The City of East Palo Alto is seeking qualified candidates for a Building Inspector I/II. Under direct or general supervision, the Building Inspector I/II performs routine to complex inspections at various stages of construction, alterations, and repair of residential, commercial, and industrial building sites to enforce building, plumbing, mechanical, electrical, and environmental codes, and other governing laws and ordinances. The Air District is currently accepting applications for the position of Principal Staff Specialist in the Strategic Incentives Division (SI) Division. This is an open recruitment for one (1) full-time, represented position.

The Strategic Incentives Division supports the Air District’s mission by implementing incentive programs (grant programs) that achieve voluntary reductions of air pollutants and greenhouse gases, primarily from on- and off-road vehicles and equipment that operate in the Air District’s jurisdiction. In 2023-2024, the SI Division is administering more than $90 million in new revenue to fund programs and projects that replace older diesel-fueled vehicles and equipment such as school and transit buses, marine vessels, locomotives, trucks, construction equipment, agricultural equipment, and other mobile equipment, with newer, cleaner alternatives, including zero-emission technologies, and install refueling/charging infrastructure that supports the accelerated adoption of zero-emissions vehicles and equipment. Other programs administered support the reduction of single-occupancy vehicle, provide cash and mobility options to residents for turning in their older vehicles, and provide grants to reduce pollution from woodburning devices. The Division develops programs to meet community identified strategies for reducing air quality disparities and that benefit the Bay Area’s most overburdened communities.

About you in the position

The Principal Staff Specialist (AB 617 role) in the SI Division will coordinate the division's efforts in bringing greater equity to grant programs through program development, collaboration with other divisions, and engagement with communities under the AB 617 program. With your in-depth knowledge of the Air District’s emission reduction grant programs, you will lead the division's participation in internal and external AB 617 engagement, including communicating the role of the division; analyzing, reporting, and presenting information about air quality improvement incentive programs and mobile sources, participating in community meetings, proposing and guiding discussions on incentive-related emission reduction strategies and actions, developing plans/programs to implement action, and soliciting feedback on strategy implementation. Examples of other tasks include preparing written materials related to grant programs, reports and plans; proposing recommendations for updates to current incentive programs; developing and supporting the development of new programs; assessing impacts of regulatory actions on mobile source categories; presenting to the Board of Directors and other stakeholders; and leading and training staff. This position will require working nights and weekends on occasion to attend community meetings and public events. THE POSITION

The City of Dublin is seeking a dedicated individual for the position of PLANS EXAMINER I/II to perform detailed, comprehensive technical reviews of residential and commercial permit applications and building plans.  The incumbent performs a full range of plans examination duties to ensure projects and structures are in compliance with laws, ordinances, codes and regulations before permits are issued.  The position serves as a resource to the City’s Permit Technicians who determine required plans and resolve problems regarding plan submissions and sufficiency. 

The PLANS EXAMINER I position is distinguished from the PLANS EXAMINER II level in that the PLANS EXAMINER II performs more complex technical reviews of commercial plan checks, structural reviews; and performs supervisory authority over assigned staff, including directing and training.

EXAMPLES OF DUTIES

The following key elements describe the basic duties and responsibilities of the position:

PLANS EXAMINER I:

• Perform plan checks for residential alterations, room additions and tenant improvements.  Reviews building construction plans for compliance with building, mechanical, plumbing, electrical, energy, green building, accessibility and health and safety codes. 
• Confer with homeowners, builders, engineers and architects to provide and obtain information and interpret building codes and regulations; recommend necessary changes to obtain compliance with applicable codes and regulations.
• Provides input and assists in the establishment and/or improvement of Division’s procedures and policies;
• Verifies that permit application and plans meet the minimum requirement of all applicable codes, state and local regulations.
• May perform routine building inspection assignments in support of inspection staff.
• Prepare correspondence to architects, engineers, contractors and homeowners relating to the correction of plans and details.  Communicates verbally, in writing, by e-mail and by telephone with the general public, other City employees, contractors in order to explain and administer the various building codes.
• Properly interpret building codes, plans, specifications, and engineering calculations.  Regularly research code questions for interpretation.
• Review and perform mathematical calculations to determine appropriate fees.
• Perform research, analysis and evaluation of site, architectural and related plans.
• Strong commitment to customer service and interactive team participations.
• Provide support to permit processing and public counter activities.

