The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem- solving; and leveraging financial and volunteer resources.  The Aging and Family Services Division (AFS) of HSD specifically supports older residents and their caregivers to live active, healthy lives in the Tri-City community.

The Position

As a member of the HSD assigned to the AFS, the Senior Program Coordinator will organize, coordinate, and implement community wellness programs for older adults. The Community Programs include health promotion activities such as health screenings, wellness classes, and educational activities. The position works within a team that includes volunteers, health promoters, nurses, social workers and mental health workers. The position facilitates community awareness and partnerships, with individuals and agencies, to promote an age-friendly environment.

THE POSITION

Field Inspection Functions

Reviews plans and specifications for the purpose of conducting building inspection work; prepares records, reports and correspondence; utilizes personal computers to perform data entry functions; and may be assigned to assist in the Permit Center, as needed.

The City of Union City is currently seeking ONE highly motivated individual for the position of Transit Planner Assistant or Transit Planner Associate.

DEFINITION:

TRANSIT PLANNER ASSISTANT

Under close supervision, the Assistant Transit Planner is responsible for providing entry level support to assist in the development, administration and analysis of the City’s public transit programs.

TRANSIT PLANNER ASSOCIATE

Under general supervision, the Associate Transit Planner is responsible for performing paraprofessional work to assist in the development, administration and analysis of the City’s public transit programs.

CLASS CHARACTERISTICS:

TRANSIT PLANNER ASSISTANT

This is the entry-level class in the Transit Planner series and will receive direction and guidance from the Transit Manager. Work given to an incumbent in this class involves assisting in analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City. The Transit Planner Assistant has basic knowledge of the operating procedures and policies of transit and/or transportation planning. An incumbent may advance to the higher levels after gaining experience and demonstrating proficiency that meets the qualifications of the higher-level class.

TRANSIT PLANNER ASSOCIATE

This is an experienced-level class within the Transit Planner series and will receive general direction from the Transit Manager. Work given to an incumbent in this class involves general analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City resulting in recommendations based on the incumbent’s work. The Transit Planner Associate has general knowledge of the operating procedures and policies of transit and/or transportation planning.

• Assist in/Evaluates* the planning, operations and activities of the City’s public transit programs (fixed route, paratransit, and microtransit).
• Assist in/Coordinates* a variety of studies for the preparation, analysis, or evaluation of reports and grant requests.
• Assist in/Prepares* the development of regularly occurring required plans or programs such as the Short Range Transit Plan (SRTP), Title VI and Language Assistance Plan (LAP), Transit Asset Management (TAM) Plan, and Public Transportation Agency Safety Plan (PTASP).
• Assist in/Coordinates* the preparation of the scope of work (RFP’s, IFB’s, etc.) and other contract management related tasks such as monitoring and closeout of service and maintenance contracts, professional services, vehicle procurements, etc.
• Use/Review and recommend* web-based programs designed to provide information to the Computer Assisted Dispatch and Automatic Vehicle Location (CAD/AVL) systems used to track vehicles and provide information to the region’s 511 system.

*DUTIES EXPECTED TO BE PERFORMED BY THE TRANSIT PLANNER ASSOCIATE

The City of Berkeley invites you to apply for the position of Associate Transportation Engineer in the Transportation Division of the Public Works Department! 

When assigned to development review, you will have the opportunity to review residential, commercial, industrial and public works project plans, traffic impact reports, and other development and design related documents for compliance with City of Berkeley standards and regulations including all applicable local, state, and federal codes and guidelines; evaluate and recommend mitigation measures to address adverse impacts of development projects; review plan checks for small developments; and review traffic control plans for construction projects.

When assigned to capital projects designs and traffic signal systems, you will have the opportunity to manage capital improvement projects including development of conceptual design options, detailed engineering design, bid, and construction administration; prepare council reports, conduct presentations, and respond to project-related public inquiries; design/review traffic engineering design elements for Complete Streets Projects and traffic calming projects; work with project development team to analyze street and road use for all road users focusing on safety and efficiency of transportation networks; and work with traffic signal maintenance team to maintain and upgrade city’s traffic signal system, including using Synchro traffic signal timing software. An ideal candidate in this role is proficient in scope, schedule, and cost management with managing multiple projects and competing priorities simultaneously as well as working knowledge of complete streets design principles, traffic calming and traffic control elements, civil engineering, roadway design, and Citywide plans including Bike Plan and Pedestrian Plan.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from a four-year college or university with major course work in civil or traffic engineering and five years of increasingly responsible traffic engineering experience, three years of which were at a level equivalent to the Assistant Transportation Engineer class. Progressively responsible related experience may be substituted for the college course work on a year for year basis.

Other requirements include possession of a valid California Registration as a professional Traffic Engineer or a professional Civil Engineer. A CA Registration as a Traffic Engineer is preferred. Candidates must also possess a valid California driver's license and have a satisfactory driving record. Desirable qualifications include a master's degree in Transportation Engineering/Planning or a related field.  

Join the City of Berkeley's Planning and Development Department in its effort to protect the health, safety, and welfare of citizens by enforcing building codes and regulations. As a Certified Building Inspector I or II, you will perform skilled inspection work in the enforcement of building, mechanical, plumbing, electrical, zoning and related codes and regulations that govern new building and housing construction, additions, alterations, repairs and use of existing buildings. This work includes resolving problems and complaints to final resolution.

