THE POSITION

Under supervision of the Utilities Superintendent, the Water Treatment/Distribution System Operator will be responsible for a variety of operational and general maintenance tasks on the City’s water treatment and distribution systems. The position will entail the proper operation of each of the City’s well sites, laying and fitting pipelines, installing, reading, repairing water meters, maintaining records of water infrastructure, and other duties as required and assigned.

The Water Distribution/Treatment System Operator I is an entry level class responsible for a variety of operations and maintenance of the water distribution and treatment system, and incumbents are expected to perform the full scope of assigned duties. This classification is alternatively staffed with a Treatment/Distribution System Operator II and incumbents may advance to a higher level after gaining experience, obtaining required certification’s and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

Salary: $4,017.05 - $4,882.75 Monthly

Water Treatment/Distribution System Operator II
The Water Treatment/Distribution System Operator II is the journey level class expected to perform the full range of water system activities and related support duties with minimum supervision. Incumbent is responsible for the performance of the division’s complex and difficult assignments and may provide training to entry level staff. This classification is distinguished from the next higher classification of Senior Water Distribution/Treatment System Operator in that the latter is responsible for division supervision and performance of the divisions most complex tasks.

THE POSITION

Under general supervision, a Permit Technician II performs technical and administrative support functions in the processing and issuance of permits in the Permit Center of the Community Development Department; assists customers with questions relating to zoning and building codes, entitlement, and plan review processes; reviews and researches plans primarily of a preliminary nature to ensure compliance with codes and regulations; reviews plans and applications for issuance of permits on smaller projects such as home occupation permits or smaller building permits; explains, calculates and assigns development impact and permit service fees; coordinates the routing of projects to and from other divisions/departments; and performs other duties as assigned.

The Department: 
The Water and Sewer Utilities Department is a utility enterprise that provides planning, design, construction, maintenance, and operation of the City's water distribution system, sewer collection system, and recycled water system. The Position:
This position will conduct investigations, plan reviews, and inspections related to storm water pollution, sanitary sewer overflows, water wasting practices, fats, oils and grease (FOG) source control, recycled water, land use, buildings, zoning and related municipal codes and ordinances, to determine violations and gain compliance. Performs various water, sewer and recycled water sampling.

Minimum Qualifications

EDUCATION AND EXPERIENCE
Minimum Requirements:
• An Associate's Degree in City or Urban Planning, Business Administration, Construction Technology, Environmental Science, or closely related field; and
• Two (2) years of experience in public contact work involving zoning administrative investigation, building inspection or investigation, industrial/commercial pretreatment inspections, or stormwater pollution control, one year of which must have been in a supervisory capacity.

Possible Substitutions:
• One (1) year of additional related experience may be substituted for each year, up to two years of the required education.

Desirable Qualifications:
• A Bachelor's Degree in City or Urban Planning, Business Administration, Construction Technology, Environmental Science, Sustainability, or closely related field is desirable.
• A Code Enforcement Officer Certification by the California Association of Code Enforcement Officers (CACEO) is desirable.

LICENSES AND/OR CERTIFICATES
• Possession of a valid California Class C driver's license is required at time of appointment and for the duration of employment.

For the Public Works Department:
• A recognized professional certification within the stormwater management field (QSP, QISP, CSM, CESSWI, CPESC, CPMSM, etc.) within twelve (12) months of appointment and for the duration of employment.

For the Water and Sewer Utilities Department:
• A Grade II Environmental Compliance Inspector Certification issued by the California Water Environment Association within twelve (12) months of appointment and for the duration of employment.
• A Water Distribution Operators Certification from the State Water Resources Control Board is desirable.
• A Cross-Connection Control Program Specialist Certification from the American Water Works Association is desirable.

OTHER REQUIREMENTS
• May be required to occasionally work evenings and weekends.
• Must be able to perform all of the essential functions of the job assignment.

