The City of Orinda Planning Department seeks a strong customer-service oriented Planning Technician to primarily staff the Planning Counter and process code-enforcement cases.  Depending on experience, the successful candidate may also gain opportunities to assist with various current and long-range planning tasks.  This non-exempt position reports to the Director of Planning.

Minimum Qualifications: Candidates with the following qualifications are encouraged to apply:

This is an entry level position in the professional planning field.  Applicants must meet at least one of the following education/experience qualifications.

1. A four-year bachelor’s degree in planning or a related field

Primary duties of the Planning Technician include (but are not limited to):

• Assist with data collection, analyze data using a variety of data sources, including GIS.
• Create and maintain departmental activities files. Research files for information in response to department staff requests.
• Assist with reporting requirements such as the Annual Progress Report for the Housing Element.
• Create building permit database and land use tracking systems
• Maintain and update GIS mapping system and other databases, create charts and maps as requested.
• Process code enforcement cases.
• Coordinate and conduct follow-up abatement procedures, including preparing correspondence, and property owner site visits. Conduct code and ordinance research for compliance. Receive, track/monitor and investigate public staff municipal codes and ordinances, standards, health and safety and other complaints.
• Conduct review of discretionary planning applications for design review, exceptions, tree removal, and other related requests.
• Serve as the City’s staff liaison to various groups (i.e., Orinda Historical Society)
  Basic mathematical principles.

About the Position

The Public Works Maintenance Worker I is an entry-level classification in the Maintenance Worker series. Assigned duties in this classification are routine tasks requiring no experience or limited experience. Employees at this level perform a limited range of duties under immediate supervision in accordance with established guidelines and procedures and are not expected to perform with the same independence of supervision and judgment on matters related to Town guidelines and procedures as Level II/III.

Employees at this level receive immediate supervision from a manager designated by the City Manager and functional supervision from higher level Maintenance Workers. Incumbents may provide limited direction to less experienced employees in this classification or to seasonal workers.

The City of Thousand Oaks has an exciting opportunity! We are seeking a knowledgeable and results oriented Plan Check Supervisor who will be responsible for staff oversight, assigning, reviewing, organizing, and participating in the work of the Plan Check Section staff in the Building Division of the Community Development Department.

Plan check functions include ensuring permits are issued only for those plans that meet all state and local codes regulating life-safety, quality of life, energy conservation, and structural safety standards. This position is responsible for the more technical and complex plan check tasks and serves as a technical resource to staff.

 

PRIMARY RESPONSIBILITIES

• Plans, organizes, supervises, and evaluates the work of assigned plan check staff; develops, implements, and monitors work plans to achieve goals and objectives; supervises and participates in developing, implementing, and evaluating plans, work processes, systems, and procedures to achieve annual goals, objectives, and work standards.

• Reviews and evaluates the most difficult and complex proposed building plans and specifications to insure that proposed construction complies with building, fire, environmental, flood hazard, design, energy, grading, trades, and related codes.
• Makes code interpretations for, responds to more complicated inquiries from, and provides information to architects, engineers, contractors, building designers, owners, and the general public regarding plan review and other code-related items and issues.
• Explains, interprets, and provides guidance regarding applicable codes, regulations, hand-outs, and related materials to the public, architects, engineers, contractors, developers, owners, staff, and other interested parties; answers questions regarding building codes and requirements and interprets plans for field inspectors; resolves highly complex and sensitive customer service issues, including alternate methods and materials, either personally, by telephone or in writing; maintains records and documents of customer service issues and resolutions.
• Coordinates activities and plan review processing with other City staff and staff from other agencies including counter technicians, planners, inspectors, building officials, engineers, fire inspectors, health department plan checkers, and others; assists other Divisions and Departments, including Planning, Public Works, and Finance, in providing information and answering inquiries regarding various projects, fees, plans examination, code interpretations, internal divisional policy and procedures, determination and calculation of valuations, permit costs, and related fees.

Valley Water is the primary water resource agency for Santa Clara County, supplying wholesale water, providing flood protection, and serving as environmental steward for clean, safe creeks and healthy ecosystems. Valley Water serves approximately two million people in 15 cities: Campbell, Cupertino, Gilroy, Los Altos, Milpitas, Monte Sereno, Morgan Hill, Mt. The Assistant Water Plant Operator helps with all day-to-day plant operations, including operating and maintaining plant equipment, calibrating water quality monitoring equipment; taking and analyzing water and chemical samples; cleaning equipment and facilities; receiving bulk chemical deliveries; operating the sludge dewatering process; using the computer-based plant control, or SCADA system, completing data entry, initiating work orders, and maintaining plant operations logs and reports. Operators work a 4 to 6-month assigned rotations between day shift, night shift, and other shifts, as needed. The facility operates and is staffed continuously, which means 24 hours a day, 365 days a year. This position reports to the Water Plant Supervisor and works under direction from the Senior/Water Plant Operator.

Receive and monitor deliveries of bulk chemicals and other plant supplies.
• Perform cleaning and maintenance procedures on operating equipment and facilities; including flocculators, basins, filters, sludge drying beds, washwater clarification system, and containment and delivery areas. Employees have a responsibility for safety; for following safety regulations and safety policies and procedures applicable to their work; and for carrying out those responsibilities with due diligence as a condition of employment.
• Use the plant's computer based Supervisory Control and Data Acquisition (SCADA) system to monitor plant operations; scan multiple computer monitors simultaneously; navigate a multitude of program screens to observe, track, and retrieve water, chemical, and equipment readings. Perform various administrative tasks, including data entry into spreadsheets, update standard operating procedures, initiate work orders, maintain, compile and update plant operations logs and reports.

• An Associate’s degree in engineering or chemistry from an accredited college may substitute for the training required at the time of application. 
• Possession of a Grade T1 Water Treatment Operator certificate issued by the California State Water Resources Control Board may substitute for the training requirement at the time of application.

Level II Substitution: 

• An Associate’s degree in engineering or chemistry from an accredited college may substitute for the training and experience required at the time of application.

Level I:
