The City of Thousand Oaks has an exciting opportunity! We are seeking a knowledgeable and results oriented Plan Check Supervisor who will be responsible for staff oversight, assigning, reviewing, organizing, and participating in the work of the Plan Check Section staff in the Building Division of the Community Development Department.

Plan check functions include ensuring permits are issued only for those plans that meet all state and local codes regulating life-safety, quality of life, energy conservation, and structural safety standards. This position is responsible for the more technical and complex plan check tasks and serves as a technical resource to staff.

• Plans, organizes, supervises, and evaluates the work of assigned plan check staff; develops, implements, and monitors work plans to achieve goals and objectives; supervises and participates in developing, implementing, and evaluating plans, work processes, systems, and procedures to achieve annual goals, objectives, and work standards.
• Plans, organizes, directs, and evaluates the performance of assigned staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; recommends compensation and provides other rewards to recognize performance; recommends disciplinary action, up to and including termination, to address performance deficiencies, in accordance with the City’s Personnel Rules and Regulations.
• Participates in the selection of plan check staff; provides or coordinates staff training; works with employees to correct deficiencies.
• Establishes schedules and methods for providing plan check services; identifies resource needs; reviews needs with appropriate management staff; allocates resources accordingly.
• Provides leadership and works with staff to ensure a high performance, customer service-oriented work environment that supports achieving the department’s and the City’s mission, objectives and values.
• Participates in the development of the assigned program budget; forecasts funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; recommends budgetary adjustments as necessary.
• Performs the more difficult and complex engineering tasks related to plan checking; reviews complex and difficult construction plans including those for single- and multiple-family dwellings, residential additions, alterations, and repairs, commercial and industrial structures and buildings as well as additions, alterations and repairs, and other projects.
• Reviews and verifies engineering calculations and architectural plans, grading plans, soil engineering recommendations, and related items to ensure compliance with applicable codes and ordinances as well as seismic design provisions; indicates corrections for both plans and calculations; communicates in writing with engineers, architects, and others regarding plan review findings and proposed corrections.
• Reviews and evaluates the most difficult and complex proposed building plans and specifications to insure that proposed construction complies with building, fire, environmental, flood hazard, design, energy, grading, trades, and related codes.
• Makes code interpretations for, responds to more complicated inquiries from, and provides information to architects, engineers, contractors, building designers, owners, and the general public regarding plan review and other code-related items and issues.
• Explains, interprets, and provides guidance regarding applicable codes, regulations, hand-outs, and related materials to the public, architects, engineers, contractors, developers, owners, staff, and other interested parties; answers questions regarding building codes and requirements and interprets plans for field inspectors; resolves highly complex and sensitive customer service issues, including alternate methods and materials, either personally, by telephone or in writing; maintains records and documents of customer service issues and resolutions.
• Coordinates activities and plan review processing with other City staff and staff from other agencies including counter technicians, planners, inspectors, building officials, engineers, fire inspectors, health department plan checkers, and others; assists other Divisions and Departments, including Planning, Public Works, and Finance, in providing information and answering inquiries regarding various projects, fees, plans examination, code interpretations, internal divisional policy and procedures, determination and calculation of valuations, permit costs, and related fees.
• Performs document research and filing; enters data; prepares and maintains records and produces correspondence and documentation as necessary.
• Performs field inspections and site visits as necessary; visits building and construction sites to make determinations on code compliance, answer inquiries related to plans, and to resolve problems.
• Establishes and maintains emergency operation processes and procedures.
• Maintains current knowledge of new trends and innovations related to area of assignment including new and revised codes as well as new materials and products; attends and participates in job related seminars and professional group meetings

The Engineering Group Manager – Facilities will oversee a diverse and talented team responsible for managing the planning, design, and construction of capital projects at the Santa Clara Valley Transportation Authority (VTA). This individual will lead the delivery of high-impact projects ranging from transit infrastructure upgrades to the improvement and rehabilitation of maintenance yards and other critical facilities. The role includes overseeing staff, consultants, and stakeholders in the successful execution of these projects, while also ensuring compliance with VTA’s overall objectives and community needs.

