About the Role

The newly created Community Services Division Director position is an exciting and unique opportunity to build a new division of the City of San Rafael.

The Community Services Division Director will play a pivotal role in shaping and leading the City of San Rafael's efforts to address critical social issues, particularly focusing on homelessness at this time.  Reporting directly to the Assistant City Manager, the Division Director will oversee and develop the newly created Community Services Division, ensuring the effective development and implementation of programs that improve the quality of life for residents in need.

In this role, the Division Director will manage a broad range of responsibilities, from strategic planning and policy development to budget management and interdepartmental and interagency coordination. They will be a key liaison between the City and  our County partners, and various other stakeholders, including public agencies, community organizations, and residents. Their work will involve close collaboration with other City departments, public and private partners, and community groups to advance initiatives that address homelessness and related services.

In their first year, they’ll work to develop the City’s first homelessness strategic plan, setting priorities and policies to guide the City’s work in this space for the next five years.

One of the key, immediate priorities the Division Director will oversee is the implementation of the City’s $6M Encampment Resolution Fund Grant. This includes leading the contractor and staff team operating the City’s planned Sanctioned Camping Program and spearheading the identification of a site for a future interim shelter and/or transitional housing. In addition, they’ll also coordinate the implementation of the City’s Camping on Public Property ordinance.

The Community Services Division Director will directly and indirectly lead a dedicated team, guiding their efforts to deliver high-quality services that meet and respond to the needs of the community. The Division Director will also be responsible for securing and managing funding, developing and maintaining partnerships, and ensuring that the Division's programs are both effective and sustainable. This role requires a dynamic, adaptable, creative leader who is passionate about public service, skilled in strategic planning, and committed to making a positive impact on the community.

The Santa Clara County Housing Authority (SCCHA) is the county’s largest provider of affordable housing, helping make rental housing safe and affordable for approximately 20,000 low-income households.

How You Will Make an Impact:

SCCHA’s Real Estate Development Division is a mission oriented, dynamic, and collaborative team, working closely together to creatively develop new affordable housing as well as preserve existing assets in service of the tenants and communities we serve.  By embedding the innovative spirit of the Silicon Valley into our agency’s culture, we are elevating our efforts to address the affordable housing shortage in Santa Clara County.  To ensure equity and justice, we prioritize housing developments for extremely low-income individuals and families that embrace residents’ lived experiences.  Our resident-centered approach leverages our real estate capacity, talented staff, and community partnerships. 

We are looking for a dynamic individual who will be a part of the real estate department and help us to develop a pipeline of over 20 projects and over 1200 units of affordable housing.  We are looking for an individual that will oversee and manage a team of project managers with projects ranging from new construction multi-family housing, renovation and rehabilitation of existing structures, repurposing of commercial properties for affordable housing, and master planning of large transit-oriented sites.

What Our Team Is Looking For:

Any equivalent combination of education and/or experience likely to provide the required core competencies may be considered. A typical combination that is qualifying may include: 

• A bachelor’s degree from an accredited four-year college or university with major coursework in community development, business, economics, urban planning, or a related field; and
• Five (5) years of progressively responsible experience in residential property development, acquisition, and/or rehabilitation, Low-Income Housing Tax Credit (LIHTC) from applications and financing through conversion, to permanent financing, including two (2) years of experience supervising and managing affordable housing and development programs, budgets, activities and staff.

The Community  Action Program Specialist determines client’s needs for program services and provides case management and/or crisis intervention in one or more various program areas. The Community Action Program Specialist II is the full journey level class within the series and is   distinguished from the entry level class by the performance of the full range of duties, including the more complex cases. This position is full-time and is scheduled for forty (40) hours per week.

WHAT YOU’LL DO

• Analyzes clients’ financial and eligibility information to determine initial or continuing eligibility for programs.
• Secures case documentation, records, and/or other information from other agencies as required.
• Interview and evaluates clients for specific program services eligibility and/or employment opportunities, including service needs assessment and crisis intervention, to assist individuals/families in achieving self-sufficiency. 
• Conducts orientation workshops for new and returning participants; explains regulations, rules and policies to clients and apprises them of their rights and responsibilities for program participation.
• Receives and responds to inquiries regarding program services from clients, other agencies, and the general public.

