The Town of Atherton invites you to apply for the position of Front Desk Receptionist / Clerk for the City Manager’s Office. The position requires an individual to provide responsible professional, administrative, and technical assistance to support the City Manager’s Office which includes City Clerk functions. The individual will provide administrative support and general reception for the Town Hall. The administrative functions include, but are not limited to, supporting activities to promote and prepare for Town meetings, processing applications for permits, customer service and public interaction related to Town programs and services, special projects based on needs; and assisting in office management functions.

Typical duties include, but are not limited to:

• Assist in providing support for community events that will include assistance with public engagement, planning, and outreach.
• Assist with preparing public meeting agenda packages and materials.
• Maintain files and filing systems in accordance with departmental policies and procedures.

The Controller's Office is currently seeking well-qualified candidates for the position of Payroll Personnel Coordinator IV - Confidential.

The mission of the Controller's Office is to promote the County's operational effectiveness and ensure its financial transparency and integrity by providing quality accounting, audit, and financial reporting services.

The Controller's Office maintains the County’s financial systems and records, and prepares independently audited, award-winning annual financial reports that disclose the financial condition of the County to the public. We are staffed with 51 full-time accounting, audit, and information systems professionals. Distinguishing Characteristics

Payroll/Personnel Coordinator IV is the lead or specialist level class in the Payroll/Personnel Coordinator series. This level is distinguished from the Payroll/Personnel Coordinator III in that the former is assigned to larger County departments with 24/7 operations, various locations, programs, and shifts or in central Human Resources or Controller's Office. At this level, work requires the analysis of unusual circumstances, understanding and proper application of complex and multiple labor contract provisions and assessing a variety of approaches to finding solutions. Actions to be taken or responses to be made differ in such things as the source of information, the kind of transaction or scenario, the type of employee and his/her eligibility for labor contract provisions. Positions at central HR and Controller's Office provide lead, guidance, and instructions to other departmental Coordinators.

In addition, the ideal candidate will have experience in Human Recourses and the Payroll System (Workday) and timekeeping system (Infor Workforce Management aka ATKS).

Qualifications

Education and Experience:

THE POSITION

The current full-time opening is a professional level position requiring expertise in administrative, supervisory, and accounting functions and is under the direction of the Administrative Services Director.  The Accounting Manager oversees daily financial and accounting activities, supervises accounting staff; performs difficult and complex statistical analyses; assists with annual budget preparation; manages the annual financial audit; develops and distributes internal financial reports; plans and executes all risk management functions; and performs advanced professional, analytical, and administrative work. 

TYPICAL DUTIES AND RESPONSIBILITIES:

Duties may include, but are not limited to the following:

• Plan, organize and direct Finance division activities including overseeing accounts payable, payroll, accounts receivable, and cash receipt activities
• Direct, oversee and participate in the development of the financial division work plan; assign work activities, projects, and programs; monitor workflow; review and evaluate work products, methods, and procedures

Under general direction, the Senior Accountant performs and supervises professional accounting and auditing work of staff responsible for providing financial accounting and record-keeping in connection with general ledger, budget preparation, and budgetary control, purchasing activities, payroll; and performs a variety of professional accounting tasks relative to assigned area of responsibility.

The Organization

The City of Pacifica is a General Law City incorporated in 1957 and operates under the Council/Manager form of government. Legislative authority is vested in a five-member City Council elected by district for four-year overlapping terms. The Mayor is selected each year by a majority vote of the other Council members. The Council appoints the City Manager, City Attorney, and members of advisory commissions and committees. 

Pacifica is a full-service city (approximately 200.75 FTE) with a proposed FY2024-25 general fund budget of $48.1 million. THE DEPARTMENT

The Finance and Administrative Services Department provides high-quality support services to all City departments and the community, including Finance, Human Resources, Information Technology, and Risk Management functions, and ensures compliance with City policies and procedures. The Department is responsible for all financial operations, properly recording financial transactions, providing reliable technology resources, implementing best practices in employee relations, providing outstanding customer service, and promoting a positive work environment for a talented workforce. Department staff prepare the annual operating and capital budgets, coordinate the external audit process, etc. The ideal candidate will be contributing and joining a team of five team members. 

SUPERVISION RECEIVED AND EXERCISED

Direction is provided by the Deputy Finance Director. Responsibilities may include direct and indirect supervision of technical and clerical personnel.

ESSENTIAL AND IMPORTANT DUTIES

AN EMPLOYEE IN THIS POSITION MAY BE CALLED UPON TO DO ANY OR ALL OF THE FOLLOWING ESSENTIAL DUTIES:

• Supervises and/or participates in various financial and accounting activities within the Finance Department, including posting, balancing, and reconciliation of General Ledger and subsidiary accounts and City bank accounts.
• Performs complex and difficult accounting work, including the related monitoring of personal deadlines and the deadlines of others to ensure adherence to quality and timely work products.
• Performs as a project manager for complex financial systems implementation and serves as a liaison to Finance staff and other departments in the implementation of all financial modules for the Financial Enterprise Resource Planning (ERP) system.
• Participates in fiscal and accounting work in connection with budget preparation, purchasing activities, and payroll analysis.
• Processing and pre-auditing accounting documents and transactions in conformance with established procedures and controls.
• Prepares work papers, financial statements and various reports for internal accounting and for Federal, State and other outside agencies.
• Reviews, reconciles and audits accounting records of receipts, disbursements and encumbrances to ensure fiscal accuracy and control.

