The Thousand Oaks Library is hiring for two key positions that support exceptional public service, community engagement, and daily library operations. We are seeking a dynamic, collaborative, and customer service–focused Senior Library Assistant to work closely with staff across all divisions and with volunteers to oversee Library Aides and Pages at the Thousand Oaks Library, and coordinate programs such as outreach, storytime, and more. At the same time, the City is recruiting for a Library Assistant in the Circulation Division at the Newbury Park Library, a role that performs a wide range of duties in support of the operations, services, and programs of both the Thousand Oaks Library and the Newbury Park Library. Primary Responsibilities:

Library Assistant: 

• Perform circulation activities such as checking in/out materials, registering patrons, explaining and upholding library policies/procedures, resolving minor collection issues, provide basic reference services, directional assistance, customer service (in person, over the telephone, and online via e-mail or text), and shelving returned materials as needed. 

• Lead supervisory duties for Circulation Library Pages - participates in hiring and selecting staff for Circulation; trains Library Pages on library policies and procedures; supervises Library Page staff including developing work schedules, reviewing and approving timesheets, and overseeing work activities. 

• Act as the point of contact for Community Gallery reservations, processing reservation requests, assisting Gallery renters as needed, and coordinating with the Facilities Department to resolve maintenance issues when necessary. 

• Set up and take down meeting room equipment in support of library and other events; train new staff on set up and take down procedures with furniture and related rental equipment. 

• Assist with general operation of technology and media equipment; respond to and troubleshoot equipment support requests. 

• Assist with documentation for performance reviews and performance issues. 

• Assist with additional projects, duties, or tasks as assigned. 

Senior Library Assistant: 

• Lead supervisory duties for Public Services Library Aides and Pages - participates in hiring and selecting staff (and volunteers) for Public Services; trains Library Pages, volunteers and other personnel on library policies and procedures; assists in supervising assigned staff including developing work schedules and overseeing activities. 

• Coordinates daily activities of staff and volunteers. 

• Prepares and presents children’s programs, storytimes, and other Public Services programs; member of Summer Reading Club committee and participates in Youth Services and Public Services team projects.

Senior Planner

Definition

Performs complex professional planning work and provides direction, coordination and supervision of planning studies in the areas of both current and long-range planning; assists in the administration of zoning regulations and the planning and land use activities of San Bruno; and to do related work as required. This is a Fair Labor Standards Act (FLSA) exempt position.

Examples of Duties and Responsibilities

• Performs duties and responsibilities of the Assistant/Associate Planner and:
• Manages complex land use applications, analyzing for compliance with Federal, State and local regulations, policies and guidelines.

• Implements Housing Element programs and policies.
• Assists in the administration, review and revising of the zoning ordinance, general plan, and subdivision ordinance.

Qualifications

Knowledge of:

Theory, principles and practices of governmental planning and zoning; State and County laws and regulations relating to municipal planning, zoning and development; statistics and statistical analysis as applied to land use, transportation, zoning and master plan studies; principles and techniques involved in the development, implementation, and maintenance of the City’s long range plans; and current trends in federal, state and local planning.

Ability to:

Collect and analyze complex data and formulate well-developed recommendations and alternative courses of action for difficult planning and land-use problems, including revisions in a General Plan consistent with State Law and local needs; review and evaluate architectural plans for compliance with zoning regulations and other local, State, and Federal requirements; demonstrate sound professional judgment and logical reasoning using both creativity and pragmatism; establish and maintain cooperative and effective relationships with public and private officials and with members of the public; and speak clearly, forcefully, and effectively before professional, governmental, civic and business groups.

EDUCATION AND EXPERIENCE

• Any combination of education and experience that provides the knowledge and ability to perform the essential duties and responsibilities of the position, with a typical path as follows:

• Graduation from an accredited college or university with a major in planning or related field. At least four (4) years of increasingly responsible experience in public planning work. A Master's degree may substitute for one year of the required experience.

As a Revenue Integrity Manager - San Mateo Medical Center (Financial Services Manager II), you are responsible for the development, coordination, implementation, and oversight of the revenue integrity function. The basis of revenue integrity at San Mateo Medical Center (SMMC) is to prevent recurrence of issues that can cause revenue leakage and/or compliance risks through effective, efficient, replicable processes and internal controls across the continuum of patient care.

