DEFINITION

To plan, organize and coordinate the implementation and integration of new program elements into the enterprise permitting and data tracking system; to provide technical assistance with respect to data analyses and the development of reports; and to analyze, develop and recommend process improvements to existing business systems to achieve the department’s goals.

DISTINGUISHING CHARACTERISTICS

The Senior Development Services Analyst is the advanced journey level in the Development Services Analyst class series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, by the amount of time spent performing the duties, and by the nature of the public contact made. Employees perform the most difficult and responsible types of duties assigned to classes within this series and may provide direct supervision over professional and technical personnel.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Plan, prioritize, and review the work of personnel assigned to the development and maintenance of the enterprise permitting system, the production of reports, and the production of maps, visual materials and other documents used in presentation.
• Develop schedules and methods to accomplish assignments ensuring work is completed in a timely and efficient manner.
• Participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
• Participate in evaluating the activities of staff, recommending improvements and modifications.
• Perform the most difficult and complex work related to the implementation and integration of new program elements into the enterprise permitting and data tracking system.
• Provide complex systems management for department specific systems, databases, reporting and mapping applications.

• Receive and respond to the more difficult technical requests for data analysis, data processing, program modifications, and training.
• Recommend and implement processes and procedures to integrate new program elements into permitting system.
• Produce analytical and technical reports with the use of data processing systems that support the overall goals and needs of the department and City.
• Research, analyze, compile and interpret social, economic, population and land use data and trends.
• Manage and participate in various special projects and studies.
• Work closely with departmental staff to understand and identify needs; analyze, evaluate and present proposed business procedures or problems to define data processing needs.

MINIMUM QUALIFICATIONS

Knowledge of:

EXPERIENCE AND TRAINING

Experience:

• Two years of responsible experience performing duties similar to that of a Development Services Analyst with the City of Roseville or as an analyst providing technical support for permitting and data tracking systems.

AND

Training:

• A Bachelor’s degree from an accredited college or university, preferably in computer   science,   information   systems,   business   management,   accounting, business information systems, finance, planning or a related field.  Relevant work experience as described above may be substituted for the educational requirement on a year for year basis.

The Department of Public Works Technology Services Section is recruiting to fill multiple Geographic Systems Specialist I/II (GSS I/II) positions on the Enterprise GIS Team. These are data-focused positions that will be responsible for creating, maintaining, and ensuring the integrity of enterprise GIS datasets as well as providing ongoing support for Enterprise GIS activities and development of technology solutions that maximize the delivery of City products and services.  The individuals selected for these positions will work primarily in the production group of the Enterprise GIS Team. • Utilize Geographic Information System (GIS) and associated software to produce, display, and analyze geographic information.
• Create and maintain enterprise GIS datasets using versioning and Workflow Manager. Interpret resources such as engineering plans, assessor’s maps, and discrepancy report to enter graphic and attribute data into GIS while maintaining data integrity.
• Perform quality assurance of GIS data and associated graphic components.

DEFINITION

To perform semi-skilled and skilled duties in the trimming, maintenance, and planting of City trees.

DISTINGUISHING CHARACTERISTICS

This is the journey level class in the Tree Trimmer series and is distinguished from the I level by the ability to perform the full range of duties assigned with only occasional instruction or assistance as unusual or unique situations arise. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

This class is distinguished from the Senior Tree Trimmer in that the latter performs advanced journey level work and provides technical and functional supervision to assigned staff.

SUPERVISION RECEIVED AND EXERCISED

Receives immediate supervision from an assigned supervisor; receives technical and functional supervision from the Senior Tree Trimmer or Arborist Technician.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Using aerial lift and through skilled climbing, trim and structurally prune trees to provide clearance of streets, sidewalks, signs and lights as well as to ensure the continued health of the trees.
• Perform tree trimming using chainsaws, hand/pole saws and loppers; remove trees, stumps, hangers, branches and related debris; perform stump grinding and plant healthcare duties.
• Plant, spray, stake and maintain trees on City owned property and in the public right-of–way.
• Operate tree trimming and maintenance equipment such as boom trucks, chippers, stump grinders, and power tools, such as chain saws and hydraulic loppers.
• Clean, sharpen, maintain tools, ropes, and other tree maintenance equipment.
• Collect debris from tree trimming and removal operations into piles, using shovels, rakes, or other tools.
• Load debris onto trucks or into chipper and haul it away for disposal.
• Inspect trees for public safety and wildlife; respond to requests and inquiries from the general public.
• Identify equipment needs for each assigned project.
• Utilize proper safety precautions related to work performed.
• Work multiple shifts during emergencies, seasonally caused circumstances, or special projects in varying climate and temperature conditions.
• Perform general natural resource maintenance work when not assigned to tree trimming duties.
• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
• Operate tree trimming and maintenance equipment such as boom trucks, chippers, stump grinder, dump trucks, and power tools, such as chain saws and hydraulic loppers.

