POSITION SUMMARY

Under supervision (Account Clerk I) or general supervision (Account Clerk II), performs a wide variety of responsible clerical and technical accounting work involved in performing financial record keeping and reporting duties in support of assigned accounting system, function, or program area including in the areas of utility billing, accounts receivable, accounts payable, payroll, business licenses, and revenue collection and cash management; provides information and assistance to the general public and City departments; maintains file and records; and performs a variety of clerical tasks relative to assigned area of responsibility.

This is a broad classification with individual positions assigned to specific functional areas; duties and assignments may overlap depending on the operational needs of the department and staffing levels.

DISTINGUISHING CHARACTERISTICS

Account Clerk I - This is the entry-level class in the Account Clerk series performing the more routine and less complex clerical accounting support and customer service assignments while learning City policies and procedures. Positions at this level are not expected to function with the same amount of program knowledge or skill level as positions allocated to the Account Clerk II level and exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. This classification is flexibly staffed with Account Clerk II. Advancement to the “II” level is based on demonstrated proficiency in performing the assigned functions and is at the discretion of higher level supervisory or management staff.

Account Clerk II - This is the full journey level class within the Account Clerk series. Employees within this class are distinguished from the Account Clerk I by the performance of the full range of clerical accounting support duties as assigned including performing the full scope of clerical financial record keeping transactions, customer service functions, and related support duties. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class series are flexibly staffed and are generally filled by advancement from the “I” level, or when filled from the outside, require prior experience. Advancement to the “II” level is based on management judgment and/or certification or testing that validates the performance of the full range of job duties. This classification is distinguished from the Senior Account Clerk in that the latter is responsible for the more complex and difficult technical duties within the area of assignment and may provide lead direction to other Account Clerk positions.

1.       Perform a variety of responsible clerical accounting and financial office support duties in support of assigned accounting system, function, or program area including in the areas of utility billing, accounts receivable, accounts payable, payroll, business licenses, and revenue collection and cash management.

2.       Prepare, maintain, and/or verify a variety of accounting, financial, and statistical records, ledgers, logs, and files; gather, assemble, tabulate, enter, check, verify, balance, adjust, record, and file financial data; codes data according to prescribed accounting procedures; reviews information to ensure accurate reporting; resolve discrepancies; establish and maintain various files and records.

3.       Perform data entry; post receipts and other information to various city accounts and funds.

4.       Assist in the preparation of financial, accounting, and statistical statements, analyses, documents, and reports; assist other accounting staff and departmental management in the preparation of reports; gather and organize data.

5.       Prepare daily City deposits and post appropriate journal entries.

6.       Prepare and submit all warrants and warrant list for review and approval.

7.       Perform a full range of customer service duties related to area of assignment; provide information to the public and City staff requiring the use of judgment and the interpretation of policies, rules, and procedures.

The Department: 

The Santa Clara City Library is a department of the City and has positioned itself as a dynamic community hub, providing access to information, literacy resources, educational programming, and promotes civic engagement in Santa Clara. The Library Department is organized into seven divisions: Administration, Adult Services, Branch Services, Customer Services, Facilities, Technical and Technology Services and Youth Services. Santa Clara City Library has recently finalized and is in the ongoing process of implementing its new Strategic and Facilities Master Plans that will support the direction of future library services.

The Position: 

This is an entry-level, as-needed position, requiring no previous training or experience.  After training, a Library Page is assigned routine tasks and duties, and works under direct supervision. Duties include manual work in connection with the use and maintenance of library resources such as checking in and shelving library materials and assisting with meeting room setup. This position may also assist in supporting library programs and services, as well as helping to create a welcoming environment at the library.   

The ideal candidate will demonstrate the ability to work collaboratively within a team while also being able to work independently. Strong communication skills, a commitment to excellent customer service, comfort with basic technology, and adaptability in a fast-paced public service environment are essential. Candidate should be someone who is approachable, dependable, and open to working in varied library locations. This recruitment is to fill multiple positions at Central Park and Northside Branch libraries.

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

THE POSITION

The City of Redwood City is looking for a dynamic, energetic, team-oriented full-time (38-hours per week) Librarian, to coordinate the library’s outreach and deliver innovative programs and services for children and families throughout the community. The position is flexibly staffed at the Librarian I/II or Lead Librarian level, depending on the candidate’s experience. Bilingual Spanish/English preferred.

The current opening is based at the Downtown Library and will provide services and programs for youth at all three library locations and in the community. The position will require work during the day, evenings and weekends. Under general supervision, performs a variety of complex technical accounting support duties in the preparation, maintenance, and processing of accounting and financial transactions, including payroll, general accounting, and financial reporting; and performs related duties as assigned.

