Working as part of the court executive team, the Court Director of Finance (Director of Finance) will exercise managerial authority over the financial operations, oversee the budget, and look for ways to enhance the revenue of the Superior Court of California in San Mateo County.  In addition, the Director of Finance will develop, recommend, and implement departmental budgetary goals, policies, and objectives and will develop and implement dual (programmatic and cost center) budgetary, monitoring, and fiscal reporting systems to coordinate with the State budgetary and fiscal reporting systems. 

 

The Director of Finance will also coordinate financial activities with those of other local agencies and the State and will provide highly responsible and complex financial management support to the Court Executive Officer and related management staff.  Additionally, the Director of Finance will provide direct and indirect supervision over assigned professional, supervisory, technical, and clerical personnel.

Examples Of Duties

Duties may include, but are not limited to the following:

• Plan, develop, and oversee fiscal management, budgeting, accounting, and financial reporting functions for the Court.
• Provide strategic policy direction for all financial activities and ensure integration with State budgetary and reporting systems.
• Monitor and analyze State and local legislation affecting court operations and develop responsive fiscal strategies.
• Direct and evaluate staff responsible for fiscal and accounting functions, including training, motivation, and performance management.
• Plan the development and implementation of the overall Court budget in coordination with operational divisions, prepare budgetary administrative information, and participate in forecasting additional funding requirements for programs, staffing, facilities, equipment, and materials.
• Oversee revenue collection, cost recovery, auditing, procurement, and contract administration.
• Ensure accuracy and compliance of financial statements, reports, and reimbursement claims.
• Oversee, prepare, and review the preparation of complex financial statements, reports, summaries, and reimbursement claims, and analyze and interpret financial information and statistical data for Court management, judicial officers, advisory committees, auditors, and related individuals and groups.
• Represent the Court administration in meetings with the State, judicial officers, County departments, other Superior Courts, and public and private organizations.
• Provide expert consultation to the Court Executive Officer and executive team on fiscal strategy, forecasting, and risk management.
• Perform related duties as assigned.

Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

• Education: Bachelor's degree from an accredited college or university with major course work in accounting, auditing, economics, business, or public administration or a related discipline. A graduate degree in one of the above disciplines is preferred.
• Experience: Five years of increasingly responsible experience performing a wide variety of fiscal resource management in a public agency, at least two years of which were in an administrative or management capacity. Experience in a California Court setting is preferred.

 

Knowledge of:

• Legislation, policies, and procedures related to budgeting and financial reporting for the California Superior Courts, including public agency fund accounting and third-party reimbursement and claims payment practices.
• Fiscal resource administration, including planning, budgeting, forecasting, financial analysis, auditing, and related practices.
• Understanding of California court fiscal structures, fund accounting, and State reporting.

The Judicial Council of California is accepting applications for the position of Senior Fiscal Analyst for the Budget Services office.  

The Senior Fiscal Analyst serves as the lead staff for the Trial Court Budget Advisory Committee and its three subcommittees: Funding Methodology, Revenue & Expenditure, and Fiscal Planning, providing comprehensive support for all committee operations. This role manages the Funds Held on Behalf of the Trial Courts program, a fiscal process that assists courts in managing their operational budgets. The analyst also provides budgetary support for the Court Interpreter Program and acts as a key backup to the Senior Fiscal Analyst responsible for the trial court allocations and Workload Formula policy implementation. This position requires advanced, journey-level analytical expertise to manage complex projects and programs, conduct in-depth research, develop fiscal policies and procedures, compose official comprehensive written reports, and serve as a subject matter expert in trial court finance and planning.

The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in-person at the Judicial Council’s Sacramento office at least two days a week, based on their office leader’s direction, and reside in the areas surrounding these locations. 