The City of Sunnyvale is seeking a Housing Specialist I to join the Housing Division in the Community Development Department. Under direction of the Housing Officer, the Housing Specialist I will play a key role in the planning and development of new affordable housing, creating new housing programs, implementing the Housing Element, applying for grants/funding to support affordable housing, and monitoring housing legislation. The Housing Specialist I will perform technical and professional level planning and community development work, with an emphasis on creation and implementation of affordable housing programs. • Field Resource Specialist will report to the Foothills Field Office (FFO) in the Rancho San Antonio Open Space Preserve in Cupertino, CA, to the Foothills Area Manager.

About the Position:   The Field Resource Specialist is an exempt/salaried position, which is responsible for administering the principles and practices of public land management including: open space or undeveloped park maintenance, resource management including resource protection, managing budgets, prioritizing work tasks, and responding to public; stakeholder agencies; and other department inquiries. The Field Resource Specialist directs the day-to-day implementation of fuel reduction and vegetation management goals of Midpen’s Wildland Fire Resiliency Program. The Field Resource Specialist will support Midpen’s utilization of contractors and act as a point of contact for a wide variety of vegetation maintenance and management tasks. The successful performance of this work will require a working knowledge of a broad range of resource management trades and technical principles, as well as a professional background and the ability to coordinate work with other Midpen departments.  Candidates with background in fire risk prevention activities and vegetation management trades are desirable. THE POSITION:

The City of San Rafael is recruiting for a Program Coordinator in the Recreation Division of our Library and Recreation Department.  This position is responsible for overseeing operations of the Terra Linda Community Pool, including hiring, training, scheduling of temp/seasonal lifeguards, swim instructors, cashiers for approximately 100 employees, for a 9-month pool season.  The Program Coordinator will develop, implement, and oversee programing for the pool and be responsible for developing the pool schedule.  An understanding of safety, customer service, managing relationships with user groups, problem solving, and leadership skills are important for this program area.  Although an aquatics background is preferred, it is not required at time of hire.  The Program Coordinator will also support the Terra Linda Community Center with program development, special events, rentals, customer service, marketing and other tasks as assigned. 

This position performs the following essential job duties (including but not limited to and may vary with assignment):

• Provides direction to and supervises regular, temporary and volunteer staff, including selecting, monitoring, training, scheduling and determining workloads; assists with hiring, disciplinary and evaluation processes.
• Assists in the development, recommendation and implementation of goals, objectives, policies, procedures and work standards for the assigned department division(s).
• Participates in the preparation and administration of an assigned recreation center or specialized recreation program budget.
• Plans, evaluates and coordinates programs, classes, athletic activities and special events, including scheduling facilities, ensuring facilities are set up, scheduling trips and hiring coaches.
• Monitors the day-to-day operations of programs and events, including making site visits, handling and resolving complaints not requiring the attention of a supervisor and ensuring that programs and events have required materials and supplies.
• Formulates and organizes program plans and schedules for seasonal and year-round activities and special events. 
• Acts as liaison and representative with a variety of advisory boards, commissions, community groups, law enforcement agencies, schools and councils.
• Creates program flyers, brochures, catalogs and newsletters, including determining content, layout, materials and distribution methods; prepares activity and operating reports.
• Enforces safety and operating procedures and provides for maintenance needs including compliance with health and safety codes and building codes.
• Books facility rentals for customers; attends to facility users needs, including permits and equipment; prints weekly event schedule and ensures that all setups are done, manages facility budget, including maintenance and supplies.
• Performs other duties of a similar nature or level.

The Yuba County Sheriff’s Department is currently accepting applications to establish an eligibility list for the classification of Correctional Officer.  Under continuing supervision incumbents perform a wide variety of support in two areas: corrections, in which incumbents ensure the security, safety and care of individuals in custody; and bailiff, in which incumbents ensure the safety and security of the courts and their personnel during court proceedings; and perform related work as assigned. Incumbents may be assigned to either County Jail security or Court security. 

About the Sheriff’s Department :

The Yuba County Sheriff's Department is responsible for the administration of the Yuba County Jail and Jail staff. The Mission of the Yuba County Jail is to provide safe, efficient, humane and secure custody of all persons incarcerated. The county prisoner population is made up of those who are sentenced to county jail, those serving state prison sentences in the county jail under AB109, and those who are pre-trial and who have not yet been sentenced. The jail provides a necessary link in the criminal justice system. There are numerous programs operating within the facility including medical, kitchen, exercise, commissary, visiting, law library, inmate education, work programs, work furlough program, and inmate classification.