THE DEPARTMENT:

THE POSITION:

There is one vacant position, and the successful applicant will be offered one of the following positions based on qualifications and experience: Traffic Engineer or Senior Civil Engineer. The Senior Civil Engineer position will have an emphasis in the traffic division. The position will perform the following essential job duties:

• Manage City-wide traffic system.
• Oversee City's traffic signal system and maintenance contracts and directs necessary changes to modify the system.
• Issue work orders to make changes to existing roadway system to improve safety and capacity.
• Perform traffic signal timing and operation.
• Conduct transportation modeling to assess the City's future traffic conditions and subsequently assist to develop policies to evaluate proposed developments.
• Participate in Traffic Coordinating Committee to address complaints, requests for changes, and neighborhood calming techniques and studies.
• Analyze transportation impact studies, recommends mitigation, and recommends project conditions of approval.
• Meet with other department staff to address traffic engineering issues.
• Develop project designs, applies for grant funding, obtains permits from Caltrans and other agencies. Coordinate with other public and private agencies.
• Conduct transportation planning referrals and review.
• Perform accident reconstruction to determine primary collision factor. Determines changes needed in roadway.
• Prepare technical reports for use by City attorneys and advise attorneys on traffic engineering matters.
• Prepare reports and technical applications for grants from Federal and State sources. Make presentations to selection committees.
• Perform complex and detailed analysis of roadway network using sophisticated computer software programs and methodologies.
• Perform related duties as required.

IDEAL CANDIDATE:

The successful candidate will possess a blend of technical expertise in traffic engineering principles and have strong organizational, planning, communication, and leadership skills that allow them to effectively manage different aspects of the department’s Traffic Division. They will also have a strong sense of customer service, tactfulness, and the ability to help find solutions to complex service issues for the public. They will use their communication skills and strengths to advocate for various modes of transportation including bicycle, pedestrian, transit and vehicular. They will be flexible, with the ability to adjust priorities at short notice and respond to emergencies. They will be able to think analytically but also be very decisive when needed.

Prior supervisory and/or municipal engineering experience is desired. The successful candidate will lead by example to foster a positive, creative, and productive work environment for all staff. The ideal candidate will use their interpersonal skills and technical engineering expertise to motivate the team to meet the goals and objectives of the department and City. • Five (5) years of increasingly responsible post degree engineering experience managing complex construction, maintenance, and/or traffic projects and consultants. 
• A master’s degree may substitute for 1 year of post degree engineering experience.

CERTIFICATES/LICENSES/REGISTRATIONS

Traffic Engineer

• California Professional Traffic Engineer License must be possessed or obtained within two (2) years of appointment as a condition of employment.

Senior Civil Engineer

• Registration as a Civil Engineer in the State of California.

Plan check functions include ensuring permits are issued only for those plans that meet all state and local codes regulating life-safety, quality of life, energy conservation, and structural safety standards. • Makes code interpretations for, responds to more complicated inquiries from, and provides information to architects, engineers, contractors, building designers, owners, and the general public regarding plan review and other code-related items and issues.
• Explains, interprets, and provides guidance regarding applicable codes, regulations, hand-outs, and related materials to the public, architects, engineers, contractors, developers, owners, staff, and other interested parties; answers questions regarding building codes and requirements and interprets plans for field inspectors; resolves highly complex and sensitive customer service issues, including alternate methods and materials, either personally, by telephone or in writing; maintains records and documents of customer service issues and resolutions.
• Coordinates activities and plan review processing with other City staff and staff from other agencies including counter technicians, planners, inspectors, building officials, engineers, fire inspectors, health department plan checkers, and others; assists other Divisions and Departments, including Planning, Public Works, and Finance, in providing information and answering inquiries regarding various projects, fees, plans examination, code interpretations, internal divisional policy and procedures, determination and calculation of valuations, permit costs, and related fees.

