WHAT YOU WILL DO

The Transit Manager is an important part of the City's transit team that provide services including the Auburn Loop fixed route and Auburn OnDemand ride share programs.

Under direction of the Public Works Director, the Transit Manager is responsible for the management, supervision and participation in the daily operations of the Transit Division. The incumbent can expect to be involved in the daily operations, division’s budget, capital and grant-funded development projects, and a wide variety of administrative, research and analytical duties in support of assigned department.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Actual work may vary based on department needs or change due to evolving business practices.

• Plans, prioritizes, assigns, supervises, reviews and participates in the daily operations and staff work of the Transit Division, participates in budget development and administration, and selects, trains and evaluates personnel.
• Establishes schedules and methods for providing transit services, schedules drivers and ensures coverage of shifts, coordinates maintenance and allocation of vehicles, provides safety training, and responds to accidents and incidents, conducts investigations, and takes corrective actions.
• Coordinates transportation needs for schools and special events, coordinates transit activities with other divisions and agencies, and performs customer relations tasks, including answering questions and issuing passes.
• Develops and implements goals, objectives, policies and priorities for the Transit Division, ensures compliance with established policies and procedures, and works with local businesses to promote transit services.
• Conducts research, analyzes data and prepares reports to support decision-making, provides staff assistance to higher-level management, identifies opportunities for service improvement, and recommends changes and improvements to standards and procedures.
• Participates in committees and prepares reports, represents the City at various meetings and events, attends professional group meetings to stay informed about industry trends.
• Perform related duties as required.

 The Accounting and General Services Specialist III position is in the Community Action Department. This position performs a variety of highly complex technical para-professional administrative duties including lead and/or supervisory duties in support of one or more of the following functional areas; facilities management, fiscal and accounting; department administrative or department projects, or programs, that require a thorough knowledge of the terminology, procedures, and practices for the assigned functional area; and performs related work as assigned. The Accounting and General Services Specialist III classification differs from the level II classification, which is the journey level in the series and does not provide supervision or handle highly complex administrative support duties. This position is full-time and is scheduled for forty (40) hours per week. 

WHAT YOU’LL DO

• Maintains routine and highly complex administrative, accounting, personnel, payroll, and/or fiscal records.
• Maintains journals and general ledgers of financial transactions and prepares analytical reports on revenues and expenditures.
• Enters data into computer systems and maintains information systems database; processes transactions, assesses and validates data, compiles documentation, reconciles reports.

The Yuba County Probation Department is seeking to fill a full-time Correctional Technician position at its Youth Detention Facilities. Working under general supervision, the Correctional Technician is responsible for monitoring video and audio systems to maintain the safety and security of both youths and staff within the secure detention areas. Additional responsibilities include performing various technical and clerical tasks related to the intake and release process for juveniles at the Tri-County Juvenile Hall and Maxine Singer Youth Guidance Center, inputting relevant data into the booking system, documenting observations of juveniles, providing public reception and assistance, and other related duties as assigned.

EXAMPLES OF DUTIES:

Essential:

• Process paperwork provided by law enforcement officer or the courts for new inmates or youth; verify information on booking forms; obtain signatures; oversee telephone usage; obtain photographs; inventory and securely process property and money for safekeeping.
• Gather and enter inmate or youth information into computerized booking system; prepare and route computer-generated booking; complete files, logs, charts and other documents associated with jail or juvenile detention facility booking activities.

• Observe and assess the behavior of inmates or youth from a control room; monitor radio communications; and operate intercom and electronic door controls in routine and emergency conditions.

• Monitor inmates or youth on exercise yard from a controlled area; monitor and document inmates’ or youths’ recreational activities.

The County of Yuba is recruiting for both Extra-Help and Full-Time Juvenile Corrections Officers I/II, in an effort to fill current vacancies and expand staffing levels. These positions are located on the Tri-County Youth Rehabilitation Campus which falls under the Juvenile Institutions Division of the Yuba County Probation Department.  The primary responsibilities of this flexibly staffed position are to: provide care, custody, supervision, and control of youth housed in the secured detention facilities while they are pending legal action or serving a post adjudication commitment; ensure and sustain a safe and secure environment for youth; and coordinate counseling and behavior modification activities associated with the operation of the facilities.

