The City of Marysville is seeking qualified candidates for the position of a Human Resources Manager, Assistant to the City Manager and City Clerk; this recruitment will fill 1 vacancy and create an eligible list.  

This recruitment will encompass three (3) different positions with the City of Marysville (Human Resources Manager (HR), Assistant to the City Manager (ACM) and City Clerk (CC); due to this caveat this classification specification will list duties and responsibilities for the three (3) positions.
The Human Resource Manager will conduct, lead and direct the routine functions of the Human Resources (HR) department including hiring and interviewing staff, administering pay, benefits, and leave, and enforcing company policies and practices. ACM - To perform a variety of administrative and managerial responsibilities in the conduct and management of the activities of preparing City Council agendas, minutes, and Council packets, as well as responding to Public Records request and maintaining all official City records. CC- The City Clerk shall perform those duties set out in the City of Marysville Charter and ordinances, as well as is prescribed by State and other law. The City Clerk shall also perform other duties incident to these laws, including staff support to the City Council approximately two times per month, as well as the Oversight Board and Levee Commission on an as need basis.

SUPERVISION RECEIVED AND EXERCISED

HR - Recruits, interviews, hires, and trains new staff in the department. Oversees the daily workflow of the department. Provides constructive and timely performance evaluations. Handles discipline and termination of employees in accordance with company policy. ACM - Reports to and receives general direction from the City Manager. May exercise direct supervision over clerical staff.

HR -

• Partners with the leadership team to understand and execute the organization’s human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.

• Provides support and guidance to HR generalists, management, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations.

• Manages the talent acquisition process, which may include recruitment, interviewing, and hiring of qualified job applicants, particularly for managerial, exempt, and professional roles; collaborates with departmental managers to understand skills and competencies required for openings.

• Analyzes trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains top talent.

• Creates learning and development programs and initiatives that provide internal development opportunities for employees.

• Oversees employee disciplinary meetings, terminations, and investigations.

• Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.

• Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.

• Maintains records and prepares daily reports related to work performed.

ACM –

• Compile information for agenda preparation; collect background information; assemble agenda for printing; distribute packets to City Council and various agencies.

• Prepare and distribute updates and revisions of Council Policy and those of city boards, commissions, and committees.

• Respond to inquiries from the public by letter, telephone and in person regarding Council action and records; research information for public or city staff when necessary.

• Maintain administrative files including historical legal documents, resolutions, ordinances, agreements, deeds and annexations.

• Serve as custodian of the city seal and city archivist for official records.

• Process all municipal elections to County Elections Office and maintain election files for all municipal/special elections; receive initiatives and process accordingly.

• Maintain list of commissions and boards; receive applications for membership on boards and commission; publish notices for vacancies; process applications for Council selection; notify applicants of results.

• Assist City Manager in responding to various inquires related to city operations, policies, and programs.

• Serve as financial disclosure officer for Fair Political Practices Commission for campaign disclosure forms and statement of economic interest.

• Represent the department to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.

• Build and maintain positive working relationships with co-workers, other city employees and the public using principles of good customer service.

• Process Worker’s Compensation Claims and coordinate other confidential HR-related activities.

• Perform related duties as assigned.

CC-

• Appointed by the City Council.

• Receives general direction from the City Manager on an as need basis.

The total salary range for the Associate Transportation Specialist Position classification is $54.94 to $72.69 hourly or $114,266.88 to $151,198.32 annually. This amount includes an approximate five percent (5%) ongoing non-pensionable pay. The actual salary shall be determined by the final candidates' qualifications and experience.

Planning, Policy, and Sustainability Division: Transportation Planning & Policy (Multimodal Planning)

This Associate Transportation Specialist position is in the Transportation Planning & Policy team. The position focuses on developing long-range multimodal transportation improvement plans (MTIPs) for planned growth areas in the city. An MTIP is a community-based transportation plan for a study area that builds upon past planning efforts, reflects the priorities of demographically diverse neighborhoods, and defines a path forward for implementing multimodal transportation improvements that address community needs and accommodate future growth. The position works with community members to identify strategies and infrastructure investments that provide safer, more affordable, and healthier mobility options for people of all ages and abilities.

This position reports directly to the Transportation Planning Manager and supervises one Transportation Specialist and interns. The position works directly with six staff in the Transportation Planning & Policy team. The position manages the Multimodal Planning function of the team to deliver MTIPs as well as oversee subsequent planning phases leading to the delivery of planned projects. Constructive, creative, and self-motivated, demonstrating a strong desire and skills to support transportation planning needed to achieve the Envision San José 2040 General Plan Goals and Policies are required. The position requires occasional attendance and participation in public engagement activities in evenings and on weekends.

Key responsibilities of this position include but are not limited to:

• Plan, coordinate, document, analyze, report, for project management.
• Conduct in-person and virtual public engagement activities including workshops, focus groups, stakeholder interviews, field surveys, transit/bike/walk audits, pop-ups, and pop-ins throughout the city.
• Manage the development of multimodal transportation improvement plans, written reports, memorandums, and presentation materials, etc.
• Analyze information using geographic information system software (e.g., ArcGIS).
• Prepare drawings, figures, methodologies, and documents using design tools (e.g., Microsoft Office, InDesign, Sketchup, and Adobe InDesign and Illustrator).
• Coordinate and oversee the transition from the planning phase to design, construction, and monitoring phases of transportation projects.
• Communicate with Major and Council offices, members of the public, community organizations, City staff, and neighbor and partner agencies.

