Permanent, Full-Time; The City has one vacancy to fill at either the Plans Examiner I or Plans Examiner II level.

THE POSITION

The City of Dublin is seeking a dedicated individual for the position of PLANS EXAMINER I/II to perform detailed, comprehensive technical reviews of residential and commercial permit applications and building plans.  The incumbent performs a full range of plans examination duties to ensure projects and structures are in compliance with laws, ordinances, codes and regulations before permits are issued.  The position serves as a resource to the City’s Permit Technicians who determine required plans and resolve problems regarding plan submissions and sufficiency. 

The PLANS EXAMINER I position is distinguished from the PLANS EXAMINER II level in that the PLANS EXAMINER II performs more complex technical reviews of commercial plan checks, structural reviews; and performs supervisory authority over assigned staff, including directing and training.

EXAMPLES OF DUTIES

The following key elements describe the basic duties and responsibilities of the position:

PLANS EXAMINER I:

• Perform plan checks for residential alterations, room additions and tenant improvements.  Reviews building construction plans for compliance with building, mechanical, plumbing, electrical, energy, green building, accessibility and health and safety codes. 
• Confer with homeowners, builders, engineers and architects to provide and obtain information and interpret building codes and regulations; recommend necessary changes to obtain compliance with applicable codes and regulations.
• Provides input and assists in the establishment and/or improvement of Division’s procedures and policies;
• Verifies that permit application and plans meet the minimum requirement of all applicable codes, state and local regulations.
• May perform routine building inspection assignments in support of inspection staff.
• Prepare correspondence to architects, engineers, contractors and homeowners relating to the correction of plans and details.  Communicates verbally, in writing, by e-mail and by telephone with the general public, other City employees, contractors in order to explain and administer the various building codes.
• Properly interpret building codes, plans, specifications, and engineering calculations.  Regularly research code questions for interpretation.
• Review and perform mathematical calculations to determine appropriate fees.
• Perform research, analysis and evaluation of site, architectural and related plans.
• Strong commitment to customer service and interactive team participations.
• Provide support to permit processing and public counter activities.

PLANS EXAMINER II (In addition to the above):

• Reviews building construction plans for compliance with structural design requirements and building, mechanical, plumbing, electrical, energy, green building, accessibility and health and safety codes.  Examples of reviews can include: residential additions, complex tenant improvements, HVAC roof top equipment, monument signs, etc.
• Handle the full-range of plan check duties including screening and preliminary review, and is responsible for independent decisions requiring technical judgement and public relations skills. 
• May assume the responsibility for supervision of plan check and permitting functions in the absence of the Plan Check Engineer.
• Participate in the development and implementation of the Division’s policies.
• As assigned, perform on-site inspections as follow-up to plan activities.
• Resolve disputes between the City and designers.
• Attends and represents the Building & Safety Division at Pre-Development and other meetings.
• Evaluate the written qualifications of Special Inspection firms for inclusion into the City’s list of pre-qualified special inspections firms.

The Office Technician I/II position at the Probation Office performs a wide variety of specialized technical duties and provides information and assistance to the public   regarding departmental policies, procedures and laws. The Office Technician II position is distinguished from the class of Office Technician I by the responsibility to perform the most complex technical duties in the program to which assigned. This position is scheduled for forty (40) hours per week.

WHAT YOU’LL DO

• Establishes files; maintains accurate and detailed records; verifies the accuracy of information; researches discrepancies and notifies appropriate personnel or agency.
• Word processes and proofreads a variety of documents; enters a variety of departmental data into the computer; retrieves information as needed; operates various printers.
• Compiles data for use in reports and/or managerial decision-making.
• Performs routine clerical duties as required, including but not limited to typing reports and correspondence, copying and filing documents, retrieving files, entering computer data, completing and processing various forms, maintaining inventory, ordering supplies, assembling materials, faxing information, answering the telephone, greeting and assisting customers / clients, processing mail, etc.

The City is seeking a Division Manager to manage all services and activities in the Safety Division of the Human Resources Department. About Detention Services & Yuba County:

Our Department believes people can change and we can be instrumental in supporting that change.  We are  a small workplace family that supports one another to accomplish our mission and allow our team members to live full lives outside the workplace. Our Campus provides youth detention services to the communities of Yuba, Sutter, and Colusa Counties as well as several contract counties through our Camp Singer program.  We operate 24 hours a day, 365 days per year, and includes the Tri-County Juvenile Hall, Secure Housing Unit, and Maxine Singer Youth Guidance Center (Camp Singer), under a Joint Powers Agreement between the three counties. Definition
Under general supervision, the Senior Land Surveyor supervises and coordinates the activities of field and office surveying functions and assists the Survey and Mapping Manager with supervisory and administrative functions of the Survey Services Unit.

