THE POSITION:

The Community & Economic Development Department is recruiting for two full-time Permit Technicians.  Appointment will be made at the appropriate level depending upon qualifications.  Under general supervision, the Permit Technician will perform a variety of technical permitting and administrative support work associated with front counter, virtual counter, and other office tasks related to department operations.

Permit Technician I: This is the journey-level class in the Permit Technician series.  Employees at this level are not expected to perform with the same independence and judgment on matters allocated to the Permit Technician II.  Since this class is typically used as a training class, employees may have limited or no directly related work experience.  Employees work under immediate supervision while learning job tasks.   

Permit Technician II:   This is the journey-level class in the Permit Technician series.  Employees at this level are expected to perform with more independence and receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies within the work unit.  Depending on expertise and certifications, incumbents may perform

minor over-the-counter planning and building plan check reviews.  Positions in this class are flexibly staffed and may be filled by advancement from the Permit Technician I class.

This position performs the following essential job duties (including but not limited to):

• Reviews and intakes planning and building permit applications.
• Determines and collects fees for permits and other review and regulatory services.
• Routes all application submittals to the appropriate departments/agencies for processing.
• Maintains files for all applications after checking for general completeness and accuracy.
• Provides written and verbal information to the public regarding departmental policies and procedures pertaining to topics such as permits, building code requirements, zoning, application procedures, and current projects.
• Reads and interprets blueprints, maps, planning regulations, and a variety of other information while responding to general inquiries.
• Processes minor planning applications and reviews business licenses and building permits for compliance with zoning regulations.
• Provides public information in support of the building, planning, housing, and code enforcement programs.
• Enter invoices, prepares refunds, and reconciles web payments.
• Provides administrative support for public meetings, including preparation, distribution, and posting of agendas and minutes.
• Assists in setting up rooms and virtual webinars for department and/or public meetings.
• Operates a variety of office equipment and uses a variety of software programs, including word processing, spreadsheet, permit tracking software, digital archiving software, and visual presentation equipment as appropriate.
• Maintains and manages an inventory of forms, applications, and office supplies.
• Builds and maintains positive working relationships with co-workers, other City employees, the public using principles of good customer service.
• Performs a variety of other tasks related to office administration and permit services as assigned.

To be eligible for this position, you must have knowledge of/ability to:

Permit Technician I:

• Basic office and clerical procedures.
• Modern office methods, procedures, and computer equipment and various software applications.
• Simple accounting procedures.
• Basic applied mathematics.
• Communicate clearly and concisely, orally and in writing with the general public and customers involved with development and construction, particularly contractors, architects, developers, engineers, and property owners.
• Learn to read and interpret maps, construction drawings and blueprints.
• Learn and apply a variety of zoning, land use, planning, and building procedures, codes, and ordinances enforced by the city including the Uniform Building, Electrical, Plumbing, Mechanical Codes and zoning codes. 

Permit Technician II (in addition to the requirements for Permit Technician I):

• Basic knowledge of building, electrical, plumbing, and mechanical codes.
• Basic engineering concepts.
• Basic planning and land use concepts.
• Read and interpret maps, construction drawings, and blueprints.
• Interpret and apply a variety of zoning, land use, planning, and building procedures, codes, and ordinances enforced by the city, including the Uniform Building, Electrical, Plumbing, Mechanical Codes and zoning codes.
• Organize and maintain files.
• Operate a variety of office equipment.
• Quickly and accurately review plans for submittal requirements and calculate permit fees in accordance with established laws.
• Research and compile information requested.
• Prepare written zoning research letters and administrative land use entitlements.
• Research, compile, and analyze data for special projects and various reports.

EDUCATION and/or EXPERIENCE (A typical way of gaining the knowledge, skill and ability outlined above is):

Permit Technician I:

• Graduation from high school or equivalent.
• Two (2) years of experience in an office or customer service environment with direct contact with the general public.

 Permit Technician II:

• Graduation from high school or equivalent.
• Completion of two courses in building code, electrical code plumbing code, mechanical code, engineering, planning, or related field.
• One (1) year of experience equivalent to Permit Technician I in the City of San Rafael.

CERTIFICATES/LICENSES/REGISTRATIONS:

• Possession of International Code Council (ICC) Permit Technician certification is desirable for Permit Technician I and II and is required for Permit Technician III.

LANGUAGE/MATHEMATICAL/REASONING SKILLS:

• Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
• Ability to write routine reports and correspondence.
• Ability to speak effectively before groups of customers or employees of organization.
• Ability to speak Spanish is desirable but not required.
• Ability to work with mathematical concepts.
• Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

The Planning & Building Department is responsible for the administration of the City’s building and zoning ordinances, implantation of the General Plan, enforcement of municipal code, design review and environmental assessment, building permits, and inspections.

The Building Division consists of five (5) dedicated full-time employees: the Building Official, two (2) Building Inspectors, a Permit Services Coordinator, and a Permit Technician. This small, but efficient team issues approximately 1,300 permits, conducts around 3,500 inspections, and processes 175 RBRs each year. The average annual budget for the Building Division for the next two (2) years is approximately $1.5 million.

 

ABOUT THE POSITION

The Building Official oversees the Building Division of the Planning & Building Department, managing enforcement activities, reviewing building plans, issuing permits, and collecting fees while ensuring compliance with all relevant laws and ordinances. This role also involves conducting and supervising inspections of buildings and structures throughout all stages of construction, alteration, and repair.

What You’ll Do

The Senior Development Review Technician provides lead direction to technical and support staff; to perform a wide variety of complex and advanced technical duties requiring specialized knowledge related to building permits, planning applications and development; and to provide administrative support to assigned supervisor.  This is the advanced journey level in the Development Review Technician series.  Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, by the amount of time spent performing the duties, and by the nature of the public contact made. Employees perform the most difficult and responsible types of duties assigned to classes within this series, including providing technical and functional supervision (day to day operations) over assigned personnel and performing the most complex duties assigned to the series.  Employees at this level are required to be fully trained in all procedures related to assigned areas of responsibility.

Duties may include, but are not limited to, the following:

• Plan, prioritize, and review the work of staff assigned to a variety of development review support duties.

Definition:

Under supervision, performs a variety of minor maintenance and repair of District facilities, coordinates maintenance and repair of various buildings and equipment, ordering, receiving, storing, distributing and conducting inventory of facility equipment and supplies; performs other related duties as required.   

Minimum Requirements:

• Must be at least 18 years of age.
• Provide proof of eligibility to work in the United States.
• Possess and maintain a valid California Class C Driver's License. Possession of a valid California Commercial Class B Driver License, with all applicable endorsements (i.e. air brake and tanker endorsements), is required within six (6) months of appointment. 
• Possess a high school diploma, G.E.D. equivalency, or a high school proficiency certificate.

• Perform routine maintenance and repairs to facilities, (e.g., carpentry, minor electrical repairs, plumbing, and other related activities).
• Prioritize repair and maintenance work orders; performs, schedules, or coordinate general repairs or maintenance as needed.
• Plan and coordinate schedules for preventative maintenance on equipment, machinery, tools, and facilities.
• Perform routine manual tasks as requested, such as assembling furniture or equipment, hanging pictures or shelves, changing light bulbs, etc.
• Maintain work records and logs and prepare activity reports as required.
• Utilize a computer calendar to be notified of reoccurring or annual maintenance tasks; access computerized maintenance management system to track work orders.
• Order, receive, stock and issue parts and supplies; verify incoming shipments for appropriate quantity and quality.
• Inventory materials, parts, and supplies; report replacement needs; establish minimum/maximum stock levels and monitor stock levels based on usage and lead time.

• Drive fire apparatus as necessary to deliver equipment.

Working Conditions/Physical Demands:

While performing the duties of this job, the employee may be exposed to noise, dust, flammable and combustible materials, and inclement weather. Work involves physical exertion, including lifting up to 75 pounds, stooping, reaching, and climbing.

Disaster Service Worker:

All Central Fire District of Santa Cruz County employees are designated Disaster Service Workers through state and local law. Employment with the District requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Unforeseen Overtime and Unusual Hours:

Due to the emergency nature of the fire service, employees of the Fire District are occasionally required to work extended hours, be called in for overtime, or have adjustments in their regular schedule to accomplish the goals of the District during emergency operations.

The Custodian position at the Glenn County General Services Department performs a variety of custodial / janitorial duties throughout the County of Glenn. These may include but are not limited to: sweeping, mopping, buffing and polishing floors; vacuuming and shampooing carpets; spot cleaning carpets; cleaning and sanitizing restrooms; cleaning / sweeping exterior walkways, removing trash and debris. Receives immediate supervision from the Lead Custodian or other higher-level supervisory and management staff. This position is scheduled to work Monday - Friday from 11:30 a.m. to 8:00 p.m. forty (40) hours per week. This position is subject to full background check, DMV driving record and pre-employment medical screenings. This recruitment may be used to establish a list to fill future vacancies for the next twelve (12) months.

DEFINITION

 

Under general supervision, to do general building and facilities maintenance work and other related duties as required.

 

Building Maintenance Worker I is the entry-level class and Building Maintenance Worker II is the journey level class in the series. Incumbents in the Building Maintenance Worker I class will progressively perform most of the duties required in the Building Maintenance Worker series but are not expected to function at the same skill level and will usually exercise less independent direction and judgement on matters related to work procedures and methods. Work is usually supervised while in progress and fits an established pattern that has been explained before the work is started. Generally, changes in procedures or exceptions are explained in detail as they arise. Under the flexible staffing concept, Building Maintenance Worker II positions that may become vacant may reasonably be filled at the Building Maintenance Worker I or Utility Maintenance Worker level for training purposes.

 

Positions in the Building Maintenance Worker II class are flexibly staffed and normally filled by advancement from the Building Maintenance Worker I class, or when filled from the outside, require prior specific experience in building-related construction and maintenance. Appointment to this class requires the employee to be performing substantially the full range of building maintenance duties and to meet the qualification standards for the class. This class requires the ability to work independently exercising judgement and initiative. Duties will normally require the ability to operate the full range of mechanical equipment related to building maintenance.

 

EXAMPLES OF DUTIES

 

Assists in, and at the journey level, performs such functions as painting, glazing, repairing plumbing, installing locks, windows, doors, or lighting fixtures; cleaning, waxing, or refinishing floors, walls, and furniture; cleaning and repairing toilet fixtures; sweeping and cleaning interior and exterior of buildings as needed. Makes routine inspection of proper operation and safe conditions of park and playground equipment, walks, roads, and courts; assists in repair or installation of playground equipment of facilities. Assists in the adjustment, and minor repair of heating and air conditioning units; building and finishing cabinets, countertops, and office furniture and staining and varnishing various wood furniture and surfaces. Performs remodeling and renovation tasks for municipal facilities, paints interior and exterior of City buildings as required, and safely operates various power and hand tools.

 

MINIMUM QUALIFICATIONS

 

Knowledge of: Use and care of general carpentry and maintenance tools; general techniques of carpentry, concrete work, painting, glazing and plumbing.

 

Ability to: Follow oral and written directions; learn and use skilled tasks and apply current practices and procedures; maintain an appropriate public service demeanor; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

 

Physical Capability to: Perform sustained, strenuous manual labor; climb, lift, crawl, stoop and bend to reach work; may work outdoors in temperature extremes and inclement weather.

The County Attorney’s Office of the County of San Mateo is seeking well-qualified candidates for the position of Deputy County Attorney II, III, or IV - Labor Standards Enforcement.

THE COUNTY ATTORNEY'S OFFICE
The County Attorney’s Office (also referred to as the County Counsel’s Office) is the general counsel for the County of San Mateo and all of its departments, as well as for many school districts and special districts. As a large company might utilize its in-house counsel, our clients rely on our office for the full range of legal services, covering a broad spectrum of practice areas. The office's more than 30 attorneys handle nearly all of the County's civil litigation, including employment, contract, commercial, personal injury, probate matters, civil rights, child welfare, taxation, environmental law and impact litigation.
 
THE POSITION
The position will be a Deputy County Attorney II, III or IV, depending on the selected candidates’ experience and qualifications. The starting salary ranges from $154,856.00 to $272,459.20 depending upon the level of each position, but the job description and duties remain the same.
 
Recently the County Board of Supervisors passed a Resolution directing the County Executive to take the necessary steps to establish an Office of Labor Standards Enforcement (OLSE). The OLSE envisions all workers being paid a fair wage and treated respectfully in San Mateo County. The OLSE will provide outreach and education to workers and employers within the County about labor standards, including wage-per-hour requirements. The OLSE will also coordinate investigation and enforcement efforts regarding labor standard violations within the County. The OLSE will be a collaborative partnership between the Office of Racial and Social Justice, the County Attorney’s Office, and the District Attorney’s Office, integrating the strengths across offices to implement the functions of the new OLSE for the County of San Mateo.
 
