The Ross Valley Sanitary District is seeking a motivated Collection System Worker willing to learn new skills and work with cutting edge technology to join our team!

Collection System Workers operate and maintain sanitary sewer infrastructure while providing excellent customer service to the Ross Valley community.

ABOUT THE POSITION

CSWs perform a variety of skilled - journey level work and manual labor in the operations, maintenance, and repair of sewer lines and related mechanical, hydraulic and hand-operated equipment. Collection System Workers are on a 9/80 schedule - Monday through Thursday from 6:00 am to 3:30 pm, with Fridays alternating between 6:00 am -2:30 pm and off work. All Collection System Workers also work on a rotating “on call” basis.

SAMPLE DUTIES OF THE CSW CLASSIFICATION INCLUDE:

• Participate in inspecting, cleaning, maintaining, constructing, and repairing of wastewater collection systems utilizing a variety of mechanical and specialized equipment including, but not limited to, rodders, CCTVs, high velocity cleaners, vacuum trucks, construction equipment, and related equipment.
• Perform a variety of manual tasks such as lifting and carrying heavy loads including material, equipment, and debris with assistance and utilizing equipment when appropriate.
• Inspect, troubleshoot, and maintain proper collection system operation using techniques and instruments including, but not limited to, closed‐circuit TV, smoke testing, dye testing, and related procedures.
• Participate in the removal and restoration of concrete and paved surfaces using a wide variety of construction equipment, hand and power tools.

• Conduct daily inspections of vehicles, hand tools, and equipment, perform lubrication and minor operating adjustments to ensure proper operation of vehicles, hand tools, and equipment.
• Perform basic building and grounds maintenance at collection system facilities. 
• Plan routine traffic control measures at work sites and perform non-routine traffic control under general supervision.
• Observe all safety precautions as required by regulatory agencies and the District; including using personal protective equipment and following hazardous communication policies and procedures.
• Participate in confined space entries including, but not limited to, atmospheric monitoring, hazard mitigation, and appropriate safety procedures.
• Respond to and investigate service calls or complaints concerning such matters as sewer odors, sewer trouble, and sewer back-ups, and make the necessary corrections.
• Participate in and, upon passing District criteria, direct the spill stoppage, containment, and cleanup of emergency situations and wastewater spills, including occasional 24/7 on-call duty as Primary or Secondary Stand-by.
• Perform a range of activities related to locating and marking sanitary sewer infrastructure and underground utility lines using a variety of equipment.
• Communicate and interact with the public, local government, and other utility personnel in a courteous, professional manner.
• Other duties as assigned.

Minimum Qualifications

• Completion of the twelfth grade, or its equivalent.
• Two years general maintenance and construction experience
• Valid California Class "C" Driver's License
• Must have a satisfactory driving record and continue to meet District vehicle liability insurance company driving standards.

To be considered for the CSW II classification, two years of collection system maintenance and operations is required.

Licensing, Certification, and Registration:

THE DEPARTMENT

The Water Quality Control Plant (WQCP) processes wastewater discharge for the cities of South San Francisco, San Bruno and the Town of Colma. The Water Quality Control Plant is a division of the Public Works Department staffed by 38 employees including: Plant Superintendent; Operation, Maintenance, Laboratory and Environment Compliance Supervisors; Senior Chemist; Chemist; Lead Plant Mechanics; Plant Mechanics; Lead Plant Operators; Plant Operators; Electricians; Senior Environmental Compliance Inspector; Environmental Compliance Inspectors, Utility Workers, and two Administrative Assistants.

THE LABORATORY

The WQCP laboratory conducts vital chemical and microbiological tests to the wastewater treatment plant 365 days a year. The laboratory analyzes water samples throughout the various stages of treatment process, and provides the operation with quick feedback critical to maintaining and optimizing the treatment process as well as meeting requirements for regulatory monitoring. The Laboratory is accredited by the Environmental Laboratory Accreditation Program (ELAP) under the State Water Resources Control Board, and maintains accreditation in accordance with the 2016 TNI Standard.

Additional steps (Step F, Step G, and Step H) included in the salary range listed above are available to employees in this job classification after completion of five years of service (Step F), ten years of service (Step G), and 15 years of service (Step H), and one year at the prior step, and good performance evaluations.  Initial salary placement is typically at the entry point of the range unless the candidate has prior Maintenance Worker experience which may warrant initial placement at a higher step.