The ideal candidate for this position will have:

• Broad understanding of the healthcare revenue cycle, demonstrated by process improvement initiatives that led to quantitative improvements in revenue cycle performance and key performance indicators. 
• Broad understanding of Medicare and Medicaid (Medi-Cal) regulations and programs demonstrated with a history of working in organizations with revenue sources from Medicare and Medi-Cal.
• Strong analytical thinking, attention to detail, effective communication, and problem-solving abilities.
• Bachelor’s degree in Business, Finance or Healthcare Administration, Master’s degree preferred.
• Seven (7) years of progressive experience in medical billing or revenue cycle operations, including five or more in a leadership role at a hospital or healthcare environment.
• Advanced leadership, coaching, and team development skills.
• Strong written and oral communication and collaboration skills with the ability to partner across functions and departments.
• Proficiency in EHR systems (e.g., EPIC)
• HFMA Certified Revenue Cycle Representative.

Responsibilities include:

• Manage the Charge Description Master to ensure inclusion of all billable service codes. Support and facilitate the annual charge description master (CDM) pricing review in alignment with finance and reimbursement policies and guidelines.
• Maintain, review, and revise internal policies, and procedures related to revenue integrity. Communicate and ensure training for such policies and procedures to stakeholders.
• Ensure the effectiveness of the revenue integrity program, including overall consistency and integration of integrity activities throughout the organization.
• Work closely with the CFO and Compliance Officer to ensure that the revenue integrity program meets applicable financial, operational, and legal requirements. Monitor and assess integrity risks and ensure that the revenue integrity program is responsive to those risks.
• Develop key performance indicators for revenue integrity and define targets based on industry standards. Track metrics and report on no less than a monthly basis to the CFO, Revenue Cycle Excellence Committee, and Executive Management Team. Identify barriers to meeting targets and lead related performance improvement activities.
• Perform ongoing monitoring of charge capture patterns, including late charges, charge reconciliation, coding conflicts and charge related denials, to identify and prioritize areas for optimization. 
• Partner with clinical departments to support timely and accurate charge capture. Drive communication of CDM changes to impacted clinical departments
• Support clinical departments related to new revenue initiatives, serve as the subject matter expert in the development of new CDMs to support the new clinical service offering.
• Oversee monitoring of bulletins from the Centers for Medicare & Medicaid Services, Medi-Cal and other payors. Assess the impact of such bulletins and coordinate with revenue cycle managers to implement changes driven by such informational bulletins; ensure the action plans are implemented accurately and in a timely manner. 
• Consult with the Compliance Officer as needed and serve as liaison to revenue cycle, supporting auditing, data and analytics requests.
• Facilitate revenue cycle participation in compliance audits and investigations, plan and execute internal compliance reviews, audits and activities, and conduct routine internal audits of department revenue capture.   
• Serve as an internal resource for billing-related questions, provide training related to charge capture, and work with various departments to help ensure billing compliance.
• Collaborate with other department managers on relevant aspects of assigned program area; discuss organization problems, develop alternatives strategies for dealing with those problems; assist in implementation of solutions, as necessary.
• Direct, mentor and evaluate staff.  Ensure staff members are knowledgeable about revenue assurance needs and reimbursement issues identified through audits, reviews, and aggregate data analysis.
• Oversee the management of EPIC work queues, identify automation opportunities, and partner with Health Information Technology to address updates or changes needed to optimize revenue cycle performance.
• Perform related duties as assigned.

Education and Experience:  
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

• Three years of increasingly responsible experience performing a wide variety of administrative, financial, managerial or automation duties in a large, complex public agency.

The City of San Bruno Public Library is currently recruiting for a part-time, temporary Library Assistant—Homework Center Supervisor. Under the direction of the Library Services Manager, the Library Assistant—Homework Center Supervisor is responsible for the daily operations of the Library's after-school Homework Center, including classroom management, homework help, supervising and training volunteers, collaborating with library staff, and maintaining
accurate records of homework center attendance. The incumbent will be responsible for
maintaining a welcoming place for students to do their homework effectively within the larger context of the library, and for planning STEAM weekly activities and training/supervising students in the use of the 3-D printer. The homework center is a free, drop-in, after-school program for children in kindergarten through eighth grade.
 