• Participates in collecting fees for services; provides patron assistance with payments; properly stores or transfers cash monies; processes refund requests.
• Serves as liaison with community groups to assess needs and proposes program ideas; engages patrons to solicit feedback on existing programs and identifies gaps in service; implements changes and adjustments to programs to enhance participants’ experience.
• Generates a variety of records and reports related to all aspects of programming; maintains participation logs as well as staff scheduling for respective programs and events; assists with the development of master schedule to be viewed by the public; and tracks revenue and expendi­tures.
• Assists in conducting training programs for staff in specialized recreation area including monthly in-service meetings; maintains training documentation; assists in recruiting volunteers and contract personnel; properly retains and files documents.
• Performs regular safety inspections of assigned units; initiates maintenance work orders; maintains appropriate emergency supplies and first aid inventory for facility.
• Initiates purchase orders for supplies and equipment; manages order delivery; maintains budget and documents expenses.
• May be assigned to camp programs.

Qualifications:

Education/Experience: A typical way to obtain the knowledge and abilities would be: graduation from high school or GED and at least 2,000 hours of relevant work or volunteer experience, at least 30 units completed in recreation or a related field. An associate degree is preferred. Must be at least 18 years old.

Language Ability: Ability to communicate effectively in English in both written and oral form. Ability to write routine correspondence using correct spelling and grammar.

Math Ability: Ability to add, subtract, multiply and divide whole numbers, fractions and decimals.

THE POSITION

To perform a variety of skilled and semiskilled horticulture tasks in the construction, maintenance and repair of parks, pools, recreation, and cemetery facilities and buildings.  The purpose of this recruitment is to hire multiple temporary/part-time positions.  Candidates who do not currently meet the minimum qualifications for the Park Maintenance Worker I position may be considered for an Intern position instead.

Temporary/part-time employees work no more than 130 hours per month and 960 hours per fiscal year.

ESSENTIAL JOB FUNCTIONS

Performing general grounds cleaning, including emptying trash receptacles, mopping, sweeping, and raking City park and recreation sites as needed. Water, mow, cultivate, prune, weed, renovate, and fertilize grass, plants, trees, flowers, and shrubs. Operate power mowers, chain saws, rototillers, aerators, hedgers, spreaders, front-end loader, edgers, air compressors, and other equipment. Utilize proper safety precautions related to all performed work. Drive vehicles and equipment as required. Prepare and maintain athletic fields and related facilities, swimming pools, and cemetery/interment operations.  Regular and consistent attendance.

OTHER JOB FUNCTIONS

Install, maintain and replace playground equipment and fences; assemble tables, benches and bleachers. Works as a member of the City pest control crew spraying various fertilizers, herbicides, pesticides, and other related chemicals in City park and recreation areas. Respond to inquiries from the general public. Install, maintain and repair irrigation systems. Assist in setting up community services and special events. Maintain, repair and replace plumbing systems and fixtures such as light switches, motors, wall receptacles, conduits, faucets, drinking fountains, water heaters, water closet, urinals, water regulators and pressure valves.  Work cooperatively with others. Work any shift including weekends and holidays. Perform related duties as assigned.

QUALIFICATIONS

Park Maintenance Worker I

Education:  High School Diploma or equivalent.

Experience:  Six (6) months of experience in the care and maintenance of landscapes or facilities.

License and Certificate:  Required upon hire, possession of a valid California Driver’s License

• Maintains reservation system for the District comprising of outdoor and indoor spaces; manages mobile staging and equipment to include establishing reservation reschedules, posting schedules online, and providing direct oversight of outdoor space usage.
• Responds to online, telephone and in-person inquiries from the public and co-workers, receives web and paper reservation applications, reviews applications for proper use of space according to District guidelines, determines approval/rejection of applications, notifies applicants of decisions, and files documents for recordkeeping.
• Assists in authorizing permits for private and public entities, reviews permit holder’s evidence of insurance, submits and files insurance forms.
• Accepts payments from permit holders including deposits for space, processes payments for accounting purposes, obtains information on after-use condition of facilities, determines amount of refunds, providing justification as needed if part or all of refund is withheld, and processes deposit refunds as appropriate.
• Accurately processes monetary transactions including credit card transactions, issues receipts, reconciles cash and receipts, and prepares bank deposits.
• Researches, studies and interprets city and District rules and regulations related to use of public facilities, provides expert knowledge of space availability, codes and ordinances to the public on use of facilities.
• Assists with troubleshooting issues related to functionality of reservation software program, receives feedback on reservation system, and proposes modifications to program to enhance user experience.