MINIMUM QUALIFICATIONS

Knowledge of:

• Basic principles and practices of record keeping.

• Intermittently, sit at a desk while studying or preparing reports; twist to reach equipment or materials; stand, walk, balance, stoop, kneel, climb, crawl, and bend while performing tree trimming and removal duties; perform simple grasping and fine manipulation; and lift or carry weight of 50 pounds or less.

Experience and Training

• One year of increasingly responsible experience performing tree trimming and maintenance duties, including demonstrated ability to climb trees.

Training:

• Equivalent to completion of the twelfth (12th) grade, GED, or higher level degree.

License or Certificate

• Possession of a valid California driver’s class B license by date of promotion or appointment.

DEFINITION

To perform semi-skilled and skilled duties in the trimming, maintenance, and planting of City trees.

DISTINGUISHING CHARACTERISTICS

This is the entry level class in the Tree Trimmer series.  Positions in this class typically have little or no directly related work experience and work under immediate supervision while learning job tasks. The Tree Trimmer I class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level. Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of assigned area of responsibility are learned.

SUPERVISION RECEIVED AND EXERCISED

Receives immediate supervision from an assigned supervisor; receives technical and functional supervision from the Senior Tree Trimmer or Arborist Technician.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Using aerial lift and through skilled climbing, trim and structurally prune trees to provide clearance of streets, sidewalks, signs and lights as well as to ensure the continued health of the trees.
• Perform tree trimming using chainsaws, hand/pole saws and loppers; remove trees, stumps, hangers, branches and related debris; perform stump grinding and plant healthcare duties.
• Plant, spray, stake and maintain trees on City owned property and in the public right-of–way.
• Operate tree trimming and maintenance equipment such as boom trucks, chippers, stump grinders, and power tools, such as chain saws and hydraulic loppers.
• Clean, sharpen, maintain tools, ropes, and other tree maintenance equipment.
• Collect debris from tree trimming and removal operations into piles, using shovels, rakes, or other tools.
• Load debris onto trucks or into chipper and haul it away for disposal.
• Inspect trees for public safety and wildlife; respond to requests and inquiries from the general public.
• Identify equipment needs for each assigned project.
• Utilize proper safety precautions related to work performed.
• Work multiple shifts during emergencies, seasonally caused circumstances, or special projects in varying climate and temperature conditions.
• Perform general natural resource maintenance work when not assigned to tree trimming duties.
• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.

MINIMUM QUALIFICATIONS

Knowledge of:

• Safety rules and work practices used in operating and maintaining tree maintenance equipment.
• Uses and purposes of tools and equipment related to tree trimming and maintenance.
• Basic methods, tools, materials, and equipment used in trees maintenance.
• Basic principles and practices of record keeping.

Ability to:

• Perform skilled tree trimming and maintenance work; climb trees at heights necessary to perform trimming activities.
• On a continuous basis, know and understand tree trimming and removal operations; observe safety rules.
• Intermittently, sit at a desk while studying or preparing reports; twist to reach equipment or materials; stand, walk, balance, stoop, kneel, climb, crawl, and bend while performing tree trimming and removal duties; perform simple grasping and fine manipulation; and lift or carry weight of 50 pounds or less.
• Use and operate vehicular and stationary mechanical equipment, hand power tools, mechanical equipment, and equipment required for the work in a safe and efficient manner.

Experience and Training

Experience:

• No experience is required; experience in basic methods and techniques used in tree trimming and maintenance and/or ISA best management practices for tree planting and pruning is highly desirable.

Training:

• Equivalent to completion of the twelfth (12th) grade, GED, or higher level degree.

