This position performs a variety of highly complex technical para-professional administrative duties in support of fiscal and accounting procedures, including budget preparation and auditing a variety of financial records under limited supervision. This position will require thorough knowledge of accounting terminology and procedures. The position is full-time, and scheduled for forty (40) hours per week. 

JOB DUTIES

• Coordinates services and repairs with maintenance staff and/or vendors; conducts inspections, investigations, or interviews as needed to identify problems.
• Enters data into computer systems and maintains information systems database; enter data, processes transactions, assess and validates data, compiles documentation, examines, reconciles and adjusts financial records and reports.
• Tracks progress of projects, payments, expenditures, and reimbursements. 
• Creates, maintains, and monitors facility related agreements and contracts with outside vendors and contractors; monitors vendor/contractor/landlord performance, ensuring discrepancies or problems are resolved and work is done in accordance with contractual requirements

Description 

Under the general direction from the Recreation Supervisor, the Recreation Specialist – Enrichment is responsible to act as a liaison to the Department’s flourishing enrichment (after school) program and ensure the smooth operation of programming for preschool and elementary aged classes both on and off-site. This includes the elementary-aged afterschool programs Supervised Play at Old Mill Elementary School and Center of Play at the Mill Valley Community Center. This position requires a high level of customer service, attention to detail, marketing prowess, evaluation and oversight of programs, independent contractors, and part-time staff, and the ability to build relationships throughout the community. The Recreation Specialist- Enrichment will assist other staff in the Youth and Teens Division for seasonal programs as needed. 

The ideal candidate will have significant experience working in elementary aged programs, ideally in a fast-paced and dynamic setting. A bachelor’s degree from an accredited four-year college or university with major coursework in early childhood education, recreation, or a related field with a minimum of two years of experience in delivering kindergarten, elementary and/or youth programming, etc. is preferred.

DEFINITION: Communicate with participants, families, instructors, staff and elementary school sites to coordinate class schedules, registrations, and program needs for the TK-5th grade After School Enrichment programs. Hours are approximately Monday-Friday, 12:30pm-5:30pm. 

EXAMPLES OF DUTIES: 

• Facilitates recreation activities for specific age group: Transitional Kindergarten through 5th Grade. 

• Organizes, implements, directs, supervises and/or promotes specific programs and activities. 

• Processes program payments promptly and thoroughly. 

• Programs enrichment classes for each season (Fall/Winter/Spring/Summer).  

• Participates in the preparation and administration of assigned program budget. 

• Works with local School District, PTAs, and community groups in developing, promoting, and providing programs and activities. 

• Communicates clearly and concisely, both orally and in writing. 

• Demonstrate excellent customer service and communicate effectively and professionally with schools, staff, parents, and children. 

• Monitors the day-to-day operations of the programs, including making site visits, handling and resolving complaints not requiring the attention of a supervisor and ensuring that programs and events have required materials, staff, and supplies. 

• Assists in the evaluation of programming including conducting customer satisfaction surveys and analyzing reports on program effectiveness. 

• Enforces safety and operating procedures and provides for maintenance needs including compliance with health and safety codes. 

• Creation and development of new programs, as needed. 

• Accurately maintain attendance records. 

• The ability to speak English clearly and understandably. 

• Perform related duties as required.

DEFINITION

Account Clerk I: Under supervision, perform clerical work of difficulty in connection with preparing, maintaining or checking financial or statistical records; receive and receipt money; operate office accounting machines; do related work as required.

Account Clerk II: Under general supervision, perform difficult and complex bookkeeping and financial clerical work requiring the application of sound financial record keeping practices; supervise the work of clerical assistants; do related work as required. Positions in this class require frequent use of a high degree of independent judgment and interpretative ability. Duties do not always follow standard routines; the employee recommends changes in methods and procedures when necessary. The class is required to have operating knowledge of financial systems and greater overall experience.

Positions in the Account Clerk II positions are flexibly staffed and normally filled from advancement from the Account Clerk I class, or when filled from the outside, require specific accounting experience. Appointment to this class requires the employee to be performing substantially the full range of account clerk duties and to meet the qualifications for the class. The class requires the ability to work independently exercising judgment and initiative and a greater knowledge of the City’s financial system. 

EXAMPLES OF DUTIES

MINIMUM QUALIFICATIONS

Knowledge of: Account Clerk I level: Methods, principles, and terminology used in financial clerical work; and modern office practices. Account Clerk II level: Methods, principles, practices and terminology used in complex financial accounting work; municipal bookkeeping principles; modern office methods and procedures.

Ability to: Perform clerical work of average difficulty; prepare basic financial reports, maintain journals, ledgers and complex files; operate adding and calculating machines;

Experience:

Account Clerk I: One year of clerical experience involving financial record keeping and general office work; six (6) months of experience using computer spreadsheets is desirable.