Receives general supervision from the Assistant Finance Director.  Exercises no direct supervision over staff.

This is the advanced-level classification in the Accounting Technician series responsible for performing the most complex work assigned to the series.  Incumbents regularly work on tasks which are varied and complex, requiring considerable discretion and independent judgment.  Positions in the classification rely on experience and judgment to perform assigned duties in accordance with federal, state, and local laws, rules, and regulations.  Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines and methods to complete assignments.  Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.  This class is distinguished from the Assistant Finance Director in that the latter has full management and supervisory authority in planning, organizing, and directing the full scope of accounting and finance operations within the department.

• Receives, reviews, verifies, and processes time recording documents to prepare payroll for all Town employees; audits documents for completeness, accuracy, and compliance with rules and regulations; prepares and balances payroll reports and records.
• Processes, calculates, and maintains records of a variety of personnel transactions and payroll actions; maintains employee records for voluntary and non-voluntary deductions; sets up, analyzes, and maintains pay, deduction, and tax codes; uploads direct deposit file; prepares journal entries of payroll transactions for posting to the general ledger.
• Prepares reports and payments for various payroll tax, financial, and benefits organizations; processes and files quarterly federal and state tax reports.

• Reconciles receipts from cash register report; processes bank deposits; allocates funds to correct accounts; balances and reconciles accounts; and maintains petty cash.

DESCRIPTION 

The City of Thousand Oaks is seeking a motivated and detail-oriented Revenue Customer Service Representative to join our Public Services Division within the Finance Department. This role is essential in ensuring the delivery of exceptional customer service while maintaining accurate financial records and processing payments.

The Finance Department manages the City’s financial assets and operations and comprises four divisions: Accounting, Administration, Facilities, and Public Services. 

While the current vacancy is specifically for the Public Services Division, the eligibility list created from this recruitment process may also be used to fill future openings in the Finance Department, where they can contribute to various aspects of public service and financial operations. 

PRIMARY RESPONSIBILITIES 

• Utility Billing and Customer Interaction: Manage utility billing processes while working closely with field technicians and customers to ensure accurate and timely service.
• Diverse Financial Responsibilities: Handle various financial tasks, including business tax certificates, parking citations, transient occupancy tax collection, and false alarm administration.
• Centralized Payment Processing: Oversee and process payments from all City departments, ensuring efficient and accurate financial transactions, including cash handling, daily balancing, reconciliation of accounts.

The Director, Fare & Revenue Programs is responsible for directing all fare related programs including fare strategy, media, systems, and administration and revenue accounting for the San Mateo County Transit District (SamTrans), the Peninsula Corridor Joint Powers Board (Caltrain), the San Mateo County Transportation Authority (TA) and the San Mateo County 101 Express Lanes Joint Powers Authority (EL) known collectively as the District. The Director ensures that approved fare initiatives are implemented effectively, operationally feasible, and financially sound.
This position provides strategic and operational oversight of fare systems and District revenue programs and ensures the cross-departmental coordination needed to implement policies, system changes, and operational requirements.
The Director, Fare & Revenue Programs reports to the Chief Financial Officer. The Director has 10 staff including the Manager of Fare Program Operations and the Manager of Revenue Management.

Essential Functions & Duties:

Provide strategic leadership and oversight of the District’s fare programs and revenue generating activities such as fare collections and real estate holdings, ensuring effective implementation of policies, systems, and programs.
• Advise executive leadership and cross functional partners on revenue policies and fare strategies, examining the potential impacts, implementation risks, and operational constraints associated with changes.
• Direct revenue management including fare revenue and fare media; participate in various internal and external policy settings boards, including Title VI compliance and reporting.
• Oversee revenue collection programs including accounting, auditing and financial reporting for all fare types for Caltrain, SamTrans, TA, and EL.
• Coordinate and guide the execution of fare initiatives approved by the Planning Department and Board, ensuring operational readiness, regulatory compliance, and alignment with agency objectives.
• Responsible for the SamTrans and Caltrain fare systems, infrastructure, and programs.
• Oversee revenue accounting, reconciliation, internal controls, and reporting across defined revenue streams, including fare media, real estate, and other District assets, ensuring accuracy, audit readiness, and data integrity.
• Oversee coordination with regional partners, including Metropolitan Transportation Commission (MTC), to advance fare system initiatives and integrate with broader revenue strategies.
• Direct the development and continuous improvement of revenue and fare-related procedures, documentation, and audit processes to enhance efficiency, compliance, and operational performance.

