Role description

Within the Finance and Administration Division, the Port's Information Technology group consists of Business Applications and Infrastructure teams. We support the Port's mission, strategic plan, and daily operations with a focus on positive relationships with and quality service to everyone associated with the Port.

Under the general direction of the Information Systems Director, the Business Applications Manager (1070 IS Project Director) manages the Business Applications team, which is responsible for providing comprehensive production maintenance and support of the Port's various systems and business applications to ensure optimal uninterrupted daily operations. The areas of support include but not limited to, supply chain management (SCM), procurement, payroll, timekeeping, human resources, financials, collections, property management, maritime, reporting, interfaces, document management, and collaborative tools.

A critical function of the role also includes providing techno-functional leadership on application-related projects.  The Port is initiating a long-term strategy to modernize and upgrade software applications and retire its aging and custom legacy applications, such as with the Oracle 11i eBusiness Suite ERP system, which is used to track work requests, facilitate work orders, maintain assets and inventory, manage time keeping, procurement, and other vital functions. As the application has become obsolete and minimally supported by Oracle, there is an urgent need to identify and implement a new software solution.  The Business Applications Manager will serve as the technical lead on this replacement project currently underway, working alongside a project manager, vendors, the Business Applications team, and Port staff.

The essential functions of this position include: 

• Organize, direct, and supervise the work of a small team of techno-functional, senior level, business system analysts and external consultants.
• Collaborate with the team on escalated issues technically complex in nature to bring about resolution. 
• Lead technology projects and formulate strategies for business applications development and integration with other applications, such as with GIS and PROPworks.
• Serve as a liaison between Port staff and applications, facilitating effective communication to define project requirements and objectives.
• Participate in the planning of resources, budgets, and project timelines. 
• Oversee the further development of, and promote the usage of, collaborative and document management tools like SharePoint. 
• Monitor system alerts, and work with the Port IT Infrastructure team, consultants, and vendors to resolve system-related issues affecting application uptime.
• Implement and upgrade system hardware and application software as needed. 
• Ensure that the organization adheres to IT best practices, policies, and procedures in compliance with industry and regulatory standards.

  How to qualify

Education:

1. An associate degree in computer science or a closely related field from an accredited college or university.

OR

2. Its equivalent in terms of total course credits/units:

• At least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely related field.

Experience

Seven (7) years of experience in system administration, information systems development, maintenance and support, or information technology project management, including two (2) years of supervisory experience.

License and Certification

Possession of a valid California driver’s license (to be presented at time of appointment). Insurability under the Port’s automobile liability insurance must be maintained throughout employment.

Substitution

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years).

Note:

One year of full-time employment is equivalent to 2,000 hours of work experience (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours a week are not included in the calculation to determine full-time employment.

One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

NATURE OF WORK

Candidate must be willing to work a 40-hour week as determined by the Port. Twenty-four (24) hour on-call support and occasional weekend and after-hours work is required. A hybrid schedule may be coordinated with the candidate’s supervisor.

DEFINITION

PC/LAN Technician I: Under supervision, performs skilled technical work on the City’s Personal Computers and Local Area Network, and network servers, including hardware, software and peripherals, and performs other duties as assigned.

PC/LAN Technician II: Under general supervision, performs complex technical work on the City’s Personal Computers and Local Area Network, and networks servers, including hardware, software, and peripherals, may supervise the work of lower level staff, and perform other duties as assigned. Positions in this class require frequent use of a high degree of independent judgment and interpretative ability. Duties do not always follow standard routines; the employee recommends changes in methods and procedures when necessary. Positions in the PC/LAN Technician II classification are flexibly staffed and normally filled from advancement from the PC/LAN Technician I class, or when filled from the outside, require specific technology experience. Appointment to this class requires the employee to be performing substantially the full range of PC/LAN Technician duties and to meet the qualifications for the class. The class requires the ability to work independently exercising judgment and initiative and a greater knowledge of the City’s computer systems.

THE DEPARTMENT

The Information Systems and Technology Division is responsible for the City's network infrastructure, cybersecurity, Help Desk support, and daily IT operations. THE POSITION

This is a full-time, professional level position that requires significant administrative, analytical, and technical skills. This position serves as a technical leader, providing complex analytical support.

Duties may include but are not limited to the following:

• Install, configure, maintain, troubleshoot, and monitor physical and virtual network and server infrastructure including hardware, software, real-time monitoring tools, peripherals, and devices ensuring effective performance and proper integration of components and systems with existing architecture; assist in infrastructure changes and upgrades to limit interrupted services.

• Field Resource Specialist will report to the Foothills Field Office (FFO) in the Rancho San Antonio Open Space Preserve in Cupertino, CA, to the Foothills Area Manager.