This position will advise the OLSE on all legal aspects of their work. This position will also review, triage, and investigate allegations of labor standard violations, calculate lost wages and penalties, communicate with employers regarding violations, negotiate restitution for impacted employees as needed, and file prosecutions of such violations, when appropriate. This position will serve as both in-house counsel to the OLSE as well as trial counsel for labor standard enforcement efforts. Because this is a new position supporting a new County function, it requires someone who is a self-starter with knowledge and experience of labor standards and wage and hour laws.

EXCITING OPPORTUNITY

The Town of San Anselmo is seeking applications for the full-time position of Senior Building Inspector in the Public Works and Building Department.  It is an exciting opportunity to work in a broad range of areas, to help shape the future of the Town.

The Department of Public Works maintains the Town’s infrastructure to support the community. With a staff of 15, the department is responsible for the operation and maintenance of the following public facilities: roads, parks, buildings, parking, equipment, and vehicle fleet. In addition, Town engineering, capital construction projects, and natural disaster response are also managed within the Public Works department.

THE POSITION

Typical duties of the Senior Building Inspector position include, but are not limited to:

• Make field inspections of buildings and public works permits to ensure compliance with approved plans, specifications, and applicable building, electrical, plumbing, and mechanical codes, statutes, and regulations of the Town, county, state and federal agencies.
• Review, approve and issue permits for construction work.
• Check plans and specifications for completeness, accuracy, and compliance with codes and ordinances.
• Investigate code violations and complaints.
• Conduct residential resale inspections, prepare and issue reports upon the sale of all residential property.
• Perform re-inspections and follow-up as necessary to gain compliance.
• Provide information and guidance to the public regarding codes, ordinances, and the permitting process.
• Provide technical information and interpretations regarding codes, ordinances and compliance methods to contractors, builders, designers, and the general public.
• Resolve difficult and complex code interpretation, enforcement, and inspection problems, issues, and conflicts.
• Prepare and maintain accurate records, reports, and files.
• Write clear and concise letters as needed.
• Provide staff assistance to the public at the department’s service counter as needed.

 Minimum Qualifications (Knowledge and Abilities):

• Knowledge of state and local building, electrical, plumbing, mechanical, energy, accessibility, and fire codes and local building, fire and zoning ordinances.
• Principles and techniques of building construction, building materials and accepted safety standards; Principles and techniques of building inspection.
• Ability to read, analyze and interpret building plans and specifications; understand, interpret and apply codes, ordinances, and regulations; communicate clearly and concisely in English, both orally and in writing.
• Use windows-based computer programs such as MS Word and Excel.
• Operate a car and pickup truck safely, back vehicle a long distance, and steer through narrow roadways and hillsides.

Experience and Training:

• Five years of progressively responsible experience in building inspection, including commercial inspection and/or plan check experience, of which two (2) years must be at full journey level.
• Three years of experience as a building inspector or related field involving inspection or code enforcement.
• Graduation from high school or equivalent to the completion of 12th grade – college training in the field of civil engineering, architecture, or building technology may be substituted for equivalent year of work experience. Associated of Arts degree preferred.
• Possession of, or ability to obtain within 3 months, a valid California driver’s license
• Possession of, or ability to obtain within 6 months, certification, through the International Code Council, as a California Residential Building Inspector- J1 and California Commercial Building Inspector- I1

Special Requirements/Physical Demands:

• On-site field inspections and office work require a moderate amount of physical agility. Intermittently walk, stand, twist, squat, kneel, climb, and bend both in the office and in the field.
• On a continuous basis, sit at a desk or stand at a counter to answer questions of the public.  Write by long hand and use a computer keyboard to communicate through written means.
• Frequently lift or carry a weight of up to 10 pounds and occasionally up to 50 pounds.
• The nature of the work requires the individual to climb 30’ to 40’ ladders or scaffolding to reach high areas such as roofs, balance on narrow walkways or steep-pitched roofs, crawl through narrow openings and in confined spaces.
• During inspections, the individual may be required to walk on uneven surfaces. Work will require exposure to intermittent uncomfortable working conditions such as dust, noise, and extreme cold or heat. Inspections are done out-of-doors year-round.

