• Experience implementing or establishing a Project Management Office (PMO) or set of project management standards across an organization.

Within the Finance and Administration Division, the Port's Information Technology group consists of Business Applications and Infrastructure teams. We support the Port's mission, strategic plan, and daily operations with a focus on positive relationships with and quality service to everyone associated with the Port.

Under the general direction of the Information Systems Director, the Business Applications Manager (1070 IS Project Director) manages the Business Applications team, which is responsible for providing comprehensive production maintenance and support of the Port's various systems and business applications to ensure optimal uninterrupted daily operations. The areas of support include but not limited to, supply chain management (SCM), procurement, payroll, timekeeping, human resources, financials, collections, property management, maritime, reporting, interfaces, document management, and collaborative tools.

A critical function of the role also includes providing techno-functional leadership on application-related projects.  The Port is initiating a long-term strategy to modernize and upgrade software applications and retire its aging and custom legacy applications, such as with the Oracle 11i eBusiness Suite ERP system, which is used to track work requests, facilitate work orders, maintain assets and inventory, manage time keeping, procurement, and other vital functions. As the application has become obsolete and minimally supported by Oracle, there is an urgent need to identify and implement a new software solution.  The Business Applications Manager will serve as the technical lead on this replacement project currently underway, working alongside a project manager, vendors, the Business Applications team, and Port staff.

The essential functions of this position include: 

• Organize, direct, and supervise the work of a small team of techno-functional, senior level, business system analysts and external consultants.
• Collaborate with the team on escalated issues technically complex in nature to bring about resolution. 
• Lead technology projects and formulate strategies for business applications development and integration with other applications, such as with GIS and PROPworks.
• Serve as a liaison between Port staff and applications, facilitating effective communication to define project requirements and objectives.
• Participate in the planning of resources, budgets, and project timelines. 
• Oversee the further development of, and promote the usage of, collaborative and document management tools like SharePoint. 
• Monitor system alerts, and work with the Port IT Infrastructure team, consultants, and vendors to resolve system-related issues affecting application uptime.
• Implement and upgrade system hardware and application software as needed. 
• Ensure that the organization adheres to IT best practices, policies, and procedures in compliance with industry and regulatory standards.

Education:

1. An associate degree in computer science or a closely related field from an accredited college or university.

OR

2. Its equivalent in terms of total course credits/units:

• At least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely related field.

Experience

Seven (7) years of experience in system administration, information systems development, maintenance and support, or information technology project management, including two (2) years of supervisory experience.

License and Certification

Possession of a valid California driver’s license (to be presented at time of appointment). Insurability under the Port’s automobile liability insurance must be maintained throughout employment.

Substitution

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years).

Note:

One year of full-time employment is equivalent to 2,000 hours of work experience (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours a week are not included in the calculation to determine full-time employment.

NATURE OF WORK

About the Role

The newly created Community Services Division Director position is an exciting and unique opportunity to build a new division of the City of San Rafael.

The Community Services Division Director will play a pivotal role in shaping and leading the City of San Rafael's efforts to address critical social issues, particularly focusing on homelessness at this time.  Reporting directly to the Assistant City Manager, the Division Director will oversee and develop the newly created Community Services Division, ensuring the effective development and implementation of programs that improve the quality of life for residents in need.

In this role, the Division Director will manage a broad range of responsibilities, from strategic planning and policy development to budget management and interdepartmental and interagency coordination. They will be a key liaison between the City and  our County partners, and various other stakeholders, including public agencies, community organizations, and residents. DEFINITION

PC/LAN Technician I: Under supervision, performs skilled technical work on the City’s Personal Computers and Local Area Network, and network servers, including hardware, software and peripherals, and performs other duties as assigned.

PC/LAN Technician II: Under general supervision, performs complex technical work on the City’s Personal Computers and Local Area Network, and networks servers, including hardware, software, and peripherals, may supervise the work of lower level staff, and perform other duties as assigned. Positions in this class require frequent use of a high degree of independent judgment and interpretative ability. Duties do not always follow standard routines; the employee recommends changes in methods and procedures when necessary. The class is required to have operating knowledge of computer systems and greater overall experience.