About Detention Services & Yuba County:

Our Department believes people can change and we can be instrumental in supporting that change.  We are  a small workplace family that supports one another to accomplish our mission and allow our team members to live full lives outside the workplace. Our Campus provides youth detention services to the communities of Yuba, Sutter, and Colusa Counties as well as several contract counties through our Camp Singer program.  We operate 24 hours a day, 365 days per year, and includes the Tri-County Juvenile Hall, Secure Housing Unit, and Maxine Singer Youth Guidance Center (Camp Singer), under a Joint Powers Agreement between the three counties. Our Department is the administrative agency responsible for the management and daily operation of the facility. POSITION

Provides staff assistance to a City Administrative official; performs responsible professional and technical administrative and analytical duties.  Duties involve budgets, policies, procedures, organization, planning, contracts, facilities, systems, equipment, supplies, special projects, etc., depending on the job assignment, all or some of the following duties and qualifications may be invoked at the discretion of the Department Director.  The purpose of this recruitment is to fill an upcoming vacancy in the Community Development Department and in the Police Department, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE

Candidate must be able to learn the complex duties of the Department, including budget preparation, creating and monitoring revenue projections, and reviewing expenditure reports, as this position is responsible for overseeing the department budget for all program areas. The Ideal Candidate for this position must be a “team player” with excellent interpersonal and time management skills along with a well-established approach to customer service with both the public and staff. Management Analyst I - This is the entry level class in the Management Analyst series.  Positions at this level are distinguished from the II level by the performance of less than the full range and complexity of duties as assigned to the journey level class within the series.  Incumbents at this level typically have limited related work experience and are unfamiliar with the functions, operations and procedures of assigned department or office. This class, therefore, is typically used as a training class within the series.

Management Analyst II - This is the full journey level class of the Management Analyst series.  Positions at this level are distinguished from the Management Analyst I level by the performance of the full range and complexity of duties as assigned with minimal assistance or direction.  Incumbents are thoroughly familiar with the operating procedures of the department or office to which assigned, and possess technical expertise related to assigned program responsibilities.  Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

• Compiles data and assists in developing recommendations on the formulation of policy, procedure, staffing, and organizational changes; participates in the installation of new and revised programs, systems, procedures and methods of operation.
• Conducts surveys and performs research and statistical analyses on administrative, fiscal, personnel, and/or operational problems.
• Assists in the process of identifying City wide or Department-wide information system needs, including computer hardware/software and training programs.
• Researches and/or assists in the preparation, analysis, and administration of the department operating and/or capital budget.
• Researches, develops, reviews, and prepares grant applications, including monitoring existing programs for compliance with regulations.
• Represents the City in intra-departmental, community, and professional meetings.
• Develops budget documents.  
• Tracks expenses to ensure compliance with the budget.
• Responsible for managing contracts within the City.  This includes developing Request for Quotations (RFQ), Request for Proposals (RFP) and monitoring for compliance and budget.
• Compiles materials and prepares and/or assists in the preparation of reports, manuals, and publications.
• Assists in the coordination of departmental activities with departmental divisions, other City departments and outside agencies.
• Assists in the design and implementation of systems and forms for use in a City department or administrative office including, but not limited to, City wide information systems.
• Regular, predictable, consistent and timely attendance is an essential function of the position, in that the failure of such attendance undermines the City’s ability to provide critical services to employees, department and the public.

QUALIFICATIONS

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain these abilities would be:

Education

Management Analyst I and II:

Equivalent to a Bachelor’s degree from an accredited college with major coursework in public administration, business administration, or a closely related field

Experience

Management Analyst I:

One (1) year of administrative, budgetary or other management analysis or similar experience

Management Analyst II:

Two (2) years of experience comparable to that of a City of Woodland Management Analyst

Knowledge of a second language is highly desirable.

About the Position

The Public Works Maintenance Worker I is an entry-level classification in the Maintenance Worker series. City departments include the City Manager’s Office, City Attorney, City Clerk, Finance, Human Resources, Community Development, Fire, Library and Recreation, Police, Economic Development, and Public Works.

THE JOB

At the helm of the City’s legal leadership is a part-time elected City Attorney, Rob Epstein, who has served for seventeen years as San Rafael’s City Attorney with dedication and expertise. An elected City Attorney is fairly rare (a total of 10 statewide) and the part-time position is even more unique. For many years, this distinctive structure has delivered an effective combination of elected political leadership with professional legal support for the City. In this model, the elected City Attorney sits as a trusted counterpart to the elected City Council, providing both legal advice and political leadership.