About the Position:   The Field Resource Specialist is an exempt/salaried position, which is responsible for administering the principles and practices of public land management including: open space or undeveloped park maintenance, resource management including resource protection, managing budgets, prioritizing work tasks, and responding to public; stakeholder agencies; and other department inquiries. The Field Resource Specialist directs the day-to-day implementation of fuel reduction and vegetation management goals of Midpen’s Wildland Fire Resiliency Program. The Field Resource Specialist will support Midpen’s utilization of contractors and act as a point of contact for a wide variety of vegetation maintenance and management tasks. The successful performance of this work will require a working knowledge of a broad range of resource management trades and technical principles, as well as a professional background and the ability to coordinate work with other Midpen departments.  Candidates with background in fire risk prevention activities and vegetation management trades are desirable. The City of East Palo Alto is seeking a creative, collaborative, and knowledgeable Information Technology (IT) Manager to lead the City’s technology programs. The Information Technology Manager plans, organizes, oversees, coordinates, and reviews the work of staff performing difficult and complex technical support related to all programs and activities of the Information Technology Division. Under the direct supervision of the IT Director, the IT Support Technician II performs more advanced support for the help desk, applications, and technical support for the Peninsula Library System libraries. The position is part of the Peninsula Library System's IT Unit, called the Peninsula Library Automated Network (PLAN).

This position serves as the primary point of contact for the help desk ticketing system, manages Active Directory accounts, provides desktop support, and offers assistance with Office 365 and list-serv operations.

The position serves as the technical lead for library service applications for the member libraries, including RFID software and hardware, automated material handling and sorting systems (AMH), and providing occasional hands-on support for library check-in equipment. They are responsible for coordinating and managing small to large scale projects.

The IT Support Technician II is the journeyman level position in the IT Support Technician series. The IT Support Technician II works under general supervision and performs higher level IT support duties to support libraries and PLAN.

About the Position: The Volunteer Program Lead is the face of Midpen to volunteers working in various resource, trail, and land management roles in the preserves as well as being a representative to community organizations and partners.  This position motivates, energizes, and appreciates volunteers and ensures projects provide a safe and meaningful experience that support established agency needs. Responsibilities include working with maintenance, natural resource and volunteer management staff to coordinate all aspects of a successful volunteer program where trail maintenance and repair is the focus along with fostering joint partner efforts and relationships, and facilitating scout and other special projects. Work Environment/Working Conditions:

Under the supervision of the Volunteer Program Manager in the Visitor Services Department, this position will primarily report out of a designated Midpen field office (Cupertino and/or La Honda), which will include volunteer projects and administrative tasks. This position also works from home approximately one day per week (as approved) and occasionally at the Administration office in Los Altos.  Volunteer initiatives directed by this role may take place across various preserves requiring regular travel to and from the locations.  The Volunteer Program Lead’s schedule requires working at least one weekend day as part of the regular work week schedule, with an option to be on a 9/80 schedule after an initial training period plus occasional evenings and holidays.

 

The Volunteer Program Lead is a fairly independent position that supports the work of one or more departments within the agency, requiring solo work in the field, frequent site visits, and hiking steep terrain in wildland areas with poison oak and wildlife. Field work will also require driving a District truck in remote areas on unimproved dirt roads in inclement weather conditions. Work in the field may also include exposure to loud noise levels, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, hazardous physical substances and fumes.

 

Ideal candidates will be comfortable working in these types of field conditions, as well as in an office environment including some full days of program administrative tasks using various software programs and applications on a computer, phone, or tablet.

Additionally, candidates should be familiar with the principles and practices of trail building, construction, repair, and maintenance, including site planning and resource protection as well as the tools and equipment required for maintaining and repairing open spaces and related facilities.

 

This position wears a prescribed District uniform and adheres to strict safety procedures and work habits. Depending on the exposure, employees may be required to wear head, hearing, eye, foot, face, hand, or other protection equipment.

Education & Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be:

 

Equivalent to an Associate’s degree from an accredited college or university with major coursework in natural resource management, biology, ecology, natural lands or park management, or a related field combined with two (2) years of relevant experience working with the public and coordinating volunteer activities.

 

Additionally, one (1) year of experience in one of the following areas (which can overlap with the above experience):

• One (1) year of experience in evaluating, surveying, or monitoring of natural resource systems, OR
• One (1) year of experience in trail construction, maintenance, and/or repair of parks, open spaces, and/or related facilities.  
• Bilingual skills are highly desirable.

Licenses & Certifications Required:  

• Possession of a valid California Driver’s License.
• Possession of, or ability to obtain, Basic First Aid and Cardiopulmonary Resuscitation (CPR) certification within six (6) months of employment.
