PROGRAM LEADER (SUMMER CAMP COUNSELOR)

Salary Range: $13.00 to $14.06/hour; non-benefitted position, DOE

QUALIFICATIONS

Applicants must be at least 15 years of age and up, and have experience working with youth in a recreation setting.  Energetic, self-motivated, creative, and organized.  Ability to work as part of a team.

SUPERVISION 
Under the general supervision of the Program Coordinator and direct supervision of the Summer Camp Site Leader, Summer Camp Counselors are responsible for implementing the curriculum for one of the Town’s day camp programs which offer youth and teen daily activities including arts, crafts, games, field trips and special events.

ESSENTIAL JOB DUTIES 

• Plan and lead arts, crafts and games according to the theme of the week. 
• Serve as a mentor and role model to campers. 
• Work as part of a team of leaders. 
• Safely and appropriately supervise campers on off-site field trips. 
• Use positive discipline and communicate effectively with parents/guardians.
• Perform duties within OSHA standards.

PROGRAM ASSISTANT (SUMMER CAMP SITE LEADER)

Salary Range: $14.06 to $17.00/hour; non-benefitted position, DOE

Applicants must be high school graduates, at least 18 years of age, with experience working with youth in a recreation setting.  Energetic, self-motivated, creative, and organized.  Able to work as part of a team.   

SUPERVISION 
Under the general supervision of the Program Coordinator, Summer Camp Site Leaders are responsible for the day to day operations and implementation of curriculum of their assigned summer day camp, which offer youth and teens daily activities including arts, crafts, games, field trips and special events.

ESSENTIAL DUTIES 

• Plan and leads arts, crafts and games according to the theme of the week.
• Serve as a mentor and role model to campers.
• Work as part of a team of camp leaders. 
• Safely and appropriately supervise campers on off-site field trips.

• Participate in weekly Leadership Training Meetings with the Day Camp Leadership Team.

PROGRAM ASSISTANT (SUMMER CAMP SITE MANAGER)

Salary Range: $16.00 to $19.00/hour; non-benefitted position, DOE

QUALIFICATIONS 
Applicants must be high school graduates, at least 20 years of age, and have experience working with youth in a recreation setting.  Energetic, self-motivated, creative, and organized.  Able to work as part of a team.  This is a Monday through Friday, 20 to 37.5-hour position that requires open availability.   

SUPERVISION 
Under the general supervision of the Program Coordinator, the Summer Camp Site Manager is responsible for on-site supervision of staff and participants of multiple camps located at the same site.

ESSENTIAL JOB DUTIES  

• Serve as a mentor and role model to campers.
• Work as part of a team of camp leaders.
• Safely and appropriately supervise campers on off-site field trips.
• Use positive discipline and communicate effectively with parents/guardians.
• Coordinate camp activity rotation schedule and site logistics to ensure efficient operations.

The City of Patterson’s Public Works Department is seeking to fill one (1) full-time Public Works Inspector I, II or III position.  Duties include but are not limited  to:  inspecting and evaluating City maintained improvements, new construction, and modifications, of various municipal and private structures such as utilities, storm, sewer, concrete structures and paving for conformance with specifications and regulations.

DESCRIPTION/RESPONSIBILITIES:

     The actual salary shall be determined by the final candidate’s qualifications and experience.  In addition to the starting salary, employees in the Youth Outreach Specialist classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

     Mayor’s Gang Prevention Task Force (MGPTF) is the City of San José’s Youth Violence Reduction Strategy which operates within PRNS department of the City of San Jose. Over the past 25 years, the MGPTF has strategically worked to address issues of gang involvement among youth and young adults in an effort to reduce youth violence associated with gangs.

     The MGPTF was established in 1991 in response to an increase in gang activity and crime. It is comprised of a broad coalition of local residents, school officials, community and faith-based organizations, local law enforcement, and city, county and state government leaders. The MGPTF brings these diverse stakeholders together and leverages each group’s expertise as part of a coordinated, interagency effort to curb gang-related activity in San José.

     The work of the MGPTF is coordinated through a Continuum of Services that works across four key areas: Prevention, Intervention, Suppression and Re-entry. The MGPTF’s successes can be attributed to its ability and willingness to continually refine and develop programs and services that meet the needs of a changing community.

