Essential Duties

What you will do: 
Duties may include but are not limited to the following:

Performs specialized and detailed work in the review and processing of various financial records and related materials; ensures the integrity of data and information related to area of assignment which may include cash management, payroll, accounts payable/receivable and consolidated billing.

Analyzes and reconciles a variety of journals, accounts, reports and records; to prepare, process, and maintains accounting system records, and transactions.

Prepares journal entries and general ledger reconciliations and performs month and year-end closing of accounting records; assists with City-wide budget development and monitoring.

Balances financial information system controls; balances and posts financial transactions to ledgers and sub-ledgers and reconciles to the accounting system; and balances various other financial transactions with source documents and controls.

Processes and prepares payrolls; responds to staff regarding payroll related questions; updates employee information in payroll systems.

Maintains subsidiary records of fixed assets and depreciation, and tags all fixed assets.

Assists in the preparation of schedules as required for audits and special requests.

Prepares, compiles, tabulates and maintains data and complex documents; assists with preparing technical financial, statistical and operational reports, statements and records.

Responds to inquiries from the public in person, by telephone, and/or in writing, regarding areas of responsibility and initiates appropriate action to resolve problems.

Researches and answers inquiries from employees and other City departments regarding the status of accounts and payments, including proper transaction coding and related matters.

Builds and maintains positive working relationships with co-workers, other City employees and the public using principles of good customer service.

Assists in daily operations providing general clerical support as needed.

Performs related work as necessary.

You have: 
 Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience: Three (3) years of increasingly responsible experience performing financial/statistical record keeping and accounting/bookkeeping duties. 

Education: Equivalent to an Associate's degree from an accredited college or university in accounting, finance or a related field. 

License: Possession and maintenance of a valid Class C California Driver's License.

THE POSITION
The Deputy Director of the Public Works Agency plays a critical leadership role overseeing the Roads and Engineering Divisions. This position is responsible for the planning, execution, and oversight of major infrastructure projects, public works programs, and disaster recovery initiatives. The City of Saratoga is looking for an accounting professional ready for the next step in their career to join our Administrative Services Department team as a full-time Accounting Technician. The Technician, under general supervision, performs journey-level technical and administrative accounting duties related to the preparation, maintenance, and processing of accounts receivable and accounts payable transactions for the City. Responsibilities include reconciling accounts and ledgers, preparing financial reports, executing batch runs and wire transfers, and maintaining both manual and computerized financial records. The role also involves establishing and updating vendor accounts, ensuring accuracy and compliance with applicable regulations, and assisting with financial reporting activities. The incumbent will be assigned to the Accounts Payable and Program Procurement Support areas and will report to the Finance Manager.

PUBLIC WORKS DIRECTOR

COMMUNITY

Chowchilla is an 11-square mile rural city of between 19,000 and 20,000 residents. Located in California’s San Joaquin Valley, Chowchilla is home to some of the state’s most productive agricultural areas. Many of California’s iconic travel destinations such as the Yosemite, Kings Canyon and Sequoia National Parks, the San Francisco Bay Area and the Pacific Coast are within an easy two-hour drive.

Area residents enjoy a Mediterranean-type climate of abundant sunshine with dry, hot summers and mild to cool winters. The rain months of January through March can provide an average 12 inches of annual precipitation to the region.

The community has the benefit of an established commercial downtown surrounded by a mix of varied older homes. In recent years, newer housing developments were built on the east and west sides, as well as retail properties and industrial developments. Three school districts provide a strong educational foundation for families. The community also has a municipal airport, an 18-hole public golf course and a fairground that accommodates numerous events through the year.

POSITION

The Public Works Director is appointed by and works under the direction of the City Administrator and serves as a member of the City’s executive team. The Public Works Director supervises 20+ employees and directs the operations and activities of the City’s Public Works Department including streets and sidewalks, water drainage, parks, facilities, water and sewer utilities, storm drainage, manages all municipal construction, and prepares and administers departmental budget.

The ideal candidate will be a proven leader with the ability to direct and manage office and field staff.  The Public Works Director is a highly visible position with frequent public interaction. This position will have oversight over Planning and Engineering; general background of these two fields is preferred.

The Public Works Director will be familiar with the dynamics of rural communities and be able to ensure ongoing city services within the constraints of limited budgets. About the Department

The Public Works and Engineering Department is responsible for the maintenance and improvement of the City’s infrastructure, including streets, storm drains, public facilities, and capital projects. It also manages engineering review for private development, traffic safety programs, and environmental compliance.

The Management Analyst will play a key role in helping the department deliver efficient, high-quality services through strong project coordination, data-driven analysis, and effective communication with residents, consultants, and other agencies.

Typical Duties

Under direction of the Public Works Director or designee, the Management Analyst performs a variety of professional-level administrative, analytical, and technical duties, including:

• Prepares RFPs and coordinates consultant selection; administers consultant and construction contracts, including bidding, invoicing, and compliance tracking.

• Conducts research, analysis, and prepares reports on departmental projects, programs, and compliance activities such as the Clean Water/NPDES Program.

• Supports geographic data analysis and mapping using GIS to track infrastructure assets, stormwater facilities, and project locations.

• Assists with operating and capital improvement budgets, including analysis of revenues, expenditures, and performance measures.

• Coordinates and supports Capital Improvement Projects (CIPs) through planning, design, and construction phases.

• Manages grant applications, tracking, and reporting; assists in identifying and securing funding opportunities.

• Provides information to the public and represents the department in meetings; responds to inquiries and complaints regarding City projects and programs.

• Researches records, maps, and other sources to obtain engineering data and respond to Public Records Act requests.

• Prepares staff reports, correspondence, and presentations for the City Council, commissions, and committees.

• Assists in the development and implementation of departmental procedures and policies.

Education and Experience

Education:

Equivalent to a bachelor’s degree from an accredited college or university with major coursework in public administration, business administration, civil engineering, environmental studies, or a related field.  A master's degree is desirable.

Experience:

• Management Analyst I:  Some professional-level administrative, analytical, or budgetary experience, preferably in a public works, engineering, or local government setting.
• Management Analyst II:  At least three (3) years of progressively responsible experience performing duties at the Management Analyst I level.

Licenses:

Possession of, or ability to obtain, a valid California Class C driver’s license.

Special Requirements:

• Ability to work in an office environment with occasional travel to field locations and meetings, including occasional evening or weekend commitments.  
• Ability to successfully pass a pre-employment drug screen, background check and Live Scan.

This position performs a variety of work in the monitoring of county, state and federal detainees and maintains the security and safety of inmates and staff.

EXAMPLES OF DUTIES

• Performs booking procedures, including receiving, booking and assigning prisoners to cells; performing body searches; fingerprinting, and photographing prisoners, etc.
• Maintains custody of prisoners’ private property.
• Maintains the safe and orderly operation of the County jail facility; monitors security cameras and door warning lights; screens and monitors visitors. Inspects all of inmates’ incoming and outgoing mail and telegrams.
• Inspects facilities regularly.
• Monitors the condition and activities of prisoners.
• Prepares prisoners for court appearances; provides transportation as necessary.
• Administers First Aid in emergency situations.
