can realistically expect a starting offer between $122,367 and $144,000, depending on qualifications. No matter where the starting offer falls, employees will have the opportunity to get annual merit increases for stellar performance.

General

The Manager, Government and Community Affairs reports to the Director, Government and Community Affairs and is responsible for strategic development and management of government and community relations with a primary focus on the San Mateo County Transportation Authority (SMCTA), with additional work on San Mateo County Transit District (SamTrans) and the San Mateo County Express Lanes Joint Powers Authority (SMCEL-JPA). This position will focus on local agency, stakeholder, and community engagement and assist with regional, state, and federal efforts. 

Essential Functions & Duties

• Plan and execute robust, diverse, and inclusive broad-based communications and direct engagement with relevant communities; primary focus is capital construction projects for SMCTA, SamTrans, and SMCEL-JPA, secondary focus is engagement for strategic planning projects; work closely with technical staff and supervise consultant work.
• Lead GCA communications support for strategic planning and capital construction projects the SMCTA is providing technical assistance on.
• Build support for projects, manage agency relationships and lead engagement with residents and local stakeholders including elected officials, cities, business, and community groups.
• Monitor responses to projects and engage cross functional teams to ensure clear and timely communication on key policy, project, or planning goals and to respond to stakeholder and community requests and concerns.
• Provide strategic guidance to agency leadership and teams on areas ranging from community opposition to a specific project to Federal funding.
• Manage state and/or federal lobbyists, prepare the annual state and federal legislative program, and provide support for grant and other funding applications.
• Assist in overall departmental management including budgeting and department policy development.
• Supervise SamTrans/TA Government and Community Affairs staff.  Hire, mentor, and take appropriate corrective and/or disciplinary action.  Ensure EEO policies and procedures are followed. EXAMPLES OF DUTIES:

• Develop and execute Public Outreach Plans for capital construction, strategic planning, and transportation tax revenue projects; lead cross-functional teams of staff and consultants; track deliverables and deadlines.
• Meet with stakeholders to identify questions and concerns; work with internal staff and consultants to develop appropriate responses and resolutions. 
• Work on development and execution of transportation funding revenue measures; coordinate with internal and external stakeholders; gather community feedback and identify key issues; manage consultant deliverables and deadlines.

The City of Berkeley invites you to apply for the position of Applications Programmer Analyst II in the Information Technology Department! In this role, you will act as a technical liaison between IT and various City departments, translating complex business requirements into effective technological solutions. You'll support critical City operations through the design, implementation, and support of enterprise applications, data systems, and spatial technologies that directly impact City staff and the Berkeley community. The GIS-focused position will leverage expertise in Geographic Information Systems and spatial data management. This position plays a critical role in maintaining and advancing the City’s GIS capabilities in support of planning, public safety, infrastructure, permitting, and public-facing mapping solutions. This position supports City initiatives by:

• Administering, configuring, and supporting GIS platforms such as ArcGIS Pro, ArcGIS Online, and related ESRI technologies
• Creating, maintaining, and publishing spatial data, map services, and web maps
• Performing spatial analysis to support City programs, policy decisions, and operational needs
• Collaborating with departments to gather GIS requirements and translate them into technical solutions
• Developing GIS documentation, standards, and best practices
• Providing GIS training and technical support to City staff

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this classification is: 
Equivalent to graduation from a four-year college or university with major coursework in computer science, mathematics, business administration, or a closely related field and two (2) years of professional experience in systems design and analysis, systems integration, and/or programming of applications for computer systems. Experience in systems design and analysis, systems integration, and/or programming of applications for computer systems may be substituted for the education requirement on a year-for-year basis.

In addition to the qualifications outlined above, the ideal candidate will have a combination of technical and business acumen to navigate and resolve a wide array of projects and issues.