     The MGPTF is currently recruiting to fill Youth Outreach Specialist positions in the following programs: 

     Safe Schools Campus Initiative (SSCI) —The program partners with 19 school districts on 82 middle and high school campuses, responding to incidents to reduce violence and maintain a safe learning environment for all youth. SSCI staff also provide case management services to high-risk, gang-impacted and gang involved youth in non-school evening and night hours, also working in partnership with the Santa Clara County Probation Department. The YOS in this program manages up to 5 staff members who provide: 1) school safety coverage and activations; 2) 1-to-1 case management of youth; 3) coordination and leadership of pro-social recreation trips and activities, and; 4) other youth intervention services as needed. Staff in this unit must be able to work with hi-risk, gang-impacted and gang-intentional youth in crisis and traumatic situations, including domestic violence, gang-related assaults and violent acts, sexual assault, and drug and alcohol issues.

     Digital Arts—This program teaches youth the basis of music production in a studio environment. The program includes some basic music theory, hip hop history, and everything from counting time to working with samples. Most teaching occurs in small group lessons at the program’s two studio sites, Roosevelt Community Center and Sunol Community School, where the program is an after-school activity. The program serves six to eight students at a time at each location, with a target of serving at least 150 youth per year. The YOS in this program provides direct programming to youth, assisted by part-time Recreation Leader staff and/or Class Instructors, which the YOS supervises. The applicant in this position must have experience working with computerized sound studio equipment and audio visual equipment, including cameras and camcorders.

     Late Night Gym—This program serves approximately 6,500 duplicated participants annually, at four gym locations. It provides positive alternative evening activities to youth who might otherwise seek to engage in gang-related activities, and is a proactive effort to deter and prevent gang-related violence. At the open gym activities, service providers attend each location to provide information on accessing mental health services, life skills classes, job training, tattoo removal, record clearance, and drug and alcohol counseling. This program is a connection point that may result in connecting youth with other MGPTF programs. The YOS overseeing this program must be willing to work night hours, when the program takes place, and have excellent organizational skills to bring equipment and other supplies to the different venues, and be able to work together with staff from other MGPTF programs and non-profit organizations who attend Late Night Gym Sessions and bring youth to participate.

     Clean Slate Tattoo Removal Program—This program partners with Santa Clara Valley Medical Center to assist former gang-impacted and gang-involved youth with free removal of gang-related tattoos as a barrier to future education and employment. Program participants agree to attend a series of life skills classes to assist the transition out of gang life, and to provide evidence of progress toward employment or educational improvement. The YOS overseeing this program tracks participant completion of life skills classes and other program requirements, refers participants to other services on request, and provides limited case management to participants. As a result, this position requires excellent organizational and record-keeping skills, and experience working with gang-impacted and gang-involved youth.

     San Jose Works Youth Jobs Initiative—This program provides work experience to youth aged 15 to 18 who reside in designated gang hot spots in San Jose. The program permits participants to gain work experience in various non-profit or City jobs. At the same time as receiving real work experience, participants complete classes in job readiness, workplace skills, financial literacy, career exploration, and life and academic skills. The YOS in this position monitors participants’ progress, working in conjunction with case managers provided for the program. As a result, the position requires excellent organizational, record-keeping and data analysis skills, the ability to work with representatives of non-profits assisting the City with the program, and the ability to organize job fairs, training sessions, and other services provided to program participants.

     Female Intervention Team (FIT) –FIT provides services to high-risk, gang-impacted and gang-intentional girls and women who are from 11- to 24-years-old. Participants are referred to the program by Juvenile Court, the Probation Department and local school districts, including alternative schools. FIT provides specialized gender-responsive, trauma-informed case management/mentorship services. Its goals are to prevent further involvement with the criminal justice system and a gang lifestyle by participants, while assisting them with setting and achieving healthier personal and social goals. The program includes cognitive counseling groups provided at about 12 local high schools, using an education curriculum informed by and addressing issues specific to young girls. Staff in this unit must be able to work with high-risk, gang-impacted and gang-intentional youth in crisis and traumatic situations, including domestic violence, gang-related assaults and violent acts, sexual assault, and drug and alcohol issues.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Under general supervision, performs technical and clerical functions related to the review, processing, and maintenance of building permits and related records; calculates fees, prepares monthly and annual revenue reports, and tracks status of plan checks and inspections; and performs related duties as required.

7. Processes newly assigned addresses in the City.
    
8. Prepares files for City document archiving program (Laserfiche).

The Automotive Service Supervisor serves as first-line supervisor for the Vehicles and Equipment, Fleet Services Section. Under supervision of the Vehicle and Equipment Manager, this position is responsible for planning, scheduling and directing the work of the Fleet shop and providing technical assistance as necessary.

QUALIFICATIONS
Education and Experience:

Licensure/Certification:

• Possession of a class C California driver license or equivalent.
• Must obtain a class B California driver license within six months of appointment.