Distinguishing Characteristics
This is a single position classification responsible for assisting the Survey and Mapping Manager in supervising the efforts of subordinate personnel including surveyors, engineering technicians, and consultants. The Senior Land Surveyor can be assigned to any of the following areas: supervision of survey activities in the field for design and construction projects, supervision of office surveying functions such as mapping, writing legal descriptions, and production of accurate calculations used for engineering, real estate and construction activities.

This classification requires that the incumbent be licensed as a Professional Land Surveyor in the State of California or equivalent and possess specialized knowledge of land surveying techniques and construction surveying, with emphasis on technology such as GPS (Global Positioning System) methodology and instrumentation. This position will supervise professional and/or administrative staff, as well as identify the need for establishing and administering consultant contracts. This position works with other public agencies (e.g., Caltrans, local cities and counties, water district) to establish property exchanges and rights of way for transportation improvements.

Essential Job Functions

Typical Tasks

• Selects, supervises, trains, motivates, assigns, evaluates, counsels and disciplines subordinate personnel;
• Supervises office and field survey activities;
• Advises survey staff regarding methods and techniques of surveying;
• Provides direction to the Survey Department's Record Drawing Group as needed;
• Coordinates surveying activities with real estate agents, engineers, inspectors, contractors, etc.;
• Attends pre-construction meetings or assigns survey staff to attend and keeps informed on projects and related activities;
• May recommend design changes to conform with field conditions;
• May administer consultant contracts;
• Supervises personnel performing office and/or field work required for preparation of Record of Survey Maps, Parcel Maps, Corner Records, legal descriptions, and construction layout plans for VTA projects;
• Serves as Responsible Charge as described in the Professional Engineers' and Land Surveyors' Act including stamping, signing, and certifying the correctness of documents;
• Interprets legal descriptions of real property;
• Uses AutoCAD, Softdesk, and other computer aided design software in the development of maps and calculations;
• Interacts with various public and private organizations;
• Prepares clear and comprehensive reports and technical correspondences;
• Performs technical surveying work as required including GPS surveying, running level loops, and producing maps and legal descriptions;
• Performs related work as required.

Minimum Qualifications

Employment Standards
Sufficient training, education, and experience to demonstrate possession of the required knowledge, skills and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major work in surveying science, engineering or a related field and a minimum of eight (8) years of technical surveying experience, at least three (3) years of which must have been in a position comparable to that of a field surveying Chief of Party and/or office surveying "Lead" Land Surveyor. Directly related experience may be substituted for the education requirement on a year for year basis.

Registration as a Professional Land Surveyor in the State of California or equivalent is required at the time of appointment.

The Maintenance Assistant total salary range is $24.74 to $31.56 hourly or $51,459.20 to $65,644.80 annually . The actual salary shall be determined by the final candidates' qualifications and experience.

The Infrastructure Maintenance Division of DOT is looking to fill 16 full-time vacant positions. These positions perform work in the maintenance and repair of concrete, pavement, sewers, landscaping, traffic signs, and traffic markings. Duties include digging holes, trenches, and ditches. They also operate a wide range of hand, mechanical, and power tools, as well as a variety of light and heavy vehicles, trucks, and equipment relevant to work performed, ensuring compliance with safe working practices. Maintenance crews provide services seven days a week. Individuals in this classification may be required to work alternate work shifts, including grave and swing, weekends, holidays, overtime, and on-call.

Interns in ESD can work on fun projects, make presentations, create and prepare training materials, do valuable research, use tech savvy skills to help market materials and provide overall team support.

The mission of the Parks, Recreation and Neighborhood Services Department (PRNS ) is to cultivate healthy communities through quality programs and dynamic public spaces. Interns' skills and talents will contribute to the creation and activation of community-building places, programs and people. The Planning Division in the Department of Planning, Building and Code Enforcement (PBCE) is responsible for both long range planning--which involves guiding the City's future by stewarding Envision San Jose 2040 (the City's General Plan) and preparing Urban Village plans and other area plans--as well as current planning through the review of development proposals. The Planning Division implements policies and plans that determine where and how the City will grow and how that growth will be balanced with the availability of infrastructure and services.

PBCE internship program is designed to offer professional learning opportunities to undergraduate and graduate students who are interested in the urban planning field. Interns may be assigned to specific projects in the sub-disciplines of urban village planning, development review, zoning, urban design, transportation, economic development, housing, sustainability, historic preservation, Geographic Information Systems, and data analytics. Interns will gain exposure to the operations of a planning department and have the opportunity to work on "real life" projects.

