The San José Fire Department's (SJFD) core mission is to serve the community by protecting life, property, and the environment through prevention and response. SJFD is a high-volume, all-hazards fire department providing fire suppression and rescue services that protects approximately 200 square miles, Advanced Life Support and Basic Life Support services as well as specialized operations including Urban Search and Rescue, Aircraft Rescue Fire Fighting, and a Hazardous Material Unit with a Decontamination Unit. SJFD deploys resources from 34 fire stations, protecting areas within city limits and some unincorporated areas of Santa Clara County by contract. This is the trainee level class in the Firefighter series, responsible for becoming proficient in the understanding of lifesaving and firefighting methods within the SJFD. Through a specific program comprised of general and specialized education, focused training including extensive hands-on experience, Firefighter Recruits will learn diverse tasks, policies, procedures and standards within the SJFD. Incumbents will learn techniques in emergency medical services, rescue work, firefighting and other emergency services. Duties may involve considerable physical exertion and potential risk to health and safety. Work is rigidly structured, highly supervised, and incumbents are continuously evaluated and receive feedback regularly. Firefighter Recruits must graduate from the Academy and be appointed to the class of Firefighter in order to retain employment in the job series.

The Security Manager plays a pivotal role in overseeing and coordinating organization-wide security services at Valley Water. Reporting to the Assistant Officer of Emergency, Security & Safety, this mid-management position is responsible for planning, managing, and executing strategic security initiatives to protect Valley Water's infrastructure, assets and staff, and the community. The Security Manager provides expert guidance, formulates policies, and fosters partnerships with local, county, state, and federal agencies to ensure the highest level of security preparedness. The Security Manager is entrusted with the strategic development and implementation of security programs, plans, and processes. This role requires extensive professional expertise, strong leadership skills, and the ability to collaborate effectively with internal and external stakeholders.
 
 Key Responsibilities include, but are not limited to:

• Plans, manages, and oversees all functions, operations, and activities of the security unit, including contract security services, physical security systems and technologies, un-housed abatement, shooter awareness program, threat and vulnerability assessments and communication protocols.
• Develops programs, strategies, and solutions for security to ensure effective planning for accomplishment of organizational objectives, safety and security for employees, the community and Valley Water’s infrastructure and assets, including water supply and distribution systems, and compliance with all applicable policies, regulations, rules, and laws.
• Develops, implements and manages strategic vulnerability and threat assessments and mitigation plans to protect water supplies, distributions systems and all District facilities from including acts of terrorism; performs vulnerability studies and analysis of disaster and security response capabilities, including Federal Energy Regulatory Commission (FERC), Risk Assessment Methodology for Water Utilities (RAM-W) and Dam Assessment Matrix for Security and Vulnerability Risk (DAMSVR) assessments; assesses and determines appropriate level of security needs. 
• Leads efforts to explore new tools and technologies to improve existing physical security and add security assets to new facilities and property.
• Works collaboratively and engages with appropriate social service and law enforcement agencies to address un-housed abatement in Valley Water creeks and other properties; fulfills security requests to support field work.
• Administers contracts for security and security related services; reviews and evaluates compliance of contractor services with Valley Water’s contract standards and provisions; recommends improvements as required in procedures, techniques, and training.
• Provides staff leadership, oversight, guidance, and daily management of assigned unit; develops and implements goals, objectives, policies, and priorities for assigned programs; manages budgets and forecasts resource needs.
• Plans, directs, coordinates, and reviews the work of assigned staff; provides staff and performance reviews and implements discipline measures and manages the Security Office on-call program.
• Oversees, makes recommendations for, and approves the acquisition of security system hardware and software purchases.

• Establishes ongoing relationships with local, state and federal law enforcement agencies, including the Northern California Regional Intelligence Center (NCRIC); monitors notifications of intelligence, information and alerts from the Office of Homeland Security, Federal Bureau of Investigation, Environmental Protection Agency, Department of Energy, Department of Transportation, U.S. Bureau of Reclamation and the Awareness National Security Intelligence Reports, as well as the Association of Metropolitan Water Agencies and American Water Works Association.

The Santa Clara County Housing Authority (SCCHA) is the county’s largest provider of affordable housing, helping make rental housing safe and affordable for approximately 20,000 low-income households.

How You Will Make an Impact:

The Santa Clara County Housing Authority (SCCHA) is seeking an experienced leader who will lead, manage, organize, plan and oversee the staff and activities of the Agency’s Innovation and Impact team including developing housing policy, program design, implementation and evaluation. Will work collaboratively with the leadership team and the community to bring meaningful opportunities and impact to the communities SCCHA serves.

The Assistant Director of Innovation and Impact plays an important role in leading the policy work and resident community initiatives, from innovation through evaluation.  This position will oversee and manage the Agency’s Moving to Work (MTW) Plan process in partnership with the leadership team and stakeholders, and requires knowledge of local, state, and federal regulations related to housing programs.

