Water Distribution Operators also perform Standby Duty on a rotating basis. Standby Duty begins at 5:00 p.m. on Tuesday and shall end at 5:00 p.m. on the following Tuesday.

POSITION DESCRIPTION, DISTINGUISHING CHARACTERISTICS, AND QUALIFICATIONS:
Water Distribution Operators are directly involved in the installation, maintenance, and repair of valves, mains, services, and related potable water distribution system facilities and equipment. Performs related work as required.

Water Distribution Operator II - This is the journey-level class in the Water Distribution Operator series and is distinguished from the I level by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new, unusual, or unique situations arise and are fully aware of the operating procedures and policies within the work unit.  Positions in this class are flexibly staffed and are normally filled by advancement from the I level once the incumbent meets the qualification standards of the II level, demonstrates an ability to perform the full scope of the work, and meets performance standards.

• Experience:
  • One year of responsible experience similar to a Water Distribution Operator I with the District
• License and Certificate:
  • California Class C Driver’s License
  • Possession of, or ability to obtain, a Grade D2 Water Distribution Operator certificate from the State of California Water Resources Control Board within one year of hire.

The City of Live Oak is seeking a dynamic, visionary, and experienced leader to serve as the Community and Economic Development Director. This key position will oversee the planning, implementation, and coordination of community development initiatives, economic growth strategies, and planning projects to enhance the City's growth and quality of life. 

Under general administrative direction of the City Manager, plans, directs, manages, and oversees the activities and operations of the Community and Economic Development Department including planning, building inspection and compliance, code enforcement, affordable housing, economic development, and related services; coordinates assigned activities with other departments and outside agencies; and provides highly responsible and complex administrative support to the City Manager.

The Community and Economic Development Director is an “at -will” employee of the City and serves at the pleasure of the City Manager. The position is considered a Department Director with responsibility for directing the activities of a Department with the City. Positions at this class level serve as a member of the City’s senior management team and provide advice and counsel to the City Manager regarding strategic planning and problem solving issues relating to the assigned Department and the City overall.

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Assumes full management responsibility for all Community and Economic Development Department services and activities including planning, building inspection and compliance, code enforcement, affordable housing, redevelopment agency and economic development operations and services.
• Develops, plans, coordinates, and manages the City’s economic development program and initiatives regarding business assistance, attraction, retention, and expansion; sets annual program goals and objectives consistent with budget; plans, develops, and implements programs, plans, and policies to foster economic growth.
• Manages the development and implementation of departmental goals, objectives, and priorities for each assigned service area; recommends and administers policies and procedures.
• Establishes, within City policy, appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly.
• Assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes.
• Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
• Oversees and participates in the development and administration of the department budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.
• Supervises and coordinates the environmental review and development review process for all private and public development activities in the City; assists in the development of the General Plan; coordinates and reviews plan changes and resolves sensitive, controversial and complex issues; solves problems with developers, property owners, the public, architects, engineers, and planners as well as City Council and Planning Commission.
• Collaborates with City staff, public officials, business community, consultants, media, and citizens in the accomplishment of program objectives; maintains professional relationships with regional, county, and local economic development organizations; makes presentations to private sector executives, local agencies, community groups, and City Council regarding the business advantages and opportunities within the City.
• Works as the single point of contact with existing and prospective businesses, developers, brokers, and partners to facilitate business expansion in or relocation to the City; provides guidance to business throughout the development and permitting process; assists new and expanding businesses in site selection, acquisitions, and facility construction.
• Oversees building plan check, building inspection, and code enforcement, planning activities, and ensures compliance with appropriate laws, ordinances, and regulations.
• Monitors legislation and developments related to economic development matters; evaluates their impact on City operations and programs, and recommends and implements policy and procedural improvements.
• Prepares and reviews complex documents including development agreements, specific and master plans including financing implementation plans and related contracts; testifies in court as an expert witness for the City on development related matters.
• Explains, justifies, and defends department programs, policies, and activities; negotiates and resolves sensitive and controversial issues.
• Gathers, tracks, and analyzes local, regional, and state economic and market indicators and other data, draws appropriate conclusions, and makes appropriate recommendations; conducts research regarding economic conditions and trends in the local area and makes recommendations for programs and activities for the City; identifies target industries based on operating, workforce, distribution, and infrastructure criteria, and City objectives.

An exciting opportunity is available to join the City of Santa Clara’s Water & Sewer Utilities Department as a Code Enforcement Officer. This position offers the chance to be part of a small, dedicated team in the Compliance Division, supporting critical programs that protect and manage the City’s water distribution system, sewer collection system, and recycled water system.

