The incumbent of this position, under the general supervision of a Senior Accountant, will assist with the implementation of new Governmental Accounting Standards Board (GASB) pronouncements, the preparation of financial reports for various Airport funds, and the proper accounting of the Airport's capital assets. The Accountant will have a key role in the preparation of the Annual Comprehensive Financial Report (ACFR) and must ensure compliance with City-wide fiscal policies and procedures and governmental accounting and financial reporting standards for financial transactions.

Assigned duties will include:

• Assist with new GASB pronouncement implementations and ongoing compliance with GASB pronouncements
• Analyze financial transactions and prepare monthly profit and loss reports
• Review ongoing and new fixed asset projects to determine proper accounting treatment
• Participate in the yearly fixed asset verification process
• Review surplus forms
• Posts payments and reoccurring journal entries to the City's accounting system, Financial Management System (FMS) and the Airport's billing system (PROPworks)
• Collect lost and found cash at least quarterly
• Calculate outside billing rates at least once a year
• Assist with the year-end close process and preparation of the Annual Comprehensive Financial Report, including but not limited to:
  • Prepare fund lead-sheets
  • Prepare fund trial balances
  • Upload balances to Caseware (Financial Statements Software)
  • Map accounts in Caseware
  • Prepare fixed asset footnote/reconciliations
  • Prepare schedule of transfers for consolidation
  • Upload audit schedules

• Assist with ad-hoc reports and tasks

The final candidate's qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in this classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay, which is included in the range below.

The Accountant I salary range is $84,630.00 - $102,931.92 annually.
The Accountant II salary range is $92,383.20 - $112,279.44 annually.

The Police Radio Dispatcher Trainee position is an entry level training position in the Communications Unit of the Police Department. The key responsibilities for Police Radio Dispatcher Trainee include:

The City of Berkeley is now accepting applications for Assistant Inspector in the Building & Safety Division of the Planning Department! This is a temporary, two-year position with an option for a third year upon approval by the Building Official, once certain criteria and milestones are met during the initial two years.

The Assistant Inspector will learn, in phases, every aspect of the building inspection process under the tutelage of the Building Inspection Section and Permit Service Center staff. This training will include learning and understanding the building permit review and issuance process, gaining and cultivating good customer service skills, studying and learning how to enforce the California and City of Berkeley Building Standards Codes, and acquiring proper building inspection techniques.

Upon approval from the Building Official, the Assistant Inspector will have the opportunity to demonstrate their knowledge and skills by performing inspections in the field throughout the City of Berkeley as allowed by State regulations and under the guidance of a Building Inspector as assigned. These inspections will gradually increase in scope and difficulty as new skills and knowledge are acquired and confidence grows. It is expected that the Assistant Inspector will acquire an ICC Residential Building Inspector (ICC B1) certification by the end of year one and an ICC Commercial Building Inspector (ICC B2) certification by the end of the two-year position. At the end of the term and upon Building Official approval, the Assistant Inspector will have the option of promoting into the role of Building Inspector I (certified).

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from high school and:

1. Two years of full-time paid experience in one of the following: 
   • Building, civil, or architectural design drafting;
   • Building, housing, or home inspection;
   • Code enforcement;
   • Permit processing;
   • Performing carpentry, electrical, heating and refrigeration, plumbing, or similar work; OR
2. Three years of full-time experience in support of building inspections, housing inspections, or code enforcement; OR
3. Completion of two years of education in a recognized college or university with completion of 12 semester or 16 quarter units in any of the following or similar areas: civil or structural engineering, construction technology, design, inspection technology, architectural drafting, mechanical or, electrical engineering.

Job Description

Under the supervision of the Piledriver Supervisor I, the Pile Worker performs a variety of manual work in the repair and construction of piers, wharves, and related substructures by removing and replacing decayed and/or damaged caps, stringers, and decking; pulling, driving, framing, and bolting piles; burning old bolts; and repairing docks. Inspects piling underwater, wraps damaged piles and identifies severely damaged piles for replacement. Performs underwater burning, welding, and rigging for underwater projects.

