The Department: 

The Water and Sewer Utilities Department is a utility enterprise that provides planning, design, construction, maintenance, and operation of the City's water distribution system, sewer collection system, and recycled water system. The Position: 

The Utility Crew Supervisor is a lead supervisory classification in the Water and Sewer Utility Department. An incumbent in this classification is responsible for performing the most difficult and responsible technical duties and supervising the work of an assigned crew in a specialty area such as water construction and maintenance, water meter testing and maintenance, and sewer system maintenance. The Utility Crew Supervisor is distinguished from the Assistant Water Superintendent in that the latter is responsible for overseeing a Program in the Water Construction, Maintenance, and Operations Division.

EDUCATION AND EXPERIENCE

Minimum Education Requirements: 

Graduation from high school or possession of a GED.

Minimum Experience Requirements: 

Three (3) years of increasingly responsible experience in construction, maintenance, or operations with a public or private water or sewer utility organization.

License/Certifications: 

• A valid Water Distribution System Operator Certificate (Grade D-2 or above) issued by the California Department of Health Services is required at time of application and for the duration of employment.
• A valid California Class C driver's license is required at time of appointment and for the duration of employment.

The following are required when assigned to the water construction and maintenance or sewer system maintenance specialties:

• A valid California Class A or B Commercial driver's license is required at time of application and for the duration of employment.
• A valid Collection System Maintenance Certificate (Grade 2 or above) issued by the California Water Environment Association is required within twelve (12) months of appointment and for the duration of employment.

The following is required when assigned to the water meter testing and maintenance specialty:

• A valid Backflow Prevention Tester Certificate issued by the California-Nevada Section of the American Water Works Association or the Foundation for Cross Connection Control and Hydraulic Research is required within twelve (12) months of appointment and for the duration of employment.

Desirable Qualifications: 

Depending on position assignment, qualifying experience may be required in one of the following specialty areas: water construction and maintenance, water meter testing and maintenance, or sewer system maintenance. 

Other Requirements:  

• May be required to work unusual hours in emergency situations and to be available on an "on-call" basis as assigned.
• May be subject to drug and/or alcohol testing as mandated by federal regulations.

PARKING ENFORCEMENT OFFICER/COMMUNITY SERVICES OFFICER

The Parking Enforcement Officer (PEO) performs a variety of law enforcement support duties with the majority of responsibilities involving enforcement of parking rules and regulations in an assigned area while driving a parking enforcement scooter or car or walking on foot. Duties include  reporting defective street signs, pavement markings and parking meters; providing information to the public concerning city geography, location of buildings, public transit stations and stops, and city functions and offices, impounding and providing for the storage of vehicles as necessary, responding to low priority city ordinance violations, assisting with simple evidence collection as needed, assisting with report taking as necessary, and performing related work as required to assist the patrol staff.   

The PEO will use a computer to make entries, update and make corrections to information and keep a variety of detailed logs and files, while also using a variety of law enforcement communication equipment.  In addition to issuing warnings and citations, the PEO may testify in court regarding citations issued and other events.  These duties will be performed under general supervision and when assigned, working with other staff. The majority of the workday will be spent on the field (i.e., outside) in various weather conditions.

A typical schedule is four 10-hour days per week including weekends, nights, and holidays.  The PEO is a physically demanding position as stooping, lifting, kneeling and reaching overhead and forward is required daily.

DEFINITION:

Under general supervision of the Community and Recreation Services Director, the Community Services Manager administers and manages the Youth and Family Services (YFS) and Homeless Programs of the Community and Recreation Services Department for the City of Union City. YFS services include support for youth violence intervention and prevention through mentoring, employment, outreach, case management, individual and family counseling, parent education, and crisis support. Homeless Programs provide direct case management services to unhoused individuals and families.

CLASS CHARACTERISITICS:

This is a single position management classification assigned overall management and coordination of service delivery for the Community Services including Youth & Family Services, Homelessness Programs and other community-based social services. The Community Services Manager is responsible for achieving defined fiscal and programmatic objectives including but not limited to identifying, preparing, and managing grant proposals, budget, and performance reports for federal, state, and local funding.

EXAMPLES OF DUTIES (illustrative only):

• Manages and implements a delivery system of social services to youth, families and individuals in crises and the unhoused including but not limited to: at-risk youth, dependent children, homelessness support, sustenance and nutrition support, victims of child/adult abuse, domestic violence, and those experiencing mental health and substance abuse.
• Develops, integrates and oversees new social services programs into division/department administrative structure.
• Writes effective and persuasive grant proposals to secure funding to support City projects, programs and activities.
• Prepares performance reports for federal, state and local funding, and program performance and other reports as required by the City.
• Ensures timely and accurate use and reporting of grant funds consistent with purpose(s) outlined by the funding source, and communication of proposed variances to use of funds as necessary.
• Manages, trains, motivates and evaluates a team of multi-disciplinary staff. Provides overall technical and management direction/coordination to personnel in assigned area of responsibility.
• Works collaboratively with public, private and non-profit organizations, community members and other stakeholders including County and State level regional bodies and taskforces to build partnerships and coalitions to increase the effectiveness and efficiency of programs and service delivery methods.
• Conducts presentations of programs and services provided to public, groups and other agencies.
• Serves as a departmental liaison with community social and mental health agencies, local law enforcement and criminal justice agencies, the faith community, community organizations and non-profit organizations, the school district, and others to adequately assess and represent community needs.
• Participates in department, city and community meetings as necessary.
• Conducts assessments to identify appropriate resources and provide referral services (secondary duty).

