DEFINITION
Under general supervision, provides technical and administrative support work in a variety of Human Resources functions, including benefits, onboarding/offboarding and other human resources programs.

The City of Berkeley is seeking a General Services Manager to join the Finance Department! In this role, you will act as the division head and will be responsible for planning, organizing, and directing the programs and activities of the General Services Division. The incumbent will have management responsibility for this division, which provides for the centralized purchasing, central duplication and mail services for the City. 

MINIMUM QUALIFICATIONS

Parks Planning and Design Manager Class Specification

Under administrative direction, plans, organizes, manages, and directs the activities of the Landscape Architecture Division; serves as a key staff member in the administration, development, and implementation of policies, systems, and procedures to facilitate the implementation of the City’s Park Master Plan; oversees and directs the supervision and activities of citywide tree preservation and landscape development policies; and gives professional advice on landscape matters.

Class Characteristics 
This is a single position management classification reporting to the Community Services Director.  The incumbent has considerable latitude in the application of department policy as it relates to division activities and follows general guidelines or professional and administrative standards in accomplishing assignments; the incumbent is expected to identify policy issues and work with other staff to develop options and recommend solutions.  This classification is distinguished from the Senior Landscape Architect by the latter’s responsibility to manage the staff and activities of one or more sections of the Landscape Architecture Division.

The Department of Public Works is currently seeking to fill multiple full-time Engineer I/II vacancies of different disciplines that may be assigned to work in the various divisions of the department including Transportation and Hydraulic Services (THS) or Development Services (DS).

Transportation and Hydraulic Services Division The Transportation and Hydraulics Services Division is responsible for the design, construction, and master plan of bridges, culverts, streets, sidewalks, storm and sanitary sewers, pump stations, streetlights, landscape and hardscape improvements, traffic signals, and supports construction and engineering, upgrade and revitalization of the San Jose-Santa Clara Regional Wastewater Facility. City Facilities Architectural Services Division CFAS Division has the primary responsibility for the delivery of capital improvements projects on City properties and provides design and construction services for public buildings, landscape improvements, and capital maintenance projects, including recreational facilities, parks, trails, libraries, public safety facilities, and various cultural facilities.

Engineering Services Division

The Engineering Services Division is comprised of four sections: Construction Management Services, Structural Engineering and Code Inspection, Material Testing Laboratory, and Survey. The department of Parks, Creation and Neighborhood Services is currently seeking to fill two Part Time Security Officers positions for Happy Hollow Park and Zoo.

Under the direction of the HHPZ Parks, Recreation, and Facilities Supervisor, the part time Security Officer performs security work of moderate difficulty in maintaining a safe environment for the use of public buildings/facilities utilized by San José and Bay Area Residents. This is a highly visible City-wide facility and program with a focus on ensuring safety, security, and customer service for the guests, partners, and staff of Happy Hollow Park & Zoo. The Building Inspector I/II provides a variety of information to property owners, developers, architects, engineers, and contractors; and performs related duties, as assigned. The Building Inspector II differs from the level I in that is the advanced level classification in the Building Inspector series. The Building Inspector II provides a high level of discretion and independent judgment in performing the full range of routine to complex inspections. Work is normally reviewed upon completion and for overall results. Incumbents also provide lead direction and functional supervision to assigned clerical, technical, and professional staff. The Risk Management Program Manager (Program Manager), reporting to the Deputy Director of Human Resources/ Risk Manager, will oversee the following three programs:

• Americans with Disabilities Act (ADA) Title I workplace accommodations program for employees and job candidates with disabilities.
• Leaves of Absence program for managing and monitoring the administration of claims for leave of absence.
• Workers' Compensation Program.

The Program Manager will direct the work of the staff in these units and support the team in the fulfillment of their duties in these program areas including their communication with employees, managers, insurance carriers, medical personnel, lawyers, and vendors. This position also receives a 5% management differential (already reflected in the salary) as the Program Manager assists the Deputy Director of Human Resources/ Risk Manager with a wide variety of work related to insurance for the County.

Examples Of Duties

Duties of the position include, but are not limited to, the following:

• Plan, direct, monitor, and evaluate the effectiveness of the ADA Title I, Leave of Absence, and Workers' Compensation functions and programs, including needs assessment, program design and planning, implementation, evaluation, and regulatory enforcement.
• Write and review policies, procedures, and methods relative to ADA Title I, Leave of Absence, and Workers' Compensation and formulate, recommend, and/or implement actions for program improvement.
• Meet with department managers and staff on human resource issues regarding ADA Title I, Leave of Absence, Workers' Compensation, and insurance related matters.
• Advise managers and employees on County procedures, benefits, and existing policies.
• Interpret and explain provisions of applicable laws, rules, policies, and agreements to County management, employees, employee organizations, and the public.

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

• A typical way to qualify is three years of progressively responsible professional-level experience in the field of Human Resources within a public-sector environment, specifically regarding ADA in general and Title I specifically, Leave of Absence, Workers' Compensation, and insurance policies.
• Experience should also include at least one year performing supervisory duties.

Knowledge of:

• Principles and practices of public administration, and program management, including planning, implementation, and evaluation.
• Principles, theories, and practices of human resource management relative to the Americans with Disabilities Act, FMLA, Workers' Compensation, Long-Term Disability, etc.
• Public-sector insurance practices and policies.
• Personnel management principles and techniques, including interviewing, selection, training, supervision, evaluation, motivation, discipline, and staff development.
• Information systems applications relative to the administration of leave requests.
• County policies and procedures and pertinent State, Federal, and local laws relating to human resource management.
