Laboratory Manager

Regular Full-Time Employment Opportunity

The City of Sunnyvale is seeking a highly responsible and engaging Laboratory Manager to join our management team in the Environmental Services Department!  The Environmental Services Department provides comprehensive and innovative utility services for Sunnyvale's residents and businesses, and also facilitates initiatives to achieve the City's sustainability objectives. The Department brings together technical, operational, and administrative professional disciplines to form its dedicated and dynamic team. The City’s Environmental Laboratory provides water quality analysis to support Drinking Water and Wastewater Management.  The Lab team includes 10 positions and conducts approximately 48,000 analyses annually.

For the Laboratory Manager, the City of Sunnyvale:

• contributes 4% of the 7% employee contribution to CalPERS for classic members;
• contributes 2% of an employee's gross pay to a deferred compensation plan;
• provides generous retiree medical benefits, and
• provides fully employer paid medical, dental, and vision benefits.

Under general direction of a Division Manager, plans, organizes, directs, and administers the laboratory located at the Water Pollution Control Plant; supervises and coordinates the work of laboratory, industrial waste and administrative professionals, technicians and support personnel. This position entails significant regulatory responsibility with regard to compliance with and enforcement of: municipal ordinances, Regional Water Quality Control Board regulations, Bay Area Air Quality Management District and Environmental Protection Agency (EPA) regulations. Performs other duties as assigned.

Minimum Qualifications

The minimum qualifications for education and experience can be met in the following ways: 

A Bachelor's degree from an accredited college or university in chemistry, biochemistry, biology, microbiology, chemical engineering or a closely related field, and four or more years of experience in the analysis of water, wastewater, solid waste, hazardous waste or other environmental samples in an analytical laboratory or in an industrial pretreatment facility associated with a wastewater or water treatment facility, of which at least two years are at a supervisory level.

A Master's degree in a related field may be substituted for one year of the required experience.

The Accountant will have a key role in the preparation of the Annual Comprehensive Financial Report (ACFR) and must ensure compliance with City-wide fiscal policies and procedures and governmental accounting and financial reporting standards for financial transactions.

Assigned duties will include:

• Assist with new GASB pronouncement implementations and ongoing compliance with GASB pronouncements
• Analyze financial transactions and prepare monthly profit and loss reports
• Review ongoing and new fixed asset projects to determine proper accounting treatment
• Participate in the yearly fixed asset verification process
• Review surplus forms
• Posts payments and reoccurring journal entries to the City's accounting system, Financial Management System (FMS) and the Airport's billing system (PROPworks)
• Collect lost and found cash at least quarterly
• Calculate outside billing rates at least once a year
• Assist with the year-end close process and preparation of the Annual Comprehensive Financial Report, including but not limited to:
  • Prepare fund lead-sheets
  • Prepare fund trial balances
  • Upload balances to Caseware (Financial Statements Software)
  • Map accounts in Caseware
  • Prepare fixed asset footnote/reconciliations
  • Prepare schedule of transfers for consolidation
  • Upload audit schedules
  • Post the signed ACFR and other financial reports as needed to the Airport's website
• Assist with the State Controller reports
• Collaborate with the Finance and Budget teams
• Assist with updating policies and procedures as needed
• Assist with ad-hoc reports and tasks

The final candidate's qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in this classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay, which is included in the range below.

The Accountant I salary range is $84,630.00 - $102,931.92 annually.
The Accountant II salary range is $92,383.20 - $112,279.44 annually.

About the Position:  The incumbent will be a part of a collaborative, three-person Grants Program team within Administrative Services. The Grants Program identifies and secures external funding and manages a small Grantmaking Program. The Security Manager plays a pivotal role in overseeing and coordinating organization-wide security services at Valley Water. Reporting to the Assistant Officer of Emergency, Security & Safety, this mid-management position is responsible for planning, managing, and executing strategic security initiatives to protect Valley Water's infrastructure, assets and staff, and the community. The Security Manager provides expert guidance, formulates policies, and fosters partnerships with local, county, state, and federal agencies to ensure the highest level of security preparedness. The Security Manager is entrusted with the strategic development and implementation of security programs, plans, and processes. This role requires extensive professional expertise, strong leadership skills, and the ability to collaborate effectively with internal and external stakeholders.
 
 Key Responsibilities include, but are not limited to:

• Plans, manages, and oversees all functions, operations, and activities of the security unit, including contract security services, physical security systems and technologies, un-housed abatement, shooter awareness program, threat and vulnerability assessments and communication protocols.

• Works collaboratively and engages with appropriate social service and law enforcement agencies to address un-housed abatement in Valley Water creeks and other properties; fulfills security requests to support field work.
• Administers contracts for security and security related services; reviews and evaluates compliance of contractor services with Valley Water’s contract standards and provisions; recommends improvements as required in procedures, techniques, and training.