Typical Duties

Duties include but are not limited to the following:

• Investigate complaints and take appropriate action, which may include the use of deadly or non-deadly force;
• Use sound judgment under adverse, stressful conditions;
• Identify, collect, preserve, process, and book evidence;
• Locate and interview victims and witnesses;
• Work in partnership with the Santa Clara Police Department and the District Attorney's Office to follow through on criminal complaints;
• Apprehend and arrest offenders for crimes committed under federal, state, and local laws and codes;
• Control and mitigate people under the influence of drugs or alcohol or other potentially hostile situations;
• Establish and preserve good relationships with the general public;

• Escort prisoners to county jail, juvenile hall, or Santa Clara Police Department; and

Minimum Qualifications

EDUCATION AND EXPERIENCE  

• Currently employed as a Full Time or Part Time Peace Officer with a California Law Enforcement Agency; or

• Currently working as a Level I Reserve Police Officer with a California Law Enforcement Agency; or

• Retired as a Full Time Peace Officer with a California Law Enforcement Agency; or two years experience as a Peace Officer with a California Law Enforcement Agency and possession of a valid Basic Certificate issued by the California Commission on Peace Officer Standards and Training.  

LICENSES &/OR CERTIFICATES

• Possession of a valid driver's license is required; 

• Proof of a current Basic or higher certificate issued by the California Commission on Peace Officer Standards and Training (POST) is required at the time of application and for the duration of employment  (Not required for Reserve Police Officers, see below);

• Must have passed Field Training Program with home agency as required by POST;

• Must have passed Probationary Period with home agency;

• The minimum Peace Officer selection standards are set forth in Government Code (GC) Sections 1029, 1031, and 1031.4.  Every California Peace Officer must be: Free from any disqualifications for employment, including felony convictions (GC 1029). Be legally authorized to work in the United States under federal law (GC 1031);

• and at least 21 yrs of age for specified peace officers (GC 1031.4).

• Must maintain current CPR and First Aid Certification.

Reserve Police Officers Must Also Provide: Proof of completion of Level 1 Reserve Peace Officer POST Regular Basic Course (Reserve Police Officers Only).

 

PHYSICAL AND OTHER REQUIREMENTS

• Must be at least 20 years of age at time of application filing and 21 years of age at time of job appointment;

• Must meet and maintain required peace officer employment standards as required by POST;

• Per the California Public Employee Retirement System (CalPERS) "Public Safety Retirees on service retirement may not work more than 960 hours in a fiscal year for all CalPERS employers:;

• Retirees who were medically retired (industrial or non-industrial) should confirm with their retirement plan that accepting employment as a Per Diem Police Officer will not jeopardize their pension;

• Must possess the strength and physical ability necessary to perform the essential functions of the position;

• Must possess hearing, speech, and mental capabilities sufficient to perform all of the essential functions of the position; and

• Must be willing to be fingerprinted and pass a departmental interview, psychological, medical, and background investigation prior to appointment.

 

Vision requirements:  

• Must possess vision including color, night, depth, and peripheral vision sufficient to perform all of the essential functions of the position; and

• Must possess visual acuity of not less than 20/80 vision in each eye uncorrected, and corrected to 20/30 in each eye.

 

EXCEPTION:  Applicants with correction afforded by soft contact lenses are exempt from the minimum uncorrected vision standard of 20/80, provided their corrected vision is 20/30 in each eye.

 

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Environment: 

The employee is regularly exposed to outside weather conditions; extreme cold, extreme heat, potentially hostile environments; extensive public contact. The noise level in the work environment is usually moderate but may be very loud due to crowd noise, music, sirens, firearm training, etc. Incumbents are required to work various shifts, including evenings and weekends, and may be required to travel to attend meetings or court appearances.

The City of Santa Clara is recruiting for the Electric Utility Chief Operating Officer for its Electric Utility, Silicon Valley Power (SVP).  Reporting to the Chief Electric Utility Officer (CEUO), the Electric Utility Chief Operating Officer (COO) is a senior management position in the City's unclassified service responsible for the oversight and direction for the fiscal, administrative, and managerial operations of the utility. The COO has supervisory and support responsibilities for the utility's divisions: Utility Operations, Customer Development and Project Management, Resource Planning and Customer Engagement, and Business Services. The COO will help guide SVP through the extraordinary period of growth related by doubling the existing capacity of the electrical system to meet new customer demands over the next 10 years. In addition to the expansion, the COO will work to ensure new renewable resources are added to meet the City's and State’s climate goals. SUPERVISION RECEIVED:

Public Safety Dispatcher-In-Training is the entry and trainee level in the public safety dispatcher series. As a Public Safety Dispatcher II, this non-sworn classification dispatches public safety, fire, and emergency medical services out into the community. The successful incumbent will be responsible for receiving incoming calls for police, fire, or medical assistance and dispatch necessary units.
