POSITION SUMMARY:

Under general direction of the Administrative Services Director, supervises and manages the activities and day-to-day operations of the Finance Division; areas of responsibility include general accounting, financial reporting, budget development and business licensing; administers short and long-range fiscal services planning activities; oversees and directs the maintenance of financial and budgetary records; prepares and analyzes financial statements and reports; responsible for investment of City surplus funds; and performs related work as required.

1. Plans, manages, and oversees the daily functions, operations, and activities of the Finance Division; areas of responsibility include general accounting, financial reporting, budget development and business licensing.

2. Participates in the development and implementation of goals, objectives, policies, and priorities for the division; recommends within departmental policy, recommends and administers policies and procedures.

3. Directs the preparation of, and participates in developing fiscal reports including monthly, quarterly and annual reports as well the City’s Comprehensive Annual Financial Report (CAFR) and Popular Annual financial Report (PAFR) ensuring adherence to mandated rules, regulations and professional standards.

4. 5. Develops and standardizes procedures and methods to improve and continuously monitors the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and recommends to management.

6. Develops and implements adopted finance and budget services strategic plans, policies, and standards.

7. Participates in the selection of, trains, motivates, and evaluates assigned staff; provides or coordinates staff training; works with employees on performance issues and implements discipline.

8. Oversees the development of consultant requests for proposals (RFP’s) and qualifications for professional services; evaluates proposals and recommends project award; develops, negotiates, and reviews contract terms and amendments; ensures contractor compliance with City and department standards and specifications and time and budget estimates; analyzes and resolves complex problems that may arise.

9. Provides highly complex staff assistance to the Administrative Services Director; conducts a variety of organizational and operational studies, special projects, and investigations; prepares and presents staff reports and other necessary correspondence related to assigned activities and services; presents reports to various commissions, committees, and boards.

10. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the financial field; monitors changes in regulations that may affect business systems operations; implements policy and procedural changes after approval.

11. Attends monthly Financial Commission meetings.

12. Receives, researches, and responds to difficult and sensitive problems and inquiries in a professional manner; identifies and reports findings and takes necessary corrective action.

13. Performs other duties as assigned.

MINIMUM POSITION REQUIREMENTS:

KNOWLEDGE OF:

Governmental financial accounting and reporting; governmental auditing standards; principles and practices of local government budgeting and financial administration; applicable federal, state and local laws affecting municipal finance; municipal treasury management and investment principles; modern office procedures, computers and accounting software applications; principles and procedures of financial record keeping, technical report writing and preparation of correspondence and presentations. Auditing and internal financial control processes. Principles and practices for employee supervision, including work planning, assignment, review and evaluation and training.

EXPERIENCE AND EDUCATION:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to graduation from an accredited four-year college or university with major coursework in accounting, finance, public administration, business administration or a related field and five (5) years of progressively responsible experience in the development and administration of financial and budget programs, including three (3) years of lead or supervisory experience.

Public sector auditing experience, a CPA certification and/or a master’s degree in business or public administration is desirable and may be substituted for the required experience up to a maximum of one year.

PHYSICAL DEMANDS:

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various City sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Standing in and walking between work areas is frequently required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification frequently bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds with the use of proper equipment. COMPENSATION & BENEFITS: The salary range for this position ranges from $146,881.60 up to $178,535.50 annually. Placement within the range will be DOE.

This position is at will and the full terms and conditions of this position will be subject to an employment contract.

The benefits package offered by the City includes:

• Retirement: CalPERS retirement plan for Classic members is 2% @ 60 with employee paying a contribution of 7%. PEPRA employees participate on a 2.0% @ 62 plan, with employee paying 6.75% of the retirement contribution. Benefits based on highest three years of compensation. The City does not participate in Social Security.

• Health Plans: Choice of HMO or PPO plans through CalPERS Health with most family plans covered at 100%. Employees who waive coverage may receive stipend of $350 per month.

