About the Position:  The Planner III focuses on a wide variety of planning and capital improvement projects that include long-range planning; land use planning; site design; and environmental review to increase public access, outdoor recreation, and enjoyment of Midpen’s lands. The Planner III is tasked with performing complex professional level planning, analysis, and design; developing and administering project scopes, schedules and budgets; analyzing project risks and environmental issues related to public access and natural and cultural resources; directing the feasibility and early design phase of capital improvement projects that include trails, trailhead staging/parking areas and staff facilities; developing recommendations for land use policies; preparing long-range plans to guide the use and management of Midpen lands; conducting public outreach and engagement; preparing requests for proposals; assisting in development of grant applications; preparing environmental review documents; and obtaining planning permits and initial approvals for projects. The Planner III also provides project presentations to senior management, the Board of Directors, and Committees, and at public meetings, that may be held in the evenings and weekends. The Planner III also oversees and participates in the work of junior staff and has experience providing a high level of customer service with the public, vendors, contractors, and Midpen staff.

Work Environment:  This position is part of the Planning Department at Midpen’s office in Los Altos, California.  The Planner III will be expected to be available to provide project presentations in the evenings and sometimes on weekends. In addition to working in the office, the Planner III will sometimes work in the field and hike through steep terrain and wildland areas.  Field work will require driving in remote areas on dirt roads, working in temperatures ranging from cold and blustery to hot and dry. Midpen offers a hybrid office/telecommute work schedule for this position in addition to a 9/80 schedule.

Education and Experience:  Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: 

• Equivalent to graduation from an accredited four-year college or university with major coursework in urban or environmental planning, landscape architecture, natural resource management, community development, environmental sciences, public administration, or a closely related field and
• At least five (5) years of increasingly responsible experience in planning project management preferably in parks, open space, or a closely related field.

DESCRIPTION 

The City of Thousand Oaks is seeking a highly skilled and collaborative technology leader to serve as its first Deputy Chief Technology Officer (Deputy CTO). This position will play a critical role in supporting the Chief Technology Officer (CTO) in building, operating, and maturing the City’s newly established Information Technology (IT) Department. 

The Deputy CTO will serve as a key partner to the CTO, helping translate the City’s Information Technology Strategic Plan (ITSP) into effective, day-to-day operations and successful project execution. While the CTO focuses on long-term vision, executive leadership, and Citywide strategy, the Deputy CTO will provide strong operational leadership, oversee core technology functions, and ensure consistent delivery of high-quality IT services across the organization.

PRIMARY RESPONSIBILITIES 

Department Operations & Leadership 

• Support the CTO in establishing and maturing the City’s standalone IT Department, including policies, procedures, governance, and service delivery models. 

• Provide day-to-day operational leadership for IT functions, ensuring stability, reliability, and performance of Citywide technology systems. 

• Supervise, mentor, and develop IT management and technical staff; promote a culture of service, accountability, collaboration, and continuous improvement.

• Provide hands-on leadership for major enterprise initiatives such as ERP, CMMS, CRM, PRA, Utility Billing, and Data Analytics system modernization projects.

Technology Operations & Governance 

• Oversee and coordinate core IT operational areas, which may include:

• Help standardize technology platforms, processes, and service delivery models across the organization.

• Monitor technology trends and recommend practical, value-driven solutions that improve service delivery and organizational efficiency. 

Cross-Department Collaboration 

• Serve as a trusted partner to City departments, helping translate business needs into effective technology solutions. 

• Facilitate collaboration between IT and operational departments to improve business processes, user experience, and system adoption. 

• Represent IT in interdepartmental meetings, steering committees, and project teams as assigned by the CTO. 

Priorities

What You’ll Do
You will troubleshoot and resolve hardware and software issues for Town staff, install and configure desktops, laptops, mobile devices, and peripherals, and provide clear guidance so users can stay productive. - A technology certificate from an accredited college or trade school in information technology, computer applications, web technologies, computer information systems, application development database design, programming, technology project management, or related field and five years of experience in private-sector or public-sector positions in information technology, including systems analysis work and development, system integration, or project management.
 

- Equivalent to a bachelor’s degree from an accredited college or university with a degree in computer science or a related field, and two years of progressively responsible experience comparable to that of an Information Technology Analyst I in the City of Mountain View. Some assignments may require specialized systems experience such as HTML, CSS, Javascript and XML, PHP, and structured query language (SQL).

Highly Desirable:  

• Possession of Advanced Microsoft, VMWare Certified Professional (VSP), CCNP and/or LINUX certifications. 
• Experience in radio communication systems
• Experience in a Public Safety environment supporting applications like CAD/RMS/Mobile data computer systems.

• Flexibility regarding work schedule is necessary. Incumbents will need to be willing to work a schedule that includes part of the weekend and flexible hours. 
• The control point for this position is $152,958. The full range for this position is $122,367 - $183,550 and the full range is posted to comply with California law. That said, successful candidates can realistically expect a starting offer between $122,367 and $144,000, depending on qualifications. No matter where the starting offer falls, employees will have the opportunity to get annual merit increases for stellar performance.
