Job Description

Under the supervision of the Piledriver Supervisor I, the Pile Worker performs a variety of manual work in the repair and construction of piers, wharves, and related substructures by removing and replacing decayed and/or damaged caps, stringers, and decking; pulling, driving, framing, and bolting piles; burning old bolts; and repairing docks. Inspects piling underwater, wraps damaged piles and identifies severely damaged piles for replacement. Performs underwater burning, welding, and rigging for underwater projects.

For positions that require diving ability, incumbent must hold a current commercial diving certification. Diving ability includes performing underwater diving work including the ability to inspect underwater piles, wrap damaged piles, cut piles, prep and grout concrete piles, install anodes, designate severely damaged piles for replacement, perform underwater burning, welding, and rigging and familiarity with CAL OSHA regulations related to diving.

The essential duties of the 9330 Pile Worker include but are not limited to:

• Placing, driving, and capping piles.
• Placing stringers, sawing, and laying decking.
• Tearing out decayed and damaged decking, stringers, caps, and pilings.
•  Boring holes and framing timbers.
• Assisting in moving and rigging the piledriver and/or truck crane.
• Assisting in moving and rigging the piledriver by setting up, tearing down, and resetting rigging.
• Making minor repairs to piledriver machinery and equipment.
• Fabricating rigging, both wire rope or synthetic line such as block and tackles, slings, chokers, pennants, and related gear.
• Building, maintaining and using floats, pontoons, or work boats in the maintenance and repair of piers and docks.
• Building and maintaining floats, pontoons, workboats, and rafts.
• Loading and/or unloading piles, timbers, or debris to or from trucks or barges.
• Assisting the dive crew by sending down equipment and tools.
• Using international code of hand signals to signal instructions to the Piledriver Engine Operator.
• Using and maintaining pneumatic and portable gas tools.
• Operating forklifts, vehicles, and boats
• Using and maintaining a wide variety of pneumatic and portable gas tools such as drills, sanders, wrenches, saws, forklifts, torches, boring machines, and other related tools.

Essential duties require the following physical skills and work environment: Some positions require diving ability - for positions that perform underwater diving, candidates are required to pass a medical qualification examination to dive and for the use of a respirator. Sustained physical effort, frequently underwater and under adverse weather conditions such as in rain, rough water, cold temperatures (water and air) and confined spaces; moving large heavy timbers; operating a skiff; and driving Port vehicles; required to lift and carry up to 50 pounds and support dive gear and apparatus from 100 to 150 pounds.  

Qualifications

Experience

Four (4) years of verifiable journey-level experience as a pile worker.

For diving positions only: One (1) year of commercial construction diver experience in addition to the experience described above for a total of five (5) years of experience.

License and Certification

Possession of a valid California driver’s license (to be presented at time of appointment). Insurability under the Port’s automobile liability insurance must be maintained throughout employment.

For diving positions only: Possession of a current certification as a commercial diver by an Association of Commercial Diving Educators (ACDE) accredited dive school.

Desirable Qualifications (Ideal Candidate)

The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

The ideal candidate will have:

• Experience with wood, steel and concrete pier construction and marine pile driving operations.
• Experience working on a barge crane conducting pile driving operations.
• Experience maintaining floating assets and marina floats.
• Experience operating boats
• Ability to identify and correct safety hazards.
• Good oral communication skills.

Transportation Worker Identification Credential (TWIC) Card

This position requires that the incumbent be qualified for unescorted access to the Port’s Maritime Transportation System (MTS).  An application for a TWIC card may be submitted after employment has commenced.  Employment in this position requires that the incumbent undergo a criminal history check, immigration check and terrorist threat assessment, including FBI fingerprints, in order to determine eligibility for security clearance.  

The incumbent must submit an application for, successfully acquire and maintain a TWIC card. Per Civil Service Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the announcement for this examination. Failure to acquire or maintain a TWIC card, a requirement for this position, may be the basis for termination from employment with the Port Commission.