• Dental/Vision: City also offers a dental and vision reimbursement plan

• Vacation Leave: Management new hires may combine previous years of experience from other public agencies to receive increased accrual rate

• Flexible Spending Plan: Dependent care and health care reimbursement plan available

About the Position:  The Data Administrator works on a wide variety of projects, from serving as a technical advisor for enterprise applications development and deployment, to ensuring optimal database performance and data integrity. This position is a technical leader and subject matter expert in database administration, including designing, troubleshooting, maintaining, and securing databases, as well as managing ETL tasks and building interfaces between enterprise databases. In addition, this position will work on Midpen’s enterprise information systems, serving as a technical advisor on operational requirements needed for enterprise application development, deployments, and integration across multiple platforms. Advanced knowledge of SQL Server, database backup and security, Python, ETL procedures, and enterprise systems is highly desirable. Experience with ArcGIS Server and SharePoint is also desirable. For more information, see the Job Description on the District’s website.

The Administrative Services Division provides key support to fiscal & accounting, employee services, budget & fund management, information technology, and clerical services. This position belongs to the ESD Information Technology team (ESD IT) that is responsible for providing technology support to ESD and it reports to one of two application managers. This position includes, among other duties, supporting technology systems for an illegal dumping inspection system and a world-class Wastewater Laboratory. Salary Information

The City of Thousand Oaks has an opportunity for an Administrative Support Supervisor in the City Manager's Office.  This is an at-will position.

We are seeking a skilled individual with the competence and experience to provide office coordination and supervision related to daily operations, administrative support, staff and services related to the City’s Executive Offices including high-level administrative support for City Council.  The Administrative Support Supervisor will report to the Assistant to the City Manager, and must be an outstanding team player who will establish and maintain positive working relationships with City Council members and others, both internally and externally, to achieve the goals of the organization.

Primary responsibilities:

• Manage assignments and administrative support for City Council members including correspondence, signature items, phone, calendar, travel and other projects as required.

Responsibilities:

The Business Solutions Deputy CIO oversees a team of approximately 30 contributors and a portfolio of over 140 main business applications and growing. The team oversees a technical environment consisting of PeopleSoft HCM/Payroll; Cayenta FMS; Taleo; Hyperion; Oracle and MSSQL databases; Office 365 and SharePoint; Azure solutions; enterprise reporting and data visualization; and database administration services.

The City practices agile and waterfall project management, reporting to an executive scrum of scrums, matching the appropriate methods to the initiative.

Specific responsibilities include:

1.     Direct and lead multiple teams by establishing division goals and performance standards, conducting regular evaluations of the staff members' performance, and coaching staff members on performance and career development consistent with the departmental mission and expectations.

2.     Proactively monitor technology solutions and plan for system roadmaps that  will benefit the City's ability to provide services in the most efficient and cost-effective manner.

3.     Manages and develops the skills and competency of information technology staff based on current needs as well as emerging technologies or business strategies needed to support all work initiatives.

4.     In partnership with business leadership, understand strategic goals, objectives and high level requirements of City departments.

5.     Direct the allocation of resources to achieve timely outcomes and measurable goals within budget; recommend IT spending and participate in collaborative resource planning processes to ensure high-quality services at the lowest cost to the organization.

Desired Qualifications:

• Strong product and project management experience and results, preferably including use of both agile and traditional approaches
• Strong personnel management skills, including staff development, coaching, evaluation, and hiring
• SharePoint managed as enterprise content management, intranet, eDiscovery, and/or online workflow solution
• Applied knowledge of systems, networking, and cloud services
• Strong communication, collaboration and conflict resolution skills, as well as, a high degree of emotional intelligence
• 3+ years of successful experience managing enterprise data and integration services to successful outcomes
• 3+ years of successful experience managing human resources, financials, and budget systems to successful outcomes
• PeopleSoft 9.2 and ongoing releases for Enterprise Resource Planning
• Implementing and managing business process automation and workflow solutions
• Implementation of change and release management processes and business architecture that yield a high-degree of business alignment
