About the Role
Reporting to the City Manager’s Office, the Principal Special Projects Manager (PSPM) will lead high-impact projects across departmental boundaries. The PSPM's primary assignment is to manage the City’s migration from Eden to Tyler Enterprise ERP, overseeing the transition from planning to successful implementation. Secondarily, the PSPM will lead organizational development initiatives by serving as an internal consultant—analyzing business processes, modernizing practices, and driving innovation.

 

Because of the role’s unique reach, you’ll work across departments, serve as a bridge between strategy and implementation, and be relied upon to independently scope, recommend, and execute solutions for the City’s evolving needs. Assigned projects may change based on organization-wide priorities and City Council direction.

 

Ideal Candidate
You thrive in dynamic, ambiguous environments and enjoy a mix of strategy, hands-on management, and organizational consulting. You have demonstrated experience sourcing and managing large, multi-year, cross-functional projects, quantifying impacts, pitching and building stakeholder buy-in, and ensuring successful delivery—often with only limited resources. A background in organizational development, ERP implementation, financial system design, or internal consulting is strongly desired.

 

Minimum Qualifications

• Bachelor’s degree in public administration, business management, political science, or closely related field
• Five years of full-time administrative and managerial experience
• Equivalent combinations of education and progressively responsible experience may be considered

Compensation

Overview: 

Valley Water seeks a collaborative, detailed-oriented and customer-service focused individual to join the Water Revenue team as a Management Analyst I. The incumbent will be public facing, engaging with water customers and well owners throughout Santa Clara County. As a member of the Water Revenue team, key responsibilities include generating and processing water bills; providing excellent customer service in person, by phone and via email; ensuring all data is processed and captured in an accurate and timely manner; and collaborating with colleagues. Key Responsibilities include, but are not limited to:

• Customer service: provide exceptional internal and external customer service, in person, by phone, or via email. Engage with well owners, retailers, farmers, and other departments at Valley Water. 
• Revenue collection duties: generate and process bills that may include groundwater, treated water, surface water or recycled water.

Financial Planning & Revenue Collection Unit (Position Code 683) 
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. • Helps oversee use of the facility, ensuring appropriate security is maintained, policies and procedures are followed; appropriate equipment and materials are available, and building is operating efficiently.
• Registers participants in programs and assists patrons with Library or Parks and Recreation account inquiries.
• Performs typical service desk duties including but not limited to patron registration and account management, checking in/out materials, utilization of self-check equipment, assisting patrons with fines and fees, payments and placing reserves, and answering patron questions and requests.
• Maintain the posting of current promotional materials, such as flyers, brochures, guides, and other printed materials.
• Assists in coordinating the scheduling of classes, activities, meetings, events, and rentals in the facility.
• Assists patrons in using and locating library materials and equipment; explains library services, rules, and procedures.
• Works cooperatively with staff, parents, children, and other public and private sector employees and volunteers; coordinates with appropriate agencies to ensure that necessary services are provided to clients.
• Provides customer service in person, by telephone, and electronically.
• Performs general housekeeping duties related to the organization of materials and equipment in the common areas of the facility.
• Prepares for programs, including set up and take down; organization of required supplies.
• May be responsible for opening and/or closing the facility according to established procedures.
• Performs related duties and responsibilities as assigned.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: Minimum of 18 years of age. One year of paid or unpaid work experience involving customer service.

Training:  Equivalent to graduation from high school.

Licenses/Certificates: All licenses and certificates must be maintained as a condition of employment.

•  Possession of, or the ability to obtain, a current First-Aid and CPR certificate within the first 12 months from date of hire.