The Position: 

The Code Enforcement Officer will conduct inspections, lead investigations and complete plan reviews. The Code Enforcement Officer will also determine violations and work towards compliance related to storm water pollution, sanitary sewer overflows, water waste incidents, fats, oils and grease (FOG) source control, recycled water, and related municipal codes and ordinances. Additionally, the incumbent will complete various water, sewer, and recycled water sampling.

Minimum Qualifications:

EDUCATION AND EXPERIENCE

Minimum Education Requirements: 

An Associate's Degree in City or Urban Planning, Business Administration, Construction Technology, Environmental Science, or closely related field.

Minimum Experience Requirements: 

Two (2) years of experience in public contact work involving zoning administrative investigation, building inspection or investigation, industrial/commercial pretreatment inspections, or stormwater pollution control, one year of which must have been in a supervisory capacity.

Acceptable Substitution: 

One (1) year of additional related experience may be substituted for each year, up to two years of the required education.

License/Certifications: 

Possession of a valid California Class C driver's license is required at time of appointment and for the duration of employment.

For the Public Works Department:
A recognized professional certification within the stormwater management field (QSP, QISP, CSM, CESSWI, CPESC, CPMSM, etc.) within twelve (12) months of appointment and for the duration of employment.
 
 For the Water and Sewer Utilities Department:
 A Grade II Environmental Compliance Inspector Certification issued by the California Water Environment Association within twelve (12) months of appointment and for the duration of employment.
 A Water Distribution Operators Certification from the State Water Resources Control Board is desirable.
 A Cross-Connection Control Program Specialist Certification from the American Water Works Association is desirable.

Desirable Qualifications: 

A Bachelor's Degree in City or Urban Planning, Business Administration, Construction Technology, Environmental Science, Sustainability, or closely related field is desirable.
A Code Enforcement Officer Certification by the California Association of Code Enforcement Officers (CACEO) is desirable.

Other Requirements:  

May be required to occasionally work evenings and weekends.

The Ross Valley Sanitary District is seeking a motivated Collection System Worker willing to learn new skills and work with cutting edge technology to join our team!

Collection System Workers operate and maintain sanitary sewer infrastructure while providing excellent customer service to the Ross Valley community.

ABOUT THE POSITION

CSWs perform a variety of skilled - journey level work and manual labor in the operations, maintenance, and repair of sewer lines and related mechanical, hydraulic and hand-operated equipment. Collection System Workers are on a 9/80 schedule - Monday through Thursday from 6:00 am to 3:30 pm, with Fridays alternating between 6:00 am -2:30 pm and off work. All Collection System Workers also work on a rotating “on call” basis.

SAMPLE DUTIES OF THE CSW CLASSIFICATION INCLUDE:

• Participate in inspecting, cleaning, maintaining, constructing, and repairing of wastewater collection systems utilizing a variety of mechanical and specialized equipment including, but not limited to, rodders, CCTVs, high velocity cleaners, vacuum trucks, construction equipment, and related equipment.
• Perform a variety of manual tasks such as lifting and carrying heavy loads including material, equipment, and debris with assistance and utilizing equipment when appropriate.
• Inspect, troubleshoot, and maintain proper collection system operation using techniques and instruments including, but not limited to, closed‐circuit TV, smoke testing, dye testing, and related procedures.
• Participate in the removal and restoration of concrete and paved surfaces using a wide variety of construction equipment, hand and power tools.
• Removal and restoration of concrete and paved surfaces.
• Conduct daily inspections of vehicles, hand tools, and equipment, perform lubrication and minor operating adjustments to ensure proper operation of vehicles, hand tools, and equipment.
• Perform basic building and grounds maintenance at collection system facilities. 
• Plan routine traffic control measures at work sites and perform non-routine traffic control under general supervision.
• Observe all safety precautions as required by regulatory agencies and the District; including using personal protective equipment and following hazardous communication policies and procedures.
• Participate in confined space entries including, but not limited to, atmospheric monitoring, hazard mitigation, and appropriate safety procedures.
• Respond to and investigate service calls or complaints concerning such matters as sewer odors, sewer trouble, and sewer back-ups, and make the necessary corrections.
• Participate in and, upon passing District criteria, direct the spill stoppage, containment, and cleanup of emergency situations and wastewater spills, including occasional 24/7 on-call duty as Primary or Secondary Stand-by.
• Perform a range of activities related to locating and marking sanitary sewer infrastructure and underground utility lines using a variety of equipment.
• Communicate and interact with the public, local government, and other utility personnel in a courteous, professional manner.
• Other duties as assigned.

Minimum Qualifications

• Completion of the twelfth grade, or its equivalent.
• Two years general maintenance and construction experience
• Valid California Class "C" Driver's License
• Must have a satisfactory driving record and continue to meet District vehicle liability insurance company driving standards.

To be considered for the CSW II classification, two years of collection system maintenance and operations is required.