The Principal Accountant will be responsible for leadership and oversight of fiscal management functions for San José Clean Energy (SJCE). The incumbent in this position will lead the Department's fiscal/accounting team and oversee all fiscal management activities for SJCE, including but not limited to the following:

• Develop and maintain accounting policies, procedures, and business processes to comply with generally accepted accounting principles and satisfy the financial management requirements associated with long-term power purchase agreements;
• Lead the development of SJCE standalone audited basic financial statements and SJCE financial statements in the City's Annual Comprehensive Financial Report;
• Prepare quarterly financial statements (unaudited);
• Facilitate external auditor inquiries for standalone financials, City Annual Comprehensive Financial Report, and Agreed-Upon Procedure engagements;
• Lead the preparation of quarterly financial statements (unaudited);
• Analyze the impact of GASB pronouncements on SJCE's financial statements and develop accounting practices to satisfy GASB pronouncements;
• Actively participate in the financial planning and forecasting for SJCE with particular focus on validating actual financial data, proposed assumptions, and general feasibility of projections in the current and upcoming fiscal years;
• Manage external auditor inquiries pertaining to SJCE standalone financial statements and City Annual Comprehensive Financial Report.

The City of Saratoga is currently recruiting to fill a full-time Accounting Technician position within the Administrative Services Department. The incumbent will report to the Finance Manager.

The Accounting Technician, under general supervision, performs journey-level technical and administrative account support duties associated with preparing, maintaining, and processing accounts receivable and accounts payable records and transactions. The incumbent’s duties include reconciling accounts and ledgers, preparing financial reports, batch runs and wire transfers, tracking and maintaining manual and computerized accounting and financial records, establishing and updating vendor records, and performing related duties as assigned. The incumbent will be assigned to the Accounts Payable and Program Procurement Support responsibilities.

Hours: Casual non-benefited employees are limited to working no more than twenty-five (25) hours per week and no more than 900 hours in a fiscal year (July 1-June 30). Varying shifts are available including Monday through Friday between 8:30 a.m. and 8 p.m. and Saturdays and Sundays from 8 a.m. to 6 p.m.

Under general supervision, individuals assigned to this classification assist the organization to develop and design reports, websites, social media collateral and other marketing and presentation materials. This classification focuses on the development of written and graphic representation for division or department materials. Individuals in this classification are primarily focused on enhancing the Division’s social media presence, developing all written material, performing administrative tasks, attending fairs and events to promote Recreation Services programs; and perform/ related work as required.

This position is characterized by developing new and innovative marketing collateral with limited structure or routine work. Work assignments are performed in collaboration with various divisions and levels of staff, independently, with responsibility for following through on development. Contacts are regularly made both internally and externally at all levels of the organization involving tact, discretion, good listening and customer service skills. The position requires creative ability, knowledge of how to generate graphics using The Adobe Suite, Canva, Microsoft Publisher, Word and Excel and the ability to exercise a reasonable degree of independent judgment. This classification assists with development and implementation of standards for consistency in materials, written and posted on the internet. • Follow all City standards related to branding and writing (Associated Press style), or as otherwise directed, and meet deadlines
• Develop written content and edit for brochures, reports, logos and other marketing and presentation materials
• Consult with City staff and provide technical coaching and training to colleagues
• Participate in the planning, development and production of written and graphics materials
• Assist staff in the development of presentations using PowerPoint and other presentation software
• Create, develop and monitor posts and comments for social media accounts
• Represent the division at community outreach events (such as fairs, special events, etc.) by promoting community services programs and services
• Perform other duties as required

WORKING CONDITIONS
Position is required to work on the Community Center campus and may not work from home. Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination when using a computer keyboard. Additionally, the position requires near and far vision when reading and using a computer. Acute hearing is required when providing phone and personal service. The need to lift, push and pull files, paper and documents weighing up to 25 pounds also is required. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.

Minimum Qualifications

Education and Experience:
The minimum qualifications for education and experience can be met in the following way:

• A bachelor's degree from an accredited college or university in marketing, communications, graphic arts or a closely related field; AND
• One year of related work experience that provides the required knowledge and abilities.

Knowledge of:

• Computer programs utilized in the production of marketing collateral; specifically, the Adobe Creative Suite, Canva, Microsoft Publisher, Word, Excel and PowerPoint
• Dynamics of development of social media sites
• Basic principles of graphic design
• The Associated Press writing style

Ability to:

• Follow general instructions, directions and procedures;
• Accomplish assigned work and administrative tasks working independently or with a minimum of supervision;
• Process information and data in a relevant manner to reach reasonable conclusions and make practical decisions;
• Demonstrate flexibility of style relative to specific job assignments, working environments, shift schedules and hours;
• Interact well as part of a team;
• Perform relatively complex computer applications;
• Communicate with high proficiency in both written and spoken English;
• Use independent reasoning to solve programs of moderate complexity:
• Perform the essential functions of this position.

Skill in:

• Utilizing a personal computer and software relevant to this classification·
• Working effectively with others, as a contributing group or team member on multiple assignments
• Establishing and maintaining effective work relationships with a variety of people, including City staff, the public and outside consultants;
• Prioritize assignments and workload appropriately and responding to multiple deadlines
• Perform other duties as required

Licenses/Certifications: Possession and continued maintenance of a valid class C CA driver's license and a safe driving record.
 
DESIRABLE QUALIFICATIONS

• Previous experience in writing marketing collateral, graphic design and social media collateral