Midpen has one vacancy for the position of Field Resource Specialist. The start date for this position is December 2024.

• Field Resource Specialist will report to the Foothills Field Office (FFO) in the Rancho San Antonio Open Space Preserve in Cupertino, CA, to the Foothills Area Manager.

About the Position:   The Field Resource Specialist is an exempt/salaried position, which is responsible for administering the principles and practices of public land management including: open space or undeveloped park maintenance, resource management including resource protection, managing budgets, prioritizing work tasks, and responding to public; stakeholder agencies; and other department inquiries. The Field Resource Specialist directs the day-to-day implementation of fuel reduction and vegetation management goals of Midpen’s Wildland Fire Resiliency Program. The Field Resource Specialist will support Midpen’s utilization of contractors and act as a point of contact for a wide variety of vegetation maintenance and management tasks. The successful performance of this work will require a working knowledge of a broad range of resource management trades and technical principles, as well as a professional background and the ability to coordinate work with other Midpen departments.  Candidates with background in fire risk prevention activities and vegetation management trades are desirable. Equivalent to graduation from an accredited four-year college or university with major coursework in environmental design, forestry, ecology, natural resource management, park administration or a related field, and three (3) years of increasingly responsible experience in project management preferably in parks, open space, or a related field including one (1) year of supervisory responsibility. 

Licenses & Certifications Required:    

• Possession of a valid California Class C Driver License
• Possession of, or ability to obtain, a valid Professional Rescuer Cardiopulmonary Resuscitation (CPR) certification within six (6) months of employment.

Summary
Under general supervision, assists in organizing, leading and conducting recreational programs and provides highly responsible and technical professional staff assistance in developing and conducting specialized recreational programs; and performs other duties as assigned.

Essential Duties and Responsibilities

• Plans, schedules, assigns, supervises and participates in a recreation unit of the District typically consisting of part-time employees; organizes and conducts programs in program areas such as fine and performing arts, sports, outdoor activities, therapeutics and inclusion; interprets and communicates District policies to staff and ensures compliance with applicable federal, state and District safety regulations; interviews and participates in selecting new staff; establishes performance requirements; regularly monitors, evaluates and addresses performance.
• Contributes to the development of and monitors performance against the program budget; approves purchases and other expenditures in accordance with District policies and procedures.
• Identi­fies, contacts, selects and prepares documents for contract instructors; provides first-level approval and processes contract invoices.
• Prepares written public correspondence, speaks to school and community groups and promotes participation in scheduled activities through marketing plans and outreach efforts.
• Instructs participants in various athletic and recreational activities.
• Coordinates and participates in equipment and vendor selection, physical setup for special activities and the issuing and collecting of materials.
• Assists supervisor with the research, development, enhancement and implementation of new and existing services and programming; assists in monitoring program effective­ness.
• Prepares and maintains a variety of records and reports on participation, equipment and facility use.

Other Duties and Responsibilities

• May be required to drive a District or personal vehicle.
• May coordinate activities and meetings of the Community Advisory Council.

Qualifications
To perform this job successfully, an individual must be able to perform each essential duty satisfac­torily. Any combination of experience and training that would likely provide the required knowledge, skill and/or ability listed below is qualifying.

Education/Experience: A typical way to obtain the knowledge and abilities would be: a bachelor’s degree with emphasis in recreation or a closely related field; and two years of group recreational activity leadership experience including supervisory, public relations or marketing skills; or an equivalent combination of education and experience.

As assigned to Therapeutic Recreation Unit, preferred degree in Therapeutic Recreation and/or two years of experience working with individuals with developmental disabili­ties, prefer­ably with ABA (Applied Behavior Analysis); and the ability to learn/imple­ment applicable laws and inclusion methods and practices. Knowledge of principles and techniques pertaining to the specialized program activities and program marketing and evaluation methods; or an equivalent combination of education and experience.

Language Ability: Ability to read, analyze and interpret documents in area of expertise, technical proce­dures, or government regulations. Ability to write reports, correspondence and proce­dure manuals. Ability to communicate effectively in written and oral form. Ability to present information and respond to questions. Ability to speak Spanish is desirable.

Math Ability: Ability to calculate figures and amounts such as percentages and costs. Ability to determine cost of contractors and provide budget input.

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in standardized situations. Ability to interpret a variety of instructions provided in written or oral form. Ability to exercise a high degree of independent judgment.

