Under general supervision, the Lead Intelligence Analyst will play a key role in guiding and overseeing a team of Intelligence Analysts. The Lead Analyst will assist in developing and implementing program and administrative goals and ensure compliance with department policies and procedures; and perform a variety of professional Intelligence Analyst duties including performing intelligence analysis; producing threat assessments and vulnerability assessments, strategic reports, and tactical, operational and analytical products; data entry; researching and documenting incident reports; conducting presentations to law enforcement partners; producing link chart products; providing case support relating to investigations of terrorism, drug trafficking, firearm trafficking, major crimes, money laundering, gangs, violent crimes, and serial crime events; and providing support during emergency events, planned special events, training events, and training exercises.

About The Agency

The Northern California Regional Intelligence Center (NCRIC) and Northern California High Intensity Drug Trafficking Area (NC HIDTA) is seeking a Lead Intelligence Analyst. The NCRIC/NCHIDTA fusion center is located at the Phillip Burton Federal Building, 450 Golden Gate Avenue, San Francisco, CA. Most Lead Intelligence Analyst positions are in San Francisco. Positions may become available at off-site locations within the area of responsibility. The hours of service are Monday through Friday, 7:00 a.m.- 6:00 p.m. Personnel assigned to the position may work 4 days a week with 10-hour days.

The ideal candidate will be a motivated professional who:

• Possesses basic supervisory principles and practices, basic principles and practices of employee training and development and the dynamics of goal setting and goal achievement.
• Takes initiative on projects, provides leadership, and promotes teamwork.
• Coordinates individual and group efforts and is also capable of working well with the public, including the capability to make comprehensive oral presentations.
• Uses an analytical thought process and can analyze a variety of criminal information received from various sources and formulate theories regarding criminal trends, patterns and perpetrators, and evaluate criminal intelligence information to develop criteria to measure the reliability of such information.
• Works independently and in a team setting.
• Has the ability to prepare complex and detailed written reports and can communicate effectively both orally and in writing.
• Is knowledgeable in the methods and techniques used in researching, collecting, compiling, sorting, evaluating, and analyzing intelligence, and crime information.
• Is knowledgeable in the development and processing of the intelligence cycle.
• Has a strong computer background including a proficiency in all of Microsoft Office Suite software applications, Geographic Information Systems (GIS) mapping and statistical analysis and database applications.

It is highly desirable that applicants possess three (3) years of experience working in the crime analysis and/or intelligence fields and have completed at least one of the programs listed below:

• Crime Prevention Through Environmental Design (CPTED) Certification

Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Education equivalent to a Bachelor's Degree in Behavioral Science, Statistics, Mathematics, Quantitative Analysis, Information Management, Criminal Justice or a related field; and

Three (3) years of experience involving crime data collection, statistical research and analysis, and working with criminal intelligence automated systems design and implementation.

Licensure/Certification: Possession of or acquisition of a valid certification in Crime and Intelligence Analysis within twelve (12) months of appointment or other training certification that demonstrates qualifications that meet or exceed competencies identified in the Global Justice Information Sharing Initiative, Law Enforcement Analytic Standards Booklet, 2nd Edition: Law Enforcement Analytic Standards (ojp.gov) , and the Common Competencies of Intelligence Analysts, 1st Edition: Common Competencies for State, Local, and Tribal Intelligence Analysts (ojp.gov)

Other Requirements: Must successfully complete a thorough law enforcement background investigation/security clearance prior to appointment and obtain a National Security Clearance within the first eighteen (18) months of employment. The law enforcement background investigation and the National Security Clearance require successful completion of a polygraph examination.

THE POSITION

Under supervision of the Utilities Superintendent, the Water Treatment/Distribution System Operator will be responsible for a variety of operational and general maintenance tasks on the City’s water treatment and distribution systems. The position will entail the proper operation of each of the City’s well sites, laying and fitting pipelines, installing, reading, repairing water meters, maintaining records of water infrastructure, and other duties as required and assigned.

The Water Distribution/Treatment System Operator I is an entry level class responsible for a variety of operations and maintenance of the water distribution and treatment system, and incumbents are expected to perform the full scope of assigned duties. This classification is alternatively staffed with a Treatment/Distribution System Operator II and incumbents may advance to a higher level after gaining experience, obtaining required certification’s and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

Salary: $4,017.05 - $4,882.75 Monthly

Water Treatment/Distribution System Operator II
The Water Treatment/Distribution System Operator II is the journey level class expected to perform the full range of water system activities and related support duties with minimum supervision. Incumbent is responsible for the performance of the division’s complex and difficult assignments and may provide training to entry level staff. This classification is distinguished from the next higher classification of Senior Water Distribution/Treatment System Operator in that the latter is responsible for division supervision and performance of the divisions most complex tasks.

This classification is distinguished from the next higher classification of Public Works Supervisor in that latter is responsible for the overall operation and supervision of the wastewater treatment program.

About the Position

The Public Works Maintenance Worker I is an entry-level classification in the Maintenance Worker series. The City of Thousand Oaks has an exciting opportunity! We are seeking a knowledgeable and results oriented Plan Check Supervisor who will be responsible for staff oversight, assigning, reviewing, organizing, and participating in the work of the Plan Check Section staff in the Building Division of the Community Development Department.

Plan check functions include ensuring permits are issued only for those plans that meet all state and local codes regulating life-safety, quality of life, energy conservation, and structural safety standards. This position is responsible for the more technical and complex plan check tasks and serves as a technical resource to staff.

SALARY:  $9,343.57 - $9,810.74 - $10,301.26 - $10,816.32 - $11,357.14 per month. Appointments to this classification are normally made at the first step of this five-step salary range.  Candidates are also eligible for additional salary incentives including Holiday Pay, Education Incentives, and other special assignment pays.

SELECTION PROCESS:

Applications will be screened for completeness.  After an initial screening of applications, those applicants that meet the minimum qualifications and appear to best meet the Department’s need will be invited to participate further in the recruitment process and will be contacted for an oral panel interview.   Candidates must receive a score of 70% or higher on the oral interview exam to be placed on the initial eligibility list.  A limited number of candidates from the eligibility list will be invited for an interview with the Police Commander and Police Chief.  Depending upon the number of candidates in each recruitment set, this process may be altered.    After a mutual interest has been established, a thorough background investigation will be conducted, including fingerprinting and a polygraph.  Upon successfully passing the background investigation, candidates must successfully complete a psychological evaluation, a medical evaluation, and provide proof of legal right to work in the U.S. prior to appointment.  The Police Chief will make the final recommendation for appointment.
