Join us as a Community Service Officer (CSO) in the Berkeley Police Department! In this role, you will have the opportunity to perform a wide range of duties, both in office support and in the field, to support various police functions. Community Service Officers are essential non-sworn members of BPD. By maintaining positive working relationships with City staff and the public, CSOs help build trust in our community. MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from high school and three (3) years of progressively responsible work experience, such as in-person, telephone, and written contacts indicating effective communication and customer service skills.

Previous volunteer or paid experience in law enforcement, emergency medical services, military service, probation, counseling or similar work requiring extensive public contact is highly desirable.

Other requirements include:

• Must successfully complete a psychiatric evaluation and a Police Department background investigation and medical evaluation.
• Must possess a valid California driver's license and have a satisfactory driving record.
• Must be willing to work evening, graveyard, weekend, and holiday shifts for the 24 hour/day operational schedule.
• Must be able to obtain required Police Officer Standards and Training (POST) certification such as the Community Service Officer Academy, Jail Correction Course, which are conducted or recognized by the Berkeley Police Department, and accept and apply the principles learned in training.

THE DEPARTMENT
The Department of Public Works and Utilities is comprised of six divisions that work collaboratively to develop, build, operate, and maintain Hayward's infrastructure. The Department is responsible for providing engineering and transportation support to City operating departments and divisions and for implementation of the City's Capital Improvement Program, all while providing excellent customer service to the community.

Experience:   Three years of increasingly responsible survey experience related to public works design and construction at least one year of which included responsible survey instrument work.
 
Education:  Equivalent to an Associate of Arts Degree in Surveying, Civil Engineering or a closely related field from an accredited college or university and completed course work in algebra, geometry, trigonometry and drafting.  

License:   Possession of a valid Class C California Driver's License. Possession of a California L.S.I.T. or Land Surveyor's License.

THE POSITION

The Water Resources Instrument Control Technician installs, operates, maintains, calibrates, and repairs computer hardware, process instrumentation, and telemetry equipment; de-bugs, modifies, and customizes software; modifies, maintains, and repairs all components of a programmable logic controller (PLC) based supervisory control and data acquisition (SCADA) systems/distributed control systems; and performs other duties as assigned.

The City of Lincoln is recruiting for the position of Wastewater Collections System Technician I in the Wastewater Division of the Public Works Department.  Under general supervision, this position performs skilled and semi-skilled work in the operation and maintenance of the City’s sanitary sewer, pumping and collection system, assists in the training and technical supervision of lower level positions if assigned, and performs other related duties as required.

Wastewater Collections System Technician I
The Wastewater Collections System Technician I is the entry level class in the Wastewater Collections System Technician series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform duties of a more routine nature and learn City policies and specific methods and techniques of operation and maintenance of the City’s wastewater, collection and pump system. This class is alternately staffed with Wastewater Collections System Technician II and incumbents may advance to the higher-level after gaining experience, obtaining required certifications and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

SUPERVISION RECEIVED/EXERCISED

Wastewater Collections System Technician I

Receives immediate direction and guidance from the Utilities Maintenance Supervisor, Public Works Manager, or designee. May receive functional and technical supervision from a Wastewater Collections System Technician II. Incumbents in this classification do not exercise supervision.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Performs skilled and semi-skilled work in the operation and maintenance of the City’s wastewater pumping and collection systems; operates and checks equipment, pumps and valves to assure that demands are met; repairs system equipment and related systems as required; locates and repairs service connections.
• Maintains the collection system and operates system cleaning equipment; flushing truck and mechanical rodding equipment.
• Performs permitted and non-permitted confined space work.
• Performs inspection of controls and system tools and equipment for safety and mechanical defects; performs back water testing; provides and insures that maintenance is conducted within safety standards established by federal, state and local laws, ordinance and regulations; maintains accurate records and logs including flow records; completes periodic reports as required by regulatory agencies.
• Responds to emergency telephone calls and Supervisory Control and Data Acquisition (SCADA) alarms and participates in weekly after-hours call-out rotations.
• Performs CCTV inspections, reviews inspection video and generates reports for needed repairs.
• Utilizes smoke testing equipment and flow metering equipment to conduct infiltration and inflow surveys.
• Repairs, retrofits and installs cleanouts and service laterals; troubleshoots and corrects a variety of electrical and mechanical problems involving pumping and measuring equipment; performs regular preventative maintenance on system equipment.
• Utilizes SCADA software system to monitor, operate and service sewer lift stations.
• Orders parts, supplies and equipment; properly stores and maintains materials and supplies; maintains appropriate inventories to ensure adequate reserves and spare parts; maintains pump sites, properties and equipment in a clean and orderly manner; maintains equipment, structures, pipelines, and storage tanks; performs ground maintenance at facility sites.
• Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties; may serve in a leadership capacity in the training and technical supervision of assigned personnel; monitors the status of flows and equipment with SCADA, using technical information such as force main pressure, wet well elevation, water elevation in the flow control structure, electrical system voltages, and computer system outputs; responds to afterhours call-outs as assigned.
• Responds to questions and concerns from the general public regarding service issues; provides information as is appropriate and resolves complaints; investigates complaints or claims against the City.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent may use disinfecting and lubricating chemicals, which may expose the employee to fumes, dust and air contaminants. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, drive motorized vehicles and construction equipment, and work in confined spaces.

