About the Position:  The ideal candidate has solid public sector finance, budget, policy, purchasing, project tracking, and asset management experience; possesses excellent judgment, curiosity, and proactive problem solving skills; and has the ability to successfully coordinate and accomplish professional-level administrative and program work. The successful candidate is detail-oriented, yet can see the broader perspective; has a proven ability to build positive and productive relationships; possesses excellent communication and interpersonal skills; and provides excellent customer service.  Flexibility and the capacity to comfortably adapt to and manage change in an evolving workplace are a must.

This position provides administrative, budgetary, and work-flow support to the Land and Facilities Services Department projects and programs; analyzes programmatic practices and procedures and makes recommendations for organizational, operational, policy, and procedural improvements; conducts needs analyses, feasibility studies, and evaluations for assigned projects and programs; develops, summarizes, and maintains administrative and fiscal records, including tracking of departmental project status; fosters cooperative working relationships among District departments and acts as liaison with various community, public, and regulatory agencies. Coordinates and performs professional-level administrative and programmatic work in such areas as, purchasing, database management, contract administration, public information, and program evaluation.  Plans, organizes, and reviews the work of contractors and assigned staff performing operational activities within the Land and Facilities Services Department including coordination of the procurement of capital equipment, maintenance of radio communication systems, and fleet management. 

Work Environment: This is primarily a sedentary office classification.  Must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds. Some fieldwork may be required, which involves the ability to walk for short distances over rough terrain, drive vehicles over unimproved roads, and stand for extended periods. 

Education and Experience:  Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to graduation from an accredited four-year college or university with major coursework in business administration, public administration or a related field, and three (3) years of professional analytical experience, or two (2) years of experience equivalent to Management Analyst I at the District.  Public sector experience is preferred.

Licenses & Certifications Required:   Possession of a valid California Driver’s License.

THE POSITION

To perform a variety of skilled and semiskilled horticulture tasks in the construction, maintenance and repair of parks, pools, recreation, and cemetery facilities and buildings

The purpose of this recruitment is to hire a temporary/part-time position.  Applicants who do not meet the minimum qualifications for the Park Maintenance Worker I position may be considered for employment as an Intern.  Work hours vary by assignment and may be required to work evenings, weekends and/or holidays.  Position typically works 25-30 hours per week seasonally, Spring to early Fall. 

Temporary/Part-Time employees work no more than 130 hours per month and 960 hours per Fiscal Year. 

ESSENTIAL JOB FUNCTIONS

Performing general grounds cleaning, including emptying trash receptacles, mopping, sweeping, and raking City park and recreation sites as needed. Water, mow, cultivate, prune, weed, renovate, and fertilize grass, plants, trees, flowers, and shrubs. Operate power mowers, chain saws, rototillers, aerators, hedgers, spreaders, front-end loader, edgers, air compressors, and other equipment. Utilize proper safety precautions related to all performed work. Drive vehicles and equipment as required. Prepare and maintain athletic fields and related facilities, swimming pools, and cemetery/interment operations.  Regular and consistent attendance.

OTHER JOB FUNCTIONS

Install, maintain and replace playground equipment and fences; assemble tables, benches and bleachers. Works as a member of the City pest control crew spraying various fertilizers, herbicides, pesticides, and other related chemicals in City park and recreation areas. Respond to inquiries from the general public. Install, maintain and repair irrigation systems. Assist in setting up community services and special events. Maintain, repair and replace plumbing systems and fixtures such as light switches, motors, wall receptacles, conduits, faucets, drinking fountains, water heaters, water closet, urinals, water regulators and pressure valves.  May assist in street maintenance, building maintenance, or other public works projects, as required. Work cooperatively with others. Meet all Standby Program requirements, take standby duty, work any shift including weekends and holidays. Perform related duties as assigned.

QUALIFICATIONS

Education: High School Diploma or equivalent.

Experience:  Completion of one (1) year of experience in the care and maintenance of parks and recreation facilities.

Licenses:  Required upon hire, possession of a California Driver’s License.