Under general direction of the Finance Director, the Budget Manager administers a variety of complex and professional budget and financial support functions within the Finance Department, including preparation and execution of all budgets, reports, accounting records, financial forecasts. Job Description

This position performs preventive, routine and emergency maintenance and repair of a variety of heavy and light industrial and marine equipment, related systems and components. The incumbent will operate precision equipment and respond to trouble calls associated with the Port's ferry terminal systems, boats, sewer pumps and other Port related equipment. The nature of this work requires sustained physical effort frequently under adverse weather conditions and/or working in confined spaces. The incumbent may be required to work alternative shifts in order to do tide-dependent work.

Nature of Work: Some positions may involve exposure to adverse physical and working condition and lifting objects weighing in excess of 70 pounds. Incumbents will be required to work varying hours and/or shifts, including weekends, evening and holidays in a 24 hour/7 days-a week operation.

This vacancy is specifically for the Field Operations CSO position.

The City of Foster City is looking for a dedicated and responsible individual to join the Police Department as a Senior Community Services Officer. This position requires mature judgement and discretion and is given specialized training. We are seeking highly skilled individuals with excellent interpersonal and communication skills. Under general supervision, this position supplements administrative staff and provides support for sworn staff in police operations. There are four main assignment areas for the position, but currently there is only one vacancy in Field Operations.

Field Operations Assignment:
Performs vehicle abatement duties, provides parking enforcement, performs evidence collection and processing in accordance with departmental procedures, prepares police and operational reports. Responds to subpoenas as necessary. Handle a variety of department fleet maintenance and equipment maintenance duties; run errands in support of department operations, and other duties as assigned.

Education and Training Guidelines:
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be:

Education:  A high school diploma or equivalent with courses in office administration or specialized job training, with undergraduate college course work, specialized administrative or law enforcement education and/or training. An associate degree is desirable.

Experience:  Two (2) years of full-time experience using computers, telephones, radios and other modern office equipment and programs including preparing, compiling and distributing records, budgets, reports and statistical information. Prior experience in Property/Evidence is desirable.

Licenses and Certifications: Possession of a valid California Class C Driver’s License and a good driving record.

Selection Process

Program Overview:

The Child Welfare Mental Health (CWMH) team serves children ages 6-17 years old and their families who have a voluntary or court-ordered open case with Children and Family Services (CFS). For all CFS referred youth, we administer the CANS, among other assessment tools. We interview the children, caregivers, and any relevant parties as part of this assessment process. Based on these assessments, we provide various therapeutic services (e.g., individual therapy, family therapy, dyadic therapy, psychiatric evaluations, etc.). We work in conjunction with pediatric nurses, doctors, and psychiatrists. When appropriate or upon CFS case closure, CWMH therapist transfers mental health services to other BHRS programs or to our network of community-based agencies/providers.

 

Position Description:

We are hiring a Bilingual Spanish-speaking clinician to provide assessments, brief crisis/stabilization, therapy, case management services, and treatment summaries to the court for children aged 6-17 years old. The ideal candidate will provide trauma-informed child abuse treatment and work closely with the foster care system.

 

Our clinicians carry an outpatient caseload and services are community-based. We can conduct therapy at our BHRS therapy offices, but mostly conduct therapy off-site (e.g., at the child’s school, homes, etc) based on what is convenient for the child/family. So, having a car to travel within San Mateo County is necessary to the work. It is important to note that for work-related travel, the candidate can choose to use county cars or if they decide to drive their vehicle, they can also get mileage reimbursement.

 

We serve residents of San Mateo County who are often of racial/ethnic minorities and low-income status. Our team consists of master’s level clinicians (licensed and unlicensed). Therapists have weekly individual supervision and a weekly clinical staff meeting where cases are discussed. There are ongoing training opportunities to learn skills in a wide variety of modalities (e.g., Motivational Interviewing, Trauma-Focused CBT, DBT, NMT, etc.). The work that this team does is critical for the health and well-being of many children and youth in San Mateo County. Although the work often comes with the challenges connected to trauma, it also provides a rich and rewarding experience.

Under the administrative direction of the Ports Finance and Administration Division, the Information Systems (IS) Director plans, directs, and coordinates information system operations and activities for the Port of San Francisco. This includes overseeing system design, development, and implementation, as well as coordinating data and information systems across departments. The IS Director is responsible for the operation and maintenance of these systems.

