Class Characteristics

This is the advanced-level classification in the Accounting Technician series responsible for performing the most complex work assigned to the series.  Incumbents regularly work on tasks which are varied and complex, requiring considerable discretion and independent judgment.  Positions in the classification rely on experience and judgment to perform assigned duties in accordance with federal, state, and local laws, rules, and regulations.  Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines and methods to complete assignments.  Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.  This class is distinguished from the Assistant Finance Director in that the latter has full management and supervisory authority in planning, organizing, and directing the full scope of accounting and finance operations within the department.

• Receives, reviews, verifies, and processes time recording documents to prepare payroll for all Town employees; audits documents for completeness, accuracy, and compliance with rules and regulations; prepares and balances payroll reports and records.

Education and Experience:

DESCRIPTION 

The City of Thousand Oaks is seeking a motivated and detail-oriented Revenue Customer Service Representative to join our Public Services Division within the Finance Department. This role is essential in ensuring the delivery of exceptional customer service while maintaining accurate financial records and processing payments.

The Finance Department manages the City’s financial assets and operations and comprises four divisions: Accounting, Administration, Facilities, and Public Services. 

While the current vacancy is specifically for the Public Services Division, the eligibility list created from this recruitment process may also be used to fill future openings in the Finance Department, where they can contribute to various aspects of public service and financial operations.

The Position

The Environmental Compliance Inspector performs inspections and sampling of industrial, commercial and residential sources of discharge to the City’s sanitary sewer and storm drain systems to ensure compliance with federal, state, and local regulations; inspects hazardous materials storage areas; responds to reports of illicit discharges; performs water quality testing; and conducts public outreach activities.  This classification is distinguished from all other technical and professional classifications in the City by its specialized assignments in support of a variety of environmental compliance programs.  The duties of the class involve courteous, effective and tactful interaction with the community to ensure compliance with wastewater and stormwater discharge regulations.  Persons assigned to this class perform or assist in performing all functions associated with the City’s Source Control (Pretreatment and Pollution Prevention) and Stormwater programs.  This position reports to the Regulatory Compliance Manager or higher level department personnel.

Some additional duties may also include the following:

• Enforce wastewater and stormwater discharge ordinances.
• Conduct on-site inspections of industrial and commercial businesses for compliance with the City’s sanitary sewer and stormwater ordinances.
• Initiate enforcement actions (e.g., issue notices of violation, administrative citations) to persons or businesses in violation of the City’s sanitary sewer and stormwater ordinances.
• Perform field investigations relative to water pollution incidents and/or complaints.
• Collect water samples and perform water quality testing in accordance with established standards and protocols.
• Calibrate and utilize sampling and/or monitoring equipment at appropriate locations; maintain and repair samplers and monitoring equipment.
• Work cooperatively with representatives of other City and County departments to ensure industrial, commercial, and residential conformance with City ordinances.
• Conduct field surveys as necessary to identify the source of or characterize (1) industrial discharges or excessive infiltration and inflow to the City’s sanitary sewer system; and (2) illicit discharges to the City’s storm drain system.
• Keep detailed inspection and follow-up records; maintain organized inspection files and records, both in hard copy and electronic formats.
• Assist with fulfilling wastewater and stormwater regulatory requirements, such as public outreach and education, trash load reduction efforts, and other regulatory requirements, as assigned.
• Measure landfill monitoring well water levels.
• Attend and participate in various technical committees of the San Mateo Countywide Stormwater Pollution Prevention Program.
• Attend workshops and training sessions to maintain job skills that are current with existing, new and changing regulations.
• Organize and participate in litter cleanups as required for Stormwater Permit compliance.
• Purchase required equipment and supplies as needed.
• Present pollution prevention information to various audiences as assigned.
• Work irregular or extended hours as necessary to respond to reports of illicit discharges, collect samples and/or conduct inspections.

The Director, Fare & Revenue Programs is responsible for directing all fare related programs including fare strategy, media, systems, and administration and revenue accounting for the San Mateo County Transit District (SamTrans), the Peninsula Corridor Joint Powers Board (Caltrain), the San Mateo County Transportation Authority (TA) and the San Mateo County 101 Express Lanes Joint Powers Authority (EL) known collectively as the District. The Director ensures that approved fare initiatives are implemented effectively, operationally feasible, and financially sound.
This position provides strategic and operational oversight of fare systems and District revenue programs and ensures the cross-departmental coordination needed to implement policies, system changes, and operational requirements.
The Director, Fare & Revenue Programs reports to the Chief Financial Officer. The Director has 10 staff including the Manager of Fare Program Operations and the Manager of Revenue Management.