The Position

The County is a diverse and dynamic community spanning a wide range of urban, suburban, rural, and coastal settings throughout the unincorporated community.

The Assistant Building Official leads building inspection activities to provide excellent customer service and to ensure development meets life safety, fire, structural, and energy efficiency standards.

Under the direction of the Building Official, the Assistant Building Official will assist in planning, organizing, directing, and evaluating the direction of the Building Inspection unit in the Planning and Building Department; exercise direct and indirect supervision over professional and technical staff; act as the Building Official in their absence; and perform a variety of technical tasks related to assigned areas of responsibility.

Examples of Duties

Duties may include, but are not limited to, the following:

• Assist the Building Official in planning, organizing, directing and evaluating the administration and technical direction of the Building Inspection unit.
• Select, assign, supervise, and evaluate the work of building counter and field inspection personnel; plan and coordinate in-house and field staff training and development programs; and recommend or initiate personnel actions such as promotions, transfers, dismissals, and disciplinary measures.
• Assign work activities and projects; conduct periodic field inspections to monitor workflow and ensure conformance with approved plans, specifications, ordinances, laws and materials; and conduct more difficult building and housing inspections.
• Investigate and resolve complaints or difficult interactions in the field regarding requirements or customer service; and assist in analyzing and solving administrative, office, and technical problems.
• Evaluate and review new or specialized construction practices and provide recommendations to the Chief Building Official.
• Assist staff with technical questions at the building counter.
• Serve as Acting Building Official in their absence.
• Perform related duties as assigned.

Minimum Qualifications

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

Education:

Equivalent to a Bachelor’s degree from an accredited college or university with major coursework in construction, civil engineering, architecture, public administration, management, or a related field. Occupational experience and related certificates of achievement may be accepted as evidence of required training. Additional training in management is highly desirable.

Experience:

Five years of increasingly responsible experience in building code inspection and enforcement, engineering and surveying, or code compliance, including one year of supervisory experience.

Licensure/Certification:

• ICC (International Code Council) Certification as a Combination Inspector or ability to obtain within one (1) year of hire. (Per California Health and Safety Code Section 18949.28(a).)
• Registered as a Certified Access Specialist (CASp) by the State of California or ability to become registered within one (1) year of hire.
• ICC certified as a Plans Examiner is highly desirable.

The Air District is currently accepting applications for the position of Staff Specialist I/II in the Community Engagement Office. This is an open recruitment for two (2) full-time, limited-term contract positions. Both positions are for a 3-year term.
 
This is a Limited Term Contract Employee (LTCE) Position.  LTCE positions are funded by grants or other designated funds which are not part of the Air District’s ongoing general fund budget.  LTCE positions are subject to individual employment contracts and are limited to the duration of their funding source.  Regular employees have the right to apply for an LTCE position.   However, LTCE positions are not subject to the terms of the Employee Association MOU, and LTCE employees serve on an at-will basis.  
 
About You in the Position
Are you interested in reducing air pollution and improving health outcomes in the most impacted and overburdened communities in the Bay Area? Are you motivated to develop and implement plans, projects and policies that address air pollution injustices and inequities?
 
The Assembly Bill 617 Staff Specialist I/II will support outreach, engagement and partnerships with communities overburdened by air pollution to advance solutions towards equity and environmental justice. One position will support two teams that are working to co-develop local Community Emissions Reduction Plans with environmental justice communities in East Oakland and Bayview Hunters Point/ Southeastern San Francisco as part of the Air District’s Community Health Protection Program (Assembly Bill 617). Another position will support the Richmond/ North Richmond/ San Pablo team that is working towards implementation phase of the Community Emissions Reduction Plan. The Staff Specialist will work with teams to implement outreach and engagement activities to support monthly Community Steering Meetings, including:

• Creating agendas and taking detailed notes for internal planning meetings and external meetings with community-based organizations, Co-Chairs, Co-Lead partners on AB 617 community projects.
• Coordinating and facilitating meetings with community members. 
• Creating and reviewing template PowerPoint presentations and agendas for conformance with guidelines and policies.
• Coordinating or working with a consultant on event planning and logistics for virtual, hybrid and in-person monthly Community Steering Committee meetings and other sub-committee meetings.
• Effectively communicating, in writing and orally, to wide variety of audiences, including government staff, community residents, businesses and Board members.
• Actively interpreting complex and technical information to community members. 
• Drafting contract Scopes of Work, participating in bid processes, reviewing and analyzing invoices received from consultants and cross referencing with Scope of Work, provides status of invoice payments, monitoring contract budget and confirmation of payments. 
• Conducting routine outreach and communication on behalf of the Air District to community members.