KNOWLEDGE/SKILLS/ABILITIES

The following are a representative sample of the KSAs necessary to perform essential duties of the position.

Knowledge of: Modern principles, practices, methods and materials used in the operation, maintenance and treatment of wastewater facilities; operational characteristics of facility equipment, including pumps, electric motors, piping, wells, valves and tanks; characteristics and problems involved with backflow prevention and cross-connection control programs; principles and practices of bacteriological sampling techniques and mathematical analysis; applicable federal, state and local laws, codes and regulations; operating characteristics and safety requirements for operation of heavy and light equipment; proper lifting procedures; methods and techniques for recordkeeping; basic principles of mathematics; occupational hazards and standard safety procedures.

Skill to: Operate a computer and a variety of word processing and related software applications; safely and effectively operate a variety of maintenance and testing equipment used in the operation of wastewater systems. Ability to: Perform maintenance, repair and installation of collection system infrastructure facilities and related equipment; implement inflow and infiltration programs, smoke testing, line flushing with hydro jet cleaner. Perform periodic preventative maintenance on system components; respond to issues and concerns from the community; interpret, explain and apply applicable laws, codes and regulations; operate a variety of construction equipment, vehicles, and power and hands tools; perform heavy manual labor for extended periods of time; maintain a variety of records; work in extreme conditions and environment, including confined spaces; make adjustments to standard operating procedures as is appropriate; organize, prioritize and follow-up on work assignments; work independently and as part of a team; make sound decisions within established guidelines; follow written and oral directions; observe safety principles and work in a safe manner; communicate clearly and concisely; both orally and in writing; establish and maintain effective working relationships.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is completion of 60 college semester units. Previous volunteer or paid experience in a law enforcement support area is desirable.
 
Other requirements include:

• Must be free from any disqualifications for employment, including felony convictions.
• Must be legally authorized to work in the United States under federal law.
• Must be 21 years of age or older at time of appointment.
• Must be fingerprinted for purposes of search of local, state, and national fingerprint files to disclose a criminal record.

POST will not authorize you to take the exam within 30 calendar days of having taken your last POST written exam. Please refer to the POST website for additional information.

Applicants may waive the written exam only by submitting a California POST Entry Level Law Enforcement Test Battery (PELLETB) T-score of 48 points or higher. We will accept California POST T-scores from other agencies provided the test was taken no more than one year prior to the date of application. Applicants must submit, on agency letterhead, a letter that states that the individual has taken the California PELLETB written exam. Applicants may waive the performance exam only by submitting a California POST physical agility certificate, known as the Work Sample Test Battery (WSTB), with a score of 325 or higher.  The 1.5-mile run is not a requirement.  The test should not be dated no more than one year prior to the date of application.

To perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of water lines, sewers, storm drains, and pump stations.  The purpose of this recruitment is to fill multiple vacancies in the Sanitary Sewer/Storm Drainage Systems Division, as well as establish an eligibility list for future vacancies.  Initial position and salary of the selected candidate will be based on previous work experience and valid licenses/certificates. 

IDEAL CANDIDATE

The City of Woodland is looking to fill multiple Utilities Maintenance Worker I/II positions in the Public Works Sanitary Sewer/Storm Drainage Systems Division.  The Ideal Candidate for the current vacancy is someone who has a good understanding of all aspects of underground sewer/storm drain maintenance and repairs, and is familiar with the operation of light and heavy equipment.  This position requires a “team player” with good interpersonal, time management, and communication skills.  Candidate must be able to follow direction and display good judgment, as well as be organized, flexible, approachable, resourceful, and a positive team contributor.  Current and valid distribution certifications and Class A/B commercial driver’s license are highly desirable.