MINIMUM QUALIFICATIONS

IDEAL CANDIDATE

Working as part of the court executive team, the Court Director of Finance (Director of Finance) will exercise managerial authority over the financial operations, oversee the budget, and look for ways to enhance the revenue of the Superior Court of California in San Mateo County.  In addition, the Director of Finance will develop, recommend, and implement departmental budgetary goals, policies, and objectives and will develop and implement dual (programmatic and cost center) budgetary, monitoring, and fiscal reporting systems to coordinate with the State budgetary and fiscal reporting systems. 

The Director of Finance will also coordinate financial activities with those of other local agencies and the State and will provide highly responsible and complex financial management support to the Court Executive Officer and related management staff.  Additionally, the Director of Finance will provide direct and indirect supervision over assigned professional, supervisory, technical, and clerical personnel.

Examples Of Duties

Duties may include, but are not limited to the following:

• Plan, develop, and oversee fiscal management, budgeting, accounting, and financial reporting functions for the Court.
• Provide strategic policy direction for all financial activities and ensure integration with State budgetary and reporting systems.
• Monitor and analyze State and local legislation affecting court operations and develop responsive fiscal strategies.
• Direct and evaluate staff responsible for fiscal and accounting functions, including training, motivation, and performance management.
• Plan the development and implementation of the overall Court budget in coordination with operational divisions, prepare budgetary administrative information, and participate in forecasting additional funding requirements for programs, staffing, facilities, equipment, and materials.
• Oversee revenue collection, cost recovery, auditing, procurement, and contract administration.
• Ensure accuracy and compliance of financial statements, reports, and reimbursement claims.
• Oversee, prepare, and review the preparation of complex financial statements, reports, summaries, and reimbursement claims, and analyze and interpret financial information and statistical data for Court management, judicial officers, advisory committees, auditors, and related individuals and groups.
• Represent the Court administration in meetings with the State, judicial officers, County departments, other Superior Courts, and public and private organizations.
• Provide expert consultation to the Court Executive Officer and executive team on fiscal strategy, forecasting, and risk management.
• Perform related duties as assigned.

Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

• Education: Bachelor's degree from an accredited college or university with major course work in accounting, auditing, economics, business, or public administration or a related discipline. A graduate degree in one of the above disciplines is preferred.
• Experience: Five years of increasingly responsible experience performing a wide variety of fiscal resource management in a public agency, at least two years of which were in an administrative or management capacity. Experience in a California Court setting is preferred.

Knowledge of:

• Legislation, policies, and procedures related to budgeting and financial reporting for the California Superior Courts, including public agency fund accounting and third-party reimbursement and claims payment practices.
• Fiscal resource administration, including planning, budgeting, forecasting, financial analysis, auditing, and related practices.
• Understanding of California court fiscal structures, fund accounting, and State reporting.
• Strong leadership and management capabilities, including staff development and performance management.
• Excellent analytical, negotiation, and communication skills.
• Ability to foster innovation while maintaining compliance and stewardship of public funds.
• Strategic planning, process improvement, and fiscal policy development. Principles and practices of internal and external auditing.
• Techniques for communicating technical financial information to nontechnical operational staff.
• Manage effective financial systems, spreadsheets, and analytics tools.
• Methods for effectively communicating complex financial data to diverse audiences.

Skill/Ability to:

• Plan, organize, direct, review, and evaluate department-wide budgetary, fiscal reporting, and accounting operations for the Court.
• Coordinate and align local fiscal practices with State requirements.
• Analyze complex administrative and operational problems and implement effective solutions.
• Plan, oversee, train, motivate, review, and evaluate the work of supervisory, professional, technical, and clerical support staff.
• Interpret, evaluate, make complex decisions in accordance with, and explain complex laws, regulations, policies, and procedures.
• Monitor, analyze, and recommend policy and procedure modification in accordance with State and local legislation.
• Negotiate agreement among groups and individuals with differing objectives.
• Prepare and present comprehensive financial reports and analyses.
• Communicate effectively in writing and verbally with internal and external stakeholders.
• Establish and maintain effective working relationships with those contacted in the course of the work.
