Under general supervision, performs a variety of complex technical accounting support duties in the preparation, maintenance, and processing of accounting and financial transactions, including payroll, general accounting, and financial reporting; and performs related duties as assigned.

Receives general supervision from the Assistant Finance Director.  Exercises no direct supervision over staff.

This is the advanced-level classification in the Accounting Technician series responsible for performing the most complex work assigned to the series.  Incumbents regularly work on tasks which are varied and complex, requiring considerable discretion and independent judgment.  Positions in the classification rely on experience and judgment to perform assigned duties in accordance with federal, state, and local laws, rules, and regulations.  Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines and methods to complete assignments.  Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.  This class is distinguished from the Assistant Finance Director in that the latter has full management and supervisory authority in planning, organizing, and directing the full scope of accounting and finance operations within the department.

• Receives, reviews, verifies, and processes time recording documents to prepare payroll for all Town employees; audits documents for completeness, accuracy, and compliance with rules and regulations; prepares and balances payroll reports and records.
• Processes, calculates, and maintains records of a variety of personnel transactions and payroll actions; maintains employee records for voluntary and non-voluntary deductions; sets up, analyzes, and maintains pay, deduction, and tax codes; uploads direct deposit file; prepares journal entries of payroll transactions for posting to the general ledger.
• Prepares reports and payments for various payroll tax, financial, and benefits organizations; processes and files quarterly federal and state tax reports. 
• Interprets, applies, explains, and ensures compliance with provisions of collective bargaining contracts and personnel rules as they apply to payroll.
• Reviews, verifies, posts, balances, reconciles, and records a variety of accounting and financial transactions to the general ledger in accordance with established processes and procedures; calculates and makes adjustments; records and submits journal entries for any necessary adjustments; verifies account balances and available funds; coordinates management review and approval of accounting and financial transactions
• Researches and interprets payroll, accounting, and financial information and materials for various reports and year-end auditing, reconciliation, and closing processes; compiles, reconciles, and verifies information and prepares various payroll, accounting, financial, budget, and state and federal mandated reports, schedules, statements, and analyses; generates and distributes routine monthly revenue and expenditure reports.
• Reconciles receipts from cash register report; processes bank deposits; allocates funds to correct accounts; balances and reconciles accounts; and maintains petty cash.
• Prepares, processes, and issues various bills and invoices; sets up customer accounts; sets up and maintains billing codes; monitors past due accounts and sends to collections as appropriate.
• Generates and analyzes water usage reports; identifies usage patterns, inconsistencies, and discrepancies; recommends field investigations; and recommends account adjustments.
• Maintains accurate, complete, and detailed accounting and financial records and files according to established policies and procedures.
• Drafts procedures as they relate to assigned functional area of responsibility in coordination with assigned management staff.
• Researches and stays current on applicable federal, state, and local laws, rules and regulations and implements the necessary changes into the processes.

DESCRIPTION 

The City of Thousand Oaks is seeking a motivated and detail-oriented Revenue Customer Service Representative to join our Public Services Division within the Finance Department. This role is essential in ensuring the delivery of exceptional customer service while maintaining accurate financial records and processing payments.

The Finance Department manages the City’s financial assets and operations and comprises four divisions: Accounting, Administration, Facilities, and Public Services. 

While the current vacancy is specifically for the Public Services Division, the eligibility list created from this recruitment process may also be used to fill future openings in the Finance Department, where they can contribute to various aspects of public service and financial operations. 

PRIMARY RESPONSIBILITIES 

• Utility Billing and Customer Interaction: Manage utility billing processes while working closely with field technicians and customers to ensure accurate and timely service.

The Director, Fare & Revenue Programs is responsible for directing all fare related programs including fare strategy, media, systems, and administration and revenue accounting for the San Mateo County Transit District (SamTrans), the Peninsula Corridor Joint Powers Board (Caltrain), the San Mateo County Transportation Authority (TA) and the San Mateo County 101 Express Lanes Joint Powers Authority (EL) known collectively as the District. The Director ensures that approved fare initiatives are implemented effectively, operationally feasible, and financially sound.
This position provides strategic and operational oversight of fare systems and District revenue programs and ensures the cross-departmental coordination needed to implement policies, system changes, and operational requirements.
The Director, Fare & Revenue Programs reports to the Chief Financial Officer. The Director has 10 staff including the Manager of Fare Program Operations and the Manager of Revenue Management.

Essential Functions & Duties:

Provide strategic leadership and oversight of the District’s fare programs and revenue generating activities such as fare collections and real estate holdings, ensuring effective implementation of policies, systems, and programs.
• Advise executive leadership and cross functional partners on revenue policies and fare strategies, examining the potential impacts, implementation risks, and operational constraints associated with changes.
• Direct revenue management including fare revenue and fare media; participate in various internal and external policy settings boards, including Title VI compliance and reporting.
• Oversee revenue collection programs including accounting, auditing and financial reporting for all fare types for Caltrain, SamTrans, TA, and EL.
• Coordinate and guide the execution of fare initiatives approved by the Planning Department and Board, ensuring operational readiness, regulatory compliance, and alignment with agency objectives.

