THE DEPARTMENT

The Community Development Department provides community planning, engineering, code enforcement, and building permit and inspection services. Using the City's General Plan and zoning and subdivision ordinances, the Department acts as the steward of the community by assisting the public through mandated development project reviews, the subdivision of land, and related public improvement plans.

To safeguard life, health, property, and the public welfare, the Department is also responsible for ensuring that buildings and public improvements are designed and constructed according to established standards and governing regulations. The City's capital assets - such as streets, parks, and public buildings - are designed and constructed under the Department's auspices.

WHAT IS A TYPICAL DAY LIKE FOR THE BUILDING INSPECTOR SPECIALIST—ELECTRICAL?

- Perform inspections, plan check, and related duties in the specialized field of electrical building inspections.
- Investigate unlisted equipment and suspect substandard installations to determine product equivalency.
- Resolve disputes over interpretation and application of building codes.
- Review building plans to determine compliance to specialized systems and methods and schedules of inspection.

The City of Pleasant Hill invites your interest for the position of Building Inspector.

POSITION: Under supervision of the Chief Building Official, the Building Inspector inspects residential, commercial, and industrial buildings at various stages of construction, alteration, or repair; examines residential, commercial, and industrial plans that are submitted for a building permit; and also participates in overseeing building activity to ensure public safety and compliance with codes and regulations. This position may require occasional irregular hours and consists of inside and outside work, including site review and other field work.  

DUTIES:  Typical duties may include, but are not limited to the following:

• Inspect residential, commercial, and industrial building projects at various stages for compliance with all pertinent codes, regulations, and ordinances.
• Assist with the issuance of building permits and checking of plans for code compliance.
• Answer questions regarding building regulations at the counter and on the telephone.

EMPLOYMENT INFORMATION:  Employment offers are contingent upon successful completion of a pre-employment physical exam, drug screen and background check. California Driver's License and a satisfactory driving record are required.

BUILDING OFFICIAL

DEFINITION: Under general direction from the Community Development Director, manages, directs and coordinates the activities of the Building & Safety Division; oversees and renders interpretations of a comprehensive set of municipal building codes to ensure construction complies with applicable codes, laws and ordinances; coordinates plan check and building inspection activities with other divisions and departments; and outside agencies; represents Building & Safety on the Development Advisory Board; responds to the most difficult inquiries and complaints by the public; attends meetings and makes presentations, prepares reports, memoranda, letters and other forms of correspondence; and provides highly complex staff assistance to the Community Development Director. Exercises direct supervision over professional, technical and clerical staff.

ESSENTIAL FUNCTIONS: The incumbent must have the ability to:

• Recommend goals and objectives; assist in the development and implementation of policies and procedures.
• Manage, direct and organize plan check and building inspection activities; coordinate plan check and building inspection activities with other City departments, contractors and developers.
• Direct, oversee and participate in the development of the plan check building inspection work plan; assign work activities, projects and programs; monitor work flow; review and evaluate work products, methods and procedures.
• Prepare the Division budgets; assist in budget implementation; participate in the forecast of additional funds needed for staffing, equipment, materials, and supplies; administer the approved budget.

WORKING CONDITIONS: Position requires prolonged sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. Incumbents may be required to lift, carry and/or push objects weighing 25 pounds or more. The position requires near and far vision when inspecting work. EXPERIENCE AND TRAINING GUIDELINES: The incumbent must have knowledge of: organizational and management practices as applied to the analysis and evaluation of programs, policies and operational needs; principles and techniques of budget development and administration; Principles and practices or organization, administration and personnel management; California Building Standards Code and the base model codes, as well as the referenced standards; principles of structural design, engineering mathematics and building inspection;  modern methods of building construction; research methods and sources of information related to building code enforcement; pertinent Federal, State and local laws, codes and regulations; principles of supervision, training and performance evaluation; and modern office practices, procedures, methods and equipment..  EXPERIENCE: Five (5) years of increasingly responsible experience in plan check and inspection of public, commercial, industrial and residential buildings including three years of supervisory experience. EDUCATION: Equivalent to a Bachelor’s degree from an accredited college or university with major course work in civil/structural engineering, architecture, business administration or a related field.

LICENSES/CERTIFICATIONS: Possession of, or ability to obtain, an appropriate, valid California Driver’s License. Possession of International Code Council (ICC) certification as a Building Plans Examiner or Building Inspector is required. Possession of ICC certification as a Certified Building Official or obtain within 1 year. Registration as a Civil/Structural Engineer or Licensed as an Architect with the State of California is highly desired.

The County of Yuba is currently recruiting for the position of Building Inspector I/II in the Building Division of the Community Development Services Agency. This position reports directly to the Supervising Building Official. This class is distinguished from Building Inspector III in that the latter handles the more complex, difficult and/or contentious inspections. Positions in this class are flexibly staffed and are normally filled by advancement from the I level if incumbents have met the minimum qualifications and have demonstrated the ability to perform the responsibilities required at the higher performance level. Initially under close supervision, incumbents learn structural, framing, plumbing, electrical, energy consumption, disability access, zoning, property usage and occupancy, property maintenance, health and nuisance violations, abandoned vehicles and related codes and inspection techniques. The City of San Rafael is recruiting for a Senior Building Inspector.  Under the general direction of the Chief Building Official, this position coordinates, prioritizes, schedules, and performs as a technical expert in the inspection of buildings.  The Senior Building Inspector will examine plans and specifications in the enforcement of laws regulating the construction of buildings in the City of San Rafael.  This position provides lead direction and technical advice to lower level inspectors and permit technicians, issues building permits and collect fees, and acts in the absence of the Chief Building Official as necessary. 

This position performs the following essential job duties:

• Analyzes, distributes and monitors the inspection workflow.
• Meets with a variety of public and private officials, individually and/or in a group setting, on inspection matters.
• Assists the Chief Building Official with development of technical/informational handouts.

• Valid California driver’s license is required.
• Building Inspector Certification from International Code Council (ICC) or equivalent is required.
• CASP certification is highly desirable.
• Commercial Building Inspector or Building Plans Examiner certification from ICC is desirable.
• Certification as a Commercial Building Inspector MUST be obtained within one year of appointment as a condition of continued employment.

A Building Inspector Combination reviews plans, issues permits, and performs field inspections for a variety of buildings and structures being constructed, altered or repaired to ensure compliance with building, plumbing, mechanical and electrical codes and related Federal, State and local regulations. Specific position assignments will vary depending on the business needs of the Department.

     All new BIC employees will go through our Combination Building Inspection Academy. SECRETARY II 

Salary Range: $3,650 to $5,000 

DEFINITION 

To perform a variety of specialized administrative and clerical duties in support of an assigned department. This is the journey-level class in the clerical series.   

SUPERVISION RECEIVED AND EXERCISED 

Receives general supervision from management personnel and may receive technical and functional supervision from a higher-level clerical position.  May exercise technical supervision over other clerical positions. 

ESSENTIAL JOB DUTIES

PLAN CHECK ENGINEER

Salary Range: $7,381 to $10,113

DEFINITION

Under general supervision, plans, coordinates, reviews, supervises, and participates in the review of construction plans and structural calculations. The Plan Check Engineer is a Registered Professional Engineer, who performs the most difficult and complex structural and fire and life-safety plan reviews and has the responsibility for planning, coordinating and supervising the plan checking operations of the Building Division. Performs complex review and examination of building construction, improvement, and repair plans and specifications for compliance with all applicable building codes, laws, rules and regulations.  As assigned, provides operational oversight of the building permits issuance process and activities, and coordination of plan checking with other Permit Center departments/divisions. Performs on-site building inspections in conjunction with plans examining work and maintains plans examining records and performs related and other work as required.

SUPERVISION RECEIVED AND EXERCISED

Supervision received is characterized by general supervisory direction; receives general outline of work in terms of objectives rather than methods and selects from or adapts existing procedures; assignments require the regular use of discretion, resourcefulness, and independent judgment to provide primarily standard solutions to a wide range of building construction review problems; work is reviewed upon completion for adequacy in meeting objectives. Has latitude for selection of procedures and techniques to be applied. Supervision given includes exercising supervisory authority over the Permit Center staff and inspection staff, as assigned. Work involves providing project direction, training of staff, and conducting performance reviews of assigned staff.

WORKING CONDITIONS

Work is conducted primarily in an office setting and at field construction sites as required. Some field assignments involve exposure to variable weather.

Typically uses state, federal and local building codes, laws, rules and ordinances applicable to building construction, such as the California Building Code, California Mechanical Code, California Plumbing Code, California Electric Code, California Energy Code, and California Green Building Code; Town policies and procedures; standards, practices, equipment and materials associated with the checking and examination of plans. Uses telephone, building engineering and design reference manuals, calculator and computer terminal.

PHYSICAL DEMANDS

Work emphasizes speech, hearing, vision, and dexterity; and to perform the duties required on construction sites: stoop, climb, crawl, balance, maneuver, walk and stand for long periods of time. Must possess the ability to lift up to 50 lbs.

ESSENTIAL JOB DUTIES

• Plans, coordinates, reviews, supervises, and participates in the review of construction plans and structural calculations for residential, commercial and industrial building construction, alterations, and repairs.
• Responsible for performing the most difficult and complex plan checks, including all that require a Registered Professional Engineer.
• Investigate reports of structural problems on other assignments and makes recommendations to the Chief Building and Safety Official.
• Reviews plans and administers systems and procedures to ensure that plans, structural calculations, energy calculations and specifications comply with all state, federal, and local building laws, rules, ordinances and regulations.
• As assigned, provides operational oversight of the building permits issuance process and activities, and coordination of plan checking with other Permit Center departments/divisions.
• As assigned, supervise, train and evaluate staff including, but not limited to, assigning/monitoring workload and evaluation of quality and quantity of work performed.
• Assists the Chief Building and Safety Official with developing policies and standard operating procedures for Permit Center Activities.
• Confers with architects, engineers, builders and homeowners to give and obtain information and interpret building codes and regulations; recommends necessary changes to obtain compliance with applicable codes and regulations.
• Attends and participates in development plan review meetings to provide code related comments and guidance for future, current and past projects.
• When required, make difficult on-site construction inspections to confirm that construction complies with approved plans and specifications.
• Checks the stability of soils and footing systems in accordance with geological and soils reports.
• Prepares correspondence to architects, engineers, contractors, property owners and others in conjunction with the correction of plans and engineering details, permit requirements, notices and other matters relating to the acceptance and approval of construction plans and permitting process.
• Administers plan review contracts and coordinates the work of outside plan review consultants.
• Manages, assigns and reviews quality of plan checks being completed by contract engineers and architects and Permit Center staff.
• Advises inspectors on structural and other building related problems arising in the field during construction.
• Investigates and completes recommendations for alternate materials and methods of design and construction as required.
• Prepares and leads training sessions and seminars for Permit Center staff and inspection staff as required.
• Prepares reports and statistical data relating to plans examining functions and permit issuance activities.
• Performs building inspections as required
• Acts on behalf of the Chief Building and Safety Official as required.

QUALIFICATIONS

Knowledge of:

• State and local codes, laws, rules, ordinances and regulations that pertain to building design, theories and principles of structural design, engineering, soils engineering, mathematics and construction.
• Standards, practices, terms, procedures, techniques, equipment, tools and materials associated with building design and construction.

EXPERIENCE AND EDUCATION
 

Any combination equivalent to experience and education that would likely provide the required knowledge and abilities would be qualifying. Generally, this will require:

Experience: Four years of increasingly responsible plan check or plans examiner, or four years of experience in the private sector providing building design or engineering services.

Education: A Bachelor's Degree in civil, structural or architectural engineering, or a closely related design or engineering field. A Master's degree is highly desirable.
 

LICENSES AND REGISTRATION

A California registered civil or structural engineer, or California licensed architect is required. Certification as a Plans Examiner from a nationally recognized certification entity is required at time of, or within 12 months of, employment and is a condition of continued employment. A California Driver License and a satisfactory driving record are conditions of initial and continued employment.