Supervision: Works under the general supervision of the Chief Financial Officer who establishes goals and objectives and evaluates performance.

San Mateo County Health - San Mateo Medical Center is accepting applications for Senior Accountant. The Senior Accountant plans, oversees, coordinates, and monitors a significant accounting functional area; performs complex professional accounting work relative to either centralized and/or departmental County accounting procedures and records; and performs journal entries providing clear, concise, and adequate supporting documentation and calculations that are GAAP (Generally Accepted Accounting Principles) and GASB (Governmental Accounting Standards Board) compliant.

In general, incumbents in this class exercise a high degree of independent judgment on diverse and specialized projects and have significant accountability and ongoing decision making associated with their work. Incumbents may identify and implement full accounting activities; utilize, modify, and develop mathematical models; initiate modifications to fiscal recordkeeping methodologies; make projections of revenues and expenditures, and participate in the budgeting process; and assist in representing their responsible areas in audits.

There is currently one regular, full-time vacancy located at the Disbursement department at the San Mateo Medical Center.

The Senior Accountant is responsible for overseeing the accounts payable process and ensuring that vendor invoices are reviewed, approved, and paid accurately and on time. They supervise the AP team, assign tasks, and help resolve invoice discrepancies with vendors or internal departments. The role also includes managing payment schedules, maintaining vendor relationships, and ensuring compliance with company policies and internal controls. In addition, the AP Leader supports month-end closing, reconciles accounts, prepares reports, and helps improve AP processes for better efficiency. The Disbursement department ensures that its financial transactions are conducted in compliance with County established internal controls, governmental regulations, and Generally Accepted Accounting Principles. The department plays a critical role in supporting decision-making processes by providing financial analysis and insights to San Mateo Medical Center and Health System leadership.

The ideal candidate will:

• Possess a Bachelor's degree from an accredited college in accounting, finance, data analytics, statistics, or a closely related field
• Have 3-5 years of journey level accounting experience, preferably in healthcare, hospital or closely related settings
• Have knowledge and understanding of healthcare, hospital non-profit accounting
• Have excellent communication skills and have the ability to effectively communicate both verbally and in writing with staff
• Have the ability to work independently, problem solve, and exercise sound judgment within established guidelines

Qualifications

Experience and Education:
Any combination of education and experience that would likely provide the required knowledge and skills is qualifying. A typical way to obtain the required knowledge and skills is:

• Equivalent to graduation from a four year college or university with major coursework in accounting, finance, business administration or a closely related field and one year of journey level accounting experience.

NOTE: Successful completion of at least twelve verifiable semester units of college-level accounting coursework is required for Senior Accountant classification.

POSITION DESCRIPTION 
 

The City of San Bruno Community Services Departments is hiring for a Library Page position at the San Bruno Public Library. The Library Page position is an entry-level, part-time role with limited benefits. This is an excellent opportunity for individuals interested in playing a key role in the library's daily operations. Candidates must have a flexible schedule and be available to work 14-19 hours per week, including weekdays, evenings, and Saturdays, to meet the library's scheduling needs.

Under the general supervision of library staff, Library Pages perform routine tasks to maintain the organization of the library collections, including the shelving, sorting, and filing of books, magazines, audiovisual materials, and other library materials. Pages also clean and mend library materials, help set-up for various Library programs, assist in the opening and closing of the Library building for public access, and perform other clerical tasks as needed.

This role is physically active and requires regular movement and exertion. The ideal candidate will be comfortable performing physical tasks for extended periods and working in a fast-paced environment. The County Executive’s Office is seeking a well-qualified Assistant County Chief Financial Officer (Assistant County CFO) to join a high-performing team of public finance professionals supporting the County of San Mateo’s fiscal stewardship and service delivery.

The Assistant County CFO, a new position, is being added to the County Executive’s Office to help shape the trajectory of finance for the County for the future.  This visionary leader will be expected to look at the County’s finances in their entirety now and in the years ahead.

This executive management role helps lead the Finance Department of the County Executive’s Office, which includes these four divisions: Budget and Performance, Procurement, Assessment and Appeals, and CEO Administration. 

Under general direction of the County Chief Financial Officer, the Assistant County CFO provides day-to-day oversight, integration, and coordination of assigned budget operations and will supervise and mentor staff. The position requires a high level of judgment and discretion within the legal and policy frameworks established by the CFO, the Board of Supervisors, and applicable state and federal laws.

In addition to the responsibilities of complex budget development and oversight, this position plays a key role in helping develop practical, yet creative solutions to modern government funding and cost pressures, identifying options that are implementable, transparent, and aligned with Board and County priorities.
