Under general supervision of the Inspection and Neighborhood Preservation Manager, the Neighborhood Preservation Officer seeks public compliance with Municipal Code sections, ordinances, and resolutions in such areas as planning, zoning, signs, community nuisance, business license, and related areas; and performs other duties as assigned. The incumbent will have a broad range of knowledge and independence within general parameters in the application of field investigations, evidence collection and violation resolution in the enforcement of municipal regulatory processes.

Examples of Duties Include:

• Investigates reported violations of municipal codes, ordinances, and resolutions
• Seeks abatement of violations through education and voluntary compliance or through direct enforcement activities including the issuance of infraction citations
• Educates the public regarding requirements
• Conducts field inspections to verify violations; and gathers supporting evidence
• Prepares reports regarding violations
• Prepares and gives presentations for Administrative Hearings, Planning Commission, City Council or courts of law
• Utilizes personal computers to perform word processing, spreadsheet, and specialized functions

The City of Berkeley invites you to apply for the position of Assistant Planner! In this role, you will have the opportunity to assist higher-level planners in Land Use or Transportation by collecting data, performing research, and preparing reports.

In the Land Use Division of the Planning Department, incumbents are responsible for: Tracking permit activity; Researching zoning history, land use policies, development trends, and precedents; Supporting commission meetings; Preparing written reports and presenting to commissions, committees, community members, and other boards; Assisting in preparing amendments to the General Plan, Municipal Code, and/or other policy and procedure documents. In the Transportation Division of the Public Works Department, incumbents are responsible for: Assisting with research, planning, conceptual design, and delivery of transportation and parking projects; drafting public notification materials, assisting with organizing and/or attending outreach events, and conducting in-person outreach; producing maps and graphics for transportation projects and parking operations; assisting with the City's coordination and monitoring of privately-operated shared mobility programs, including bicycle sharing and scooter sharing; assisting with preparation of transportation plans and policy documents, including the Pedestrian Master Plan Update, transportation impact analysis guidelines, and Complete Streets Policy implementation guidelines; and supporting the ongoing operation of the City's demand-based parking pricing program (goBerkeley), including conducting periodic data collection, analyzing data in Excel and GIS, and assisting with preparation of parking policy documents.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this classification is:
Equivalent to graduation from a four-year college with major coursework in city, regional, or urban planning, or a closely related field. Progressively responsible related experience may be substituted for the college coursework on a year-for-year basis.

The City of Berkeley invites you to apply for the position of Associate Planner! In this role, you will have the opportunity to perform professional planning work in the Land Use Division of the Planning Department or the Transportation Division of the Public Works Department.

In the Land Use Division, the Associate Planner performs a variety of professional activities in support of the City's planning services. This Division administers zoning regulations, reviews development projects and assists the community in its efforts to plan for the City's physical, cultural, environmental, and socio-economic future. If current planning activities are assigned, work will include data collection, provision of information to the public at the zoning counter, processing development applications, and environmental review. If policy planning activities are assigned, work will include ordinance and plan revisions, data collection and analysis, and other land use studies.

In the Transportation Division, the Associate Planner works on a variety of projects, programs, and initiatives, such as developing, implementing, and updating the City's transportation plans; analyzing transportation and traffic safety data to identify and prioritize projects and policies that will improve public safety; developing Complete Streets projects and supporting the implementation of transportation capital improvement projects; and coordinating with transit providers, primarily AC Transit, on transit projects affecting Berkeley, including service planning and bus stop improvements. Additional duties may include leading grant applications and assisting with grant compliance, procurement of consultants, and consultant and contract management.

WR MECHANIC I - $6,757.36 - $8,199.65 MONTHLY
WR MECHANIC II - $7,621.28 - $9,249.76 MONTHLY

Water Resources Mechanics perform a wide range of tasks involving mechanical maintenance and repairs of pumps, plumbing systems, electric motors, compressors, piping, boilers, underground infrastructure, facilities and buildings, carpentry, HVAC systems, mechanical drives, gear boxes, blowers, collectors, belt filter presses, and chemical feed systems. The work is done at the Water Reclamation Plant, located at 101 West Jack London Boulevard in Livermore.

