Definition
Under general supervision, the Senior Land Surveyor supervises and coordinates the activities of field and office surveying functions and assists the Survey and Mapping Manager with supervisory and administrative functions of the Survey Services Unit.

Distinguishing Characteristics
This is a single position classification responsible for assisting the Survey and Mapping Manager in supervising the efforts of subordinate personnel including surveyors, engineering technicians, and consultants. The Senior Land Surveyor can be assigned to any of the following areas: supervision of survey activities in the field for design and construction projects, supervision of office surveying functions such as mapping, writing legal descriptions, and production of accurate calculations used for engineering, real estate and construction activities.

This classification requires that the incumbent be licensed as a Professional Land Surveyor in the State of California or equivalent and possess specialized knowledge of land surveying techniques and construction surveying, with emphasis on technology such as GPS (Global Positioning System) methodology and instrumentation. This position will supervise professional and/or administrative staff, as well as identify the need for establishing and administering consultant contracts. This position works with other public agencies (e.g., Caltrans, local cities and counties, water district) to establish property exchanges and rights of way for transportation improvements.

Essential Job Functions

Typical Tasks

• Selects, supervises, trains, motivates, assigns, evaluates, counsels and disciplines subordinate personnel;
• Supervises office and field survey activities;
• Advises survey staff regarding methods and techniques of surveying;
• Provides direction to the Survey Department's Record Drawing Group as needed;
• Coordinates surveying activities with real estate agents, engineers, inspectors, contractors, etc.;
• Attends pre-construction meetings or assigns survey staff to attend and keeps informed on projects and related activities;
• May recommend design changes to conform with field conditions;
• May administer consultant contracts;
• Supervises personnel performing office and/or field work required for preparation of Record of Survey Maps, Parcel Maps, Corner Records, legal descriptions, and construction layout plans for VTA projects;
• Serves as Responsible Charge as described in the Professional Engineers' and Land Surveyors' Act including stamping, signing, and certifying the correctness of documents;
• Interprets legal descriptions of real property;
• Uses AutoCAD, Softdesk, and other computer aided design software in the development of maps and calculations;
• Interacts with various public and private organizations;
• Prepares clear and comprehensive reports and technical correspondences;
• Performs technical surveying work as required including GPS surveying, running level loops, and producing maps and legal descriptions;
• Performs related work as required.

Minimum Qualifications

Employment Standards
Sufficient training, education, and experience to demonstrate possession of the required knowledge, skills and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major work in surveying science, engineering or a related field and a minimum of eight (8) years of technical surveying experience, at least three (3) years of which must have been in a position comparable to that of a field surveying Chief of Party and/or office surveying "Lead" Land Surveyor. Directly related experience may be substituted for the education requirement on a year for year basis.

Registration as a Professional Land Surveyor in the State of California or equivalent is required at the time of appointment.

Role Description

This is a full-time, on-site role for a Director of Finance located in Boulder Creek, CA. Serves as the technical lead on the design and implementation of Valley Water’s most complex and highly integrated Cyber Security systems involving new, unfamiliar, or emerging technologies; to perform the most complex professional level duties in the development, installation, coding, integration, documentation, testing, and maintenance of Cyber Security controls and systems; and to perform a variety of tasks relative to assigned areas of responsibility.

Key Responsibilities include, but are not limited to:
Cyber Security: monitor and maintain security on infrastructure systems including IT security applications and appliances. Example: Microsoft security patching, updating appliance firmware, maintaining Cyber Security definitions, monitoring Anti-Spam solution, monitoring Cyber Security appliances, and recommending modifications to existing Cyber Security hardware, software, and overall security stance. The Rent Stabilization Program provides mediation and arbitration services to landlords and tenants in rent-controlled apartments, oversees rent controlled mobile homes and provides information and referrals for non-rent controlled rental units in San José. Under the direction of a Senior Analyst, the position provides information and assistance to the public and staff on many aspects of rent stabilization and rental housing laws, regulations, and procedures. The position may prepare petitions from the public in preparation for hearings under the City's rent stabilization and related ordinances, answer public inquiries to the Rent Stabilization Program, track and analyze data and outcomes, as well as perform other complex tasks required in the administration of housing programs. This position will assist in outreach and education functions and may assist tenants and landlords in accessing eviction prevention resources, including emergency rental assistance and legal services. The position may collect documents and assess eligibility of tenants and landlords for an eviction diversion program. The incumbent will be expected to make public presentations, interact with tenants, property owners, and their representatives and must be able to communicate effectively, both orally and in writing, with persons from diverse social, cultural and economic backgrounds.