THE DEPARTMENT & DIVISION
The Department of Public Works (DPW) is responsible for maintenance activities along approximately 92 miles of public right-of-way. It strives to improve, develop, and maintain public infrastructure essential to the safety, mobility, and quality of life for Orinda citizens. The DPW operates with an approximate annual operating budget of $5 million and has 17 staff members. The Department also administers a CIP budget of approximately $14 million. DPW’s organizational structure consists of two divisions: Engineering Services, and Maintenance & Facilities Services.

The Maintenance & Facilities Division is responsible for the repair and improvement of city-owned public infrastructures including stormwater drainage, roadway, traffic, and pavement, and for coordinating with vendors and contractors on large maintenance and landscaping projects. The Division operates with an approximate annual operating budget of $3.4 million. The Division’s recent reorganization now includes the integration of the maintenance operations of the Parks & Recreation Department, which covers the following buildings and parks:

• Four buildings: City Hall, Library, Community Center and Art  & Garden Center
• Corporation Yard
• Misc. buildings: Ranch House, Kinder gym, Restrooms (Wilder, Orinda Oaks)
• Five Parks: Wilder Park, Orinda Community Park, Orinda Oaks, Orinda Sports Field, Pine Grove
• Joint use of Orinda Union School District fields

THE JOB
The Maintenance and Facilities Superintendent is responsible for ensuring that municipal buildings and public facilities are maintained to high standards, remaining safe and functional for employees and the public. The Superintendent will oversee a direct staff of two supervisors, up to eight indirect reports, and the Division’s annual budget. This role involves managing contract and project activities, including multi-year park and landscape maintenance contracts (currently with MCE corporation), multi-year janitorial services, facilities maintenance projects in the Capital Improvement Program (CIP) and long-term maintenance and repair plans for city-owned buildings, streets, storm drain systems, parks, trees, and landscaping. The Superintendent will coordinate with City departments and external contractors; assess and prepare contract documents; participate in vendor selection; administer contracts and evaluate contractor performance; and review and approve billings. Responsibilities also include programming building maintenance, prioritizing tasks, managing safety trainings, coordinating emergency responses, and ensuring regulatory compliance, including adherence to ADA accessibility regulations. Under the direction of the Director of Public Works, the Superintendent will coordinate activities and operations to allocate resources effectively. They will thoughtfully balance daily operational tasks and long-term strategy, ensuring alignment with community needs and goals.

• Staff Culture & Integration: Continue the successful integration of new team members, provide cross-training opportunities for professional growth, and serve as an energetic and motivational leader for this highly effective Public Works Division.
• Facilities Maintenance Projects: City Hall exterior painting (CIP # 4182), Library exterior painting (CIP # 4175), City Hall HVAC control rehabilitation, Community Center Exterior painting (CIP# 4083), City Hall flooring replacement.
• Call-Out and Emergency Response: Manage the rotation for after-hours call outs and emergency response

MINIMUM QUALIFICATIONS:

Any combination equivalent to education and experience is likely to provide the required knowledge and abilities. A typical way to obtain the knowledge and abilities would be:

• Experience: Five (5) years of increasingly responsible experience in building maintenance, facility management, construction management, public works operations or related activity including two (2) years of supervisory responsibility.
• Education: Possession of a bachelor’s degree from an accredited college or university in civil engineering, construction management, architecture, public administration or a related field.
• Possession of a valid California Driver's license with a demonstrated history of safe driving.

• Professional Engineer (PE)
• Licensed Architect
• Certified Facility Manager (FM), by International Facility Management Association
• American Public Works Association (APWA) Certifications (e.g. Certified Public Works Professional-Supervision)
• Project Management Professional (PMP), by Project Management Institute (PMI)
• PMI Construction Professional (PMI-CP)
• Licensed General Contractor (Class B or A)

EMERGENCY RESPONSE

This position will be designated as an emergency response worker and must be prepared to respond during weather emergencies or crises. They will be responsible for collaborating with other city departments and external agencies to address and mitigate emergency conditions.

• Review development projects and impacts to utilities.

• Investigate field problems affecting property owners, residents, contractors, and maintenance operations.