ABOUT THE POSITION
The City of Gilroy is currently recruiting for a full-time Maintenance Worker I position in our Utilities Department.  Positions may be filled in the Wastewater or Water Section. The Wastewater Section personnel are responsible for inspecting and maintaining the sanitary sewer collection infrastructure to include maintaining lines and connections, completing repairs, and proactively flushing lines to prevent sanitary sewer overflows. The Water Section personnel are responsible for planning, operation, and maintenance of the City’s wells, and water distribution system ensuring a safe and reliable supply of drinking water. The duties also include managing booster pumps, reservoirs, routine system maintenance, water sampling and the monthly reading of all water meters. 

Under direct supervision of supervisor, this position performs work in one of the sections as assigned. Employees in this job classification may rotate/transfer between the sections noted above as determined by the City and will be required to fully meet the job requirements, including the obtaining of certifications, when assigned to a specific section for an extended period of time.

ABOUT THE DEPARTMENT
The goal of the Wastewater and Water Operations teams is to protect public health and enhance the quality of life for those who live, work, and visit the City of Gilroy. This is achieved by operating, maintaining, and preserving the City’s wastewater collection and water distribution systems and conveyance infrastructure through reliable, high-quality services that ensure environmental protection, regulatory compliance, and system sustainability.  The Wastewater team is responsible for the day-to-day inspection, maintenance, and repair of wastewater facilities and assets in accordance with state and federal regulations and industry best practices.  The Water team ensures safe drinking water through the operation and maintenance of wells, pump stations, reservoirs, pipelines, and hydrants.

This is an advanced journey-level position in the professional Chemist series. The focus of this position is to oversee the analytical testing activities in the Water Quality Lab's chemistry sections, including method development, data review and approval, standard operating procedure updates, and meeting all requirements of the Laboratory's quality assurance program. In addition, the ideal candidate will have good instrument troubleshooting and maintenance skills, be able to adapt specific EPA and/or Standard Methods for the purpose of state accreditation, follow all environmental health and safety policies and procedures, and be able to work well with other team members.

Laboratory Services Unit (Position Code 291)
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 10% - 20% remote.

This position performs a variety of paraprofessional technical and customer service functions supporting the Building Division. Incumbents may advance to the higher-level class after gaining knowledge, skills, certification, and experience that meet the qualifications for and demonstrating the ability to perform the work of the higher-level class.  Responsibilities include interpreting policies and procedures relating to building and construction activities enforcing the building codes. This position is scheduled for forty (40) hours per week. 
 

JOB DUTIES

• Working knowledge of basic construction drawing and blueprint reading. 
• Working knowledge of office methods, procedures, and techniques; manual and automated filing systems; office equipment operation; business correspondence; record-keeping       practices; correct English usage; standard operating policies, procedures and administrative structure.

Under general supervision of the Water Quality Manager and the Plant Manager, acts as a hands-on Plant Operator II for the operation and routine maintenance of a 0.5 MGD and 1.0 MGD recycled water treatment plant, (RWTP) and related pump facilities; performs a variety of skilled tasks such as electrical, electronic, pneumatic and mechanical instrumentation and controls. Performs installation, troubleshooting and repair of computerized automation control work at a modern MBR wastewater treatment facility and remote pumping stations, and assists in the development of maintenance programs for the preventive maintenance and improvements of all instrumentation and control system; supervises and provides leadership to OIT’s, subordinate Operators, and for the operations of the RWTP as well as other water quality functions for the District such as; sampling and monitoring, Industrial pretreatment, commercial discharge and inspections, Fats, Oils, & Grease management etc.

DISTINGUISHING CHARACTERISTICS:
Plant Operator II - This is the journey level class in the Plant Operator series and is distinguished from the I level by the ability to perform the full range of duties assigned without immediate supervision, by having a working knowledge of specific policies which may at times lend itself as a “lead” worker, and by being aware of the procedures unique to the District's treatment plant operations. Positions in this class are distinguished from the III level (supervisor) in that they do not possess supervisory or budgetary responsibility during a shift and are not responsible for handling the more complex problems that may arise within the treatment plant operations.

