THE DEPARTMENT:

The Department of Public Works (PW) is committed to providing the highest standards of service delivery to its citizens as it works to build, maintain, and update the City’s civic infrastructure. PW is comprised of approximately 50 employees with a general budget of $15 million and a Capital Improvement Program (CIP) budget that ranges between $10–$40 million depending on the City’s annual infrastructure needs. Its mission is to ensure San Rafael’s infrastructure meets the needs of a vibrant and growing city through careful management of major improvements and the maintenance of the City’s assets. By hiring highly trained, dedicated, responsive, and service-oriented personnel, the DPW is actively making its mission a reality. 

Recently, the Department underwent a process of restructuring as management of all City engineers was placed under the Assistant Director for enhanced oversight, communication, and workflow. The City has recently championed the Dean Allison Award internship program, which shepherds talented young graduates into local government and encourages engagement with the public sector of California. PW is also currently completing several exciting initiatives to improve transformation, accessibility, and maintenance of the City’s infrastructure while also adding recreation spaces for the public to enjoy. THE POSITION:

There is one vacant position, and the successful applicant will be offered one of the following positions based on qualifications and experience: Traffic Engineer or Senior Civil Engineer. The Senior Civil Engineer position will have an emphasis in the traffic division. The position will perform the following essential job duties:

• Manage City-wide traffic system.
• Oversee City's traffic signal system and maintenance contracts and directs necessary changes to modify the system.
• Issue work orders to make changes to existing roadway system to improve safety and capacity.
• Perform traffic signal timing and operation.
• Conduct transportation modeling to assess the City's future traffic conditions and subsequently assist to develop policies to evaluate proposed developments.
• Participate in Traffic Coordinating Committee to address complaints, requests for changes, and neighborhood calming techniques and studies.
• Analyze transportation impact studies, recommends mitigation, and recommends project conditions of approval.
• Meet with other department staff to address traffic engineering issues.
• Develop project designs, applies for grant funding, obtains permits from Caltrans and other agencies. Coordinate with other public and private agencies.
• Conduct transportation planning referrals and review.
• Perform accident reconstruction to determine primary collision factor. Determines changes needed in roadway.
• Prepare technical reports for use by City attorneys and advise attorneys on traffic engineering matters.
• Prepare reports and technical applications for grants from Federal and State sources. Make presentations to selection committees.
• Perform complex and detailed analysis of roadway network using sophisticated computer software programs and methodologies.
• Perform related duties as required.

IDEAL CANDIDATE:

The successful candidate will possess a blend of technical expertise in traffic engineering principles and have strong organizational, planning, communication, and leadership skills that allow them to effectively manage different aspects of the department’s Traffic Division. They will also have a strong sense of customer service, tactfulness, and the ability to help find solutions to complex service issues for the public. They will use their communication skills and strengths to advocate for various modes of transportation including bicycle, pedestrian, transit and vehicular. They will be flexible, with the ability to adjust priorities at short notice and respond to emergencies. They will be able to think analytically but also be very decisive when needed.

Prior supervisory and/or municipal engineering experience is desired. The successful candidate will lead by example to foster a positive, creative, and productive work environment for all staff. The ideal candidate will use their interpersonal skills and technical engineering expertise to motivate the team to meet the goals and objectives of the department and City. The successful candidate will be customer service minded, an interdepartmental collaborator, an excellent project manager and a mentor to our future leaders.

Traffic Engineer

• BS in Civil Engineering. Five years municipal engineering including two in traffic engineering.

Senior Civil Engineer

• Bachelor’s degree in Civil Engineering. 
• Five (5) years of increasingly responsible post degree engineering experience managing complex construction, maintenance, and/or traffic projects and consultants. 
• A master’s degree may substitute for 1 year of post degree engineering experience.