Duties of the positions may include:

• Responding to inquiries from the public regarding Apartment Rent Ordinance, Tenant Protection Ordinance, Mobile homes Ordinance, and related rules, regulations and policies and making referrals to other agencies, as appropriate.
• Processing petitions from landlords and tenants and supporting Hearing Officers and mediators throughout the hearing and mediation process. Assisting parties to the petition in developing all information needed for presentation in hearings without bias toward either party.
• Facilitating the resolution of petitions and complaints where possible through voluntary agreements between the parties that are consistent with the City's housing ordinances and policies.
• Tracking and reporting outcomes of petitions.
• Manage relationships and contracts with contract employees providing mediation and arbitration services for the Rent Stabilization Program.
• Assisting landlords in maintaining compliance with City rental housing ordinances through enrollment in the City's rental programs, maintenance of business licenses, and other city and state permit requirements as appropriate.
• Working with developers, contractors and across departments to ensure compliance with Ellis Act and other tenant displacement ordinances
• Participating with groups in analyzing and evaluating community conditions and needs; offer guidance and counsel in the establishment of goals and techniques of achievement.
• Conducting outreach to San José's diverse communities to educate landlords and tenants about their rights and responsibilities
• Obtain data and other information from operating departments through use of questionnaires, personal visits, and otherwise as indicated; assemble, array, process, and analyze data; prepare studies and reports as indicated; and propose or suggest appropriate action to supervisor.
• Analyzing rent and other data to ensure compliance with City ordinances.
• Utilize automated data processing applications, including spreadsheets and databases to analyze and present information.
• Developing solutions to administrative problems by gathering and analyzing facts about program compliance, processes, procedures and workload; evaluating and preparing recommendations in response to departmental requests for program changes; and supporting the installation of improved systems or organization;
• Monitoring program budget; preparing revenue estimates; preparing and monitoring grants, contracts, and other financial transactions.
• Preparing and revising policy and procedures manuals and instructional materials for public and internal use.
• Attending internal and public meetings as required. May be required to present information through speaking in public forums on City housing and other programs.
• Drafting memoranda and coordinating with team members to prepare regular reports
• May supervise and give direction to clerical support staff and/or student interns.
• Providing translation services, as needed, for Department staff.
• Performing related work as required.

THE POSITION:
This extra-help, non-benefited position provides excellent customer service while performing a variety of professional all ages library services, including reference, reader’s advisory, collection development, event planning, outreach, digital literacy training for the public, and performs related work as assigned as replacement for regular staff who are on vacation or ill. TYPICAL TASKS include, but are not limited to:

• Helps to maintain social media connectivity to the library public.
• Works collaboratively with staff, the community and special interest groups.
• The Librarian II performs all of these tasks but at a more difficult, higher level. May serve as Person-in-Charge when Branch Manager is absent.

MINIMUM QUALIFICATIONS:
 
Education and Experience: Master of Library and Information Science (MLIS), Master of Library Science (MLS), or Master of Science in Library Science (MSLS) degree from an accredited college or university. The Librarian II requires two years of appropriate professional experience working as a professional librarian, preferably in a public library. Must have a valid California driver’s license. Spanish bilingual skills are preferred.
 
 SALARY RANGES:            Librarian I -   $36.09/hour to $37.92/hour
                                             Librarian II - $37.90/hour to $39.82hour
