The person in this position may work on other Community Engagement and/or Environmental Justice projects, as assigned, such as Home Air Filtration Programs, community workshops and events, community grants, youth-oriented engagement projects, or other projects. You will assist in a wide variety of tasks to support the successful preparation and implementation of community-scale air quality plans in partnership with community members and partner organizations, and work to support communities and local governments determine how to best improve air quality and reduce health disparities while centering equity and addressing environmental justice. To be successful in this role, you must be a strong team player, have strong communication and analytical skills and be able to work with people of varied backgrounds and perspectives, including low-income communities of color and communities overburdened by air pollution. You will leverage your knowledge of land use, transportation, air quality, equity and environmental justice to gather, analyze, interpret, and visualize key data to support decision making.

Assembly Bill 617
Assembly Bill (AB) 617 (C. Garcia, Chapter 136, Statutes of 2017) was signed into law alongside Assembly Bill 398 which extended California’s cap-and-trade program for greenhouse gas emissions. AB 617 addresses environmental justice concerns regarding the extension of the cap-and-trade program by requiring the California Air Resources Board, with input from community groups, air districts and others, to select locations around the state to prepare community-led plans to reduce emissions of toxic air contaminants and criteria pollutants. Communities can also be selected to prepare community-led monitoring plans. The primary requirement for community selection is a demonstrated high cumulative exposure burden to air pollution and associated health disparities. In the Bay Area, and around the state, these communities are often low-income communities of color.

In 2017, West Oakland and Richmond were selected as the first communities to participate in the AB 617 program. Since then, East Oakland and Bayview Hunters Point/Southeast San Francisco communities have been added to the program. The Air District works closely with these communities to both develop and implement emission reduction and monitoring plans.

The Environmental Services Department is currently recruiting for TWO vacancies, one regular full-time and one term-limited full-time (2 year assignment), in the position of Environmental Compliance Inspector to support the City's environmental inspection programs. These programs help protect our waterways and the San Francisco Bay by ensuring that businesses and residents are implementing best management practices to prevent water pollution and are in compliance with Federal and local water quality regulations. Environmental Compliance Inspectors work closely with a wide variety of businesses to ensure that the composition of their wastewater is in compliance with City requirements and does not compromise the integrity of the City's Water Pollution Control Plant or the sewer collection system. Such businesses range from aerospace and semiconductor manufacturers to dental offices and restaurants. The inspection team is also advancing multiple stormwater initiatives such as trash reduction and controls for pollutants of concern such as mercury and PCBs.

Under general direction, performs journey level inspection and enforcement activities on industrial, commercial, and residential discharges to the sewage and storm drain system for compliance with codes and laws regulating waste processes; and does other related work, as required.

The Air District is currently accepting applications for the position of Senior Advanced Projects Advisor in the Executive Office. This is open recruitment for one (1) full-time, represented position.

About you in the position
As the Senior Advanced Projects Advisor, you will be the cornerstone in coordinating all AB 617 work across the district, serving as the lead in orchestrating and implementing strategic planning for all divisions under the Deputy Executive Officer of Equity and Community Programs. Your role will be crucial in advancing environmental justice initiatives and ensuring equitable outcomes for communities disproportionately affected by air pollution. With your comprehensive understanding of air quality improvement programs and regulatory frameworks, you'll spearhead internal AB 617 engagement efforts. This includes communicating complex information about incentive programs and mobile sources, facilitating community meetings, and guiding discussions on emission reduction strategies. You'll be responsible for coordinating the implementation of the Air District’s strategic plan for all divisions under the Deputy Executive Officer of Equity and Community Programs.  Your expertise will be instrumental in preparing reports and presenting to the Board of Directors and stakeholders. Your strategic vision and leadership will empower our team to make informed decisions that benefit communities, meet regulatory requirements, and advance our mission of clean air and climate protection for all Bay Area residents.
 
Assembly Bill 617
Assembly Bill (AB) 617 (C. Garcia, Chapter 136, Statutes of 2017) was signed into law alongside Assembly Bill 398 which extended California’s cap-and-trade program for greenhouse gas emissions. AB 617 addresses environmental justice concerns regarding the extension of the cap-and-trade program by requiring the California Air Resources Board, with input from community groups, air districts and others, to select locations around the state to prepare community-led plans to reduce emissions of toxic air contaminants and criteria pollutants. The primary requirement for community selection is a demonstrated high cumulative exposure burden to air pollution and associated health disparities. In the Bay Area, and around the state, these communities are often low-income communities of color.
 
In 2017, West Oakland and the Richmond-North Richmond-San Pablo area were selected as the first communities to participate in the AB 617 program. Since then, East Oakland and Bayview Hunters Point/Southeast San Francisco communities have been added to the program. The Air District works closely with these communities to both develop and implement emission reduction and monitoring plans and, on the implementation of community-identified strategies.

Under direction, provides lead direction and performs the more complex specialized technical and administrative projects and studies; serves as the District's liaison with other agencies; performs related work as assigned.

DISTINGUISHING CHARACTERISTICS

This is the management level in this specialized class. Incumbents provide lead direction and perform the more difficult and complex technical and administrative work in a variety of areas for the District. Incumbents perform project-oriented assignments requiring considerable professional knowledge and significant independent action and judgement. Incumbents may represent the District in strategic situations and speak with the authority of the District. Supervision of others may be assigned to this classification for special projects for a limited duration.