Utilities Maintenance Worker I:

This is the entry level class in the Utilities Maintenance Worker series.  The Utilities Maintenance Worker I may often perform many of the duties required of Utilities Maintenance Workers II but is not expected to have the depth of experience, skill level and certifications of the Utilities Maintenance Worker II. As a result, the Utilities Maintenance Worker I will have fewer opportunities to exercise independent discretion and judgment on matters related to work procedures and methods.

Utilities Maintenance Worker II:

This is the Journey level in the Utilities Maintenance Worker series. This class differs from Utilities Maintenance Worker I in that incumbent perform more complex maintenance duties including working independently, exercising judgment, and operating the full range of tools and mechanical equipment related to a specific assignment.  The Utilities Maintenance Worker II may also be expected to assist in the oversight and training of less experienced personnel. Positions in this class are flexibly staffed and are normally filled by advancement from the I level, or by candidates with prior work experience elsewhere.

ESSENTIAL JOB FUNCTIONS 

Operate a variety of light and moderately heavy construction and maintenance equipment including such pieces as a loader, dump truck, water truck, steel rollers, High Velocity Vacuum Cleaner, mole trencher, and rubber-tired tractor with all attachments in order to perform a variety of routine construction and maintenance operations.  Operate fork lift as assigned and trained.  Perform general maintenance and repair on water distribution and/or storm and wastewater collection facilities including installation, testing, and backfill of service laterals.  Within the sewer and stormwater collections division, employees will be expected to use the Closed-Circuit Television Truck, sewer cable machine, flush sewer laterals and mains, assist in sewer tap installations, clean storm drain lines and catch basins. Within the water distribution division, employees will be expected to assist in water tap installations, install, remove, and repair water meters, hydrants, service valves, and mainline valves; take water meter and gauge readings; accurately maintain records and reports.  All Utilities Maintenance Worker I/II will operate equipment and vehicles with possession of all necessary licenses and certificates, utilize proper safety precautions related to all performed work and comply with the policies and procedures in the department Injury & Illness Prevention Program (IIPP). Regular, predictable, consistent and timely attendance is an essential function of the position, in that employee must be present to work on facilities and equipment impacting the public’s health and safety.

OTHER JOB FUNCTIONS 

Respond to inquiries from the general public. Prepare as built sketches, when required to convey information to engineering for graphic documentation. Check water meters for proper operation; troubleshoot registers and repair. Initiate and discontinue water service to customer accounts as directed. Operate telemetering and flow monitoring equipment. Work cooperatively with others. Perform related duties as assigned. Both Assignments will require employees to be “On Call” as needed.

QUALIFICATIONS

Utilities Maintenance Worker I

Education: High School Diploma or equivalent.  Courses in, or graduation from, the American Public Works Association’s Public Works Institute is desirable

Experience:  One (1) year of experience in construction or related field.

License and Certificate:  Requires possession of a California State Drinking Water Operator Certification Program (DWOCP) Grade I Water Distribution Operator (D1) and a Grade I Wastewater Collections System Maintenance certificate issued by California Water Environment Association prior to permanent appointment. 

A Pipeline Assessment and Certification Program certificate issued by the National Association of Sewer System Companies (NASSCO) is desirable.

Requires possession of a valid California Driver's License.  A Class B Driver’s permit and DMV Medical Certification are required within three (3) months of hire.  Employee must obtain a valid Class B Driver's License, a Work Zone Safety certification issued by the International Municipal Signal Association, First Aid and CPR certifications, Competent Person certification, and Confined Space certification prior to permanent appointment.

Utilities Maintenance Worker II

Education:  High School Diploma or equivalent.  Courses in or graduation from the American Public Works Association’s Public Works Institute is desirable

Experience:  One (1) year of experience performing duties comparable to those of a Utilities Maintenance Worker I.

License and Certificate:  Requires possession of a California State (DWOCP) Grade I Water Distribution Operator (D1) and a Grade II Wastewater Collections System Maintenance certificate issued by California Water Environment Association upon hire.

Requires all of the certifications necessary for a Utilities Maintenance Worker I and possession of a valid Class B California Driver's License with Tank and Air Brake Endorsement upon hire.

The Public Works Director will oversee the new Public Works Department (formerly two divisions under the Community Development Department). The Public Works Director reports to the City Manager and will lead the Engineering and Maintenance teams and oversee several high-profile capital improvement projects.

