The ADA Analyst is responsible for ensuring accessibility compliance across our bus stops, transit centers, vehicles, and facilities for San Mateo County Transit District (SamTrans) and Peninsula Corridor Joint Powers Authority (Caltrain).  Under the direction of the ADA Administrator, the successful candidate must be able to work independently, communicate effectively, and maintain strong working relationships with staff, consultants, and the public. A solid background in ADA (Americans with Disabilities Act) compliance, accessibility standards, and/or building codes is essential.

Essential Functions & Duties

Examples of Essential Functions:

• Support the ADA Administrator in the development, coordination, and implementation of the ADA Transition Plan and Self-Evaluation.
• Ensure accessibility considerations are integrated into agency planning, operations, and capital projects.
• Serve as a technical resource to staff, consultants, and project teams on ADA and CBC accessibility requirements.
• Monitor and track compliance with applicable accessibility codes, regulations, and standards.
• Contribute to creating a culture of accessibility, inclusivity, and continuous improvement within the agency.

• Conduct field evaluations of bus stops, shelters, transit facilities, and rights-of-way for ADA and CBC compliance.
• Review project plans, construction documents, and specifications to verify accessibility compliance.
• Provide technical guidance to planners, engineers, and project managers during design and construction.
• Respond to accessibility inquiries and assist in the resolution of ADA-related complaints.
• Prepare clear written reports summarizing field findings, deficiencies, and recommended corrective actions.
• Maintain accurate record-keeping systems and compliance documentation.
• Collaborate with internal departments and external stakeholders to address accessibility issues and support project delivery.
• Perform all job duties and responsibilities in a safe manner to protect self, fellow employees, and the public from injury or harm.  Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
• Perform other duties as assigned.

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to: 

• A Bachelor’s degree in construction, civil engineering, architecture, or related field.
• Three (3) years of experience in accessibility compliance, ADA analysis, building inspection, or directly related field.
• Professional working knowledge of the Americans with Disabilities Act (ADA) and accessibility standards.
• Able to conduct field inspections in San Mateo and neighboring counties.

• Able to possess a valid CA driver’s license with a good driving record.
• Strong communication and report-writing skills.
• Ability to work independently and collaboratively with staff, consultants, and the public.
• Experience reviewing project plans or documents for ADA compliance.
• Professional experience in compliance measures or enforcement of ADA requirements. 
• Experience developing site-specific construction designs or plans. 
• Experience with field construction and trade work.
• Experience collaborating with internal and external customers and diverse stakeholders including disabled individuals, regulatory agencies, and public advocacy groups. 
• Experience using accessibility evaluation tools, hardware, and software to assess compliance and identify accessibility issues proactively.

Work Environment:  This position is part of the Planning Department at Midpen’s office in Los Altos, California.  The Planner III will be expected to be available to provide project presentations in the evenings and sometimes on weekends. The Senior Building Inspector conducts routine and complex inspections of buildings and structures at various stages of construction, alteration, and repair to verify compliance with approved plans and applicable building, accessibility, fire, electrical, energy, mechanical, plumbing, zoning, and sign codes. This position also performs plan checks of construction documents, prepares inspection reports, and issues corrective actions when necessary, while maintaining strict adherence to safety regulations on all job sites.

Under general supervision, the Senior Building Inspector provides technical assistance to the public, responds to inquiries regarding the construction process, and works collaboratively with other City departments. In addition, this role oversees inspection assignments, supervises and trains building inspectors, serves as the primary staff contact for building inspection complaints and dispute resolution, and performs related duties as assigned.

Experience and Training - Sr. Building Inspector 

Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Possession of a high school diploma or equivalent, and four (4) years of increasingly responsible and recent work experience in building inspection and/or construction. Public sector and lead or supervisory experience is preferred.

License and Certificate:

• Possession of valid Combination Residential Inspector or Combination Commercial Inspector, and Plans Examiner certification from an approved agency. 

Special Requirements:

Some outdoor work is required in the inspection of various land use developments and construction projects. While performing the outdoor duties of this job, the employee frequently works near moving mechanical parts around high- voltage energized electrical equipment, climbs scaffolding and ladders, works in high, precarious places and is occasionally exposed to wet and /or humid conditions.

