The incumbent of this position, under the general supervision of a Senior Accountant, will assist with the implementation of new Governmental Accounting Standards Board (GASB) pronouncements, the preparation of financial reports for various Airport funds, and the proper accounting of the Airport's capital assets. The Accountant will have a key role in the preparation of the Annual Comprehensive Financial Report (ACFR) and must ensure compliance with City-wide fiscal policies and procedures and governmental accounting and financial reporting standards for financial transactions.

Assigned duties will include:

• Assist with new GASB pronouncement implementations and ongoing compliance with GASB pronouncements
• Analyze financial transactions and prepare monthly profit and loss reports
• Review ongoing and new fixed asset projects to determine proper accounting treatment
• Participate in the yearly fixed asset verification process
• Review surplus forms
• Posts payments and reoccurring journal entries to the City's accounting system, Financial Management System (FMS) and the Airport's billing system (PROPworks)
• Collect lost and found cash at least quarterly
• Calculate outside billing rates at least once a year
• Assist with the year-end close process and preparation of the Annual Comprehensive Financial Report, including but not limited to:
  • Prepare fund lead-sheets
  • Prepare fund trial balances
  • Upload balances to Caseware (Financial Statements Software)
  • Map accounts in Caseware
  • Prepare fixed asset footnote/reconciliations
  • Prepare schedule of transfers for consolidation
  • Upload audit schedules
  • Post the signed ACFR and other financial reports as needed to the Airport's website
• Assist with the State Controller reports
• Collaborate with the Finance and Budget teams
• Assist with updating policies and procedures as needed
• Assist with ad-hoc reports and tasks

The final candidate's qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in this classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay, which is included in the range below.

The Accountant I salary range is $84,630.00 - $102,931.92 annually.
The Accountant II salary range is $92,383.20 - $112,279.44 annually.

The Office of the City Manager provides strategic leadership that supports the Mayor and City Council in making public policy decisions and ensures the organization delivers cost-effective services that meet the needs of our community with the highest standards of quality and customer service. The City Manager's Office also serves to guide fiscal and change management, the building and development of our workforce, and the development of long-term, data-driven strategies to invest in the City's future. Key programs include homelessness prevention, outreach, case management, interim housing construction and operations, and homelessness concerns.

Cleaning Up Our Neighborhoods. Clean and maintain the City's shared spaces and resources through proactive and community-driven blight reduction, beautification, and code enforcement services. Key programs include illegal dumping, anti-graffiti, encampment trash services, community code enforcement, and SJ311.

Attracting Investment in Jobs and Housing. Catalyze the City's growth to encourage a strong economy, robust housing, healthy neighborhoods, and vibrant downtown. Key programs include planning and permitting, development services, business outreach and assistance, and business district management.

City Manager Foundational Strategic Support Focus Areas

Delivering Excellent Customer Service. Ensure reliable, empathetic, and solutions-oriented customer service to meet the needs and expectations of customers as they access and navigate City services. Key programs include citywide Customer Relationship Management system implementation, customer service network, and mandatory customer service training.

Closing Racial Inequities. Implement policies and programs to eliminate racial disparities and foster an inclusive, equitable community for all people to thrive. Key programs include budgeting for equity, racial equity action plans, and mandatory racial equity training.

Structurally Balancing the General Fund. Ensure long-term financial stability by aligning revenues and expenditures to sustainably balance the City's budget on an ongoing basis consistent with City Council and community priorities.

Driving Organizational Performance. Deliver equitable community outcomes, effective program performance, and efficient operations through continuous improvement, transparency, and accountability. Key programs include City Service Area performance updates, Focus Area dashboards, and community indicator disaggregation.

Key programs include hiring and retention, recruitment process modernization, and workforce learning and development.The Office of the City Manager is currently seeking to fill a full-time Deputy City Manager position.

The annual salary range for this position is up to $342,687. In addition to the abovementioned compensation, this position receives an approximate five percent (5%) ongoing non-pensionable compensation. The final candidate's qualifications and experience will determine the actual salary.