RESPONSIBILITIES

• Serve as lead staff and provide high-level professional support to the Trial Court Budget Advisory Committee, its subcommittees, and working groups. This is one of the most active advisory bodies to the Judicial Council that represents trial court funding priorities and policies. This role involves strategic planning, policy compliance, stakeholder engagement, and administrative coordination to ensure the committee’s operations align with Judicial Council governance standards. 
• Manage the annual submission cycle, analyze funding requests from trial courts, and coordinate the Funds Held on Behalf of the Trial Courts program to ensure compliance, transparency, and effective fiscal oversight. 
• Provide high-level professional support in a backup capacity to the Senior Fiscal Analyst position that oversees the trial court budget allocations of $3 billion annually and the Workload Formula policy. This role collaborates extensively with Judicial Council leadership and trial court representatives to ensure effective governance of trial court funding and policy execution. 
• Provide advanced-level analytical and budgetary support to the Court Interpreter Program. This includes technical assistance to the Language Access Program for annual court interpreter allocations to the trial courts, implementation of budget proposals, and review of reports to the Legislature and other documents. 
• Provide support for the development and implementation of the annual trial court budget. Contribute to cross-functional initiatives that support trial court operations, ensure fiscal integrity, and support the goals of the Judicial Council. 
• Document and maintain detailed records of operational processes, procedures, and related backup information to ensure clarity and consistency for key budgetary processes that support the trial courts.

MINIMUM QUALIFICATIONS 
Bachelor’s degree, preferably in business, finance, accounting, or a directly related field, and four (4) years of professional experience in accounting, financial analysis, budgetary, or contract administration/procurement. 

Possession of a bachelor’s degree in a directly related field such as accounting, finance, business, etc., may be substituted for one (1) of the years of required experience. An additional four (4) years of professional experience in the assigned function as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis. 

OR

Juris doctor, Master of Business Administration, or master’s degree in a directly related field for the assigned discipline such as finance, contract administration or accountancy, and one year of experience as identified above. 

OR 

One (1) year as a Fiscal Analyst in the assigned field with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of a Fiscal Analyst in a California superior court or California state-level government entity. 

Desirable Qualifications

• Knowledge of California’s state budget process and governmental budgeting practices.
• Strong political acumen and understanding of governmental laws, rules, and policies.
• Experience implementing budgetary policies within government frameworks.
• Proficiency in Microsoft Office tools, including Outlook, Word, Excel, and PowerBI.

Overview: 

Valley Water seeks a collaborative, detailed-oriented and customer-service focused individual to join the Water Revenue team as a Management Analyst I. The incumbent will be public facing, engaging with water customers and well owners throughout Santa Clara County. Financial Planning & Revenue Collection Unit (Position Code 683) 
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

 

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year).

DEFINITION

Performs complex clerical accounting tasks involving the maintenance of financial, accounting, or statistical records within an on-line accounting system. Posts transactions to journals and ledgers; adjusts accounts according to established procedures; and assists with the preparation of worksheets and financial summaries.

 

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Accounting Analyst. This position does not exercise supervision of others.

 

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Maintain cost accounting records by computing, allocating, and posting to various accounts; prepare journal entries and other data entries as needed.

• Administer Business License program, answer calls and process business licenses in HDL software.

• Formulate and issue accounts receivable invoices; collect and post receipts; monitor aged accounts receivables; and issue delinquency notices.

• Process cash receipts for all departments; clear cash register, post receipts, reconcile and balance receipt journal, and prepare bank deposits; deliver cash receipts/deposits to bank.

• Research and answer public, employee, department, and vendor inquiries regarding the status of various accounts and payments.

• Analyze and reconcile account activity and balances and make or request appropriate adjustments; assist with year-end close.

• Assist with maintaining petty cash fund and report expenditures.

• Prepare budget documentation using Excel and Word.

• Scan and maintain financial documentation in Laserfische.

 

QUALIFICATIONS

Knowledge of:

• Accepted principles, techniques, and practices of governmental accounting, fund accounting, auditing, and fiscal management.

• Accounting systems and data processing interrelationships.

• Microsoft Excel and Word; ideal candidates will have familiarity with Munis, HDL software, ActiveNet, InDesign, Granicus, and SharePoint or be capable of learning.

Two (2) years of computer spreadsheet (Excel) and document (Word) processing experience. Two (2) years of experience dealing with the public in a service capacity.

 

Education:

Education equivalent to a high school diploma and two (2) years of college coursework or training in accounting or bookkeeping methods.

LICENSE(S) AND CERTIFICATION(S)

Education: Equivalent to an Associate's degree from an accredited college or university in accounting, finance or a related field.