A Water Resources Mechanic I performs a range of tasks requiring journey level mechanical ability and aptitude. Work assignments are performed according to established rules and procedures. Independent judgment is required and is supported at regular intervals by supervisory review and direction. A Water Resources Mechanic II is distinguished from the WR Mechanic I by the possession of advanced journey level mechanical ability and aptitude and is responsible for solving more difficult technical problems.

SALARY

Plans Examiner I:              $46.85– $58.55 per hour ($8,121.69 – $10,150.25 per month)

Plans Examiner II:            $8,955.46 – $11,196.45 per month

JOB TYPE

Permanent, Full-Time; The City has one vacancy to fill at either the Plans Examiner I or Plans Examiner II level.

THE POSITION

The City of Dublin is seeking a dedicated individual for the position of PLANS EXAMINER I/II to perform detailed, comprehensive technical reviews of residential and commercial permit applications and building plans.  The incumbent performs a full range of plans examination duties to ensure projects and structures are in compliance with laws, ordinances, codes and regulations before permits are issued.  The position serves as a resource to the City’s Permit Technicians who determine required plans and resolve problems regarding plan submissions and sufficiency. 

The PLANS EXAMINER I position is distinguished from the PLANS EXAMINER II level in that the PLANS EXAMINER II performs more complex technical reviews of commercial plan checks, structural reviews; and performs supervisory authority over assigned staff, including directing and training.

EXAMPLES OF DUTIES

The following key elements describe the basic duties and responsibilities of the position:

PLANS EXAMINER I:

• Perform plan checks for residential alterations, room additions and tenant improvements.  Reviews building construction plans for compliance with building, mechanical, plumbing, electrical, energy, green building, accessibility and health and safety codes. 
• Confer with homeowners, builders, engineers and architects to provide and obtain information and interpret building codes and regulations; recommend necessary changes to obtain compliance with applicable codes and regulations.
• Provides input and assists in the establishment and/or improvement of Division’s procedures and policies;
• Verifies that permit application and plans meet the minimum requirement of all applicable codes, state and local regulations.
• May perform routine building inspection assignments in support of inspection staff.
• Prepare correspondence to architects, engineers, contractors and homeowners relating to the correction of plans and details.  Communicates verbally, in writing, by e-mail and by telephone with the general public, other City employees, contractors in order to explain and administer the various building codes.
• Properly interpret building codes, plans, specifications, and engineering calculations.  Regularly research code questions for interpretation.
• Review and perform mathematical calculations to determine appropriate fees.
• Perform research, analysis and evaluation of site, architectural and related plans.
• Strong commitment to customer service and interactive team participations.
• Provide support to permit processing and public counter activities.

PLANS EXAMINER II (In addition to the above):

• Reviews building construction plans for compliance with structural design requirements and building, mechanical, plumbing, electrical, energy, green building, accessibility and health and safety codes.  Examples of reviews can include: residential additions, complex tenant improvements, HVAC roof top equipment, monument signs, etc.
• Handle the full-range of plan check duties including screening and preliminary review, and is responsible for independent decisions requiring technical judgement and public relations skills. 
• May assume the responsibility for supervision of plan check and permitting functions in the absence of the Plan Check Engineer.
• Participate in the development and implementation of the Division’s policies.
• As assigned, perform on-site inspections as follow-up to plan activities.
• Resolve disputes between the City and designers.
• Attends and represents the Building & Safety Division at Pre-Development and other meetings.
• Evaluate the written qualifications of Special Inspection firms for inclusion into the City’s list of pre-qualified special inspections firms.

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem- solving; and leveraging financial and volunteer resources. 

The Aging and Family Services Division (AFS) of HSD specifically supports older residents and their caregivers to live active, healthy lives in the Tri-City community. With input from local, older adults (age 55 years+) as our guide, the AFS team provides a continuum of supportive services, from health promotion activities to home-based end of life care. AFS has a Senior InfoLine that is answered in 4 languages (Farsi, English, Spanish and Chinese) that is often an entry point.