In addition to the elected part-time City Attorney, the City’s legal office is comprised of two full-time attorneys and one legal assistant. The legal team has been known for its collegial, respectful, and inclusive environment. The City Attorney’s Office also oversees and collaborates with various outside legal counsel, focusing on areas such as land development, human resources, tort litigation, and labor negotiations. 

Due to the part-time nature of the position, the elected City Attorney does not manage or oversee the daily operations of the City’s legal affairs. Instead, this responsibility falls to a strong Chief Assistant/Assistant City Attorney, who provides operational leadership and management. While the elected City Attorney offers high-level legal oversight and representation, the Chief Assistant/Assistant City Attorney and support staff handle the bulk of the legal work, ensuring the City’s legal needs are met efficiently and effectively. The Deputy City Attorney will also work with departments to draft and review contracts, agreements, and other legal documents for daily operations, provide legal support and guidance on PRAs, and conducts legal research and prepares reports or memoranda, and make recommendations to the elected City Attorney. This structure balances the benefits of elected accountability and experience with the necessity of onsite professional legal expertise in managing the City’s legal affairs.

Deputy City Attorney I/II

This classification is part of the Mid-Management employee group, a team of highly qualified and dedicated individuals who work under general direction and supervision of their department Directors. Essential responsibilities include but are not limited to:

• Consults with and provides legal advice to staff in various departments of the Cit. It is anticipated that that a key role of the new attorney will be to consult and support Human Resources with Labor Relations, Discipline, Investigations, ADA, and EEO issues, while also representing and consulting with other client departments.
• Reviews staff reports and advises staff on complex and controversial legal matters.
• Drafts and reviews ordinances, resolutions, contracts, deeds, leases and other legal documents and instruments.
• Represents the City at various City Council, commission and community meetings.
• Performs legal research and prepares opinions on various legal issues for City departments.
• Represents the City in civil and some criminal matters in both state and federal court and in administrative proceedings.
• Represents the City in arbitration hearings.

Assistant City Attorney and Chief Assistant City Attorney
Both classifications are executive management positions under the general direction and supervision of the part-time elected City Attorney. There is a high level of direct communication, coordination, and collaboration with the City Manager and two Assistant City Managers. Both classifications would be part of the City’s executive leadership team and support the City Manager’s Office directly.

Assistant City Attorney

Executive & Operational Management

The Assistant City Attorney focuses on delivering and overseeing the City’s legal services and providing direct legal support to City departments and City staff. 

Both the Chief Assistant City Attorney and City Attorney perform all of the traditional legal duties found in municipal legal operations such as, but not limited to:

• Ability to act as Acting City Attorney when part-time elected City Attorney is not available.
• Perform legal research; review and apply laws, rules, cases and ordinances; and prepare opinions on various legal issues.
• Proactively identify legal risks and develop strategies to reduce and manage those risks.
• Coordinate and supervise the work of outside counsel engaged by the City for special legal issues and litigation matters.
• Negotiate and draft and/or approve contract forms, complex contracts, deeds, leases and other legal documents and instruments.
• Prepare complex and routine opinions; advise City Council and staff regarding proposed courses of action and City policy.
• Represent the City at various City Council, board, and commissions meetings and in court as assigned, and render legal advice on agenda items.
• Represent the City in civil and some criminal matters in both state and federal courts and in administrative proceedings.
• Supervise, train and evaluate assigned staff attorneys and support staff.

Chief Assistant City Attorney

Executive, Operational and Strategic Partnership

The Chief Assistant City Attorney also manages the responsibilities outlined in the Assistant City Attorney and additionally handles the most complex legal issues in partnership with the City Manager and in support of the part-time elected City Attorney. The Chief Assistant City Attorney acts as a key advisor and strategic partner to the City Manager, and at times the City Council. The Chief Assistant City Attorney functions with a high level of executive level autonomy and independence.

  • Deputy City Attorney I: No minimum municipal legal experience necessary
  • Deputy City Attorney II: 2 years of progressively responsible experience in municipal law.
  • Assistant City Attorney: 6 years of progressively responsible experience in municipal law.
  • Chief Assistant City Attorney: 8 years of progressively responsible experience in municipal law plus 2 years of responsible management and administrative experience.
