The City of Marysville is seeking qualified candidates for the position of a Human Resources Manager, Assistant to the City Manager and City Clerk; this recruitment will fill 1 vacancy and create an eligible list.  

This recruitment will encompass three (3) different positions with the City of Marysville (Human Resources Manager (HR), Assistant to the City Manager (ACM) and City Clerk (CC); due to this caveat this classification specification will list duties and responsibilities for the three (3) positions.
The Human Resource Manager will conduct, lead and direct the routine functions of the Human Resources (HR) department including hiring and interviewing staff, administering pay, benefits, and leave, and enforcing company policies and practices. ACM - To perform a variety of administrative and managerial responsibilities in the conduct and management of the activities of preparing City Council agendas, minutes, and Council packets, as well as responding to Public Records request and maintaining all official City records. CC- The City Clerk shall perform those duties set out in the City of Marysville Charter and ordinances, as well as is prescribed by State and other law. The City Clerk shall also perform other duties incident to these laws, including staff support to the City Council approximately two times per month, as well as the Oversight Board and Levee Commission on an as need basis.

SUPERVISION RECEIVED AND EXERCISED

HR - Recruits, interviews, hires, and trains new staff in the department. Oversees the daily workflow of the department. Provides constructive and timely performance evaluations. Handles discipline and termination of employees in accordance with company policy. ACM - Reports to and receives general direction from the City Manager. May exercise direct supervision over clerical staff.

ACM –

• Compile information for agenda preparation; collect background information; assemble agenda for printing; distribute packets to City Council and various agencies.

• Prepare and distribute updates and revisions of Council Policy and those of city boards, commissions, and committees.

• Respond to inquiries from the public by letter, telephone and in person regarding Council action and records; research information for public or city staff when necessary.

• Maintain administrative files including historical legal documents, resolutions, ordinances, agreements, deeds and annexations.

• Serve as custodian of the city seal and city archivist for official records.

• Process all municipal elections to County Elections Office and maintain election files for all municipal/special elections; receive initiatives and process accordingly.

• Maintain list of commissions and boards; receive applications for membership on boards and commission; publish notices for vacancies; process applications for Council selection; notify applicants of results.

• Assist City Manager in responding to various inquires related to city operations, policies, and programs.

• Serve as financial disclosure officer for Fair Political Practices Commission for campaign disclosure forms and statement of economic interest.

We're seeking an Industrial Hygienist to join our Safety & Health team at the San Francisco International Airport (SFO). In this position, you'll handle challenging industrial hygiene tasks related to hazardous materials and other health and environmental risks at the Airport. You'll independently conduct regular monitoring of chemical, biological, and physical agents, while also serving as a technical expert and consultant in implementing occupational safety and health regulations. Your responsibilities include assessing industrial hygiene data concerning public health matters, designing and delivering occupational health and safety training sessions, responding to and assessing hazardous materials incidents, conducting ergonomic assessments, and fulfilling any other related duties as needed.

Essential Duties: 

• Serves as a technical advisor to departmental management and other personnel in identifying, containing, and regulating the use and storage of hazardous materials; in developing and implementing inspection practices and procedures.
• Investigates and evaluates health and safety hazards and coordinates remedial action with representatives from various City and County departments, other agencies, businesses, and the public; conducts surveys of potentially hazardous workplace operations, including monitoring for physical, biological, and chemical agents, evaluating results, recommending corrective actions and preparing reports.
• Anticipates, identifies, evaluates, and controls occupational safety and health and environmental hazards for personnel working in proximity to hazardous waste remediation or hazardous materials.
• Develops, modifies, and/or maintains health and safety programs for City and County of San Francisco personnel.
• Develop policies and procedures for responding to hazardous materials incidents and implementation of environmental health and safety laws, codes, and regulations.
• Develops and conducts health and safety training, and conducts programs concerning the proper use, storage, and disposal of hazardous materials and the regulation of hazardous materials according to law.
• Performs assessments to identify and resolve ergonomic issues in a variety of work settings.
• Advises program and departmental management on matters about public health and safety, the handling and containment of hazardous materials incidents, and evaluation procedures.

