The total salary range for the Associate Transportation Specialist Position classification is $54.94 to $72.69 hourly or $114,266.88 to $151,198.32 annually. Planning, Policy, and Sustainability Division: Transportation Planning & Policy (Multimodal Planning)

This Associate Transportation Specialist position is in the Transportation Planning & Policy team. The position focuses on developing long-range multimodal transportation improvement plans (MTIPs) for planned growth areas in the city. An MTIP is a community-based transportation plan for a study area that builds upon past planning efforts, reflects the priorities of demographically diverse neighborhoods, and defines a path forward for implementing multimodal transportation improvements that address community needs and accommodate future growth. The position works with community members to identify strategies and infrastructure investments that provide safer, more affordable, and healthier mobility options for people of all ages and abilities.

This position reports directly to the Transportation Planning Manager and supervises one Transportation Specialist and interns. The position works directly with six staff in the Transportation Planning & Policy team. The position manages the Multimodal Planning function of the team to deliver MTIPs as well as oversee subsequent planning phases leading to the delivery of planned projects. Constructive, creative, and self-motivated, demonstrating a strong desire and skills to support transportation planning needed to achieve the Envision San José 2040 General Plan Goals and Policies are required. The position requires occasional attendance and participation in public engagement activities in evenings and on weekends.

Key responsibilities of this position include but are not limited to:

• Plan, coordinate, document, analyze, report, for project management.
• Conduct in-person and virtual public engagement activities including workshops, focus groups, stakeholder interviews, field surveys, transit/bike/walk audits, pop-ups, and pop-ins throughout the city.
• Manage the development of multimodal transportation improvement plans, written reports, memorandums, and presentation materials, etc.
• Analyze information using geographic information system software (e.g., ArcGIS).
• Prepare drawings, figures, methodologies, and documents using design tools (e.g., Microsoft Office, InDesign, Sketchup, and Adobe InDesign and Illustrator).
• Coordinate and oversee the transition from the planning phase to design, construction, and monitoring phases of transportation projects.

Additionally, the position encompasses management for infrastructure improvements, including capacity planning, design, and project management for networking, power, space, and HVAC in the IT physical environments as well as the inside/outside cable plant. Roles & Responsibilities:

• Lead the design, planning, and management of the campus-wide cable plant and IT physical infrastructure to support the Airport improvements, airlines, and tenants, addressing both current & future needs.
• Provide a comprehensive understanding of technology offerings, implementation constraints, and costing. Ability to propose technology recommendations and solutions by providing a solid and complete justification for each solution.
• Assess the voice and data needs of the Airport, develop Airport technical standards, determine where the cable infrastructure should be installed, and oversee the installation.
• Serve as Subject Matter Expert and liaison to Airport divisions, airlines, and tenants for requests, requirements, RFP/Qs, and new construction projects as required.
• Manage stakeholder engagement acting as Point of Contact (PoC) for project activities, conducting project reviews, identifying and escalating project issues, briefing on proposed technology, organizing and conducting vendor site visits, and fostering collaborative working relationships.
• Possess a strong understanding of, and working experience with, Project Management practices and tools.
• Ability to understand your audience, negotiate with stakeholders, and clearly understand the requirements and scope.
• Coordinate project schedules, including participation in meetings, documentation, and tracking action items to ensure successful completion.

Highly Desirable Qualifications:

• Possess a BICSI RCDD (Registered Communications Distribution Designer) certification.
• Be an Outside/Inside Plant specialist. Airport experience preferred.
• Ability to determine the scope, cost, and time for existing and new OSP/ISP projects that are moderate to complex in a matrix environment.
• Outside/Inside plant construction and project management experience and inventory management experience.
• Familiarity with data center industry standards, building codes, and safety standards.
• Demonstrates in-depth knowledge of fiber optic engineering principles with OSP job-related functional areas to include general best practices, procedures, and industry standards.
• 5 years or more experiences working in mission critical environments (e.g., airports, utilities, telecommunications carriers, etc.) requiring coordination across multi-disciplines for delivering a common goal.
• 5+ years mission critical Data Center operations experience.
• 5+ years' Telecom industry experience.
• 5+ years' experience with Outside Plant cabling (OSP) & Inside Plant cabling (ISP), structured cabling systems.
• Experience coordinating with GIS teams to ensure as-builts are reflected in existing mapping tools.
• Experience working with GIS teams to document all fiber paths, terminations, and splices for all cabling projects.

Salary Information:

The essential functions of the class are, but are not limited to:

1. Determines, from work orders or blueprints, work to be done and the type, cut and material needed; obtains metal from stock or on requisition and measures and marks it for cutting and forming.