ABOUT THE POSITION
The City of Gilroy is recruiting a Senior Planner position in the Community Development Department. DEFINITION

Under general supervision, performs a full range of technical and public contact duties in support of the Town’s code compliance program. This position emphasizes education and prevention by serving as a resource, partner, and guide to residents, contractors, and businesses to promote voluntary compliance and community pride. Responsibilities include proactive community education and outreach, monitoring construction activity, investigating and resolving complaints, and ensuring compliance with the Town’s municipal, fire, building, housing, zoning, and related codes and regulations. When enforcement is necessary, the Coordinator supports individuals through the resolution process by clearly explaining requirements and facilitating corrective action. Work involves extensive collaboration with Town departments and the public, detailed documentation and use of case management systems, and the consistent, fair application of codes and policies. Performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Building Official. Exercises no direct supervision over staff.

CLASS CHARACTERISTICS

The Code Compliance Coordinator class series is flexibly staffed; positions are normally filled at the I level, with advancement to the II level based on demonstrated proficiency, possession of required qualifications, and management approval.

Code Compliance Coordinator I (Journey-Level):

This is the fully qualified, journey-level class in the Code Compliance series. Incumbents are responsible for performing the full range of duties related to municipal code compliance, including complaint investigation, construction site monitoring, inspections, case management, and public education. Employees in this class are expected to work independently, apply codes and regulations with discretion, and serve as educators and resources to the community. Positions at this level may receive direction or instruction as new or unusual situations arise but generally operate with a high degree of independence and responsibility.

Code Compliance Coordinator II (Advanced-Level)

This is the advanced-level class in the Code Compliance series. Positions at this level are distinguished from Code Compliance Coordinator I by the performance of more complex or sensitive compliance cases, the expectation to serve as a subject-matter resource, and potential responsibility for mentoring less experienced staff. Incumbents are expected to exercise greater judgment and may be assigned leadership in high-profile cases, advanced compliance activities, or coordination of multi-departmental enforcement efforts. Progression to this level is typically based on several years of successful performance as a Code Compliance Coordinator I, advanced training and/or certification, and demonstration of proficiency in handling the most complex cases.

Advancement to the Code Compliance Coordinator II level is typically achieved through progression from the I level and is contingent upon (i) management’s determination that the incumbent is regularly performing the full range of duties of the higher classification; (ii) demonstrated satisfactory job performance; (iii) incumbent meeting the minimum qualifications for the higher classification; and (iv) management approval for advancement to Code Compliance Coordinator II.

THE POSITION

• Perform technical level administrative duties in support of the City’s Below Market-Rate (BMR) Housing Program
• Research, collect, and analyze data and prepare draft reports related to the City’s BMR Program
• Create and manage workflows and administrative procedures for annual compliance monitoring of the City’s BMR portfolio
• Conduct BMR unit transactions, including BMR sales and re-sales, refinances and loan payoffs, and leasing of BMR/affordable housing rental units, in collaboration with City’s contracted BMR real estate agent and/or property managers of BMR/affordable housing properties

Under the supervision of the Fire Marshal, is responsible for performing plan review, inspections, and other duties as required.  The position will also be involved to varying degrees with public education, public relations, exterior hazard abatement, engine company pre-fire planning, record keeping, and report writing.

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Receives supervision from the Fire Marshal. EXAMPLE OF DUTIES
This position is responsible for the review of plans, to ensure compliance with applicable Federal, State, and local fire safety laws, ordinances, and codes.  Although not all inclusive, the following serve to represent the various types of plans to be reviewed: planning applications; applications for the subdivision of land; site plans for access and water supply; building and tenant improvement plans; fire protection systems including fire sprinkler, fire alarm, kitchen hood extinguishing systems; and other types of plan reviews that are part of various fire code permitted activities.  

Other duties include attending meetings with other local government agencies such as planning and building departments, architects, contractors, developers, and the general public.  Utilizes the District’s citation process when appropriate and when other means of gaining voluntary compliance are unsuccessful. This position is responsible for conducting in-house training and updating of field inspection staff members on changes occurring in codes enforced by the District.  This position is also responsible for the formulation of standardized field inspection guidelines and record keeping systems for construction projects. Provides supervision, work direction, and technical assistance as directed. Participates in the code change process at the state and international levels. Utilizes tools and technology identified by the District related to performance of tasks. Supports emergency operations as requested and appropriate.

The position is responsible for performing inspections of both new and existing buildings; witnessing various tests required for sophisticated fire protection equipment and verifying proper operation and compliance with applicable codes and standards; prepares necessary correspondence, reports, and records; with regards to projects, confers with architects, engineers, developers, etc.; attends training courses and meetings of professional organizations as directed; performs surveys of fire hazards and processes complaints; conducts and participates in public education and public relations programs; performs other related duties as directed.
