THE JOB

At the helm of the City’s legal leadership is a part-time elected City Attorney, Rob Epstein, who has served for seventeen years as San Rafael’s City Attorney with dedication and expertise. An elected City Attorney is fairly rare (a total of 10 statewide) and the part-time position is even more unique. For many years, this distinctive structure has delivered an effective combination of elected political leadership with professional legal support for the City. In this model, the elected City Attorney sits as a trusted counterpart to the elected City Council, providing both legal advice and political leadership.

In addition to the elected part-time City Attorney, the City’s legal office is comprised of two full-time attorneys and one legal assistant. The legal team has been known for its collegial, respectful, and inclusive environment. The City Attorney’s Office also oversees and collaborates with various outside legal counsel, focusing on areas such as land development, human resources, tort litigation, and labor negotiations. 

Due to the part-time nature of the position, the elected City Attorney does not manage or oversee the daily operations of the City’s legal affairs. Instead, this responsibility falls to a strong Chief Assistant/Assistant City Attorney, who provides operational leadership and management. While the elected City Attorney offers high-level legal oversight and representation, the Chief Assistant/Assistant City Attorney and support staff handle the bulk of the legal work, ensuring the City’s legal needs are met efficiently and effectively. The Deputy City Attorney will also work with departments to draft and review contracts, agreements, and other legal documents for daily operations, provide legal support and guidance on PRAs, and conducts legal research and prepares reports or memoranda, and make recommendations to the elected City Attorney. This structure balances the benefits of elected accountability and experience with the necessity of onsite professional legal expertise in managing the City’s legal affairs.

Deputy City Attorney I/II

This classification is part of the Mid-Management employee group, a team of highly qualified and dedicated individuals who work under general direction and supervision of their department Directors. Essential responsibilities include but are not limited to:

• Consults with and provides legal advice to staff in various departments of the Cit. It is anticipated that that a key role of the new attorney will be to consult and support Human Resources with Labor Relations, Discipline, Investigations, ADA, and EEO issues, while also representing and consulting with other client departments.
• Reviews staff reports and advises staff on complex and controversial legal matters.
• Drafts and reviews ordinances, resolutions, contracts, deeds, leases and other legal documents and instruments.
• Represents the City at various City Council, commission and community meetings.
• Performs legal research and prepares opinions on various legal issues for City departments.
• Represents the City in civil and some criminal matters in both state and federal court and in administrative proceedings.
• Represents the City in arbitration hearings.

Assistant City Attorney and Chief Assistant City Attorney
Both classifications are executive management positions under the general direction and supervision of the part-time elected City Attorney. There is a high level of direct communication, coordination, and collaboration with the City Manager and two Assistant City Managers. Both classifications would be part of the City’s executive leadership team and support the City Manager’s Office directly.

Assistant City Attorney

Executive & Operational Management

The Assistant City Attorney focuses on delivering and overseeing the City’s legal services and providing direct legal support to City departments and City staff. 

Both the Chief Assistant City Attorney and City Attorney perform all of the traditional legal duties found in municipal legal operations such as, but not limited to:

• Ability to act as Acting City Attorney when part-time elected City Attorney is not available.
• Perform legal research; review and apply laws, rules, cases and ordinances; and prepare opinions on various legal issues.
• Proactively identify legal risks and develop strategies to reduce and manage those risks.
• Coordinate and supervise the work of outside counsel engaged by the City for special legal issues and litigation matters.
• Negotiate and draft and/or approve contract forms, complex contracts, deeds, leases and other legal documents and instruments.
• Prepare complex and routine opinions; advise City Council and staff regarding proposed courses of action and City policy.
• Represent the City at various City Council, board, and commissions meetings and in court as assigned, and render legal advice on agenda items.
• Represent the City in civil and some criminal matters in both state and federal courts and in administrative proceedings.
• Supervise, train and evaluate assigned staff attorneys and support staff.

Chief Assistant City Attorney

The Chief Assistant City Attorney also manages the responsibilities outlined in the Assistant City Attorney and additionally handles the most complex legal issues in partnership with the City Manager and in support of the part-time elected City Attorney. The Chief Assistant City Attorney acts as a key advisor and strategic partner to the City Manager, and at times the City Council. The Chief Assistant City Attorney functions with a high level of executive level autonomy and independence.

About the Role

The newly created Community Services Division Director position is an exciting and unique opportunity to build a new division of the City of San Rafael.