The position of Deputy City Manager serves as a key advisor to the City Manager regarding matters related to the administration of the City and assists in the formulation and execution of complex policies and programs to fulfill the goals and objectives of the organization. The position will be responsible for a portfolio of departments related to one or more City Service Areas to assist the City Manager in coordinating, engaging, and monitoring departments, carrying out City Council policy direction, and ensuring service delivery goals. The position will also be the executive sponsor for one or more of the City's focus areas, ensuring appropriate attention and coordination to make significant accomplishments toward these priorities. The position will represent the City Manager in various intergovernmental and community activities and meetings, including coordinating the work of one or more standing City Council Committees to provide the City Council with information and recommendations for matters under consideration.

While candidates may be generalists, the City Manager's Office is seeking an experienced public administrator who would strengthen its expertise and bandwidth in the areas of public safety (i.e., fire and police) and strategic support (e.g., human resources, information technology, etc) services, cross-agency and interdepartmental collaboration, as well as delivery and alignment of policies and programs that have shared service delivery methods.

What You’ll Do

The Senior Management Analyst will perform complex, professional, and sensitive administrative and technical duties in providing staff assistance to the Police Department, including conducting special studies, surveys, and research assignments in a variety of administrative and operational procedures and topics, often with City‑wide and/or major financial impact. The emphasis of the work may be upon financial analyses, grant and contract administration and/or policy development. Successful performance of the work requires a good knowledge of municipal operations and functions in addition to well‑developed communication and analytical skills.  Duties may include, but are not limited to, the following:

• When assigned to the Police Department, may be required to oversee civilian, alternative response-teams (i.e. homeless outreach, clinical crisis response, or other units as determined by the department) and respond in the field to calls for service related to those teams as determined by the department. Several of these teams involve partnerships with outside organizations/community partners where inter-agency collaboration and coordination is key to continued success.
• Compile and analyze data; prepare reports and make recommendations on the formulation of policy and procedure, and staffing and organization changes, often with City‑wide impact.
• Conduct surveys and perform research and statistical analyses on administrative, fiscal, personnel, and operational problems.
• Conduct financial analyses; prepare reports and make recommendations regarding rate structures, bonding, budgeting and other financial matters.
• Prepare contracts, proposals, grant applications and similar documents; prepare reports and monitor grants and contracts for program compliance.
• Participate in the development of an installation of new or revised programs, systems, procedures, and methods of operation; update and revise policies and procedures.
• Coordinate the development, administration and monitoring of the City or department budget; prepare a variety of fiscal, administrative and management reports.
• Compile materials and prepare technical and administrative reports, manuals, and publications.
• Act as the Department's primary liaison with management staff in discussing and solving sensitive and complex issues.
• Assist in the design and implementation of systems and forms for use in operation.
• Respond to complaints and requests for information; recommend solutions and courses of action after evaluating alternatives.
• Represent the City in interdepartmental, community, and professional meetings as required; negotiate settlements and has authority to adopt course of action.
• Assist in the coordination of intradepartmental and departmental activities with other City departments and divisions, and outside agencies.
• Interpret Federal, State and City regulations; coordinate their application to City operations.

The Senior Management Analyst in the Police Department receives general direction from a Sergeant or higher level department personnel and may exercise technical and functional supervision over office, technical and professional personnel.

The City of Belmont is looking for an experienced professional for the position of Budget Manager. Under general direction of the Finance Director, the Budget Manager administers a variety of complex and professional budget and financial support functions within the Finance Department, including preparation and execution of all budgets, reports, accounting records, financial forecasts. This classification is responsible for the development, maintenance, and operation of the City's Annual Budget; providing financial information and analysis to aid in executive management decision making; performs the highest level of complex budget analysis and has frequent interaction with staff and leaders of other City departments. This classification may also oversee general financial functions such as cash flow management, audit procedures, payroll processing, coordinate assigned activities with other departments and outside agencies, supervise finance professional, technical and clerical staff, and related work as assigned.  A hybrid/partially remote schedule may be approved by the department.

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

• A minimum of five (5) years of progressively responsible experience in finance, budgeting, or accounting work.
• The equivalent to a Bachelor's degree from an accredited college or university with major coursework in accounting, business administration, economics, finance, or related field.
• Supervisory experience is preferred.
