Civic Engagement Manager

The City of San Rafael is seeking a dynamic and experienced Civic Engagement Manager (formal title is Civic Design Manager) to spearhead comprehensive engagement programs while coordinating the Communication Team's activities. This role will work within the City's visionary Digital Services and Open Government Department (Department), which executes pioneering strategies to build trust with the community, increase transparency, and improve access to government for all. This position is part of a strong team with a service-driven culture where each day presents fresh challenges and opportunities to tangibly impact the lives of San Rafael's residents, businesses, and visitors!

This leader will play a pivotal role in the City by enhancing outreach and engagement, fostering inclusivity, providing methods of two-way communication and helping the City tell its story to the community. THE JOB
This is an exhilarating opportunity that puts this Civic Engagement Manager at the forefront of transforming community engagement, technology, and communication in the vibrant community of San Rafael. Reporting to the Director of Digital Service and Open Government, they will oversee the interdepartmental Communications Team and manage engagement operations in coordination with both the City Manager’s Office and other departments.

The Civic Engagement Manager will ensure that projects are completed on time, according to budget, and within the bounds of work contracts. They will direct website content strategy, guiding staff on user experience enhancements that will revolutionize the City's online presence. They will also take the reins on managing the City’s social media strategy, shaping its voice and swiftly responding to media inquiries. Providing critical creative direction for the City’s online presence is the key responsibility of this role – seizing the opportunity to lead crucial engagement strategies that promote equitable access to services and information!

• Communications Strategy: Establish an advanced strategy for communicating the City’s mission, vision, and values.
• Citywide Language Access Plan: Increase the accessibility of  City services by establishing consistent guidelines and practices for multilingual engagement.

The County of Yuba is currently accepting Full-Time applications for the position of Office Assistant. The current vacancy exists in the Probation Department. Under close supervision, provides a limited range of administrative support for an assigned department, including tasks such as word processing, data entry, reception duties, scheduling, website updates, record maintenance, creating routine forms, memoranda, correspondence, reports, and operating office equipment as needed; and preforms related duties as assigned. This position performs a variety of complex and specialized technical work in the Cooperative Extension Department as the primary administrative support for the 4-H youth development program. Assists in coordinating and implementing assigned program tasks and special events that require a thorough knowledge of the terminology, procedures, and practices, business letter writing and report preparation. Designs and presents general and technical correspondence, and promotional materials; designs and develops forms, tracking systems, databases, and spreadsheets. Supplies individuals with information, copies of documents and records, etc. The position is at-will, temporary, part-time and scheduled for twenty-four (24) hours per week. 

WHAT YOU’LL DO

• Establishes files; maintains accurate and detailed records; verifies the accuracy of information; researches discrepancies and notifies appropriate personnel or agency.
• Word processes and proofreads a variety of documents; enters a variety of departmental data into the computer; retrieves information as needed; operates various printers.
• Compiles data for use in reports and/or managerial decision-making.
• Performs routine clerical duties as required, including but not limited to typing reports and correspondence, copying and filing documents, retrieving files, entering computer data, completing and processing various forms, maintaining inventory, ordering supplies, assembling materials, faxing information, answering the telephone, greeting and assisting customers / clients, processing mail, etc.

This is a journey-level class in the Police Records Specialist classification series responsible for maintaining information in specialized departmental databases, preparing and assembling reports, processing payments, and preparing and processing subpoenas, requests for information, and other documents. All activities are performed within specified legal guidelines. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

Central County Fire Department (CCFD) serves the Cities of Burlingame and Millbrae and the Town of Hillsborough. The Department serves a population of 66,045 from six fire stations across a service area of approximately 15 square miles. CCFD is supported by 91 FTEs and a FY2023-24 operating budget of $33.14 million. The Fire Marshal reports to the Deputy Fire Chief and oversees the Prevention and Preparedness Division supported by 7 team members.
 
CCFD is seeking a well-regarded professional in the regulatory community who is an outstanding communicator and relationship builder capable of easily establishing credibility with a wide range of audiences. Three years of experience as a fire inspector or as a company officer performing fire prevention inspections and possession of an AA/AS degree will be considered qualifying. A California Fire Prevention Officer Certificate is required. A Bachelor’s degree is desirable.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is completion of 60 college semester units. Previous volunteer or paid experience in a law enforcement support area is desirable.
 
Other requirements include:

• Must be free from any disqualifications for employment, including felony convictions.
• Must be legally authorized to work in the United States under federal law.
• Must be 21 years of age or older at time of appointment.
• Must be fingerprinted for purposes of search of local, state, and national fingerprint files to disclose a criminal record.
• Must be of good moral character, as determined by a thorough background investigation.
• Must be a high school graduate, pass the General Education Development Test or other high school equivalency test approved by the State Department of Education that indicates high school graduation level, pass the California High School Proficiency Examination, or have attained a two-year, four-year, or advanced degree from an accredited college or university.
• Must be found to be free from any physical, emotional, or mental condition, including bias against race or ethnicity, gender, nationality, religion, disability, or sexual orientation, that might adversely affect the exercise of the powers of a peace officer.
• Must possess a valid California driver's license and have a satisfactory driving record. 
• Must be able to meet physical, psychological and background standards. 
• Must be willing to work evening, night, weekend and holiday shifts. 
• Must be able to obtain required POST certification and maintain firearms qualification.

EXAM PROCESS

The exam process will include, but is not limited to: 

• Application review for minimum qualifications and required documents
• Written Exam: POST PELLETB
• Performance Exam: Physical Abilities Test (PAT)

The written exam and performance exam will be administered on the same day. See the job announcement for upcoming City of Berkeley exam dates. 

If you are unable to attend the City of Berkeley exam dates, you may register and take your exams with The Academy. The Academy charges a non-refundable materials fee of $10 for the written exam, $25 for the practice PAT, and $100 for the official PAT. After taking the exams and receiving passing scores, please attach your scores to your application.

POST will not authorize you to take the exam within 30 calendar days of having taken your last POST written exam. Please refer to the POST website for additional information.

Applicants may waive the written exam only by submitting a California POST Entry Level Law Enforcement Test Battery (PELLETB) T-score of 48 points or higher. We will accept California POST T-scores from other agencies provided the test was taken no more than one year prior to the date of application. Applicants must submit, on agency letterhead, a letter that states that the individual has taken the California PELLETB written exam. The letter must contain the total T-score and the date of the test. For information on where the PELLETB test is offered, please visit www.theacademy.ca.gov/tests.

Applicants may waive the performance exam only by submitting a California POST physical agility certificate, known as the Work Sample Test Battery (WSTB), with a score of 325 or higher.  The 1.5-mile run is not a requirement.  The test should not be dated no more than one year prior to the date of application.

Tests may consist of any combination of written, oral or other exercises or assessment procedures that test content and may include, but are not necessarily limited to, typing, math, reading, writing and analytical skills; problem solving ability; computer and software proficiency, or any other job-related knowledge, skill, ability or qualification. The examination process and dates are subject to change. The City may, without notice, change or eliminate any assessment component as needs dictate. Applicants passing all examination phases will have their names placed on an employment eligible list that hiring departments will use to conduct final selection interviews.