These classifications differ in that the Building Inspector I works under closer supervision and performs less complex inspection work than the Building Inspector II.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities is:
Equivalent to graduation from high school and experience as specified below.

• Building Inspector I:
  • One year of full-time experience as a building inspector with a public agency, OR
  • Four years of full-time experience as a journey level carpenter, electrician, plumber, building plans examiner, public works inspector or permit specialist, OR
  • Three years of full-time experience in the building construction field as a licensed general, plumbing, electrical or mechanical contractor, OR
  • Completion of a two year AA program or equivalent in construction technology or a related field and a minimum of four ICC certificates including building, plumbing, mechanical and electrical.
• Building Inspector II:
  • Three years of full time experience in building inspection work with a public agency.

Other requirements include possession of a valid International Code Council (ICC) Commercial and Residential Building Inspector Certificate or equivalent. In addition, Building Inspector II requires possession of a valid ICC Commercial and Residential Electrical Inspector Certification or equivalent. Equivalency shall be determined by the building official in accordance with state law. Required certifications must be maintained as a condition of employment.

Incumbents in both positions must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required.

The Aging and Family Services Division (AFS) of HSD specifically supports older residents and their caregivers to live active, healthy lives in the Tri-City community. With input from local, older adults (age 55 years+) as our guide, the AFS team strives to provide and AFS staff work together to provide a continuum of supportive services that range from health promotion activities to home-based end of life care. AFS has a Senior InfoLine (phone and email) that is answered in 4 language (Farsi, English, Spanish and Chinese) that is often an entry point. As an older adult or their caregiver’s situation changes, they seamlessly have access to a continuum of programs that include counseling and emotional support; care coordination and resource assistance; specialized family caregiver support and education. Many of these supportive services are provided in the resident’s home. We also provide regular expert clinical consultation, supervision, opportunities for self-reflection, and team building, fostering a culture of empathy, inclusivity, humility, and respect.

The Position

Under the supervision of the Age Well Center Managers, the Chef/Food Services Manager position manages meal programs for the City of Fremont’s Age Well Centers. Chef responsibilities across both Age Well Center locations include the performance of menu planning, purchasing of foodstuffs, preparing quantity meals, supervising and assisting kitchen employees and volunteers and maintaining clean and orderly kitchens.

The incumbent will be responsible for properly cooked, economical, and wholesome, well balanced meals in City operated Age Well Centers. This position is not limited to being responsible for the assignment of work, supervision and evaluation of paid and volunteer food service workers. The review and approval of proposed menus, food purchases, control and monitoring of expenditure rates; and institution of disciplinary actions are functions reserved for the Program Coordinator or Age Well Center Managers.

Examples of Duties

• Plan menus with consideration for the dietary needs of older adults, wholesomeness, quantity of food to be prepared and budgetary constraints.
• Estimate food requirements and requisitions for food and supplies.
• Prepare, cook, and serve a wide variety of foodstuffs for quantity food service.
• May cut/carve and cook meats; bake breads, cakes and pastries; peel and prepare vegetables; and make salads.
• Place food in serving containers and serves food.
• Maintain proper temperature, rotation and storage of food.
• Direct and assist in cleaning kitchens and kitchen equipment after each meal.
• Estimate food requirements and requisitions for food and supplies.
• Direct and assist in the cleaning of the kitchen and kitchen equipment after each meal.
• Oversee that the kitchen and equipment are kept clean, sanitary and in proper working condition. Schedule regular maintenance of kitchen equipment as needed. Maintain standards of safety and sanitation in kitchen area.
• Recruit, train, supervise, instruct, and direct employees and volunteers assigned to working in the kitchens.
• Develop and support additional meal programs, including, but not limited to fundraisers, catering events and cooking demonstrations and special events.
• Keep records and prepare reports as required. Inclusive of any certification requirements and/or medical clearances required of subordinate employees and volunteers.
• Oversee community garden program, including crop rotation, seasonal planting, and maintenance assignment.
• Coordinate with office staff, marketing and sales strategies to increase visibility and participation for meal programs.
• Ensure kitchen compliance with health regulations and participate in health inspections.

The City of Berkeley is seeking a Housing Development Specialist (Community Development Project Coordinator)! In this role you will have the opportunity to be part of the team responsible for implementing the City’s Housing Trust Fund and Small Sites Programs. This position will work on renovations and new construction projects, the latter of which will include developments at the North Berkeley and Ashby BART sites. You'll work closely with nonprofit developers to underwrite project proposals, recommend funding, negotiate loan and regulatory agreements, and monitor project progress. You will also provide technical assistance and capacity building support to smaller, emerging developers.

The Position

The City of Fremont, Human Services Department - Billing Unit is looking looking for candidates who are eager and interested to learn and grow their finance and billing skills and be part of a dynamic customer service oriented team. Under direct supervision of the Management Analyst II, the Human Services Billing Unit Accounting Specialist I will work as part of a billing team and also across the various department divisions. This position is responsible for assisting in the billing process of our Medi-Cal programs through the use of our new electronic health record system and other county, state and

funder based billing systems. Our department provides an array of counseling and case management services to children, youth, seniors and families across the Tri-City area. The Billing Unit is tasked with ensuring that our services are billed to the appropriate sources.