• Monitors and reports on the status of State and Federal grants; reviews and audits grant contracts, amendments and other documents to ensure grant compliance.
• Performs fixed assets accounting, monitors and maintains accurate and up-to-date records on City's fixed assets.
• Prepares investment activity summary and quarterly treasurer’s reports.
• Analyzes, recommends improvements, develops, and implements fiscal policies, procedures, and internal controls and re-aligns business practices with technology.
• Maintains and researches current knowledge of applicable ordinances, rules, regulations, and policies. Clearly presents and interprets reports to financial and non-financial managers, co-workers, and clients.
• Assists in coordinating, designing, developing and maintaining data extracts, reports and interfaces.

Equivalent to a Bachelor's degree from an accredited college or university with major coursework in accounting or business administration or related field, and

Four (4) years of recent, progressively responsible experience in the field of professional accounting and auditing. Supervisory experience is desirable.

Experience in a public agency or governmental accounting experience is highly desirable.

Certification:

Must possess a valid California Class C driver’s license and have a satisfactory driving record.

Knowledge of:

• Generally accepted accounting principles (GAAP) and basic principles, practices, and procedures of Accounting as applied to Governmental Accounting Standards (GASB).

The Organization:

The Town of Los Altos Hills is currently looking to fill a key role within its Finance Department. The opportunities are at either the Senior Accountant or Finance Manager level.

The position is a promotional series and is responsible for the following:

• Manage, direct, coordinate, and perform the Town's general accounting and payroll functions;

Examples of Duties

Senior Accountant

Depending upon assignment, duties may include, but are not limited to, the following:

• Establish and maintain journals, ledgers, and supporting financial records; ensure timely maintenance of the General Ledger and the recording of all revenue, encumbrances, and disbursements.

• Review, develop, and modify accounting methods and internal auditing controls to improve the effectiveness of existing procedures and ensure conformance with existing policies.
• Provide professional, technical accounting and budget advice to senior management; coordinate activities with other departments; assist in special projects as assigned.
• Manage Town contracts, including land leases, franchise agreements, and various Town Hall service contracts.
• Serves as assistant to the department head concerning personnel-related issues and responsibilities; coordinates recruitment efforts; processes personnel transactions; assists with workers’ compensation cases.
• Assist in labor relations, employment benefit management, and risk management, as assigned.
• Serve as the Acting Finance Director in the director’s absence.
• Draft and update financial policies and procedures to ensure best practices and regulatory compliance

About This Position

The Associate Management Analyst (AMA) will assist in the oversight of DEM program budgets, ensuring financial efficiency and policy compliance, with responsibilities including revenue projections, cash flow analyses, cost containment, grant disbursement, and managing annual and mid-cycle budgets. This role includes preparing budget estimates, evaluating revenue and expenditure budgets, resolving cross-departmental fiscal issues, reviewing budget submittals for accuracy, and assisting with funding challenges.

Initially under close supervision, incumbents with basic professional administrative education and/or experience perform analytical and technical work within an assigned division/department. At this level, the impact of the decisions is moderate, and the work is typically one of interpreting, explaining, or gathering information.

Additionally, the AMA will plan and administer DEM programs, conduct analytical studies, prepare reports, and ensure compliance with regulatory requirements. The selected candidate will track and monitor the adopted budget and prepare periodic budget reviews for submission to County departments, administration, and boards and commissions, such as the Emergency Services Council (ESC).

This crucial position will also involve various tasks to support the County’s financial integrity and operational excellence, significantly contributing to the overall success of San Mateo County.

The ideal candidate will possess:

• Strong financial management skills, including budgeting, forecasting, and grant disbursement.
• Experience in developing and presenting operating and capital budgets, including preliminary estimates and salary projections.
• Proficiency in tracking and monitoring budgets, preparing periodic reviews, and ensuring adherence to timelines.
• The ability to resolve cross-departmental budget issues and propose procedural solutions.
• Analytical skills to conduct financial analyses and special research projects, evaluate alternatives, and make recommendations.
• Excellent written communication skills for preparing technical records, reports, and recommendations.
• Computer skills and knowledge of a variety of software programs.

Examples Of Duties

The DEM AMA’s responsibilities may include, but are not limited, to the following:

• Develops and manages program, annual, and mid-cycle budgets, including revenue projections, forecasting, multi-year cash flow analysis, cost containment, distribution, grant funds disbursement, and salary and benefits projections.
• Tracks and monitors the adopted budget and prepares periodic budget reviews for submission to County departments, administration, and boards and commissions, such as the Emergency Services Council (ESC).
• Formulates, prepares, and communicates budget completion schedules, calendars, and deadlines.
• Facilitates and coordinates the resolution of cross-departmental budgetary issues, including identifying and proposing procedural solutions.
• Balances expenditures and revenues and identifies funding gaps; assists departments in resolving funding issues; prepares status reports and manages budgetary control systems; recommends and processes budget amendments.
• Ensures compliance with Federal, State, County, and funding agency regulatory and reporting requirements and applicable laws, regulations, and professional practices.
• Attends meetings, conferences, workshops, and training sessions and reviews publications and related materials to become and remain current on principles, practices, and new developments in assigned work areas.
• Performs other duties as assigned.

Qualifications

Education and Experience :

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

• Education: Degree from an accredited four-year college or university with major coursework in business administration, fiscal, or a related field.
• Experience: At least one year of fiscal administrative experience is typically required at the Associate Management Analyst level.

The Redwood City Fire Department is seeking individuals for the position of Cadet Firefighter. The Cadet Firefighter Program is designed to allow students an opportunity to gain firsthand knowledge of fire department operations. Fire Department Cadets spend a minimum of 48 hours and a maximum of 96 hours per month at the firehouse, participating in calls for service, station duties, and training. Cadets will also be expected to attend department-sponsored community functions outside of their 96-hour monthly commitment. Though the goal is to immerse the cadet into all aspects of fire department life, they are not allowed to participate in situations deemed Immediately Dangerous to Life and Health (IDLH).

This Fire Cadet position is a non-benefited volunteer position.