Account Clerk II: Three years of experience in financial and general record keeping, including six (6) months of personal computer spreadsheet experience. Two years of college (60 semester units or 90 quarter units) can be substituted for one year of required work experience. Three (3) semester units or five (5) quarter units of college level computer course work can be substituted for the spreadsheet experience.

Education:

Account Clerk I: Graduation from high school or equivalent.

Account Clerk II: Graduation from high school or equivalent and six (6) semester units or nine (9) quarter units of college level financial accounting course work. One year of additional experience may be substituted for the required college units.

The Judicial Council of California is accepting applications for the position of Senior Fiscal Analyst in the State Budget unit of the Budget Services Sacramento office.

The Senior Fiscal Analyst provides advanced, complex, and specialized analytical and technical budget support to the Judicial Council Facilities Services Capital Outlay program. This position provides fiscal oversight for capital outlay projects and manages the ongoing project close-out activities. Fiscal oversight responsibilities include analyzing and preparing statewide budget reports for management, controlling capital outlay appropriations, reviewing and coding requisitions, preparing and reviewing Capital Outlay budget change proposals (COBCPs), reviewing the updated five-year capital outlay plan, and managing the bond sale process. The position conducts monthly fiscal forecasting for each project by appropriation, line item, and category of expense, that are completed three times a year for every project. The position is also responsible for ensuring project compliance with appropriation availability periods, recommends reappropriations when needed, forecasts cash flow to ensure cash flow loans remain sufficient and advises Facilities Services staff on project scope, cost, and budget changes during the bi-monthly budget meetings with Facilities Services management.

THE POSITION

This position receives general supervision from the assigned Director and will be considered a position that carries dual responsibilities. The selected candidate will exercise direct supervision over park maintenance workers, janitorial staff, and support service personnel.  He/she will be a working supervisor who provides leadership and direction to assigned staff while also functioning as a skilled tradesperson who is able to take the lead and fill in as needed, in any section of Parks and Facilities.

As Parks Supervisor, the incumbent directs and coordinates park maintenance employees and supports service crews.

• Schedules and directs the work of assigned parks maintenance personnel, including ensuring parks and facilities are properly prepared for rentals and reservations.
• Works with crews to assure accuracy and compliance with City standards.
• Submits weekly logs of work in progress and jobs completed by crews.
• Responds to public complaints regarding parks projects through proper channels and informs appropriate staff of City standards and policies.

As Facility Supervisor, the incumbent directs and coordinates maintenance, repair, and upkeep of City buildings and facilities, and supervises janitorial staff responsible for the cleaning and sanitizing of City buildings and facilities.

• Performs a variety of work in the maintenance, construction, alteration, and repair of City buildings and facilities; identifies and corrects building and equipment problems to maintain facilities in a safe condition, prevent degradation of City property, and prevent failures that would cause reduction in service.
• Performs skilled work across multiple building trades including carpentry, plumbing, painting, electrical, HVAC, welding, and related crafts to maintain and repair City buildings, structures, and equipment.

Summary
Under general supervision, performs technical paraprofessional accounting duties including payroll processing and accounts receivables and payables for Conejo Recreation & Park District (CRPD) and Mountain Recreation & Conservation Authority (MRCA); prepares accounting records and journal entries as necessary; generates reports and reconciles data; and performs other related duties as assigned.

Essential Duties and Responsibilities

• Processes routine and special check runs; validates accuracy of coding and payments and prepares checks for mailing or distribution.
• Prepares direct deposit, warrants and wire transfer information for approval and transmittal to the bank before established deadlines; prepares bank deposits.
• Maintains independent contractor and vendor records and databases including contracts, payment and ACH information.
• Assists with generating financial reports, spreadsheets and records; maintains purchase order file and records expenses; scans and files data and documents in accordance with District and MRCA records management policies and procedures.
• Gathers statement backup and reconciles Cal-Card statements; processes approved payments.
• Researches and answers District and MRCA employee and department inquiries regarding payroll, reimbursements and general status inquiries.  

Other Duties and Responsibilities

• Provides backup to divisional administrative staff.
• Assists in research and preparation of data for payroll and financial audits and special reports requested by auditors, MRCA administrators, and other public agencies.
• May be required to drive District or personal vehicle.

DEFINITION

Under general supervision, provides recreational instruction and activities, social development, guidance, direction and care for preschool and elementary school-age children by coordinating and directing the daily operations of a childcare site.

DISTINGUISHING CHARACTERISTICS

The Childcare Site Coordinator is the position responsible for the daily operations of a childcare site.

Supervision Received and Exercised

General supervision is provided by the Recreation Supervisor Childcare Services. Responsibilities include the direct supervision of site subordinate personnel.