ABOUT THE DEPARTMENT
As documented in the 2018-2023 Strategic Plan, the Department of Youth, Parks &Community Enrichment, as of 2017, had 300 full-time employees and approximately 1,300 part-time staff across the Department’s four divisions. The new Strategic Plan reaffirms the Department’s mission of empowering Sacramento’s youth, improving its parks and facilities, and providing life-enriching programs. THE OPPORTUNITY
The Director of Youth, Parks &Community Enrichment will oversee the department, including its three divisions of Youth Development, Parks and Open Space, and Recreation Facilities. The Director will have broad supervisory authority, in support of the staff, which can reach up to 1,700 employees in peak months. Executive direction is provided by the Assistant City Manager. 

Responsibilities

• Plans, organizes, manages, leads, and directs the overall operations of the Youth, Parks, & Community Enrichment Department including, but not limited to, those services related to youths/park development /operations/ maintenance, creation/leisure/educational/literacy/tutoring programs, human services/senior programs, neighborhood services, open space, and golf course contract management.
• Selects, assigns, trains, directs, and evaluates subordinate staff, including subordinate managers, supervisors, professionals, and others; assures training and guidance for staff involved in various aspects of youth development, parks, recreation, and related services; oversees and implements disciplinary personnel actions when necessary.
• Administers, directs, and recommends the Department budget.
• Participates as a member of the City’s Executive Team.
• Coordinates activities with City officials, other City departments, outside agencies and community-based organizations as appropriate; participates on committees and boards and in community activities; attends meetings, conferences, and workshops as appropriate; may testify in court and/or before legislative bodies.
• Directs and/or participates in the preparation of complex statistical and narrative reports, correspondence, and other documents, including those required by law; makes presentations to City officials as required; performs special projects as assigned.

MINIMUM REQUIREMENTS
Experience and Education
Any combination of education and experience that would provide the required knowledge and abilities is qualifying. 
Experience
Eight years of broad and extensive supervisory administrative experience in youth development and programs, municipal parks and recreation work, including at least two years in a management position at a level equal to or greater than the Sacramento City class of Recreation Manager. Ideally, such administrative/management experience should have been gained in a large (population 250,000 or more) metropolitan jurisdiction. 
Education
Graduation from an accredited college or university with a Bachelor’s degree in parks or recreation management, one of the natural or physical sciences, public administration, or a related field.
Substitution
A Master’s degree in one of these educational fields may substitute for one year of the required supervisory (not management) experience.
Driver License
Possession of a valid California Class C Driver License at the time of appointment. Individuals who do not meet this requirement due to physical disability will be reviewed on a case-by-case basis.

COMPENSATION AND BENEFITS
The base salary for this position is $140,798.34 to $211,197.52 annually.

About the Position:  The Area Manager is knowledgeable in the principles and practices of public land management, open space and preserve maintenance, resource management, managing budgets, prioritizing work tasks, and responding to public; stakeholder agencies; and other department inquiries.  The Area Manager directs the day-to-day administrative functions in their assigned area.

Key responsibilities include:

• Assumes management responsibility for all maintenance and operations functions and activities of an assigned Area, including maintenance and construction of preserves, facilities, residences, vehicles, and resource management.
• Participates in the development and implementation of goals, objectives, policies, and priorities for the Department; recommends within departmental policy, appropriate service and staffing levels; recommends and administers policies and procedures.
• Participates in the development and administration of and oversees Area budgets.
• Serves as a liaison for assigned Area to outside agencies, neighborhood groups, and concerned citizens.
• Coordinates with fire agencies on fire risk prevention activities.
• Provides highly complex staff assistance to the Land & Facilities Services Manager; develops and reviews staff reports related to assigned activities and services; may present information to the Board of Directors and various commissions, committees, and boards; provides staff support to commissions, committees, and task forces, as necessary.

Work Environment:  This position is part of the Land and Facilities Services Department assigned to a field office.  The Area Manager works in an office setting, primarily and will attend various meeting and visit District field sites, which may require hiking through steep terrain and wildland areas and driving in remote areas on dirt roads.  Employee may be exposed to blood and body fluids when rendering First Aid and CPR.

Education and Experience:  Any combination of training and experience that would provide the required knowledge, skills, and abilities to qualify.

A typical way to obtain the required qualifications would be:

Possession of, or the ability to obtain, Basic First Aid and Cardiopulmonary Resuscitation (CPR) certification

Under general supervision of the Senior Public Safety Dispatcher, processes emergency and non-emergency calls for service; dispatches police, fire-fighting, medical, rescue, animal control or other emergency equipment, by telephone or radio, utilizing complex technical aids, such as computer aided dispatch systems (CAD); and performs related work as required.