For positions that require diving ability, incumbent must hold a current commercial diving certification. Diving ability includes performing underwater diving work including the ability to inspect underwater piles, wrap damaged piles, cut piles, prep and grout concrete piles, install anodes, designate severely damaged piles for replacement, perform underwater burning, welding, and rigging and familiarity with CAL OSHA regulations related to diving.

The essential duties of the 9330 Pile Worker include but are not limited to:

• Placing, driving, and capping piles.
• Placing stringers, sawing, and laying decking.
• Tearing out decayed and damaged decking, stringers, caps, and pilings.
•  Boring holes and framing timbers.
• Assisting in moving and rigging the piledriver and/or truck crane.
• Assisting in moving and rigging the piledriver by setting up, tearing down, and resetting rigging.
• Making minor repairs to piledriver machinery and equipment.
• Fabricating rigging, both wire rope or synthetic line such as block and tackles, slings, chokers, pennants, and related gear.
• Building, maintaining and using floats, pontoons, or work boats in the maintenance and repair of piers and docks.
• Building and maintaining floats, pontoons, workboats, and rafts.
• Loading and/or unloading piles, timbers, or debris to or from trucks or barges.
• Assisting the dive crew by sending down equipment and tools.
• Using international code of hand signals to signal instructions to the Piledriver Engine Operator.
• Using and maintaining pneumatic and portable gas tools.
• Operating forklifts, vehicles, and boats
• Using and maintaining a wide variety of pneumatic and portable gas tools such as drills, sanders, wrenches, saws, forklifts, torches, boring machines, and other related tools.

Essential duties require the following physical skills and work environment: Some positions require diving ability - for positions that perform underwater diving, candidates are required to pass a medical qualification examination to dive and for the use of a respirator. Sustained physical effort, frequently underwater and under adverse weather conditions such as in rain, rough water, cold temperatures (water and air) and confined spaces; moving large heavy timbers; operating a skiff; and driving Port vehicles; required to lift and carry up to 50 pounds and support dive gear and apparatus from 100 to 150 pounds.  

Qualifications

Experience

Four (4) years of verifiable journey-level experience as a pile worker.

For diving positions only: One (1) year of commercial construction diver experience in addition to the experience described above for a total of five (5) years of experience.

License and Certification

Possession of a valid California driver’s license (to be presented at time of appointment). Insurability under the Port’s automobile liability insurance must be maintained throughout employment.

For diving positions only: Possession of a current certification as a commercial diver by an Association of Commercial Diving Educators (ACDE) accredited dive school.

Desirable Qualifications (Ideal Candidate)

The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

The ideal candidate will have:

• Experience with wood, steel and concrete pier construction and marine pile driving operations.
• Experience working on a barge crane conducting pile driving operations.
• Experience maintaining floating assets and marina floats.

Transportation Worker Identification Credential (TWIC) Card

This position requires that the incumbent be qualified for unescorted access to the Port’s Maritime Transportation System (MTS).  An application for a TWIC card may be submitted after employment has commenced.  Employment in this position requires that the incumbent undergo a criminal history check, immigration check and terrorist threat assessment, including FBI fingerprints, in order to determine eligibility for security clearance.

Under general direction of the Administrative Services Manager, the Administrative Services Technician is a confidential position that provides paraprofessional, technical, administrative, and secretarial support to District programs and services. IDEAL CANDIDATE

The ideal candidate has experience in either of two backgrounds. Alternatively, the second is a background in providing advanced office support that included data entry and the processing of forms and records.