Positions in the PC/LAN Technician II classification are flexibly staffed and normally filled from advancement from the PC/LAN Technician I class, or when filled from the outside, require specific technology experience. Appointment to this class requires the employee to be performing substantially the full range of PC/LAN Technician duties and to meet the qualifications for the class. The class requires the ability to work independently exercising judgment and initiative and a greater knowledge of the City’s computer systems.

EXAMPLES OF DUTIES

Analyzes, troubleshoots, and repairs computer systems and peripherals; provides end- user support for hardware and desktop applications; assists end-users in understanding personal computer functions and software application features; installs, replaces, and upgrades personal computer hardware, software and peripherals; may assist in developing and presenting training programs for end users; provides day-to-day support and maintenance of the City’s phone system.

MINIMUM QUALIFICATIONS

The Community  Action Program Specialist determines client’s needs for program services and provides case management and/or crisis intervention in one or more various program areas. The Community Action Program Specialist II is the full journey level class within the series and is   distinguished from the entry level class by the performance of the full range of duties, including the more complex cases. This position is full-time and is scheduled for forty (40) hours per week.

WHAT YOU’LL DO

• Analyzes clients’ financial and eligibility information to determine initial or continuing eligibility for programs.
• Secures case documentation, records, and/or other information from other agencies as required.

THE DEPARTMENT

The Information Systems and Technology Division is responsible for the City's network infrastructure, cybersecurity, Help Desk support, and daily IT operations. The division supports a full-service city that includes City Administration, Police, Fire, Planning, Public Works, Parks, Beaches, and Recreation departments.

THE POSITION

This is a full-time, professional level position that requires significant administrative, analytical, and technical skills. This position serves as a technical leader, providing complex analytical support.

Duties may include but are not limited to the following:

• Install, configure, maintain, troubleshoot, and monitor physical and virtual network and server infrastructure including hardware, software, real-time monitoring tools, peripherals, and devices ensuring effective performance and proper integration of components and systems with existing architecture; assist in infrastructure changes and upgrades to limit interrupted services.
• Administer automated deployment of software and updates over the network.
• Monitor and maintain security control of City network and server infrastructure; configure and monitor security features and firewall rules; verify and ensure proper user accessibility; identify and address vulnerabilities; research, recommend, and apply security updates as needed.
• Monitor disaster recovery and backup processes and schedules; verify that backups are successful and data can be recovered.
• Ensure database security by preparing access and control policies and procedures and reviewing permissions on a regular basis.
• Install, configure, maintain, troubleshoot, and monitor City-wide telecommunications systems including voice and data communications infrastructure and equipment; set up and maintain user accounts, access groups, extensions, and voicemail boxes; troubleshoot system-wide outages.

Under direction of the Housing Officer, the Housing Specialist I will play a key role in the planning and development of new affordable housing, creating new housing programs, implementing the Housing Element, applying for grants/funding to support affordable housing, and monitoring housing legislation. The Housing Specialist I will perform technical and professional level planning and community development work, with an emphasis on creation and implementation of affordable housing programs. This position will closely collaborate with affordable housing developers, various housing advocacy groups, local non-profits, and the community. The ideal candidate will be a passionate affordable housing professional who is a motivated self-starter able to work independently, while also being a team player who can communicate effectively with supervisors, colleagues, consultants, and decision-makers. Creativity, critical thinking, public speaking, and the ability to perform research and analyses are essential traits.

The minimum qualifications for education and experience can be met in the following way:

1. a Bachelor's degree from an accredited college or university in urban planning, public administration, business administration, architecture, public policy, or a related field; AND Three years of professional housing programs/policy experience, real estate development, or land use planning program experience; OR
2. a Master's degree from an accredited college or university with major coursework in urban planning, architecture or a related field; AND Two years of professional housing programs/policy experience, real estate development, or land use planning program experience