THE DEPARTMENT

The Water Quality Control Plant (WQCP) processes wastewater discharge for the cities of South San Francisco, San Bruno and the Town of Colma. The Water Quality Control Plant is a division of the Public Works Department staffed by 38 employees including: Plant Superintendent; Operation, Maintenance, Laboratory and Environment Compliance Supervisors; Senior Chemist; Chemist; Lead Plant Mechanics; Plant Mechanics; Lead Plant Operators; Plant Operators; Electricians; Senior Environmental Compliance Inspector; Environmental Compliance Inspectors, Utility Workers, and two Administrative Assistants.

THE LABORATORY

The WQCP laboratory conducts vital chemical and microbiological tests to the wastewater treatment plant 365 days a year. The laboratory analyzes water samples throughout the various stages of treatment process, and provides the operation with quick feedback critical to maintaining and optimizing the treatment process as well as meeting requirements for regulatory monitoring. The Laboratory is accredited by the Environmental Laboratory Accreditation Program (ELAP) under the State Water Resources Control Board, and maintains accreditation in accordance with the 2016 TNI Standard. 

Under general supervision of the Water Quality Manager and the Plant Manager, acts as a hands-on Plant Operator II for the operation and routine maintenance of a 0.5 MGD and 1.0 MGD recycled water treatment plant, (RWTP) and related pump facilities; performs a variety of skilled tasks such as electrical, electronic, pneumatic and mechanical instrumentation and controls. Performs installation, troubleshooting and repair of computerized automation control work at a modern MBR wastewater treatment facility and remote pumping stations, and assists in the development of maintenance programs for the preventive maintenance and improvements of all instrumentation and control system; supervises and provides leadership to OIT’s, subordinate Operators, and for the operations of the RWTP as well as other water quality functions for the District such as; sampling and monitoring, Industrial pretreatment, commercial discharge and inspections, Fats, Oils, & Grease management etc.

DISTINGUISHING CHARACTERISTICS:
Plant Operator II - This is the journey level class in the Plant Operator series and is distinguished from the I level by the ability to perform the full range of duties assigned without immediate supervision, by having a working knowledge of specific policies which may at times lend itself as a “lead” worker, and by being aware of the procedures unique to the District's treatment plant operations. Positions in this class are distinguished from the III level (supervisor) in that they do not possess supervisory or budgetary responsibility during a shift and are not responsible for handling the more complex problems that may arise within the treatment plant operations.

The Senior Building Inspector conducts routine and complex inspections of buildings and structures at various stages of construction, alteration, and repair to verify compliance with approved plans and applicable building, accessibility, fire, electrical, energy, mechanical, plumbing, zoning, and sign codes. This position also performs plan checks of construction documents, prepares inspection reports, and issues corrective actions when necessary, while maintaining strict adherence to safety regulations on all job sites.

Under general supervision, the Senior Building Inspector provides technical assistance to the public, responds to inquiries regarding the construction process, and works collaboratively with other City departments. In addition, this role oversees inspection assignments, supervises and trains building inspectors, serves as the primary staff contact for building inspection complaints and dispute resolution, and performs related duties as assigned.

Experience and Training - Sr. Building Inspector 

Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Possession of a high school diploma or equivalent, and four (4) years of increasingly responsible and recent work experience in building inspection and/or construction. Public sector and lead or supervisory experience is preferred.

License and Certificate:

• Possession of a valid driver license and a satisfactory driving record throughout employment. 
• Possession of valid Combination Residential Inspector OR Combination Commercial Inspector, AND Plans Examiner certification from an approved agency. 

Special Requirements:

Some outdoor work is required in the inspection of various land use developments and construction projects. While performing the outdoor duties of this job, the employee frequently works near moving mechanical parts around high- voltage energized electrical equipment, climbs scaffolding and ladders, works in high, precarious places and is occasionally exposed to wet and /or humid conditions.

The employee is occasionally required to stand; walls; use hands and fingers to handle, feel, or operate objects, tools, or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; lift and /or move up to 40 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus

THE POSITION

The City of Daly City is seeking a dynamic and experienced Economic Development Program Manager to join the Office of the City Manager. This new position is an opportunity to shape and lead innovative programs that enhance the local economy, reimagine and activate the environment and attract, retain and support businesses in the Daly City community.

The Economic Development Program Manager plays a vital role in fostering relationships with the business community, developing and implementing economic development strategies, all while providing direct support to meet business needs. The diverse range of work in partnership building, policy development, long-term visioning, program implementation, data analysis and research provides an exciting and fulfilling opportunity.

As a top priority for the City, the Economic Development Program Manager will ensure the City addresses the needs of local businesses and provides opportunities for their success, as well as identify new businesses to enhance the City’s overall economic health. This also includes regular outreach to local businesses to offer assistance through referrals to state and federal programs, and strategic planning for expansion approval. This position must create and maintain partnerships with multiple associations community organizations and State and Federal re-sources.