ESSENTIAL FUNCTIONS- INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

• Plans, organizes and coordinates the care of preschool and elementary school-age children by providing various activities and events at a childcare site.
• Prepares daily and monthly program plans and assigns activities and events to subordinate staff members.
• Maintains staff and participant files in accordance with departmental, licensing (Title 22) and funding (Title 5) requirements.
• Creates attendance rosters and checkoff list for all rooms for keeping track of children and ratios.
• Schedules staff to ensure required ratios are met at all times. Coordinates staff with other sites.
• Prepares a monthly site newsletter outlining activities and events,
• Provides families with resources and informational documents pertaining to child development.
• Prepares/coordinates lunch/snack menus for the site (breakfast, lunch, and afternoon snack).
• Plans/coordinates site-based field trips, special events, and guest speakers collaborating with the site staff to plan and implement.
• Drives city vans to/from the field trips.
• Identifies special needs of participants and develops an action plan with the families for maintaining safety. Initiate referrals as necessary.
• Investigates complaints, accidents and injuries and submits necessary reports.
• Inspects the site and equipment to ensure proper maintenance, cleanliness, operation, and safety.
• Observes children on a daily basis to detect health problems and instructs children in proper health and hygiene care.
• Develops discipline techniques and youth program management plan.
• Coordinates and participates in cleaning and maintaining the facility and equipment.
• Plans and conducts quarterly parent-teacher conferences/meetings with parents/guardians.
• Interacts with personnel from the site school in planning and implementing site activities.
• Attends various school functions and meetings, in-service training programs and staff meetings.
• Conducts site staff meetings.
• Monitors and orders site supplies.
• Prepares forms, records, and reports necessary for site management.
• Allocates funds through grant-based site priorities and needs.
• Supervises, trains, and evaluates assigned personnel.
• Changing diapers and other apparel.
• Performs other related duties as assigned.

QUALIFICATIONS:

Knowledge of:

• Childcare issues and regulations.
• Principles of childcare program management and early childhood education, including utilization of DRDPs (Desired Results Developmental Profile).
• How to administer and score the ASQs (Ages and Stages Questionnaires).
• Child development child and family support software, which may include tracking attendance, documenting benchmarks, collecting children's art or classwork, managing child care portfolios, maintaining developmental profiles, and organizing classroom environments.
• Various games, sports, arts, crafts, and other activities appropriate to preschool and elementary school-age children.
• Stages of child development.
• Basic first aid, health/hygiene, and safety procedures and requirements.
• Basic record keeping and budgeting principles.
• Principles of supervision, training goal setting, and performance evaluation.

Skill/Ability to:

• Maintain and prepare city, state, and federal records and reports.
• Evaluate student Assessment Tools and Reporting findings.
• Organize and direct a variety of recreational activities for preschool and elementary school-age children.
• Coordinate a developmentally appropriate preschool and school-age curriculum.
• Communicate clearly both orally and in writing.
• Understand and apply State and departmental regulations and policies.
• Utilize office software including Microsfot Excel Spreadsheets and Microsoft Word
• Maintain and prepare records and reports necessary for site management.
• Establish and maintain effective communications and working relationships with children, parents/guardians, school district personnel, staff and the general public.
• Use various child development child and family support software, which may include tracking attendance, documenting benchmarks, collecting children's art or classwork, managing child care portfolios, maintaining developmental profiles, and organizing classroom environments.
• Supervise, train and evaluate subordinate personnel.

Experience and Training Guidelines

Any combination of experience and training that would likely provide the required knowledge, and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

One (1) year of experience, defined as three (3) hours or more per day for 350 days in the past four (4) years. This experience must be in a group setting working with children aged 2 ½ - 14.  and 100 hours of supervising adults.

Experience teaching in a Title 5 program is desirable.

Training:

AA degree with 24 units in Child Development units including: All 12 units of the core child development classes, 16 General Education units, 6 Administrative units, and a 2-unit adult supervision class, or

A Teaching or Administrative Credential with 15 units in Child Development units including: All 12 units of the core child development classes, and a 3-unit supervised field experience class.

Licenses/Certifications:

Possession of a valid California driver’s license.

Current Site Supervisor permit from the State of California, or a current Site Supervisor Permit Waiver, or must possess the qualifications to obtain a Site Supervisor Permit with one year of hire.

Red Cross Infant/Child CPR/AED and Red Cross First Aid Certifications must be completed within six months of employment.

All Child care employees must pass the Department of Justice fingerprinting scan in order to work for the City of Pacifica.

All State of California Child Development Permits must be maintained.

While performing the duties of this job, the employee is regularly required to sit, stand, walk, bend, stoop or kneel. Use hands to finger, handle, or feel; reach with hands or arms; talk and hear. Specific vision abilities required by this position include close vision, distance vision, color vision, peripheral vision, and depth perception. The employee must regularly lift, move, and/or carry up to 10 pounds, and occasionally lift, move and/or carry up to 30 pounds.

Working environment:

While performing the duties of this job, the employee is regularly exposed to video display; works indoors and outdoors and is frequently exposed to outdoor weather conditions and loud noises.