PLANS EXAMINER II (In addition to the above):

• Reviews building construction plans for compliance with structural design requirements and building, mechanical, plumbing, electrical, energy, green building, accessibility and health and safety codes.  Examples of reviews can include: residential additions, complex tenant improvements, HVAC roof top equipment, monument signs, etc.
• Handle the full-range of plan check duties including screening and preliminary review, and is responsible for independent decisions requiring technical judgement and public relations skills. 
• May assume the responsibility for supervision of plan check and permitting functions in the absence of the Plan Check Engineer.
• Participate in the development and implementation of the Division’s policies.
• As assigned, perform on-site inspections as follow-up to plan activities.
• Resolve disputes between the City and designers.
• Attends and represents the Building & Safety Division at Pre-Development and other meetings.
• Evaluate the written qualifications of Special Inspection firms for inclusion into the City’s list of pre-qualified special inspections firms.

DEFINITION

• OPERATOR I (COLLECTION)
  Under general supervision or direction, the Operator I (Collection) is responsible for the overall operation of the wastewater collections system, which includes the repair and maintenance of the sewer collection system and pump stations.
   
• OPERATOR II (COLLECTION)
  Under general direction, supervises the operation of the Collections System of the Wastewater Treatment Plant on a designated shift to ensure processing and discharge of wastewater which complies with performance standards of State regulatory agencies; perform any combination of tasks involved with inspection, construction, repair, and preventive, corrective and emergency maintenance of sanitary personnel; prepares logs and other records; performs maintenance tasks as required and other related duties as required.
   

ESSENTIAL FUNCTION REQUIREMENTS

For the Collections System, ability to locate, detect cause, and correct sewer stoppages; detect and perform minor repairs and adjustments to sewer equipment; maintain pumps and related mechanical equipment; and report to work at any time during an emergency.  Perform electrical and mechanical repairs, maintenance work and modification to equipment used in a water quality control plant; use various mechanic’s tools with skill and accuracy; available for standby on sewer calls on a rotation basis; follow oral and written directions; maintain working relationships with other employees.  (See Physical Demands section as it relates to Essential Function Requirements.)

  • Repair mainline breaks, replace broken pipe and reconnect pipe sections
  • Operate power rodder, jet truck, backhoe and TV equipment
  • Conduct periodic inspections and perform routine maintenance and minor repairs to wastewater pumping stations and equipment
  • Keep daily logs and records on equipment; makes reports to the supervisor
  • Provide technical assistance and prescribe work methods and safety procedures to maintenance workers and utility workers
  • Inspect installation of new sewer lines, laterals and related structures; may study blueprints and specifications preparatory to inspection of construction project
  • Supervises the work of all operating personnel assigned to shift; trains and evaluates performance of shift employees, enforces safety procedures in conformance with policy of plant’s safety program.

The Position: 
An incumbent in this classification is responsible for the safe operation of an assigned swimming pool, including supervising pool personnel, overseeing conduct of pool events, ensuring  collection and security of revenue, and attendant record keeping.  Candidates must be able to serve a variety of ages, abilities and needs in participants from diverse backgrounds with tact and professionalism.
 
As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

EDUCATION AND EXPERIENCE
Minimum Requirements
• Education equivalent to completion of the eleventh grade; and
• Three (3) years of experience in swimming pool management, swimming instruction, lifeguarding, or related activity; and

Possible Substitution
• One (1) year of experience in lifeguarding and/or swimming instruction with the City of Santa Clara may be substituted for the required three (3) years of experience.

• A valid American Red Cross Water Safety Instructor certificate or Completion of City of Santa Clara Learn to Swim Instruction Program; and

• Issues building permits at the front counter.
• Review plans for completeness and accuracy before issuing permits.
• Makes inspections in the field of building construction, plumbing, electrical, mechanical, Green Building, and energy, in residential, commercial, industrial, and public buildings.
• Conducts final inspections in the field of completed buildings giving approval to acceptable standards.
• Investigates complaints of building code or County code violations and issues “Stop Work” orders or “Notice of Violation” in situations of non-compliance.
• Coordinates inspection and investigation activities with other departments and external agencies as required. 
• Tours City checking structures for compliance with building codes.
• Provides information to the public regarding requirements.
• Explains code or ordinance requirements to City personnel, builders, architects, contractors, and the public.
• Maintains files and reports concerning inspection activities and findings.
• Prepares written reports and notices pertaining to code violations.
• Performs related duties as required.

KNOWLEDGE OF/ABILITY TO:

• Federal, State and Municipal Codes, ordinances and regulations relating to building plumbing, electrical, mechanical, Green Building and energy.
• California Building, Plumbing, Electrical, Mechanical, Green and Energy Codes.
• Principles, techniques of building inspection and engineering mathematics.
• Accepted safety standards and methods of construction.
• Accessibility requirements.
• Effectively read blueprints and construction drawings.
• Resolve disputes concerning code requirements and effect compliance.