CERTIFICATES/LICENSES/REGISTRATIONS

Traffic Engineer

• California Professional Traffic Engineer License must be possessed or obtained within two (2) years of appointment as a condition of employment.
• Valid Driver’s License

Senior Civil Engineer

• Registration as a Civil Engineer in the State of California.
• If position is serving within the Traffic Engineering Division, candidate must also possess a California Professional Traffic Engineer License.
• Valid drivers’ license.

About the Role

The newly created Community Services Division Director position is an exciting and unique opportunity to build a new division of the City of San Rafael.

The Community Services Division Director will play a pivotal role in shaping and leading the City of San Rafael's efforts to address critical social issues, particularly focusing on homelessness at this time.  Reporting directly to the Assistant City Manager, the Division Director will oversee and develop the newly created Community Services Division, ensuring the effective development and implementation of programs that improve the quality of life for residents in need.

In this role, the Division Director will manage a broad range of responsibilities, from strategic planning and policy development to budget management and interdepartmental and interagency coordination. They will be a key liaison between the City and  our County partners, and various other stakeholders, including public agencies, community organizations, and residents. Their work will involve close collaboration with other City departments, public and private partners, and community groups to advance initiatives that address homelessness and related services.

In their first year, they’ll work to develop the City’s first homelessness strategic plan, setting priorities and policies to guide the City’s work in this space for the next five years.

One of the key, immediate priorities the Division Director will oversee is the implementation of the City’s $6M Encampment Resolution Fund Grant. This includes leading the contractor and staff team operating the City’s planned Sanctioned Camping Program and spearheading the identification of a site for a future interim shelter and/or transitional housing. In addition, they’ll also coordinate the implementation of the City’s Camping on Public Property ordinance.

The Community Services Division Director will directly and indirectly lead a dedicated team, guiding their efforts to deliver high-quality services that meet and respond to the needs of the community. The Division Director will also be responsible for securing and managing funding, developing and maintaining partnerships, and ensuring that the Division's programs are both effective and sustainable. The City of Thousand Oaks has an exciting opportunity! We are seeking a knowledgeable and results oriented Plan Check Supervisor who will be responsible for staff oversight, assigning, reviewing, organizing, and participating in the work of the Plan Check Section staff in the Building Division of the Community Development Department.

Plan check functions include ensuring permits are issued only for those plans that meet all state and local codes regulating life-safety, quality of life, energy conservation, and structural safety standards. This position is responsible for the more technical and complex plan check tasks and serves as a technical resource to staff.

• Makes code interpretations for, responds to more complicated inquiries from, and provides information to architects, engineers, contractors, building designers, owners, and the general public regarding plan review and other code-related items and issues.
• Explains, interprets, and provides guidance regarding applicable codes, regulations, hand-outs, and related materials to the public, architects, engineers, contractors, developers, owners, staff, and other interested parties; answers questions regarding building codes and requirements and interprets plans for field inspectors; resolves highly complex and sensitive customer service issues, including alternate methods and materials, either personally, by telephone or in writing; maintains records and documents of customer service issues and resolutions.
• Coordinates activities and plan review processing with other City staff and staff from other agencies including counter technicians, planners, inspectors, building officials, engineers, fire inspectors, health department plan checkers, and others; assists other Divisions and Departments, including Planning, Public Works, and Finance, in providing information and answering inquiries regarding various projects, fees, plans examination, code interpretations, internal divisional policy and procedures, determination and calculation of valuations, permit costs, and related fees.

We are looking for a dynamic individual who will be a part of the real estate department and help us to develop a pipeline of over 20 projects and over 1200 units of affordable housing.  We are looking for an individual that will oversee and manage a team of project managers with projects ranging from new construction multi-family housing, renovation and rehabilitation of existing structures, repurposing of commercial properties for affordable housing, and master planning of large transit-oriented sites.

THE DEPARTMENT & DIVISION
The Department of Public Works (DPW) is responsible for maintenance activities along approximately 92 miles of public right-of-way. It strives to improve, develop, and maintain public infrastructure essential to the safety, mobility, and quality of life for Orinda citizens. The DPW operates with an approximate annual operating budget of $5 million and has 17 staff members. The Department also administers a CIP budget of approximately $14 million. DPW’s organizational structure consists of two divisions: Engineering Services, and Maintenance & Facilities Services.