San Mateo County Health - San Mateo Medical Center is accepting applications for Senior Accountant. The Senior Accountant plans, oversees, coordinates, and monitors a significant accounting functional area; performs complex professional accounting work relative to either centralized and/or departmental County accounting procedures and records; and performs journal entries providing clear, concise, and adequate supporting documentation and calculations that are GAAP (Generally Accepted Accounting Principles) and GASB (Governmental Accounting Standards Board) compliant.

In general, incumbents in this class exercise a high degree of independent judgment on diverse and specialized projects and have significant accountability and ongoing decision making associated with their work. Incumbents may identify and implement full accounting activities; utilize, modify, and develop mathematical models; initiate modifications to fiscal recordkeeping methodologies; make projections of revenues and expenditures, and participate in the budgeting process; and assist in representing their responsible areas in audits.

There is currently one regular, full-time vacancy located at the Disbursement department at the San Mateo Medical Center.

The Senior Accountant is responsible for overseeing the accounts payable process and ensuring that vendor invoices are reviewed, approved, and paid accurately and on time. They supervise the AP team, assign tasks, and help resolve invoice discrepancies with vendors or internal departments. The role also includes managing payment schedules, maintaining vendor relationships, and ensuring compliance with company policies and internal controls. In addition, the AP Leader supports month-end closing, reconciles accounts, prepares reports, and helps improve AP processes for better efficiency. The Disbursement department ensures that its financial transactions are conducted in compliance with County established internal controls, governmental regulations, and Generally Accepted Accounting Principles. The department plays a critical role in supporting decision-making processes by providing financial analysis and insights to San Mateo Medical Center and Health System leadership.

The ideal candidate will:

• Possess a Bachelor's degree from an accredited college in accounting, finance, data analytics, statistics, or a closely related field
• Have 3-5 years of journey level accounting experience, preferably in healthcare, hospital or closely related settings

The City of Brisbane is seeking a Financial Services Manager to join our dynamic finance team. Under general direction of the Finance Director, provides supervision to the Finance staff and performs a wide range of complex professional accounting duties in the analysis, preparation and maintenance of financial records and reports; makes complex and difficult account analyses and reports; develops, implements and revises accounting systems, procedures and internal controls; coordinates the outside audit preparation of the comprehensive annual financial report; coordinates various automated accounting systems and modules and trains accounting staff in the use of such systems; and performs related duties as assigned.

This position class is at the management level and performs diverse and specialized accounting work that is complex and involves significant accountability and decision-making responsibility. The Financial Services Manager is responsible for supervising accounting staff and managing areas such as payroll, billing, accounts payable, accounts receivable, general ledger, grant accounting, capital project accounting, fixed asset accounting, enterprise fund accounting, and other accounting-related activities for all City funds.

Example of Duties: (Illustrative Only)

• Assists in the development and implementation of goals, objectives, policies, procedures, and work standards for the Finance department.
• Manages the timely and accurate preparation of budgeting documents and financial reports, including the Annual Comprehensive Financial Report, and participates as an active member of the Budget Team.
• Prepares complex journal entries and reviews and approves financial transactions, including journal entries, accounts payable invoices, revenue collection, accounts receivable billing, payroll postings, and purchasing documents. Prepares a variety of monthly, periodic and annual financial and statistical reports and accounting summaries required by the City, Successor Agency and outside agencies.
• Coordinates financial reporting and auditing activity with external auditors and other agencies; researches, compiles and analyzes data; prepares reports as required.
• Oversees fixed assets accounting to ensure accurate fixed asset records and provides information for capital and operating budgets.
• Assists in preparing financial reports and other information required by City departments and external agencies.
• Prepares audit schedules and reconciliations; responds to inquiries from auditors and provides information within the area of assignment. Provides professional, technical accounting and budget advice to City staff; coordinates activities with other departments; assists in special projects as assigned.
• Coordinates and conducts financial and management analyses, studies, assignments and projects, and performs ad-hoc analyses for the Council and senior management.
• Assists in rate and fee studies; makes related recommendations to senior management.
• Trains, motivates and assists in evaluating personnel; assists in establishing and monitoring employee performance objectives; assists in the preparation of employee performance reviews; provides and coordinates staff training.
• Provides backup support to the Finance Director; may provide occasional or emergency backup to the Information Technology & Systems Manager.

Background
The Contra Costa County Library Commission was established by the Contra Costa County Board of Supervisors in March, 1991. The Commission was created:

1. To serve in an advisory capacity to the Board of Supervisors and the County Librarian.
2. To provide a community linkage to the County Librarian.
3. To establish a forum for the community to express its views regarding the goals and operations of the County Library.
4. To assist the Board of Supervisors and the County Librarian to provide library services based on assessed public need.
5. To develop and recommend proposals to the Board of Supervisors and County Librarian for the betterment of the County Library including, but not limited to, such efforts as insuring a stable and adequate funding level for the libraries in the County.

The Library Commission is composed of 29 members:

• 18 members representing the cities/towns in Contra Costa County (and appointed by the City/Town Councils)
• 5 members representing Contra Costa County, each member of the Board of Supervisors appointing one commissioner
• 5 members who are special representatives from the following organizations:  Superintendent of Schools, Central Labor Council, Contra Costa Council, Contra Costa Youth Commission, and Friends Council