Knowledge of:

• Methods, tools and equipment used in the complete repair of motor vehicles.
• Late model automotive engines, differentials and transmissions, ignition and fuel systems.
• Maintenance and repair of fuel, oil, cooling, electrical, ignition, and air and hydraulic brake systems.
• Hazards and safety precautions of automotive mechanics and service workers.

Skill/Ability to:

• Plan, direct, train, supervise and evaluate the work of subordinates.
• Diagnose and repair a wide variety of minor and major mechanical problems.
• Perform complete repair service work on vehicles.

POSITION SUMMARY:
Under general supervision, the Permit Technician performs a variety of plan checking and permitting in connection with the City’s building regulations. The position performs a variety of duties supporting the operations at the front counter with frequent interaction with the general public.

1. Provide general and technical information about City Building and Municipal Code requirements.

2. Efficiently process and issue building permits and assure all necessary approvals are obtained.

3. Efficiently track and maintain plan check submittal data.

4. Perform preliminary plan checking duties at the counter, reviewing for completeness and for conformance to building and other appropriate policies and procedures as assigned.

5. Receive and respond to inquiries from the public regarding minor zoning administration, building permit and inspection processes, both at the front counter and over the telephone.

6. Respond to inquiries and confer with builders, engineers, contractors, architects and the public concerning submitted requirements, building codes, building permits, plan check status, and permit regulations at the counter and over the phone.

7. Calculate various valuations, plan check fees and permit fees; collect and process various fees as necessary.

8. Sort and file documents and records, maintaining alphabetical, index and cross-reference files; maintain complex office records related to building inspection and code enforcement.

9. Review building permit and design plans for compliance with City codes and guidelines.

10. Assist with implementation of the Urban Runoff Pollution Prevention Program.

11. Operate standard office equipment, including microcomputer equipment as assigned.

12. Maintain construction debris monitoring records.

13. Verify professional and contractor licensing.

14. Coordinate with the Building Official and inspectors to design and develop forms, handouts, and checklists.

15. Purge finalized Building Division permit files and process documents for archiving.

16. Perform other duties as assigned.

MINIMUM POSITION REQUIREMENTS:

KNOWLEDGE OF:
Organization, procedures and operating details of the Building Division; building terms and codes; word processing, spreadsheet and database software; construction practices and materials; modern office methods and equipment, including filings systems.

ABILITY TO:
Acquire a working knowledge of applicable building codes and regulations; compose correspondence; read, understand, interpret plans and explain rules and regulations; maintain complex records and prepare reports and answer questions from records; acquire a thorough knowledge of the policies, regulations and procedures of the Building Division; perform clerical work, including maintenance of appropriate records and preparation of general reports; prepare statistical reports from available data; verify and check files and data; follow written and oral instructions; perform simple mathematical calculations; quickly and accurately processes permit fees; write clearly using proper English usage, spelling, grammar and punctuation; establish and maintain effective working relationships with City staff and the public; operate a variety of automated office equipment, including computer and related applicable software; type at a speed of 45 net words per minute.

EXPERIENCE AND EDUCATION:

• Three years of experience in a public building permit review setting is preferred. Experience in the fields of construction, office administration, plan review, urban planning, engineering, environmental studies or related fields.

• Equivalent to the completion of the 12th grade supplemented by college-level course in construction management or building inspection techniques.

• Possession of, or ability to obtain, a valid California Driver's License.

PHYSICAL DEMANDS:
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer. Vision to read printed materials and a computer screen, and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, typewriter keyboard, or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.

COMPENSATION & BENEFITS:
The salary range for this position ranges from $72,575.36 up to $88,215.80 annually. Placement within the range will be Depend on experience.

• The benefits package offered by the City includes: Retirement: CalPERS retirement plan for Classic members is 2% @ 60 with employee paying a contribution of 7%. PEPRA employees participate on a 2.0% @ 62 plan, with employee paying 6.75% of the retirement contribution. Benefits based on highest three years of compensation. The City does not participate in Social Security.

• Health Plans: Choice of HMO or PPO plans through CalPERS Health with most family plans covered at 100%. Employees who waive coverage may receive stipend of $350 per month.

• Dental/Vision: City also offers a dental and vision reimbursement plan.

• Flexible Spending Plan: Dependent care and health care reimbursement plan available.

• Deferred Compensation: Voluntary participation in either Nationwide or ICMA-RC.

• Holidays: 10 annual holidays, plus one floating holiday.

• Vacation Leave: Starting vacation accrual rate of 80 hours annually.

• Sick Leave: Allowance of 12 days annually.

• The City follows a Defined 9/80 schedule with offices closed every other Friday.