Finance Department - The Finance Department has over 100 employees who are dedicated to serve the needs of our customers throughout the City of San Jose. Our mission is to manage, protect, and report on the City of San Jose's financial resources to enhance the City's financial condition for our residents, businesses, and investors. Our services are provided to the organization and community through four separate divisions which include Treasury, Revenue Management, Accounting, and Purchasing. The range of services includes debt management, investments/cash management, payment processing, billing, accounts receivable, delinquent tax/revenue collections, payroll, accounts payable, financial reporting, risk management, and procurement services.

The Housing Department's mission is to strengthen and revitalize our community through housing and neighborhood investment. Since the Housing Department was established in 1987, the City has been a leader in affordable housing , creating more than 21,000 new housing opportunities for San José residents.
A major function of the Housing Department is its work as a funder. The Department utilizes numerous financing vehicles to bring new affordable housing to fruition and rehabilitate older affordable housing. The Department also funds grants for nonprofits to develop and provide social services, homeless response programs, and community infrastructure. Additional grants support Fair Housing policies, place-based neighborhood efforts, and meal programs for low-income seniors.
The Department oversees a range of other critical programs and initiatives, including rent control and stabilization programs for apartments and mobilehomes, and the City's Ellis Act Ordinance that protects the City's supply of affordable rental housing. The Energy Department operates San José Clean Energy (SJCE), San José's Community Choice Energy program. SJCE has provided residents and businesses with cleaner electricity at lower rates than PG&E since February 2019. The Community Energy Department is dedicated to creating a healthier, more sustainable future for our community and future generations. SJCE interns have performed substantive work for the Account Management and Marketing, Power Resources, and Regulatory and Legislative divisions. Interns develop professional skills and relationships and have a direct impact on the San José community.

The position of Administrative Analyst is a fully qualified journey-level professional classification. Administrative Analyst is distinguished from Management Analyst in that the Management Analyst has a higher level of managerial, budgetary and program administration responsibility. The current vacancy is in the Information Technology Department; however, the eligibility list established from this recruitment may also be used to fill future Administrative Analyst vacancies in other Departments throughout the City.

This position is assigned in the Administration, Fiscal and Performance Management Division, reporting to the IT Admin, Fiscal and Performance Manager. The incumbent will perform professional analysis, administrative support, and conduct research including statistical analysis of the results.  They will be responsible to assist with budget development and management, track and oversee the purchasing process, and manage the department's equipment replacement schedules as well as miscellaneous other management duties as assigned.

Under the direction of the Director of Public Works or their designee, the Management Analyst I performs a variety of journey-level, professional and technical administrative duties in support of Public Works. Work assigned may be in a specific program area and/or to perform administrative duties in support of a division of Public Works or the department as a whole, including research and analysis. The incumbent plans, manages, implements, and evaluates assigned programs, systems, procedures and operations; and coordinates assignments with other departments and outside agencies. Performs other duties as assigned.

The Management Analyst I plays a vital role in supporting the efficient operation of the Public Works department and will be responsible for:

• Asset Management and Tracking: Facilitating the acceptance of new streets and utilities into the City’s inventory and maintaining meticulous records of maintenance activities through ArcGIS. 

• Optimizing Fleet Operations: Ensuring adherence to regulatory standards and requirements such as annual use reporting, emissions, registration, vehicle/fuel procurement and inventory systems. 

• Public Communications, Marketing, and Stakeholder Outreach: Assisting in the development and execution of public communication strategies, marketing campaigns, and stakeholder outreach initiatives to enhance community engagement and awareness of Public Works programs and projects.

• Department and Division Budgeting: Collaborating with departmental stakeholders to assist in budget preparation, tracking, forecasting, and contributing to the development and publication of the Capital Improvement Program (CIP) bi-annually.

• Sanitary Sewer System Program Management: Supporting the management and implementation of the Sanitary Sewer System program by overseeing tasks such as managing and updating sewer lateral ordinances, updating sewer rates, calculating and tracking Equivalent Dwelling Units (EDUs), and updating the Sanitary System Management Plan and annual reporting Plan in compliance with regulatory requirements.

• Personnel Functions: Acting as a liaison to Human Resources and assisting in various personnel functions including recruiting, onboarding, training coordination, tracking, and calendar updates as necessary to ensure timely personnel management. 

• Contractor and Consultant Procurement: Supporting the procurement process for contractors and consultants, including contract administration and tracking of services rendered.

• Street, Tree and Neighborhood Assessment Districts: Managing Special District programs, including but not limited to, development of assessments, regular rate review and updates, stakeholder outreach, coordination and recommending required council action.

• Support the assigned Department Head or manager in achieving division/department-wide goals and initiatives with analysis, management, and program development.

• Regularly interact with other city staff, city council, community representatives and citizens regarding programs.