DefinitionUnder administrative direction from the Human Services Director, plans, organizes and directs a Division of the Human Services Department which provides specialized family services; and serves as a member of the department's management team.

Class Characteristics
This professional management classification in the Human Services Department may be assigned as Youth and Family Services Administrator, Aging and Family Services Administrator or Family Resource Center Administrator. Incumbent follows general guidelines or professional and administrative standards in accomplishing assignments; it is characterized by the responsibility to develop and implement mental and physical health and other social services that support self-sufficiency, strengthen families, help children achieve their optimal development, and help older adults remain independent and engaged in the community for as long as possible. Supervision for the Family Resource Center Administrator is jointly provided by the Human Services Director and leadership team of the Family Resource Center. Review of work is occasional or on a problem basis with incumbents presenting alternative courses for policy decisions. Routine and unusual problems are handled within the context of general plans, broad policies, budgetary limitations and professional standards. Successful performance is measured by total results. This classification is distinguished from Human Services Director by the latter's responsibility to plan, organize and direct the work of the Human Services Department, and from Clinical Supervisor by the latter's responsibility to supervise counseling or social work staff, to monitor the implementation of professional standards, and to provide training and direction to professional staff and interns. Assigned duties and responsibilities of this position are performed primarily in an office environment, requiring the ability to read and understand complex written documents including laws, rules, and regulations; to use computers and computer software, and telephones; and to develop effective working relationships with individuals from a variety of ethnic and socio-economic backgrounds.

• Serves as an advocate on behalf of families of all kinds such as families with dependent older adults and grandparents raising grandchildren.
• Establishes and maintains a continuum of programs and services for older adults:
o Services for Well Elderly including: Oversees operations at the Multi-Service Senior Center(s); develops and implements operational policies and procedures; identifies program needs and develops and oversees implementation of a variety of programs and services targeted to the needs of older adults; reviews existing programs for immediacy and applicability, directing revision as appropriate; coordinates programs with other agencies; provides effective problem assessment and client complaint response.
o Services for Frail Elderly including: Develops and implements operational policies and procedures for service coordination among the Friendly Visitor, Companion for Life, Senior Peer Counseling, Para transit, and other City programs; monitors and evaluates program performance; reviews existing programs for immediacy and applicability, directing revision as appropriate; coordinates programs with other agencies; provides effective problem assessment and client complaint response.

The City of Berkeley invites applications for the position of Housing Inspector II (Certified)! In this role, you will perform skilled inspection work with City residential housing inspection programs. You will independently perform the full scope of work in the investigation, reporting and follow-up of housing deficiencies to gain compliance with housing, building, zoning, fire, mechanical, plumbing, electrical, and related codes and regulations.

Assignments are varied and generally require close interaction with the public, providing information and interpretation of applicable ordinances, codes and regulations. We'll expect you to exercise considerable independence and discretion in conducting inspections, resolving complaints and enforcing inspection results.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from high school and at least two years of full-time experience equivalent to Housing Inspector or Building Inspector or Code Enforcement Inspector for a public agency. 

Must possess:

• An International Code Council (ICC) OR California (CA) certification in Residential Building or Housing Inspection or in Code Enforcement; and
• ICC or CA Residential or Commercial Electrical Inspector certification and ICC or CA Residential or Commercial Plumbing Inspector certification, or equivalent ICC or CA Legacy Certification for either Combination Inspector or Combination Dwelling Inspector.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record.

In addition to the qualifications above, the ideal candidate will have effective and courteous communication skills in order to discuss housing violations, violation remedy and necessary inspections and fees and participate in depositions and court hearings as requested. The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem- solving; and leveraging financial and volunteer resources.  The Aging and Family Services Division (AFS) of HSD specifically supports older residents and their caregivers to live active, healthy lives in the Tri-City community.

The Position

As a member of the HSD assigned to the AFS, the Senior Program Coordinator will organize, coordinate, and implement community wellness programs for older adults. The Community Programs include health promotion activities such as health screenings, wellness classes, and educational activities. The position works within a team that includes volunteers, health promoters, nurses, social workers and mental health workers. The position facilitates community awareness and partnerships, with individuals and agencies, to promote an age-friendly environment.