The Senior Building Inspector conducts routine and complex inspections of buildings and structures at various stages of construction, alteration, and repair to verify compliance with approved plans and applicable building, accessibility, fire, electrical, energy, mechanical, plumbing, zoning, and sign codes. This position also performs plan checks of construction documents, prepares inspection reports, and issues corrective actions when necessary, while maintaining strict adherence to safety regulations on all job sites.

Under general supervision, the Senior Building Inspector provides technical assistance to the public, responds to inquiries regarding the construction process, and works collaboratively with other City departments. In addition, this role oversees inspection assignments, supervises and trains building inspectors, serves as the primary staff contact for building inspection complaints and dispute resolution, and performs related duties as assigned.

Experience and Training - Sr. Building Inspector 

Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Possession of a high school diploma or equivalent, and four (4) years of increasingly responsible and recent work experience in building inspection and/or construction. Public sector and lead or supervisory experience is preferred.

License and Certificate:

• Possession of a valid driver license and a satisfactory driving record throughout employment. 
• Possession of valid Combination Residential Inspector OR Combination Commercial Inspector, AND Plans Examiner certification from an approved agency. 

Special Requirements:

Some outdoor work is required in the inspection of various land use developments and construction projects. While performing the outdoor duties of this job, the employee frequently works near moving mechanical parts around high- voltage energized electrical equipment, climbs scaffolding and ladders, works in high, precarious places and is occasionally exposed to wet and /or humid conditions.

The employee is occasionally required to stand; walls; use hands and fingers to handle, feel, or operate objects, tools, or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; lift and /or move up to 40 pounds. THE POSITION

The City of Daly City is seeking a dynamic and experienced Economic Development Program Manager to join the Office of the City Manager. The Economic Development Program Manager plays a vital role in fostering relationships with the business community, developing and implementing economic development strategies, all while providing direct support to meet business needs. Under the direction of the City Manager or their designee, the Economic Development Program Manager develops, coordinates, and implements the City’s economic development programs and related activities; works with commercial and retail businesses, developers and property owners and managers on potential opportunity sites, assists applicants and business in their dealings with the City, initiates key economic activities based on the City’s General Plan, provides economic data to inform key city policy decisions; manages Grant funding opportunities for economic development, develops and implements marketing, branding and outreach activities for attraction and retention of businesses in Daly City and performs related work as required.

• Identify and recommend revisions to ordinances and policies that may hinder business operations to improve economic conditions, functionality and aesthetics.

Experience: Four years of increasingly responsible experience and demonstrated proficiency in economic development, real estate financing, commercial real estate, redevelopment, or planning, including two years of supervisory experience. Working knowledge of California planning law and practice is desirable.

License: Possession of a valid California Class C California Drivers License.

The intern will contribute to projects that directly support local businesses and enhance Pacifica’s commercial districts.

Responsibilities May Include (but Are Not Limited To):

• Assisting with creation of marketing and promotional materials to support local businesses and tourism efforts
• Supporting event planning and coordination for business-focused and community events
• Researching and identifying grant opportunities related to economic development, mobility, and placemaking initiatives
• Assisting with preparation of grant applications and supporting documentation
• Developing one-page informational materials for public distribution (ie: permitting guides, business resources, development summaries)
• Supporting social media and digital communications related to economic development initiatives
• Assisting with business visitation outreach and communication efforts
• Conducting research related to bike, pedestrian, and scooter mobility initiatives that support commercial districts
• Supporting data collection and analysis related to commercial vacancy, business trends, and district activation efforts

Education & Experience:

• Current undergraduate student majoring in Economics, Urban Planning, Public Administration, Business, Communications, Political Science, Marketing, or a related field
• Coursework in economic development, public policy, urban studies, marketing, transportation planning, or community development preferred
• Interest in municipal government and local economic sustainability
• Prior internship or project experience in communications, research, event coordination, or community engagement is desirable but not required

• Strong written and visual communication skills
• Ability to translate complex policy or technical information into clear, public-facing materials
• Interest in small business support, placemaking, and commercial district vitality
• Research and analytical skills
• Experience or interest in social media and digital outreach
• Organizational skills and attention to detail
• Ability to work independently while collaborating across departments