The Community Services Division Director will play a pivotal role in shaping and leading the City of San Rafael's efforts to address critical social issues, particularly focusing on homelessness at this time.  Reporting directly to the Assistant City Manager, the Division Director will oversee and develop the newly created Community Services Division, ensuring the effective development and implementation of programs that improve the quality of life for residents in need.

In this role, the Division Director will manage a broad range of responsibilities, from strategic planning and policy development to budget management and interdepartmental and interagency coordination. They will be a key liaison between the City and  our County partners, and various other stakeholders, including public agencies, community organizations, and residents. Their work will involve close collaboration with other City departments, public and private partners, and community groups to advance initiatives that address homelessness and related services.

In their first year, they’ll work to develop the City’s first homelessness strategic plan, setting priorities and policies to guide the City’s work in this space for the next five years.

One of the key, immediate priorities the Division Director will oversee is the implementation of the City’s $6M Encampment Resolution Fund Grant. This includes leading the contractor and staff team operating the City’s planned Sanctioned Camping Program and spearheading the identification of a site for a future interim shelter and/or transitional housing. In addition, they’ll also coordinate the implementation of the City’s Camping on Public Property ordinance.

The Community Services Division Director will directly and indirectly lead a dedicated team, guiding their efforts to deliver high-quality services that meet and respond to the needs of the community. The City of Thousand Oaks has an exciting opportunity! We are seeking a knowledgeable and results oriented Plan Check Supervisor who will be responsible for staff oversight, assigning, reviewing, organizing, and participating in the work of the Plan Check Section staff in the Building Division of the Community Development Department.

Plan check functions include ensuring permits are issued only for those plans that meet all state and local codes regulating life-safety, quality of life, energy conservation, and structural safety standards. This position is responsible for the more technical and complex plan check tasks and serves as a technical resource to staff.

• Makes code interpretations for, responds to more complicated inquiries from, and provides information to architects, engineers, contractors, building designers, owners, and the general public regarding plan review and other code-related items and issues.
• Explains, interprets, and provides guidance regarding applicable codes, regulations, hand-outs, and related materials to the public, architects, engineers, contractors, developers, owners, staff, and other interested parties; answers questions regarding building codes and requirements and interprets plans for field inspectors; resolves highly complex and sensitive customer service issues, including alternate methods and materials, either personally, by telephone or in writing; maintains records and documents of customer service issues and resolutions.
• Coordinates activities and plan review processing with other City staff and staff from other agencies including counter technicians, planners, inspectors, building officials, engineers, fire inspectors, health department plan checkers, and others; assists other Divisions and Departments, including Planning, Public Works, and Finance, in providing information and answering inquiries regarding various projects, fees, plans examination, code interpretations, internal divisional policy and procedures, determination and calculation of valuations, permit costs, and related fees.

Accountant I

This is the entry-level classification in the Accountant Series. Initially under close supervision, incumbents perform a variety of professional accounting duties while learning City policies and procedures. As experience is gained, assignments become more varied, complex, and difficult and close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the II level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.

Accountant II

This is the full journey-level classification in the series. Positions at this level are distinguished from the I-level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Successful performance of the work requires thorough knowledge of governmental accounting practices and procedures, fund accounting, and fiscal management.

The positions in the Accountant class series are flexibly staffed. Accountant I positions have the opportunity to advance to the Accountant II level, subject to management approval and the employee’s ability to (i) perform the full range of duties assigned to the Accountant II level, and (ii) acquire the knowledge, skills, and experience necessary to meet the minimum qualifications for the Accountant II level of the series.

The Santa Clara County Housing Authority (SCCHA) is the county’s largest provider of affordable housing, helping make rental housing safe and affordable for approximately 20,000 low-income households.

SCCHA’s Real Estate Development Division is a mission oriented, dynamic, and collaborative team, working closely together to creatively develop new affordable housing as well as preserve existing assets in service of the tenants and communities we serve.  By embedding the innovative spirit of the Silicon Valley into our agency’s culture, we are elevating our efforts to address the affordable housing shortage in Santa Clara County.  To ensure equity and justice, we prioritize housing developments for extremely low-income individuals and families that embrace residents’ lived experiences.  Our resident-centered approach leverages our real estate capacity, talented staff, and community partnerships. 