The Port is in the process of replacing several business-critical systems in the next five years, including real estate and work order management systems.  The IS Director will lead these efforts, requiring the creation of a systems strategic plan that aligns different systems with the Port’s primary business needs while integrating with citywide financial and payroll systems.  This plan will involve collaborating with business divisions to identify and prioritize system requirements, such as vacancy, profit and loss, and common area expense allocation reports for the real estate portfolio, as well as berthing management systems for various visiting ships and boats.

The IS Director will also identify necessary business division process changes and establish short- and long-term deliverables. This position oversees two distinct functions: an applications group responsible for implementing and maintaining technology applications tailored to the Port’s needs, and an infrastructure group that ensures a stable and secure environment for desktop and mobile devices.

The essential duties of IS Director include the following:

• Develops and implements the strategic systems plan for the Port.
• Leads the IS division, building capacity and supporting the infrastructure and business applications teams.
• Plans and directs the day-to-day information systems activities for the Port, including application and infrastructure support, desktop administration and IS Help Desk support services.

The Procurement Administrator II reports to a Procurement Administrator III in Contracts and Procurement and is responsible for preparing and processing Invitations for Bids (IFBs), Requests for Proposals (RFPs), Requests for Quotations (RFQs), and Purchase Orders (PO’s) for the procurement of goods, materials, equipment, professional services, and public works.

Essential Functions & Duties

 

• Manage all phases of the procurement process in compliance with applicable local, state and federal laws, rules, regulations, and policies governing public agency purchasing (e.g. California Labor Code, Prevailing Wage, and California Contract Code).
• Review solicitation requirements for reasonableness, recommend contract type, determine appropriate procurement strategy, and method of compensation.
• Develop terms and conditions and solicitation provisions.
• Lead contract negotiations to achieve best overall value for the agency. 
• Perform contract administration (e.g., administer contract amendments, prepare in-house memoranda, and correspond with vendors and legal staff).  

 
EXAMPLES OF DUTIES: 

• Authorize award of contracts and approve purchases, contract amendments, and work directives consistent with District policy and procedures.
• Prepare and issue professional service agreement work directives. Negotiate and maintain rate agreements and any adjustments in mark-ups or indirect rates with consultants in coordination with project managers. 
• Maintain contract records that includes print and website advertising, leading pre-bid/proposal meetings, lead site walk-throughs, respond to requests for approved equals, address questions and requests for clarification, conduct public bid openings, analyze bids received, determine responsiveness and responsibility of apparent low bidders, check references and perform cost/price analyses. 
• Manage and perform contract activities using PeopleSoft. 
• Develop contract language by collaborating with subject matter experts from such areas as Risk Management, Disadvantaged Business Enterprise (DBE), Labor Compliance, Project Management, Finance, Capital Grants, and Legal Counsel.
• Research and evaluate sole source procurement requests.
• Provide guidance to Project Managers on all aspects of the procurement solicitation and contracting process. This includes evaluating scope of work, identifying evaluation criteria, and developing timelines.
• Prepare written reports and contract award recommendations. 
• Provide guidance and administration on a wide variety of contracts. 
• Interface with government, and transit agencies.
• Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
• Perform other duties as assigned.

 

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in Business Administration, Economics, or related field.
• Three (3) years relevant full-time professional-level experience with procurement and administration of equipment, material, maintenance, public works, and professional or other services-type contracts. 

PREFERRED QUALIFICATIONS:

• Experience in public agency purchasing is highly desired. 
• One or more of the following Professional procurement certifications is desired: 
• Certified Professional Public Buyer (CPPB), 
• Certified Public Procurement Officer (CPPO), 
• Certified Purchasing Manager (CPM), or 
• Certified Professional Supply Management (CPSM).
• Construction Experience preferred
• Working knowledge of an Enterprise Resource Program (ERP) such as PeopleSoft, SAP, JD Edwards, and Oracle. 
• Proficient in Microsoft Word and Excel
• Effective verbal and written communication skills.