The Maintenance & Facilities Division is responsible for the repair and improvement of city-owned public infrastructures including stormwater drainage, roadway, traffic, and pavement, and for coordinating with vendors and contractors on large maintenance and landscaping projects. The Division operates with an approximate annual operating budget of $3.4 million. The Division’s recent reorganization now includes the integration of the maintenance operations of the Parks & Recreation Department, which covers the following buildings and parks:

THE JOB
The Maintenance and Facilities Superintendent is responsible for ensuring that municipal buildings and public facilities are maintained to high standards, remaining safe and functional for employees and the public. The Superintendent will oversee a direct staff of two supervisors, up to eight indirect reports, and the Division’s annual budget. This role involves managing contract and project activities, including multi-year park and landscape maintenance contracts (currently with MCE corporation), multi-year janitorial services, facilities maintenance projects in the Capital Improvement Program (CIP) and long-term maintenance and repair plans for city-owned buildings, streets, storm drain systems, parks, trees, and landscaping. The Superintendent will coordinate with City departments and external contractors; assess and prepare contract documents; participate in vendor selection; administer contracts and evaluate contractor performance; and review and approve billings. Responsibilities also include programming building maintenance, prioritizing tasks, managing safety trainings, coordinating emergency responses, and ensuring regulatory compliance, including adherence to ADA accessibility regulations. Under the direction of the Director of Public Works, the Superintendent will coordinate activities and operations to allocate resources effectively. They will thoughtfully balance daily operational tasks and long-term strategy, ensuring alignment with community needs and goals.

MINIMUM QUALIFICATIONS:

Any combination equivalent to education and experience is likely to provide the required knowledge and abilities. A typical way to obtain the knowledge and abilities would be:

• Experience: Five (5) years of increasingly responsible experience in building maintenance, facility management, construction management, public works operations or related activity including two (2) years of supervisory responsibility.
• Education: Possession of a bachelor’s degree from an accredited college or university in civil engineering, construction management, architecture, public administration or a related field.
• Possession of a valid California Driver's license with a demonstrated history of safe driving.

EMERGENCY RESPONSE

This position will be designated as an emergency response worker and must be prepared to respond during weather emergencies or crises. They will be responsible for collaborating with other city departments and external agencies to address and mitigate emergency conditions.

This position prepares hot and cold food for inmates; supervises and instructs inmates in the preparation and serving of meals to other inmates in a detention facility; receives, stores, and maintains ingredients used for meals; and monitors and maintains security of the kitchen facility, equipment, and inmate workers. This position is scheduled for forty (40) hours per week. 
 

WHAT YOU’LL DO

• Checks menus and number of persons to be fed; instructs inmates in obtaining necessary ingredient for meals and preparing work area; instruct inmates in a variety of chopping, cutting, mixing, grating, and food preparation tasks; instructs inmates on the operation of stoves and other equipment.
• Prepares or supervises the preparation of special meals for inmates with medical problems.
• Supervises inmates in the cleaning of all equipment and kitchen work area; counts and keeps logs on all knives. Assists in keeping current inventory of kitchen and food supplies.
• Receives and checks supplies to ensure that proper amounts and types have been delivered; instructs inmates in transporting supplies to proper areas for storage.
   

The Engineering Group Manager – Facilities will oversee a diverse and talented team responsible for managing the planning, design, and construction of capital projects at the Santa Clara Valley Transportation Authority (VTA). This individual will lead the delivery of high-impact projects ranging from transit infrastructure upgrades to the improvement and rehabilitation of maintenance yards and other critical facilities. The role includes overseeing staff, consultants, and stakeholders in the successful execution of these projects, while also ensuring compliance with VTA’s overall objectives and community needs.
