The City of Livermore is currently accepting applications for an Assistant or Associate Engineering Technician. There is one vacancy that the City can elect to fill at either level.

THE POSITION

Assistant and Associate Engineering Technicians perform office and field engineering functions in connection with public works activities. The current vacancy is assigned to Construction Inspection and will perform field inspections of public works projects, developments, and activities requiring permits and inspection; and inspects grading, underground utilities, City water mains, sewers, storm drains, curbs, gutters, paving, irrigation systems, streetlights, and other infrastructure construction for conformance with regulatory standards, plans, and specifications. The Assistant Engineering Technician is the entry level classification in the series, and the Associate Engineering Technician is the journey level classification in the Engineering Technician series, with responsibility for more complicated technical tasks.

Examples of duties and responsibilities may include:

• Performs field inspections of public works projects, developments, and activities requiring permits and inspection
• Inspects grading, underground utilities, City water mains, sewers, storm drains, curbs, gutters, paving, irrigation systems, street lights, and other infrastructure construction for conformance with regulatory standards, plans, and specifications
• Maintains daily written records of progress made in construction and materials used
• Makes progress payments, writes change orders, and performs other contract administration duties on routine public works projects
• Assists contractors and the public in interpreting and complying with construction requirements
• Prepares monthly progress payment records
• Issues stop work orders when necessary
• Checks compliance of contractors with local, regional, state, and federal regulations including those governing wages and payroll
• Investigates and resolves citizen complaints regarding construction work on City facilities
• Enforces safety regulations

The City of Berkeley invites you to apply for the position of Associate Transportation Engineer in the Transportation Division of the Public Works Department! 

When assigned to development review, you will have the opportunity to review residential, commercial, industrial and public works project plans, traffic impact reports, and other development and design related documents for compliance with City of Berkeley standards and regulations including all applicable local, state, and federal codes and guidelines; evaluate and recommend mitigation measures to address adverse impacts of development projects; review plan checks for small developments; and review traffic control plans for construction projects.

When assigned to capital projects designs and traffic signal systems, you will have the opportunity to manage capital improvement projects including development of conceptual design options, detailed engineering design, bid, and construction administration; prepare council reports, conduct presentations, and respond to project-related public inquiries; design/review traffic engineering design elements for Complete Streets Projects and traffic calming projects; work with project development team to analyze street and road use for all road users focusing on safety and efficiency of transportation networks; and work with traffic signal maintenance team to maintain and upgrade city’s traffic signal system, including using Synchro traffic signal timing software. An ideal candidate in this role is proficient in scope, schedule, and cost management with managing multiple projects and competing priorities simultaneously as well as working knowledge of complete streets design principles, traffic calming and traffic control elements, civil engineering, roadway design, and Citywide plans including Bike Plan and Pedestrian Plan.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from a four-year college or university with major course work in civil or traffic engineering and five years of increasingly responsible traffic engineering experience, three years of which were at a level equivalent to the Assistant Transportation Engineer class. Progressively responsible related experience may be substituted for the college course work on a year for year basis.

Other requirements include possession of a valid California Registration as a professional Traffic Engineer or a professional Civil Engineer. A CA Registration as a Traffic Engineer is preferred. Candidates must also possess a valid California driver's license and have a satisfactory driving record. Desirable qualifications include a master's degree in Transportation Engineering/Planning or a related field.

Under minimum supervision, the position provides journey level engineering assistance to the Town by managing Town capital projects at all stages of planning, design, and construction; conducting the plan check process for all subdivision and private developments; providing transportation planning and traffic engineering; assisting in the development, coordination, and management of engineering programs; operations and maintenance programs and services and performs related duties as required.

Join the City of Berkeley's Planning and Development Department in its effort to protect the health, safety, and welfare of citizens by enforcing building codes and regulations. As a Certified Building Inspector I or II, you will perform skilled inspection work in the enforcement of building, mechanical, plumbing, electrical, zoning and related codes and regulations that govern new building and housing construction, additions, alterations, repairs and use of existing buildings. This work includes resolving problems and complaints to final resolution.

These classifications differ in that the Building Inspector I works under closer supervision and performs less complex inspection work than the Building Inspector II.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities is:
Equivalent to graduation from high school and experience as specified below.

• Building Inspector I:
  • One year of full-time experience as a building inspector with a public agency, OR
  • Four years of full-time experience as a journey level carpenter, electrician, plumber, building plans examiner, public works inspector or permit specialist, OR
  • Three years of full-time experience in the building construction field as a licensed general, plumbing, electrical or mechanical contractor, OR
  • Completion of a two year AA program or equivalent in construction technology or a related field and a minimum of four ICC certificates including building, plumbing, mechanical and electrical.
• Building Inspector II:
  • Three years of full time experience in building inspection work with a public agency.

Other requirements include possession of a valid International Code Council (ICC) Commercial and Residential Building Inspector Certificate or equivalent. In addition, Building Inspector II requires possession of a valid ICC Commercial and Residential Electrical Inspector Certification or equivalent. Equivalency shall be determined by the building official in accordance with state law. Required certifications must be maintained as a condition of employment.

Incumbents in both positions must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required.