We are looking for a dynamic individual who will be a part of the real estate department and help us to develop a pipeline of over 20 projects and over 1200 units of affordable housing.  We are looking for an individual that will oversee and manage a team of project managers with projects ranging from new construction multi-family housing, renovation and rehabilitation of existing structures, repurposing of commercial properties for affordable housing, and master planning of large transit-oriented sites.

What Our Team Is Looking For:

Any equivalent combination of education and/or experience likely to provide the required core competencies may be considered. A typical combination that is qualifying may include: 

• A bachelor’s degree from an accredited four-year college or university with major coursework in community development, business, economics, urban planning, or a related field; and
• Five (5) years of progressively responsible experience in residential property development, acquisition, and/or rehabilitation, Low-Income Housing Tax Credit (LIHTC) from applications and financing through conversion, to permanent financing, including two (2) years of experience supervising and managing affordable housing and development programs, budgets, activities and staff.

THE POSITION:

The ideal candidate for the Senior Secretary position in the City Clerk's Office will be a highly organized and detail-oriented individual, capable of handling a wide range of administrative and clerical duties. They should possess excellent communication skills, both written and verbal, to efficiently interact with members of the public, City officials, and other departments. Strong proficiency in office software, including word processing and spreadsheets, is essential for this role. The candidate will also need to demonstrate a deep understanding of record-keeping and be able to maintain confidentiality with sensitive information. Familiarity with the City's legislative process, Municipal Code, and Public Records Act is a plus. Additionally, the ideal candidate should be a proactive problem solver, with the ability to prioritize tasks and manage multiple projects simultaneously. Experience in taking minutes for a public body and interacting with members of the public is highly desirable.

Essential Duties

What you will do: 
Duties may include but are not limited to the following:

• Relieve supervisor or other department staff of administrative support service functions; utilize independent judgement and initiative.
• Act as interdepartmental liaison relating to administrative or project support functions for the office and for compliance with city regulations and practices relating to those functions.
• Perform administrative clerical duties related to area of assignment such as rent review, automated inventory systems or plan review.
• Interpret, apply and explain polices and procedures related to area of assignment; determine eligibility of participation by individuals requesting services related to area of assignment.
• Prepare correspondence and supporting documentation relating to area of assignment; maintain accurate records and files of program activities.
• Plan, assign and review the work of assigned clerical  personnel including providing input on performance evaluations.
• Respond to public inquiries, both on the telephone and in person, and refer to appropriate staff member for more specific information as appropriate; exhibit familiarity with functions of the city.
• Assist in preparing procedures, operating manuals, written material, budgets, forms, charts and/or other documents for internal or external distribution.
• Act as information source to inquiries not requiring the supervisor's attention and otherwise assist in representing the department by telephone and in person.
• Type letters, reports, memoranda and other documents relating to the department or division which may include contracts, proposals, technical documents, statistical and/or special forms, budgets, and charts.
• Compose routine correspondence and memoranda; proofread for accuracy, correct form, content and proper English usage.          
• Collect information from a variety of documents pertinent to assigned department or functional area of responsibility; compile data for reports; prepare routine reports as required.
• Maintain and monitor records and files; follow up on due dates; perform other monitoring functions to ensure timely completion of work.
• May make appointments for staff and maintain daily  calendars; may arrange meetings and conferences for supervisor and/or other administrative staff; prepare material and handle transportation when necessary.

THE POSITION

Tri-City is looking for an individual to serve as a Clinical Therapist I/II for the Adult Outpatient Program (AOP). The Clinical Therapist I/II will appeal to individuals who are inspired by challenges and opportunities presented in working with an engaged and active community with moderate to severe behavioral health clients. 

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

Police Records Specialist

The Police Records Specialist is a civilian, non-sworn position responsible for performing essential and sensitive administrative work in maintaining Police Department records, criminal information, and court documents. This position requires strong computer and organizational skills and attention to detail when processing and maintaining various police records, reports, statistics, and other related materials. Police Records Specialists interact daily with Town personnel, other law enforcement agencies, and the public. They must operate with complete confidentiality, diplomacy, and tact.

Police Records Specialists staff the public counter at the Town's Police Headquarters and assist walk-in customers with completing various forms and applications and processing subpoenas, criminal complaints, citations, and warrants. Successful candidates in this position possess strong customer service and communication skills, a calm demeanor, and the ability to maintain composure when dealing with difficult, high-stress situations.