 

 

Recreation Supervisor (Aquatics and Fitness)

This is an exciting opportunity to join our team at the forthcoming state-of-the-art aquatic and recreation facility set to open in Summer 2024. The brand-new 49,360 sq ft facility will feature indoor and outdoor lap pools, a zero-entry wading pool, fitness amenities, a gymnasium, a walking track, and ample space for programming and rentals. 

The successful candidate will be responsible for professional recreation duties, encompassing the planning, organization, coordination, and supervision of aquatics and fitness programs at the facility. We are seeking candidates with substantial experience in Aquatics and Fitness, and preference will be given to those holding certifications such as AFO, CPO, LGI, WSI, or other relevant Aquatics and Fitness Certifications.

Responsibilities of the Recreation Services Supervisor include, but are not limited to:

•    Managing and supervising assigned operations to achieve goals within available resources; planning and organizing workloads and staff assignments; trains, motivates and evaluates assigned staff and volunteers; reviews progress and directs and implements changes as needed.

•    Providing leadership and direction in the development of short and long range plans; gathering, interpreting, and preparing data for studies, reports and recommendations; coordinating department activities with other departments and agencies as needed.

•    Providing professional advice to supervisors; making presentations to supervisors, boards, commissions, civic groups and the general public.

•    Communicating official plans, policies and procedures to staff and the general public.

•    Assuring that assigned areas of responsibility are performed within budget; performing cost control activities; monitoring revenues and expenditures in assigned area to assure sound fiscal control; preparing annual budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.

•    Issuing written and oral instructions; assigning duties and examining work for exactness, neatness, and conformance to policies and procedures.

•    Responding to public inquiries about recreation programs made by telephone, correspondence, or during public meetings.

•    Preparing for publication a variety of brochures, calendars, letters, posters, news releases, flyers, and related communications regarding recreation programs.

Requirements

In addition to graduation from a four-year accredited college or university with major coursework in recreation, physical education, social work, gerontology, public administration or another closely related field of study – the candidate will also have three (3) years related paid recreation work experience at a level comparable to Recreation Services Coordinator or similar position with significant experience in the implementation of recreation and human services program or activities. 

Additionally, the candidate should possess a valid California driver’s license or ability to obtain one, and may be required to obtain and maintain a Class B driver’s license. First Aid, American Red Cross Lifeguard  Instructor, CPR, and other specialized certifications may be required based on supervisory assignment.

The City of San Rafael is recruiting for a Building Inspector to work in our Community Development Department.  Under the direction of the Chief Building Official, the Building Inspector I/II inspects buildings, reviews plans and specifications in the enforcement of laws regulating the construction of buildings in the City of San Rafael, issues building permits and collects fees. 

Building Inspector I:  This class performs the more routine tasks and duties including inspections of residential construction and less complex commercial and industrial properties.  This class is typically used as an entry-level class.  Employees in this class may have limited or no directly related work experience.

Building Inspector II:  This class performs the full range of duties as assigned including all types, sizes and complexities of commercial, industrial and residential construction, including accessibility compliance.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.  Positions in this class shift away from office and group fieldwork to more defined, independent work.

• Two (2) years of responsible experience in a variety of building construction work or as a licensed general contractor.  A college degree in a construction-related subject or building inspection program may substitute for one year of the experience.

Building Inspector II:

• Graduation from an accredited high school or equivalent based on courses taken from an accredited education institution.  Additional qualifying experience may be substituted for the required education on a year-for-year basis, AND
• Five (5) years of progressively responsible experience in a variety of building construction work or as a licensed general contractor.  A college degree in a construction-related subject or building inspection program may substitute for one year of the experience, AND
• At least two (2) years must be in an inspection capacity equivalent to a Building Inspector I for a government agency.

CERTIFICATES/LICENSES/REGISTRATIONS (SPECIAL REQUIREMENT):

• Ability to obtain a California driver’s license and maintain a satisfactory driving record; AND ONE of the following:

Building Inspector I:

• Must hold or obtain within one-year of hire an International Code Council (ICC) B1 Residential Building Inspector or B2 Commercial Building Inspector certification and must maintain certification through the entire term of employment in this job classification. 

Building Inspector II:

• At time of hire/promotion into this classification, must hold an International Code council (ICC) B1 Residential Building Inspector or B2 Commercial Building Inspector certification.  Within one (1) year of hire/promotion into this classification, must obtain one or more of the following ICC certifications:
  • P1 Residential Plumbing Inspector
  • M1 Residential Mechanical Inspector
  • E1 Residential Electrical Inspector
  • Or, the commercial equivalent.
• Must maintain both certifications through the entire term of employment in this job
  classification.
• Additional ICC certifications including RS Residential Combination Inspector or C5 Commercial Inspector and the California Accessibility Specialist (CASp) are highly desired.

