THE POSITION

To perform responsible clerical accounting work involved with billing and collection of utility bills; the maintenance and review of financial and statistical records; the entry of data processing; and/or assisting in the preparation and maintenance of payroll and related records.  The purpose of this recruitment is to fill a current vacancy, as well as establish an eligibility list for future vacancies.

 

Finance Clerk I:  This is the entrance level for clerical accounting employees.  Employees in this class normally work under close and continuous supervision performing a group of repetitive or closely related duties according to established procedures. Finance Clerks I are normally considered to be on training status and, as assigned responsibility and breadth of knowledge increase with increased experience, may reasonably expect their positions to be reassigned to the next higher class of Finance Clerk II.

 

Finance Clerk II:  Positions in this class are normally filled by advancement from the lower grade of Finance Clerk I, or, when filled from the outside require prior responsible clerical accounting experience.  A Finance Clerk II works under general supervision and, within a framework of established procedures, is expected to perform a variety of accounting duties with only occasional instruction or assistance.

 

IDEAL CANDIDATE

The Ideal Candidate for the Finance Clerk position will possess excellent customer service skills and maintain professionalism regardless of work environment.  Cash handling experience with proven accuracy and integrity are essential to the position.  Strong communication skills are vital.  Candidates must be able to communicate with internal and external customers with ease and confidence.  The Ideal Candidate will also demonstrate the ability to prioritize multiple competing timelines, remain organized, show attention to detail, as well as being highly trainable.  Regular, predictable, consistent, and timely attendance is an essential function of the position. The ability to communicate in Spanish is highly desirable.

 

ESSENTIAL JOB FUNCTIONS

Prepare and process utility bills; collect payments over the counter and through the mail; balance cash drawer and prepare deposits; and process delinquent accounts; Set-up and maintain accounts on a computerized accounting system. Prepare or assist in the preparation of a variety of financial and statistical reports as assigned. Process accounts payable for the City; input purchase orders and blanket purchase orders to be paid into computer system; enter and verify invoices for payment; prepare and print claim report and distribute to City departments/divisions.

 

Process various transactions involving accounts payable, payroll, general ledgers and accounts receivable. Assist customers over the counter with respect to utilities billings, opening/closing accounts, problems, etc.; respond to citizen complaints and/or inquiries, referring more complex issues to higher level of authority as appropriate. Print and mail out renewal notices, delinquent notices, billings changes, etc. Review and check records, forms, and other documents for accuracy, completeness and conformance to rules and regulations. Post a wide assortment of information to records. Process fixed asset requests, invoices and purchase order disbursements. Input a variety of data to computerized record keeping/data processing systems; maintain computerized and/or manual files of correspondence, records, and other documents as assigned. Receive, sort, and distribute in-coming and out-going mail as assigned. Order and maintain supplies. Perform related duties as assigned.

 

QUALIFICATIONS

 

Experience and Education:

Any combination equivalent to the experience and training that would likely provide the required knowledge and abilities would be qualifying.  A typical manner to achieve the knowledge and abilities would be:

 

Finance Clerk I

Education:  High School Diploma or equivalent.

 

Experience:  One (1) year experience performing clerical or accounting support work.

 

Finance Clerk II

Education: High School Diploma or equivalent. 

 

Experience: One (1) year experience performing duties comparable to those of a Finance Clerk I in the City of Woodland.

This role, which is primarily fiscal-related with 10-20% dedicated to grants, includes preparing budget estimates, evaluating revenue and expenditure budgets, resolving cross-departmental fiscal issues, reviewing budget submittals for accuracy, and assisting with funding challenges.

 

Working under general supervision, incumbents perform analytical and technical work within the department. At this level, the impact of decisions is moderate to significant, with work typically involving interpreting, explaining, gathering, and analyzing financial information.

 

Additionally, the MA will plan and administer SMC EM programs, conduct analytical studies, prepare reports, and ensure compliance with regulatory requirements. The selected candidate will track and monitor the adopted budget and prepare periodic budget reviews for submission to County departments, administration, and boards and commissions, such as the Emergency Services Council (ESC).

 

This crucial position will also involve various tasks to support the County's financial integrity and operational excellence, significantly contributing to the overall success of San Mateo County's emergency management mission.

This is a limited term position.  Limited term positions are full-time, fully benefited, temporary positions. The Position: Learning Facilitators will be responsible for leading high-quality and connected learning experiences with children and collaborating with the other staff in a classroom environment for the Big Lift Summer Program. Learning Facilitators will establish and maintain an environment that embraces the growth mindset, actively facilitate open-ended, child-directed projects, and look for every opportunity to embrace and incorporate youth creativity.
 