EDUCATION AND/OR EXPERIENCE:

Building Inspector I:

• Graduation from an accredited high school or equivalent based on courses taken from an accredited education institution.  Additional qualifying experience may be substituted for the required education on a year-for-year basis, AND
• Two (2) years of responsible experience in a variety of building construction work or as a licensed general contractor.  A college degree in a construction-related subject or building inspection program may substitute for one year of the experience.

Building Inspector II:

• Graduation from an accredited high school or equivalent based on courses taken from an accredited education institution.  Additional qualifying experience may be substituted for the required education on a year-for-year basis, AND
• Five (5) years of progressively responsible experience in a variety of building construction work or as a licensed general contractor.  A college degree in a construction-related subject or building inspection program may substitute for one year of the experience, AND
• At least two (2) years must be in an inspection capacity equivalent to a Building Inspector I for a government agency.

CERTIFICATES/LICENSES/REGISTRATIONS (SPECIAL REQUIREMENT):

• Ability to obtain a California driver’s license and maintain a satisfactory driving record; AND ONE of the following:

Building Inspector I:

• Must hold or obtain within one-year of hire an International Code Council (ICC) B1 Residential Building Inspector or B2 Commercial Building Inspector certification and must maintain certification through the entire term of employment in this job classification. 

Building Inspector II:

• At time of hire/promotion into this classification, must hold an International Code council (ICC) B1 Residential Building Inspector or B2 Commercial Building Inspector certification.  Within one (1) year of hire/promotion into this classification, must obtain one or more of the following ICC certifications:
  • P1 Residential Plumbing Inspector
  • M1 Residential Mechanical Inspector
  • E1 Residential Electrical Inspector
  • Or, the commercial equivalent.
• Must maintain both certifications through the entire term of employment in this job
  classification.
• Additional ICC certifications including RS Residential Combination Inspector or C5 Commercial Inspector and the California Accessibility Specialist (CASp) are highly desired.

WORK ENVIRONMENT:

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.  While performing the duties of this job, the employee is regularly exposed to outdoor weather conditions and regularly works in inside environmental conditions.  The employee is occasionally exposed to moving mechanical parts.  The noise level in the work environment is usually moderate but occasionally loud.  The nature of the work requires the individual to climb ladders or scaffolding in order to access and walk on rooftops.  A sense of balance is required to walk on pitched rooftops.  The job also requires the ability to access and enter cramped quarters such as crawl spaces located under homes, or spaces such as attic areas. Working within the crawl space may bring the Building Inspector into contact with reptiles, insects and/or rodents.  While conducting an inspection, it may require the incumbent to walk over rough, uneven, and rock surfaces.

The City of Brisbane will be sponsoring up to four summer internships this year.  Our internships are project-oriented and designed to give college students a good general overview of future employment opportunities and current issues in the Public Sector.  You will have the opportunity for exposure to various areas of City Administration during your internship and to network with fellow interns and participate in professional development activities in San Mateo County and/or Santa Clara County.

Projects for 2024 include:

• Communications – Assist with developing innovative and relevant content for posting on City-administered social media sites, research and work with departments in developing articles for publication on the City’s website and print newsletter, and assist with aspects of video production including storyboarding, camera work, and script-writing.

• IT – Have some familiarity with programs such as Windows, Active Directory, Office/Microsoft 365. Must be able to disassemble and reassemble a PC. Projects will consist of adding and editing AD and email accounts and sorting and organizing hardware components. Some daily tasks will include responding to help desk requests and making basic equipment repairs and replacements.

• Human Resources - Offering learning opportunities by following a full recruitment and onboarding process. Assist with website updating; maintaining employee records; the conversion of physical records/forms to electronic format; and conducting research and analysis on HR-related topics.

• Public Works (Utilities) – Provide support to the City's Public Works Department - Utilities Division with various engineering projects in drinking water distribution, water resources, sanitary sewer collection, and storm drainage. Primary assignment will focus on mapping and geolocating drinking water facilities to comply with new state regulatory compliance.  Secondary assignments may include field engineering support on construction of capital utility projects and assisting on various engineering reports and studies.

Applicants must be college students currently enrolled in and pursuing an undergraduate or graduate degree at an accredited college or university in a related field (e.g. public administration, public policy, business, planning, library science, environmental studies, engineering, sustainability). Undergraduate candidates must have a minimum of 48 semester units or equivalent completed.  Applicants should also be self-motivated, have excellent interpersonal skills, able to use Microsoft Office software, demonstrate good research ability and have the ability to communicate clearly both verbally and in writing. 

SALARY AND HOURS: The salary range for Interns is $20.00 per hour, 15-18 hours per week over a 12-week period.  The start date is flexible depending on the student’s availability.