THE JOB

At the helm of the City’s legal leadership is a part-time elected City Attorney, Rob Epstein, who has served for seventeen years as San Rafael’s City Attorney with dedication and expertise. An elected City Attorney is fairly rare (a total of 10 statewide) and the part-time position is even more unique. For many years, this distinctive structure has delivered an effective combination of elected political leadership with professional legal support for the City. In this model, the elected City Attorney sits as a trusted counterpart to the elected City Council, providing both legal advice and political leadership.

In addition to the elected part-time City Attorney, the City’s legal office is comprised of two full-time attorneys and one legal assistant. The legal team has been known for its collegial, respectful, and inclusive environment. The City Attorney’s Office also oversees and collaborates with various outside legal counsel, focusing on areas such as land development, human resources, tort litigation, and labor negotiations. 

Due to the part-time nature of the position, the elected City Attorney does not manage or oversee the daily operations of the City’s legal affairs. Instead, this responsibility falls to a strong Chief Assistant/Assistant City Attorney, who provides operational leadership and management. While the elected City Attorney offers high-level legal oversight and representation, the Chief Assistant/Assistant City Attorney and support staff handle the bulk of the legal work, ensuring the City’s legal needs are met efficiently and effectively. The Deputy City Attorney will also work with departments to draft and review contracts, agreements, and other legal documents for daily operations, provide legal support and guidance on PRAs, and conducts legal research and prepares reports or memoranda, and make recommendations to the elected City Attorney. This structure balances the benefits of elected accountability and experience with the necessity of onsite professional legal expertise in managing the City’s legal affairs.

Deputy City Attorney I/II

This classification is part of the Mid-Management employee group, a team of highly qualified and dedicated individuals who work under general direction and supervision of their department Directors. Essential responsibilities include but are not limited to:

• Consults with and provides legal advice to staff in various departments of the Cit. It is anticipated that that a key role of the new attorney will be to consult and support Human Resources with Labor Relations, Discipline, Investigations, ADA, and EEO issues, while also representing and consulting with other client departments.
• Reviews staff reports and advises staff on complex and controversial legal matters.
• Drafts and reviews ordinances, resolutions, contracts, deeds, leases and other legal documents and instruments.
• Represents the City at various City Council, commission and community meetings.
• Performs legal research and prepares opinions on various legal issues for City departments.
• Represents the City in civil and some criminal matters in both state and federal court and in administrative proceedings.
• Represents the City in arbitration hearings.

Assistant City Attorney and Chief Assistant City Attorney
Both classifications are executive management positions under the general direction and supervision of the part-time elected City Attorney. There is a high level of direct communication, coordination, and collaboration with the City Manager and two Assistant City Managers. Both classifications would be part of the City’s executive leadership team and support the City Manager’s Office directly.

Assistant City Attorney

Executive & Operational Management

The Assistant City Attorney focuses on delivering and overseeing the City’s legal services and providing direct legal support to City departments and City staff. 

Both the Chief Assistant City Attorney and City Attorney perform all of the traditional legal duties found in municipal legal operations such as, but not limited to:

• Ability to act as Acting City Attorney when part-time elected City Attorney is not available.
• Perform legal research; review and apply laws, rules, cases and ordinances; and prepare opinions on various legal issues.
• Proactively identify legal risks and develop strategies to reduce and manage those risks.
• Coordinate and supervise the work of outside counsel engaged by the City for special legal issues and litigation matters.
• Negotiate and draft and/or approve contract forms, complex contracts, deeds, leases and other legal documents and instruments.
• Prepare complex and routine opinions; advise City Council and staff regarding proposed courses of action and City policy.
• Represent the City at various City Council, board, and commissions meetings and in court as assigned, and render legal advice on agenda items.
• Represent the City in civil and some criminal matters in both state and federal courts and in administrative proceedings.
• Supervise, train and evaluate assigned staff attorneys and support staff.

The Chief Assistant City Attorney also manages the responsibilities outlined in the Assistant City Attorney and additionally handles the most complex legal issues in partnership with the City Manager and in support of the part-time elected City Attorney. The Chief Assistant City Attorney acts as a key advisor and strategic partner to the City Manager, and at times the City Council. The Chief Assistant City Attorney functions with a high level of executive level autonomy and independence.