In addition to one of these two backgrounds, the ideal candidate is curious and enjoys learning about new systems and functions at a technical level. They appreciate when careful precision and accuracy is necessary to complete a task. The ideal candidate is open to helping with functions and tasks that they are not familiar with and will seek out resources and guidance to better understand the function and complete the task accurately. QUALIFICATIONS

Education & Experience: A combination of training and experience that demonstrates that a person has obtained the required knowledge and is able to perform the essential duties of the position. A person with the following combined training and experience would typically qualify to compete in a selection process:

To perform a wide variety of general clerical and administrative duties for a City department; and assist the public.  The purpose of this recruitment is to fill a current vacancy in the Public Works Department, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE

The Ideal Candidate for this position must be a “team player” with excellent customer service skills.  Candidate must be able to learn the complex duties of public works quickly and work independently.  Candidate will be responsible for overseeing programs that affect public health and safety, as well as strict local, state and federal permit requirements.  The Ideal candidate must be detail oriented, organized, professional, and be able to manage their time efficiently and work well with both internal and external customers.  The Ideal candidate must also be able to learn new software on a regular basis and be able to articulate if there are issues with the new systems. 

WORK HOURS

This position will be required to work onsite during the hours of 7:00AM - 4:00PM (Monday through Friday). Regular and consistent attendance is a must.

ESSENTIAL JOB FUNCTIONS

Administrative Clerk II:  This is the journey level class in the series and is distinguished from the I level by the ability to perform the full range of duties assigned with only occasional instruction or assistance.

Provides excellent customer service; answer telephone and direct callers; receive visitors at a public counter and identify a variety of needs; provide information on department policies and procedures as appropriate; schedules appointments. Performs a wide variety of routine clerical work including filing, billing, checking and recording information on records, maintaining logs for assigned functions. Type, proofread and process a variety of complex and/or sensitive documents including general correspondence, memos, and charts from rough draft or verbal instruction. Enter and retrieve data from on-line or stand-alone computer systems; operate computer systems to generate reports and perform other automated processes. Work cooperatively with others. Regular and consistent attendance.

OTHER JOB FUNCTIONS

Gather information from individuals or reference sources to complete and process various forms, records and applications; compile routine information and data for statistical and financial reports as assigned. Receive, sort and distribute incoming and outgoing correspondence. Issue, receive, type and process various applications, permits and other forms. Accept payment of fees; maintain and process cash records, disburse petty cash funds, and perform related basic computations. Maintain records and process forms, such as time records, purchase requisitions and orders, and other specific to the organizational unit.  Perform related duties as assigned.

QUALIFICATIONS

Education:  Equivalent to the completion of the twelfth grade.

Experience:  One (1) year of experience performing duties comparable to those of an Administrative Clerk I in the City of Woodland.

Licenses and Certifications:  Required upon hire, possession of a valid California driver’s license

CURRENT SALARY
$3,399.97 - $4,339.31 /month
$1.569.22 - $2,002.76 /biweekly

Future Salary COLAs:          
4% increase (eff July 2024), 1% increase (eff January 2025), 4% increase (eff July 2025) and 1% increase (eff January 2026)

Retirement:                            
CalPERS Retirement System (2 % @ 60 formula for Classic CalPERS members and 2% @ 62 formula for new CalPERS members).  The City does not participate in social security

Deferred Comp:                    
Choice of deferred compensation plans (Traditional and Roth) with 1% City-match effective July 2024.  After successful completion of probation, new hires are also eligible for a 2% City contribution.

Medical:                                 
CalPERS Medical Insurance Plans, including HMOs and PPOs.  City gives an allowance toward the cost of insurance.  Maximum Family Medical Allowance (2024): $2,463.99 per month

Dental/Vision:                         
City paid Delta Dental and VSP Vision Benefits

LTD/STD:                               
City paid wage protection for long/short term disabilities

Life Insurance:                       
City provides $50,000 life insurance policy

Supplemental Benefits:        
Voluntary Supplemental Life, Cancer, Accident Only, STD/LTD and Critical Illness insurance, and Flexible Spending Accounts available

Vacation:                                
6.7 hours per month during first three years of service

Holidays:                                
12.5 paid holidays (including two floating holidays)

8 hours per month

Bilingual Pay:                        
$200 per month upon certification

Professional Growth Incentive:         
$625 per fiscal year for education or professional activities