DEFINITION

Under the direction of the City Manager or their designee, the Economic Development Program Manager develops, coordinates, and implements the City’s economic development programs and related activities; works with commercial and retail businesses, developers and property owners and managers on potential opportunity sites, assists applicants and business in their dealings with the City, initiates key economic activities based on the City’s General Plan, provides economic data to inform key city policy decisions; manages Grant funding opportunities for economic development, develops and implements marketing, branding and outreach activities for attraction and retention of businesses in Daly City and performs related work as required.

EXAMPLES OF DUTIES

Duties may include, but are not limited to, the following:
• Develop and update the City’s Economic Development and Business Strategy and develop an action plan to implement the strategy and economic development programs on a citywide basis.
• Manage grant and funding opportunities to support economic initiatives; oversee administration of economic development grants and contracts.
• Develop financing sources for various programs through communication and negotiation with agencies of the State and Federal government, the private sector and nonprofit foundations.
• Facilitate the attraction, retention, growth and success of Daly City businesses through active engagement, business assistance, provision of information, marketing, and outreach.
• Conduct feasibility assessments for establishing Business Improvement District (BID)
• Oversee and coordinate Economic Development events and festivals.
• Serve as Primary Liaison to the Small Business Commission
• Administer Regulatory Business Programs
• Participate in business conferences related to Economic Development
• Be active in the real estate environment to track real estate trends and work with developers and property owners or property managers to identify and evaluate opportunity sites that are vacant or likely to change hands
• Continuously valuate and review economic development program goals, objectives, and strategies and recommend changes to programs, policies or procedures that will facilitate ongoing success to attract and recruit new businesses to activate and fill vacant commercial spaces.
• Identify, develop and analyze data to assess trends, issues and opportunities affecting businesses and the City in order to effectively support local businesses.
• Serve as the primary liaison to the Daly City/Colma Chamber of Commerce and effectively maintain the relationship between the Daly City/Colma Chamber of Commerce, and other private and public organizations related to business and economic development.
• Create and foster effective business relationships with key stakeholders to facilitate business attraction and retention that will support the economic development and growth of the City.
• Identify and recommend revisions to ordinances and policies that may hinder business operations to improve economic conditions, functionality and aesthetics.
• Assist applicants, business representatives and developers in dealings with the City on the entitlement and building permit approval process and other needs.
• May assist in the recommendation of policies and programs pertaining to the fiscal and economic development of the City.
• Prepare reports and make presentations to business and community groups, City Commissions and Boards, City Council and the public.
• May prepare and administer the budget for Economic Development Program.
• Supervise and train one Economic Development Program Specialist
• Professionally and effectively represent the City of Daly City in developing relationships between the City and representatives of private sector development opportunities, business community and city staff.

MINIMUM QUALIFICATIONS

Knowledge of: Principals, issues and practices of economic and commercial development, redevelopment, land use planning and permitting, business retention, public policy and business development including best practices, marketing/marketing research; statistical analysis and research methods and the sources of information and data pertaining to economic development, business retention; evaluation and analysis of pro formas; the State of California Redevelopment Law; private sector development techniques; Applicable federal, state, and local laws and regulations concerning economic development activity in urban areas, real estate, public land acquisition, redevelopment and land use; Federal and State Grants regulations, Grant writing and grant administration oversight and implementation experience; Effective methods of gaining consensus and building support for objectives; Principles and practices of organization, administration, budget and supervision.

Ability to: Communicate clearly and concisely, both orally and in writing. Effectively and professionally represent the City to the business community and the public, Research and communicate economic trends, including vacancy rates, lease rates, and land values, Interpret and explain laws and regulations related to zoning regulations, land acquisition, and economic development, research proposals, evaluate alternatives, and make sound recommendations within established policy guidelines, Exercise good judgment, flexibility, creativity and sensitivity in response to changing situations and needs, adapt, change and be receptive to new direction and shifting City priorities. Education: Graduation from college or university with a Bachelor's Degree in Business Administration, Economics, Marketing, Planning, Public Administration or a related field.

Experience: Four years of increasingly responsible experience and demonstrated proficiency in economic development, real estate financing, commercial real estate, redevelopment, or planning, including two years of supervisory experience. Working knowledge of California planning law and practice is desirable.

License: Possession of a valid California Class C California Drivers License.

The ideal candidate for Plan Check Engineer with our Office of Building Safety will possess strong technical background in structural engineering and/or building life safety in a wide range of residential and commercial projects.  This candidate will be proactive, customer service-oriented, and a team player and demonstrates effective communication skills.  Analytical skills, initiative, independent judgment, along with strong time management and attention to detail, are key attributes for success in this role.