 
Assembly Bill 617
Assembly Bill (AB) 617 (C. Garcia, Chapter 136, Statutes of 2017) was signed into law alongside Assembly Bill 398 which extended California’s cap-and-trade program for greenhouse gas emissions. AB 617 addresses environmental justice concerns regarding the extension of the cap-and-trade program by requiring the California Air Resources Board, with input from community groups, air districts and others, to select locations around the state to prepare community-led plans to reduce emissions of toxic air contaminants and criteria pollutants. Communities can also be selected to prepare community-led monitoring plans. The primary requirement for community selection is a demonstrated high cumulative exposure burden to air pollution and associated health disparities. In the Bay Area, and around the state, these communities are often low-income communities of color.
 
In 2017, West Oakland and Richmond were selected as the first communities to participate in the AB 617 program. Since then, East Oakland and Bayview Hunters Point/Southeast San Francisco communities have been added to the program. The Air District works closely with these communities to both develop and implement emission reduction and monitoring plans.

CLASS CHARACTERISTICS:

ASSISTANT PLANNER

The Assistant Planner is the entry-level flexibly staffed classification within the professional planning series. Work is reviewed upon completion of assignments, assessing draft reports for adequacy, factual content, presentation, and the soundness of interpretations and conclusions. The Assistant Planner classification is distinguished from the Associate Planner as the former is expected to perform with the same independence of direction and judgment as the Associate Planner and would receive direction and assistance as they progress in the position.

ASSOCIATE PLANNER

The Associate Planner is the journey level flexibly staffed classification within the professional planning series. Positions in this class require substantial professional planning experience. This class is distinguished from the Assistant Planner by assignment of the full range of professional planning duties. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies within the workplace. This role involves undertaking planning work of substantial professional difficulty, requiring a high level of expertise in research, data gathering, analysis, design, and report writing. The Associate Planner is responsible for overseeing the preparation and administration of area and specific plans and managing other complex planning and development projects. Assignments are usually broad in scope and require the use of judgment base on experience in making complex technical decisions. Assignments may require technical or functional supervision of technical and/or clerical positions.

ASSISTANT PLANNER ($7,332 - $8,910)

• Under direction, reviews building, site and architectural plans, use permits, code amendments, variances, development proposals, and other related documents for conformance to City standards and other applicable state and federal rules and regulations; may serve as primary point of contact to developers and property owners in meeting these standards.

• Perform Monitoring of advanced Networking and Server based devices, evaluate IT/OT SCADA (Supervisory Control and Data Acquisition), cybersecurity concerns, perform critical vulnerability patching, maintaining our systems to avoid impacting operational uptime, and perform security upgrades.
• Perform research into new highly complex technologies to increase the organization’s efficiency and effectiveness including POCs of these technologies.
• Act as project manager and technical lead for in the design, development, and maintenance of the most complex Valley Water applications.
• Confer with end user and define application requirements; recommend and develop solutions; conduct cost/benefit analyses; prepare justification for new or enhanced modifications; ensure that recommendations comply with Valley Water standards and conventions; Research and evaluate systems for technical fit and fit for purpose and fit for use for the business.
• Develop written technical documentation, internal operating procedures, and user manuals and instructions; develop instructional materials and conduct training programs on new or enhanced applications; update technical and training manuals as required.
• Serve as a technical resource lead for maintaining, enhancing, and upgrading the department’s current and long-term computer system operations.

Ideal Experience:

• Six (6) years of increasingly responsibility of enterprise grade networks, virtualized server infrastructure, Cybersecurity, IT/OT SCADA (Supervisory Control and Data Acquisition), PaaS, or SaaS software applications programming and analysis experience
• Expertise in supporting networking and server virtualization solutions.

The City of Berkeley invites applications for the position of Housing Inspector II (Certified)! In this role, you will perform skilled inspection work with City residential housing inspection programs. You will independently perform the full scope of work in the investigation, reporting and follow-up of housing deficiencies to gain compliance with housing, building, zoning, fire, mechanical, plumbing, electrical, and related codes and regulations.

Assignments are varied and generally require close interaction with the public, providing information and interpretation of applicable ordinances, codes and regulations. We'll expect you to exercise considerable independence and discretion in conducting inspections, resolving complaints and enforcing inspection results.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from high school and at least two years of full-time experience equivalent to Housing Inspector or Building Inspector or Code Enforcement Inspector for a public agency. 

Must possess:

• An International Code Council (ICC) OR California (CA) certification in Residential Building or Housing Inspection or in Code Enforcement; and
• ICC or CA Residential or Commercial Electrical Inspector certification and ICC or CA Residential or Commercial Plumbing Inspector certification, or equivalent ICC or CA Legacy Certification for either Combination Inspector or Combination Dwelling Inspector.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record.