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Education:

Possession of a Master's degree in Industrial Hygiene, Occupational Safety and Health; Environmental Sciences, Health, or Management; or a closely related field from an accredited college or university. Applicant’s college level (undergraduate or masters) coursework must include a minimum of 6 semesters of any combination of chemistry, biology, and/or physics.

Experience:

Two (2) years of professional industrial experience equivalent to the level of City and County of San Francisco classes 6137 Assistant Industrial Hygienist or higher, which must have included professional industrial hygiene activities including either hazardous materials management or identification, evaluation, and control of occupational health hazards, such as noise, radiation, asbestos, various chemicals, etc.

License and Certification:

Possession of a valid driver's license; if not a California driver's license ability to obtain a California Driver’s License within 45 days of hire.

Substitution:

Possession of a baccalaureate degree from an accredited college or university in Industrial Hygiene, Environmental Sciences, Health, or Management; Occupational Safety & Health; or in a closely related major (examples include but are not limited to toxicology; chemistry, physics; biology; or mechanical, chemical, or environmental engineering) which includes a minimum of 6 semesters of any combination of chemistry, biology, and/or physics, if accompanied by three (3) years of professional industrial experience equivalent to the level of City and County of San Francisco classes 6137 Assistant Industrial Hygienist or higher, which must have included professional industrial hygiene activities including either hazardous materials management or identification, evaluation, and control of occupational health hazards, such as noise, radiation, asbestos, various chemicals, etc.

OR

Certification by the American Board of Industrial Hygiene as a Certified Industrial Hygienist in the comprehensive practice of Industrial Hygiene may substitute for the required education and experience.

The City of San Rafael is recruiting for a Building Inspector to work in our Community Development Department.  Under the direction of the Chief Building Official, the Building Inspector I/II inspects buildings, reviews plans and specifications in the enforcement of laws regulating the construction of buildings in the City of San Rafael, issues building permits and collects fees. 

Building Inspector I:  This class performs the more routine tasks and duties including inspections of residential construction and less complex commercial and industrial properties.  This class is typically used as an entry-level class.  Employees in this class may have limited or no directly related work experience.

Building Inspector II:  This class performs the full range of duties as assigned including all types, sizes and complexities of commercial, industrial and residential construction, including accessibility compliance.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.  Positions in this class shift away from office and group fieldwork to more defined, independent work.

• Graduation from an accredited high school or equivalent based on courses taken from an accredited education institution.  Additional qualifying experience may be substituted for the required education on a year-for-year basis, AND
• Five (5) years of progressively responsible experience in a variety of building construction work or as a licensed general contractor.  A college degree in a construction-related subject or building inspection program may substitute for one year of the experience, AND
• At least two (2) years must be in an inspection capacity equivalent to a Building Inspector I for a government agency.

CERTIFICATES/LICENSES/REGISTRATIONS (SPECIAL REQUIREMENT):

• Ability to obtain a California driver’s license and maintain a satisfactory driving record; AND ONE of the following:

Building Inspector I:

• Must hold or obtain within one-year of hire an International Code Council (ICC) B1 Residential Building Inspector or B2 Commercial Building Inspector certification and must maintain certification through the entire term of employment in this job classification. 

Building Inspector II:

• At time of hire/promotion into this classification, must hold an International Code council (ICC) B1 Residential Building Inspector or B2 Commercial Building Inspector certification.  Within one (1) year of hire/promotion into this classification, must obtain one or more of the following ICC certifications:
  • P1 Residential Plumbing Inspector
  • M1 Residential Mechanical Inspector
  • E1 Residential Electrical Inspector
  • Or, the commercial equivalent.

Park Ranger I

Summary:
Under general supervision, performs skilled and unskilled maintenance duties and patrol; encourages the safe and effective promotion, protection and utilization of park resources and open-space preserves; and performs other related duties as assigned.