Main responsibilities of the Public Works Director include:

• Direct and participate in the development and implementation of goals, objectives, policies and procedures.
• Plan, direct, and review all public works engineering activities including design and surveying.
• Plan, direct, and review all the design and construction of the City’s street and drainage structures.
• Select, supervise, and evaluate the consulting engineering services; prepare requests for proposals; coordinate activities and provide technical assistance.
• Confer with and advise administrative staff on problems related to the design and construction of public systems, the interpretation and enforcement of construction specifications, and the design and operation of traffic systems.
• Review plans, engineering reports, budget estimates, and proposed ordinance submitted by Department staff and consulting engineers.
• Review and sign plans for public works improvement projects.
• Serve as technical advisor to the City Manager and City Council on public works, engineering and traffic matters; develop comprehensive recommendations for management use.
• May act as the City Engineer and Traffic Engineer and perform related duties as required by state and City laws.
• Respond to resolve difficult citizen inquiries and complaints.
• Meet with the public in small and large groups to discuss City public works policies, practices and problems.
• Supervise and participate in the preparation and administration of the Department budget.
• Coordinate public works and engineering activities with other City departments and with outside agencies.
• Select, supervise, train, and evaluate professional, technical and clerical subordinates.

The ideal candidate will be someone who can easily navigate and foster relationships at all levels of the organization, whether it is in the office or out in the field. This person will be a “working manager” who is willing to apply a hands-on approach to managing various projects and programs and work beside the team. This person will be polished and confident when presenting to the City Council, advising the City Manager, or meeting members of the community.

The ideal candidate will be politically astute, comfortable leading high-profile projects, and able to collaborate with neighboring jurisdictions and special districts. This role requires a candidate with keen active listening skills, who must also be willing and able to voice an opinion. Lastly, the ideal candidate will be an engaging manager who fosters and supports an environment of ongoing professional development for department staff.

This position requires any combination of experience, education and/or training that would likely provide the required knowledge and abilities such as the equivalent to a bachelor’s degree (master’s preferred) from an accredited college or university with major course work in civil engineering or a related field and 5 years of progressively responsible experience in municipal engineering and public works administration, including two years in a supervisory capacity. Requires certification as a professional civil engineer in the State of California.

The City of Newark's Public Works Department has a mission of providing the most desirable and sustainable environment for the community by ensuring that all City property is maintained to the highest standards possible in an environmentally responsible manner; all buildings are safe, sound and of high quality; and all City facilities are designed, constructed, and function to the highest degree of safety and utility in a cost-effective manner.

The person spearheading this is the Public Works Director. Under administrative direction from the City Manager, the Public Works Director plans, oversees, and directs the activities and operations of the Public Works Department including engineering, maintenance, environmental services, and building inspection divisions. This position participates as a member of the City Manager’s Executive Team in the consideration of general City policies, programs, and concerns; and serves as a technical advisor to the City Council, Planning Commission, City Manager, other City departments, and civic groups. The Public Works Director exercises direct supervision to division managers (City Engineer, Chief Building Official, Environmental Services Manager, and Maintenance Superintendent) and indirect supervision of other professional, technical, and administrative staff; including developing, evaluating, and recognizing staff performance. All Department work is directed and coordinated by the Public Works Director. This includes determining and administering major departmental policies, planning long-term programs, and developing and implementing the City’s Capital Improvement Program. The Public Works Director prepares and administers the Department budget and capital improvement budget as well as manages and oversees the activities of the environmental services section, including the City’s Climate Action Plan. Other environmental services programs and initiatives that the Public Works Director manages and oversees include integrated waste management, recycling, stormwater, climate protection, and sustainability programs. This position also responds to complex and sensitive community concerns and confers with contractors, developers, and the general public.

The ability to prepare and present to the City Council and other municipal boards and commissions is required along with attendance and participation in professional group meetings. The Public Works Director must stay up to date on new  trends and innovations in the field of public works; monitor changes in law, regulations, and technology that may affect the City or departmental operations; and ensure compliance with legislative, regulatory, and judicial mandates, regulations, and professional standards. Other duties include but are not limited to:

• Conferring with and advising staff on problems related to design, construction, and maintenance of streets, parks and landscaped areas, sewers, and other public works structures.
• Overseeing the maintenance of public works facilities and City equipment.
• Reviewing plans, technical engineering reports, budget estimates, and proposed ordinances and regulations.
• Explaining and interpreting depart- mental programs, policies, and activities; negotiates and resolves significant and controversial issues.
• Directing the conduct of special studies related to activities of the Department and submitting recommendations on projects and programs to the City Manager.
• Implementing policy and procedural changes as required.
• Participating and developing depart- mental and organizational total quality review.