The Department: 
 The Assistant City Clerk’s Office/City Manager’s Office is recruiting to fill a Deputy City Clerk. The Assistant City Clerk’s Office is organized under the City Clerk’s Office.  The Office of the Assistant City Clerk processes the agendas for and attends all meetings of the Council and Authorities Concurrent and Stadium Authority meetings, maintains accurate and up-to-date records of the proceedings of those meetings and makes those records open for public inspection. The Office of the Assistant City Clerk processes and maintains copies of City contracts, ordinances, resolutions and other official documents. The Office of the Assistant City Clerk administers campaign and disclosure laws, the Campaign Finance Ordinance, Regulation of Lobbying Activities program and the Calendars of Certain City Officials program. The Office of the Assistant City Clerk also administers oaths of affirmation pertaining to the affairs and business of the City and certifies copies of official records.
 
 The Position: 
 The Deputy City Clerk will report to the Assistant City Clerk and perform highly complex administrative and analytical work. This position will assist the Assistant City Clerk in the administration of the City Clerk's Office. The incumbent will assist in developing, implementing and coordinating projects, programs and procedures. This position is responsible for assisting with Public Record Act (PRA) requests and this position will also support projects and programs within the City Manager’s Office. Incumbents in this position will have considerable independence in making judgment related to their assignments and must handle situations with great sensitivity, tact and diplomacy. May supervise or act as lead worker to staff involved in management activities.  
 
As a member of the City's unclassified service, this is an "at-will" position. The incumbent serves at the discretion of the City Manager.

The annual salary range for this position is $119,994.36 - $155,300.16.  This position will be filled at or near the minimum of the salary range.

Minimum Qualifications

EDUCATION AND EXPERIENCE
Any education or experience equivalent to:

• An Associate of Arts degree in Public Administration, Business Administration or closely related field; and
• Three (3) years of progressively responsible supervisory or lead administrative/management experience in a City Clerk's Office. 

Desirable Qualifications

• A Bachelor's degree in a related field and/or possession of a Certified Municipal Clerk certification or required within two (2) years of hire.

LICENSE
Possession of a valid California Class C driver's license is required at time of appointment and for duration of employment.

OTHER REQUIREMENTS
Must be able to perform all of the essential functions of the job assignment.

THE DEPARTMENT

The Public Works department consists of approximately 72 full time employees and is responsible for maintaining and improving the city’s streets, parks, water and stormwater systems, traffic signals, trees, fleet and public buildings.  The Transportation Division promotes the safe movement of people and goods throughout the city by maintaining and enhancing a functional and efficient transportation network.  The division promotes the use of public transit, ride sharing, bicycles, and walking and manages the City’s 40 traffic signals, 2200 streetlights, and overall roadway network. They also coordinate the free shuttles, safety education, and neighborhood traffic calming programs. 

Public Works is responsible for building and maintaining the City’s infrastructure and facilities, and for providing many of the basic services affecting the daily lives of everyone living, working, visiting, and commuting within the City, including: 

• 26 City-owned buildings/facilities and their grounds
• A fleet of over 250 vehicles and pieces of equipment
• 97 miles of streets
• Drinking water delivery for 16,000 customers
• Flood protection and stormwater management programs particularly along the San Francisco Bay, San Francisquito Creek and Atherton Channel
• 14 parks, 2 open spaces, 14 playgrounds, 2 dog parks, 9 sports fields, and 14 tennis/pickleball courts
• Efforts to preserve and expand the urban canopy, including 20,000 public trees
• Multimodal transportation services including 42 traffic signals, safe routes to schools and citywide shuttle programs. 

The department has 72 full-time equivalent staff members and a nearly $40 million operating budget supported by over 25 different special/dedicated funding sources for the varied programs and services provided to the community. In addition, the City has an approximately $100 million capital program, in part due to a successful track record in pursuing grants from a variety of local, state and federal sources. Some of the exciting efforts on the horizon include efforts to protect the San Francisco Bay shoreline and adjacent community from sea level rise; efforts to eliminate the City’s reliance on fossil fuels through building and fleet electrification; making investments in transportation safety through strategic quick-build projects and large infrastructure changes like a pedestrian/bicycle undercrossing at Caltrain; and ensuring the equitable delivery of services throughout the entire city in alignment with the goals and programs developed as part of the city’s first environmental justice element underway.

 

THE POSITION

The Assistant Public Works Director – Transportation is one of three Assistant Director classifications in the Public Works Department and reports directly to the Public Works Director.  This position has oversight of the Transportation Division, which includes overseeing the division’s staff and operations. This role will direct and participate in major activities and programs of the Division’s functions including but not limited to transportation planning and engineering, and/or utilities sections.

In managing and coordinating division service for large and complex transportation projects, the incumbent will provide oversight and input into conceptual design while meeting with stakeholders to interpret and explain procedures, permitting, and transportation impact analyses. The person in this role will review plans and documents, providing comments for development projects associated with permits and environmental review requirements.  They will also prepare transportation impact analysis reports and transportation sections of environmental impact reports in accordance with local, CEQA and NEPA requirements.