Certificates and Licenses: 

• First Aid & CPR/AED within 90 days of employment with ability to maintain certifications thereafter as a condition of employment.
• Valid California driver’s license with a good driving record and current automobile insurance.
• Therapeutics program requires a California Commercial Class C Driver License within six months of employment.
• Aquatics program requires a Certified Pool Operator’s certification or Aquatic Facility Operator’s certification within six months of employment as well as Life­guard training, American Red Cross Lifeguard Instructor Trainer and American Red Cross Water Safety instructor certificates.
• All full-time candidates require satisfactory completion of a pre-employment functional capacity examination.
• Department of Justice fingerprint clearance.
• Proof of negative TB skin test.

Supervisory Responsibilities: Typically supervises part-time employees in the recreation department, including performance evaluations. The number of part-time employees supervised varies depending on unit assignment.

DEFINITION

Performs activities related to the review of building construction plans of commercial, industrial and residential structures for compliance with governing codes and ordinances; aids staff and the public with respect to permit process, plans review and code application; and performs other duties as required.

DISTINGUISHING CHARACTERISTICS

Plans Examiner I:

The Plans Examiner I is the entry-level class in the Plans Examiner series. This classification is distinguished from the level II by the assignment and performance of the more routine and elementary plan review duties, and level of supervision received.

Plans Examiner II:

The Plans Examiner II is the journey-level class in the Plans Examiner series. The classification is distinguished from the Senior Building Plans Examiner by the assignment and performance of a broad range of plan review duties, the level of independence to operate and level of supervision received.

Senior Plans Examiner:

The Senior Plans Examiner is the advanced, journey-level class in the Plans Examiner series. This classification is distinguished from the level II by the ability to perform the full range of plan review duties, the level of independence to operate and make sound decisions with minimal supervision, and the authority to oversee plan review activities and approve compliant building plans.

SUPERVISION RECEIVED

Plans Examiner I:

Receives immediate supervision from the Building Official and may receive technical and functional supervision from the Senior Plans Examiner.

Plans Examiner II:

Receives general supervision from the Building Official and may receive technical and functional supervision from the Senior Plans Examiner.

Senior Plans Examiner:

Receives minimal supervision from the Building Official. May exercise technical and functional supervision over assigned staff.

ESSENTIAL FUNCTIONS

• Examines construction plans and related documents for proposed commercial, industrial and residential structures for compliance with codes and ordinances including structural, mechanical, plumbing, electrical and energy calculations, safety and health features, use of material, placements in the property, and setbacks.

• Identifies and makes recommendations for corrections to inadequate plans in order to meet required codes.

• Responds to routine building plan issues and complaints to determine compliance with codes and standards.

• Determine plan examination, permit and other fees and valuation on submitted plans.

• Assists with the resolution of routine problems of proposed projects.

• Coordinates with other departments on project requirements.

• May perform field investigations of structural problems, covering failures, instability, proper installation of unusual designs, materials or equipment, and other unsafe conditions; prepares reports and make recommendations on solutions.

• Responds to questions from the public and other departments, and assists with researching and finding requested construction documents.

• Explains disapprovals or modification recommendations to applicants for permits.

• Assists building permit applicants in completing applications.

• Assists with developing informational literature related to plan check requirements and processing for public distribution.

• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management, City staff and the public.

• Performs related or other duties as assigned.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position requires acute hearing and both near and far vision while performing work including customer interactions, reading and inspecting plans, electronic or physical documents, field work and operating assigned equipment. The need to lift, drag, carry and push documents, equipment and supplies weighing 50 pounds or more is required. Additionally, the incumbent in this position periodically works in all weather conditions, including wet, hot and cold. The position entails working in situations that may expose the employee to fumes or airborne particles, electrical shock or mechanical hazards. The nature of the work requires the incumbent to drive motorized vehicles, operate in heavy vehicle traffic conditions, climb ladders and often work with constant interruptions.

Perform plan review; identify and solve plan compliance deficiencies of pertinent codes and regulations; make engineering and mathematical computations rapidly and accurately; advise on requirements; investigate complaints, respond to inquiries and mediate resolutions regarding building code and fire life safety in a timely, fair and tactful manner; understand and carry out oral and written directions; plan and organize work to meet changing priorities and deadlines; work in an office environment, which may require sitting for extended periods of time; work in a field environment.