Inspiring Summers Camps: The camps serve children reading below grade level in areas where the majority of youth qualify for free or reduced lunch. Staff working intensively with enrolled youth will have the opportunity to make our community a stronger, healthier, and more equitable place. These summer learning experiences are a critical part of San Mateo County's strategy to dramatically reduce the number of youth who cannot read on grade level, a problem that disproportionately affects youth of color and socioeconomically disadvantaged youth. Location: Big Lift Inspiring Summer Learning Facilitators will be assigned to work at one of eight camps with children who will be entering kindergarten, first, second, or third grade in the Fall. The camps are located in Daly City, Half Moon Bay, Millbrae, Pacifica, Pescadero, San Bruno, and South San Francisco.
 
Schedule: This 6 to 7-week internship will begin with 8 days of required training and will then continue with a 4 to 5-week assignment in one of our learning camps. The camp assignment will either be part-time (20-28 hours per week, 4-5 hours per day Monday-Thursday and all day on Friday) or full-time (35-40 hours per week, 7-8 hours per day Monday-Friday).
 
MANDATORY IN-PERSON TRAINING WILL BEGIN TUESDAY, MAY 26, OR MONDAY, JUNE 1, 2025, depending on site placement.

Salary: $23.24 - $31.95 Hourly

Qualifications

 

These positions are designed to support college-aged students, recent graduates, and paraprofessionals working in youth education.
 
Education or Experience: Experience working with youth or a demonstrated interest in working with youth. Examples include experience coaching, tutoring, providing childcare, and taking child development coursework. Experience in theater, arts, music, youth development, early childhood, social justice, and science is also preferred.
 
Age Recruitment: must be 16 years or older. 
 
Language: Bilingual in Spanish preferred but not required.

POSITION

To plan, organize and manage all activities and programs for a specified division of library operations or services, to include the supervision, coordination, promotion and evaluation of division program.  The purpose of this recruitment is to fill a current vacancy in our Teen Programs within the Woodland Public Library, as well as establish an eligibility list for future vacancies.

Woodland Public Library is seeking a dynamic, outgoing, self-directed, and customer-focused librarian with a passion for working with teens to lead the Library’s Teen Services. The Ideal Candidate will demonstrate a strong commitment to developing and facilitating programs and services that help teens build the knowledge, skills, and experiences they need as they prepare for college, careers, and life.

Candidates should have strong organizational, problem-solving, and planning skills, along with the ability to work both independently and collaboratively in a fast-paced public library environment. An inventive and responsive approach to service development and management is essential, as is the ability to communicate effectively—both orally and in writing—with teens and a wide range of community members. The position requires enthusiasm for collaboration, outreach, networking, and community engagement, and includes some evening and weekend hours.

 

Library Program Manager I: This is the entry level class in the professional library series. Assignments are generally limited in scope and within the design and procedural framework established by the Library Services Director. However, as experience is acquired, the employee performs with increasing independence.

 

Library Program Manager II: This is the journey level class in the professional library series. Positions in this class are flexibly staffed and are normally filled by advancement from the lower class of Librarian Program Manager I, or when filled from the outside, require prior professional library work experience.  Appointment to the higher class requires that the employee be performing substantially the full range of duties for the class and meet the qualification standards for the class. Work in this class is distinguished from that of a Library Program Manager I by greater complexity of the assignments received and by greater independence with which an incumbent is expected to operate.

 

ESSENTIAL JOB FUNCTIONS

• Develops and interprets division policies.
• Coordinates program planning and service delivery for the division.
• Develops and conducts programs which reflect the guiding principles of the Library and public librarianship.
• Develops and monitors collection development plan for division collection. Supervises the
  collection development activities of other staff. Responsible for appearance and order of division collection.
• Supervises cataloging, classification, and processing of all library materials using ALA and LC principles and practices.
• Provides relevant training to professional staff, library technical assistants, pages, and volunteers.
• Supervises and participates in the evaluation and hiring of all division staff.
• Participates in near-term and long-range planning for the division, including budget forecasting.
• Coordinates staff review of programs, services and policies for evaluation and improvement.
• Researches and identifies future grant opportunities that align with the Library’s needs and goals, implements all stages of grant process from conception and writing to implementation, reporting, and evaluation.
• Coordinates program planning with school Librarians to ensure complementary services to students.
• Provides leadership in working relationships and communication, ensuring high productivity and quality public service; with other community agencies and city departments.
• Prepares materials to publicize the services and resources of the division.
  Evaluates the various programs to ensure success with the Community, and adjust the programs as needed.
• Prepares regular reports for the Library Services Director.
• Maintains awareness of trends in library services and of issues affecting services to a specific population. Attends meetings and participates in professional library organizations.
• Regular, predictable, consistent and timely attendance is an essential function of the position.
• Performs duties in other library divisions and participates in special library projects as needed.
• Supervises the entire library, including personnel and facilities, in the absence of the Library Services Director.

MINIMUM QUALIFICATIONS

 

Education
Library Program Manager I and II
Possession of a Master of Library Sciences Degree from an accredited college or university.

Experience

Library Program Manager I
One (1) year experience supervising staff and/or developing/managing programs.

Library Program Manager II

A minimum of four (4) years' responsible experience in a professional librarian capacity, including one (1) year in a supervisory capacity and one (1) year of managing programs.