License or Certificate

• Possession of a valid California driver’s license by date of appointment.

THE POSITION

The Human Resources Department is accepting applications for the Regular and Full-time position of Industrial Waste Specialist in the Environmental Utilities Department.  The normal work schedule is Monday through Friday, 8 –5 pm; a flex schedule may be available.

DEFINITION

To perform technical duties that support and ensure compliance with the City’s Industrial Waste Pretreatment Program compliance with local, State, and Federal requirements; to issue and renew industrial discharge permits; and to perform related work as required.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Environmental Utilities Compliance Administrator.

Exercises technical and functional supervision over other technical staff, as appropriate.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Interpret and enforce pretreatment regulations; inspect industrial facilities to ensure compliance with Environmental Protection Agency (EPA), Regional Water Quality Control Board (RWQCB), and City pretreatment regulations.
• Issue and renew industrial discharge permits for new and existing industries; maintain complete and accurate industrial user performance/compliance records.
• Enter laboratory data into a computer system for further analysis and reporting purposes; maintain laboratory records, chain of custodies and prepare required reports; prepare and upload EDD files from contract labs to the HDR; update and institute necessary changes to the HDR IW database.
• Maintain and enforce the City’s Fats, Oil and Grease Program; issue and renew Food Service Establishment (FSE) permits.
• Collect wastewater from industrial facilities, potable water, swimming pool and surface water samples for chemical, bacteriological and biological analysis to ensure compliance with local, State, and Federal regulations.
• Set up, calibrate, and operate a variety of field instruments such as pH, conductivity, dissolved oxygen meters and portable composite/discrete samplers.
• Respond to inquiries from the public about water and wastewater issues.
• Maintain professional relationships with industrial users; respond to their inquiries and serve as a technical resource; interpret regulations and advise industrial users on actions to ensure compliance.
• Prepare detailed written and oral reports of inspections and prepare related correspondence; prepare required quarterly and annual Industrial Pretreatment reports; monitor submission of compliance reports from categorical industries and other permitted users.
• Communicate and coordinate with regional partners to ensure consistent interpretation of pretreatment regulations.
• Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:

• Wastewater treatment processes used in monitoring the effectiveness of such processes.
• Operation and maintenance of equipment used for the control of industrial waste; laws and ordinances governing the treatment, control and discharge of industrial waste.
• Principles and practices of biology, chemistry and bacteriology, including methods and techniques of laboratory testing and analysis.
• Pertinent local, State and Federal ordinances, laws, and regulations.

Ability to:

• Perform technical duties in the collection and testing of wastewater, drinking water, sludge, industrial waste, surface water, and other related sample sources; check pretreatment facility plans.
• On a continuous basis, know and understand operations, and observe safety rules; analyze problem equipment and/or procedures; know and apply techniques and terminology; communicate and explain test results to others.
• Intermittently, sit while studying or preparing reports; bend, squat, climb, kneel and twist when performing various field site sampling duties; perform simple and power grasping, pushing,  pulling,  and  fine  manipulation;  use  telephone,  computer  or  communicate through written means; and lift or carry weight of 75 pounds or less.
• Use a personal computer and various programs to enter, maintain, and analyze data, and to prepare reports and correspondence.
• Communicate clearly and concisely, both orally and in writing.
• Establish and maintain effective working relationships with those contacted in the course of work.

EXPERIENCE AND TRAINING

Experience:

Three years of increasingly responsible experience in the collection and analysis of industrial and other wastewater/water samples.

AND

Training:

A Bachelor’s degree from an accredited college or university, preferably with major course work in chemistry, bacteriology, biology or a related field.

License or Certificate:

• Possession of a valid California driver's license by date of appointment.
• Possession of a California Water Environment Association Grade 2 Environmental Compliance Inspector Certificate within one year of appointment

SELECTION PROCESS

All candidates meeting the minimum qualifications will have their application scored in a Formula Rate Examination.  The applicant’s experience and education will be evaluated using a pre-determined formula.  Scores from this evaluation will determine applicant ranking and placement on the Employment List.  Supplemental questions will be utilized by the department hiring authority to make interview and selection determinations.  Final appointment is contingent upon a check of past employment references, passing a City-paid fingerprint check and depending on position applied for a pre-employment medical exam and a drug and alcohol screening test.