Essential Functions & Duties:

Provide strategic leadership and oversight of the District’s fare programs and revenue generating activities such as fare collections and real estate holdings, ensuring effective implementation of policies, systems, and programs.
• Advise executive leadership and cross functional partners on revenue policies and fare strategies, examining the potential impacts, implementation risks, and operational constraints associated with changes.
• Direct revenue management including fare revenue and fare media; participate in various internal and external policy settings boards, including Title VI compliance and reporting.
• Oversee revenue collection programs including accounting, auditing and financial reporting for all fare types for Caltrain, SamTrans, TA, and EL.
• Coordinate and guide the execution of fare initiatives approved by the Planning Department and Board, ensuring operational readiness, regulatory compliance, and alignment with agency objectives.
• Responsible for the SamTrans and Caltrain fare systems, infrastructure, and programs.

San Mateo County Health - San Mateo Medical Center is accepting applications for Senior Accountant. The Senior Accountant plans, oversees, coordinates, and monitors a significant accounting functional area; performs complex professional accounting work relative to either centralized and/or departmental County accounting procedures and records; and performs journal entries providing clear, concise, and adequate supporting documentation and calculations that are GAAP (Generally Accepted Accounting Principles) and GASB (Governmental Accounting Standards Board) compliant.

In general, incumbents in this class exercise a high degree of independent judgment on diverse and specialized projects and have significant accountability and ongoing decision making associated with their work. The Senior Accountant is responsible for overseeing the accounts payable process and ensuring that vendor invoices are reviewed, approved, and paid accurately and on time. They supervise the AP team, assign tasks, and help resolve invoice discrepancies with vendors or internal departments. The role also includes managing payment schedules, maintaining vendor relationships, and ensuring compliance with company policies and internal controls. In addition, the AP Leader supports month-end closing, reconciles accounts, prepares reports, and helps improve AP processes for better efficiency. The Disbursement department ensures that its financial transactions are conducted in compliance with County established internal controls, governmental regulations, and Generally Accepted Accounting Principles. The department plays a critical role in supporting decision-making processes by providing financial analysis and insights to San Mateo Medical Center and Health System leadership.

The ideal candidate will:

• Possess a Bachelor's degree from an accredited college in accounting, finance, data analytics, statistics, or a closely related field
• Have 3-5 years of journey level accounting experience, preferably in healthcare, hospital or closely related settings

Qualifications

Experience and Education:

• Equivalent to graduation from a four year college or university with major coursework in accounting, finance, business administration or a closely related field and one year of journey level accounting experience.

NOTE: Successful completion of at least twelve verifiable semester units of college-level accounting coursework is required for Senior Accountant classification.

The Department

The Public Works Department is comprised of the Engineering and Facilities Services Division (EFSD) and the Environmental Services Division (ESD). Each division is led by a Deputy Director reporting to the Director of Public Works. The Position

The Traffic and Lighting Technician performs skilled electrical and mechanical work in the maintenance and repair of traffic control signage, traffic signal equipment, and street lights; and guides the work of and trains other maintenance personnel, and performs related work as required.  Duties may include, but are not limited to, the following:

• Guide and participate in the work of other maintenance personnel.  Ability to set-up work zone safety and prepare traffic control work plans.
• Inspect, install, remove, and repair signal controls and auxiliary equipment such as light standards, control boxes, light fixtures, lamps, and circuitry; diagnose malfunctions; adjust and replace electronic and mechanical components.
• Inspect, install, remove and repair street lights and auxiliary equipment.
• Repair, replace or modify electric and electronic components, controllers, relays, switches, fuses, timers and other parts; design and construct special test equipment for shop testing of electronic components.
• Investigate complaints and reports of signal and traffic light malfunctions; adjust, repair or remove defective equipment; make field repairs of damaged equipment.
• Identify, locate and indicate with appropriate identification markers underground utilities (USA); respond to USA work orders within regulatory requirements; and document services accordingly.
• Be available for standby assignments in accordance with Department policies and procedures.
• Assist in the design of electrical circuits and systems for street lighting and traffic signals.
• Inspect the work of contractors during the course of construction and upon completion.
• Monitor traffic control computer and make adjustments as necessary.

The Traffic and Lighting Technician receives general direction from the Field Maintenance Manager and direct supervision from a Public Works Supervisor or higher level department staff and may exercise technical or functional direction over and provide work review to a Traffic Safety Worker or Maintenance Worker I/II.