2. Cuts out sheet metal parts using hand or power tools, bends and forms pieces and fastens parts together with joining equipment.

Education:
Requires completion of a recognized sheet metal worker’s apprenticeship program (in the Building Trades); and

Substitution:

Additional qualifying journeyman-level sheet metal working experience may be substituted for the required sheet metal worker’s apprenticeship program on a year-for-year basis.

Provide complex and advanced technical assistance in support of managing and implementing Valley Water’s cyber security systems on the Enterprise network and SCADA/ Industrial Control System/ Operational Technology network. Monitor cyber security logs, respond to cyber security incidents, plan design, and implement a variety of complex cyber security systems assists with determining hardware and software systems requirements and specifications; performs a variety of complex technical tasks relative to assigned area of responsibility.
 
Serves as the technical lead on the design and implementation of Valley Water’s most complex and highly integrated Cyber Security systems involving new, unfamiliar, or emerging technologies; to perform the most complex professional level duties in the development, installation, coding, integration, documentation, testing, and maintenance of Cyber Security controls and systems; and to perform a variety of tasks relative to assigned areas of responsibility.

Key Responsibilities include, but are not limited to:
Cyber Security: monitor and maintain security on infrastructure systems including IT security applications and appliances. Example: Microsoft security patching, updating appliance firmware, maintaining Cyber Security definitions, monitoring Anti-Spam solution, monitoring Cyber Security appliances, and recommending modifications to existing Cyber Security hardware, software, and overall security stance. The Yuba County Sheriff’s Department is currently accepting applications to establish an eligibility list for the classification of Correctional Officer.  Under continuing supervision incumbents perform a wide variety of support in two areas: corrections, in which incumbents ensure the security, safety and care of individuals in custody; and bailiff, in which incumbents ensure the safety and security of the courts and their personnel during court proceedings; and perform related work as assigned. About the Sheriff’s Department :

The Yuba County Sheriff's Department is responsible for the administration of the Yuba County Jail and Jail staff. The Mission of the Yuba County Jail is to provide safe, efficient, humane and secure custody of all persons incarcerated. The county prisoner population is made up of those who are sentenced to county jail, those serving state prison sentences in the county jail under AB109, and those who are pre-trial and who have not yet been sentenced. The jail provides a necessary link in the criminal justice system. The City of San José Housing Department's mission is to strengthen and revitalize our community through housing and neighborhood investment. The Housing Department is recruiting for an Analyst position in the Rent Stabilization Program. The Rent Stabilization Program provides mediation and arbitration services to landlords and tenants in rent-controlled apartments, oversees rent controlled mobile homes and provides information and referrals for non-rent controlled rental units in San José. Under the direction of a Senior Analyst, the position provides information and assistance to the public and staff on many aspects of rent stabilization and rental housing laws, regulations, and procedures. Duties of the positions may include:

• Responding to inquiries from the public regarding Apartment Rent Ordinance, Tenant Protection Ordinance, Mobile homes Ordinance, and related rules, regulations and policies and making referrals to other agencies, as appropriate.
• Processing petitions from landlords and tenants and supporting Hearing Officers and mediators throughout the hearing and mediation process. Assisting parties to the petition in developing all information needed for presentation in hearings without bias toward either party.
• Facilitating the resolution of petitions and complaints where possible through voluntary agreements between the parties that are consistent with the City's housing ordinances and policies.
• Tracking and reporting outcomes of petitions.
• Manage relationships and contracts with contract employees providing mediation and arbitration services for the Rent Stabilization Program.
• Assisting landlords in maintaining compliance with City rental housing ordinances through enrollment in the City's rental programs, maintenance of business licenses, and other city and state permit requirements as appropriate.

• Conducting outreach to San José's diverse communities to educate landlords and tenants about their rights and responsibilities

• Analyzing rent and other data to ensure compliance with City ordinances.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from high school and three (3) years of progressively responsible work experience, such as in-person, telephone, and written contacts indicating effective communication and customer service skills.

Previous volunteer or paid experience in law enforcement, emergency medical services, military service, probation, counseling or similar work requiring extensive public contact is highly desirable.

Other requirements include:

• Must successfully complete a psychiatric evaluation and a Police Department background investigation and medical evaluation.
• Must possess a valid California driver's license and have a satisfactory driving record.
• Must be willing to work evening, graveyard, weekend, and holiday shifts for the 24 hour/day operational schedule.
• Must be able to obtain required Police Officer Standards and Training (POST) certification such as the Community Service Officer Academy, Jail Correction Course, which are conducted or recognized by the Berkeley Police Department, and accept and apply the principles learned in training.