Essential Duties and Responsibilities:

Qualifications:

• Patrols park areas to promote an orderly and congenial atmosphere among park visitors; issues warnings and citations under appropriate ordinances for non-compliance of local park regula­tions and, if needed, utilizes law enforcement agencies to achieve compliance.
• Constructs, maintains and repairs trails, bridges and buildings using hand and power tools or mechanized equipment.
• Interprets and explains park policies, rules and regulations to the public; answers inquiries and complaints concerning park conditions, operations and maintenance.
• Conducts interpretive programs and outdoor activities; describes the natural features of the open- space area to visitors.
• Maintains stream crossings, hiking, biking and equestrian trails utilizing tractors and specialized trail-building equipment.
• Participates in custodial, carpentry, plumbing, maintenance and cleanup of park and open-space   structures and grounds.
• Plans, develops, coordinates and executes work programs and resource management projects.
• Assists in maintaining park water distribution and irrigation systems.
• Maintains park areas to reduce fire hazards and performs fire fuel-reduction activities, as necessary.

Other Duties and Responsibilities:

• Administers emergency first aid to sick or injured park visitors.
• May be required to drive District or personal vehicle.
• May operate heavy motorized equipment.
• Participates during disasters or when emergency response is needed.
• Non-exempt employees may be required to work overtime.
• Performs other related duties as assigned.

Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satisfac­torily. Any combination of experience and training that would likely provide the required knowledge, skill and/or ability listed below is qualifying.

Education/Experience:
A typical way to obtain the knowledge and abilities would be: an Associate of Science degree with major work in natural resources or a closely related field; and three years of experience in the operations, maintenance, development or protection of park areas; or an equivalent combination of education and experience. Knowledge of open-space habitat, geology, native plants, natural and cultural history, safety regulations, park ordinances, and visitor management techniques.

Language Ability:
Ability to read, analyze and interpret common professional and technical journals and legal documents. Ability to respond to common inquiries or complaints from visitors or regulatory agencies. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to present information to management and the public.

Math Ability:
Ability to work with mathematical concepts such as probability and statistical inference. Ability to calculate figures and amounts such as percentages, area, circumferences and volume. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations. Ability to apply concepts of basic algebra and geometry.

Reasoning Ability:
Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret a variety of technical instructions and deal with abstract and concrete variables.

Certificates and Licenses:

• First Aid/CPR/AED certification required within 90 days of employment with ability to maintain certifications thereafter as a condition of employment.
• Possession of, or ability to obtain, certification as a limited peace officer of the State of California (P.C.832).
• Valid California driver’s license with a good driving record and current automobile insurance.
• All full-time candidates require completion of a pre-employment functional capacity examination.
• Department of Justice fingerprint clearance.

Supervisory Responsibilities:
This position may coordinate and supervise the work activities of weed abatement crews, work furlough crews or volunteers, to include providing training in methods and inspecting their work.

Examination:
Candidate selection will be based on competitive examinations. Test content will be related to the job. A driver license will be requested for identification and admission to the testing area. If there is more than one part to an examination, candidates must pass each part. Candidates with passing scores will be asked to compete in successive parts of the examination.

• Written Test/Practical Exercise:  A written test and a practical exercise may be used, in addition to the appraisal interview. 
• Appraisal Interview:  A job related appraisal interview will be conducted to evaluate and compare participating candidates’ knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job.
• After the Appraisal Interview, the top candidates will be invited to a staff interview.

We are seeking an innovative and proactive Building Official with a positive, forward-thinking perspective. The Building Official will manage all building division functions (building permit issuance, plan check, and building inspections). The position reports to the Community Development Director. The Building Official will assist in integrating the City’s vision, goals, and people strategy with the business strategy of the Community Development Department; managing, planning, and organizing Community Development services, programs, and operations; developing and implementing policy; crafting and accomplishing department and City objectives, goals, and performance metrics within guidelines established by the City Council and City Manager. The Building Official must exercise a high degree of judgment and discretion along with political acumen and an understanding of the needs of the community.

The City is experiencing a high volume of development applications, including residential, commercial, assisted living, and industrial projects. There is also significant interest in downtown revitalization. Some key initiatives on the horizon for the Building Official include:
