THE DEPARTMENT:

The Department of Public Works (PW) is committed to providing the highest standards of service delivery to its citizens as it works to build, maintain, and update the City’s civic infrastructure. PW is comprised of approximately 50 employees with a general budget of $15 million and a Capital Improvement Program (CIP) budget that ranges between $10–$40 million depending on the City’s annual infrastructure needs. Its mission is to ensure San Rafael’s infrastructure meets the needs of a vibrant and growing city through careful management of major improvements and the maintenance of the City’s assets. By hiring highly trained, dedicated, responsive, and service-oriented personnel, the DPW is actively making its mission a reality. 

Recently, the Department underwent a process of restructuring as management of all City engineers was placed under the Assistant Director for enhanced oversight, communication, and workflow. The City has recently championed the Dean Allison Award internship program, which shepherds talented young graduates into local government and encourages engagement with the public sector of California. THE POSITION:

There is one vacant position, and the successful applicant will be offered one of the following positions based on qualifications and experience: Traffic Engineer or Senior Civil Engineer. The Senior Civil Engineer position will have an emphasis in the traffic division. The position will perform the following essential job duties:

• Manage City-wide traffic system.
• Oversee City's traffic signal system and maintenance contracts and directs necessary changes to modify the system.
• Issue work orders to make changes to existing roadway system to improve safety and capacity.
• Perform traffic signal timing and operation.
• Conduct transportation modeling to assess the City's future traffic conditions and subsequently assist to develop policies to evaluate proposed developments.
• Participate in Traffic Coordinating Committee to address complaints, requests for changes, and neighborhood calming techniques and studies.
• Analyze transportation impact studies, recommends mitigation, and recommends project conditions of approval.
• Meet with other department staff to address traffic engineering issues.
• Develop project designs, applies for grant funding, obtains permits from Caltrans and other agencies. Coordinate with other public and private agencies.
• Conduct transportation planning referrals and review.
• Perform accident reconstruction to determine primary collision factor. Determines changes needed in roadway.
• Prepare technical reports for use by City attorneys and advise attorneys on traffic engineering matters.
• Prepare reports and technical applications for grants from Federal and State sources. Make presentations to selection committees.
• Perform complex and detailed analysis of roadway network using sophisticated computer software programs and methodologies.
• Perform related duties as required.

IDEAL CANDIDATE:

The successful candidate will possess a blend of technical expertise in traffic engineering principles and have strong organizational, planning, communication, and leadership skills that allow them to effectively manage different aspects of the department’s Traffic Division. They will also have a strong sense of customer service, tactfulness, and the ability to help find solutions to complex service issues for the public. They will use their communication skills and strengths to advocate for various modes of transportation including bicycle, pedestrian, transit and vehicular. They will be flexible, with the ability to adjust priorities at short notice and respond to emergencies. They will be able to think analytically but also be very decisive when needed.

Prior supervisory and/or municipal engineering experience is desired. The successful candidate will lead by example to foster a positive, creative, and productive work environment for all staff. The ideal candidate will use their interpersonal skills and technical engineering expertise to motivate the team to meet the goals and objectives of the department and City. The successful candidate will be customer service minded, an interdepartmental collaborator, an excellent project manager and a mentor to our future leaders.

Traffic Engineer

• BS in Civil Engineering. Five years municipal engineering including two in traffic engineering.

Senior Civil Engineer

• Bachelor’s degree in Civil Engineering. 
• Five (5) years of increasingly responsible post degree engineering experience managing complex construction, maintenance, and/or traffic projects and consultants. 
• A master’s degree may substitute for 1 year of post degree engineering experience.

CERTIFICATES/LICENSES/REGISTRATIONS

Traffic Engineer

• California Professional Traffic Engineer License must be possessed or obtained within two (2) years of appointment as a condition of employment.
• Valid Driver’s License

Senior Civil Engineer

• Registration as a Civil Engineer in the State of California.
• If position is serving within the Traffic Engineering Division, candidate must also possess a California Professional Traffic Engineer License.
• Valid drivers’ license.

The City of Thousand Oaks has an exciting opportunity! We are seeking a knowledgeable and results oriented Plan Check Supervisor who will be responsible for staff oversight, assigning, reviewing, organizing, and participating in the work of the Plan Check Section staff in the Building Division of the Community Development Department.

Plan check functions include ensuring permits are issued only for those plans that meet all state and local codes regulating life-safety, quality of life, energy conservation, and structural safety standards. This position is responsible for the more technical and complex plan check tasks and serves as a technical resource to staff.

 

PRIMARY RESPONSIBILITIES

• Plans, organizes, supervises, and evaluates the work of assigned plan check staff; develops, implements, and monitors work plans to achieve goals and objectives; supervises and participates in developing, implementing, and evaluating plans, work processes, systems, and procedures to achieve annual goals, objectives, and work standards.
• Plans, organizes, directs, and evaluates the performance of assigned staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; recommends compensation and provides other rewards to recognize performance; recommends disciplinary action, up to and including termination, to address performance deficiencies, in accordance with the City’s Personnel Rules and Regulations.
• Participates in the selection of plan check staff; provides or coordinates staff training; works with employees to correct deficiencies.
• Establishes schedules and methods for providing plan check services; identifies resource needs; reviews needs with appropriate management staff; allocates resources accordingly.
• Provides leadership and works with staff to ensure a high performance, customer service-oriented work environment that supports achieving the department’s and the City’s mission, objectives and values.
• Participates in the development of the assigned program budget; forecasts funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; recommends budgetary adjustments as necessary.
• Performs the more difficult and complex engineering tasks related to plan checking; reviews complex and difficult construction plans including those for single- and multiple-family dwellings, residential additions, alterations, and repairs, commercial and industrial structures and buildings as well as additions, alterations and repairs, and other projects.
• Reviews and verifies engineering calculations and architectural plans, grading plans, soil engineering recommendations, and related items to ensure compliance with applicable codes and ordinances as well as seismic design provisions; indicates corrections for both plans and calculations; communicates in writing with engineers, architects, and others regarding plan review findings and proposed corrections.
• Reviews and evaluates the most difficult and complex proposed building plans and specifications to insure that proposed construction complies with building, fire, environmental, flood hazard, design, energy, grading, trades, and related codes.
• Makes code interpretations for, responds to more complicated inquiries from, and provides information to architects, engineers, contractors, building designers, owners, and the general public regarding plan review and other code-related items and issues.
• Explains, interprets, and provides guidance regarding applicable codes, regulations, hand-outs, and related materials to the public, architects, engineers, contractors, developers, owners, staff, and other interested parties; answers questions regarding building codes and requirements and interprets plans for field inspectors; resolves highly complex and sensitive customer service issues, including alternate methods and materials, either personally, by telephone or in writing; maintains records and documents of customer service issues and resolutions.
• Coordinates activities and plan review processing with other City staff and staff from other agencies including counter technicians, planners, inspectors, building officials, engineers, fire inspectors, health department plan checkers, and others; assists other Divisions and Departments, including Planning, Public Works, and Finance, in providing information and answering inquiries regarding various projects, fees, plans examination, code interpretations, internal divisional policy and procedures, determination and calculation of valuations, permit costs, and related fees.
• Performs document research and filing; enters data; prepares and maintains records and produces correspondence and documentation as necessary.
• Performs field inspections and site visits as necessary; visits building and construction sites to make determinations on code compliance, answer inquiries related to plans, and to resolve problems.
• Establishes and maintains emergency operation processes and procedures.
• Maintains current knowledge of new trends and innovations related to area of assignment including new and revised codes as well as new materials and products; attends and participates in job related seminars and professional group meetings

About the Commission: The San Francisco Ethics Commission was created by the City’s voters with the passage of Proposition K in November 1993. Our mission is to practice and promote the highest standards of integrity in government. We achieve that by shaping and promoting compliance with the laws and by delivering impactful programs that promote fair, transparent, and accountable governmental decision making for the benefit of all San Franciscans. The Ethics Commission is responsible for the independent and impartial administration and enforcement of laws related to campaign finance, public financing of candidates, governmental ethics, conflicts of interest, and registration and reporting by lobbyists, campaign consultants, permit consultants, and major developers.

The successful candidate should expect to perform their duties in a hybrid work environment with at least three days onsite per week per current City policy. Additionally, any City employee may be called in for Disaster Service Work duty or to work onsite with 24-hours’ notice.

Role description

About the Audits Division

The Audits Division is responsible for conducting thorough and timely audits pursuant to the Commission’s Charter authority and mandate under City law. The purpose of the Commission’s audits is to determine whether auditees have materially complied with applicable requirements of State and local laws, including campaign finance, Form 700 disclosures, conflict of interest, government ethics, lobbying, and public disclosure laws. The Division’s audits are extensive and complex and are carried out within defined deadlines and in accordance with established auditing standards. The Audits Division also supports the work of the Commission’s Enforcement Division, which is responsible for pursuing penalties, where appropriate, for violations of law discovered through audits. The Audits Division collaborates with the Enforcement Division on cases that were developed based on audit findings and other cases in which financial or compliance audit work is warranted.

The Audits Division is also responsible for conducting performance audits of programs within the Ethics Commission. This work supports the Commission’s overall effectiveness by periodically reviewing operations to identify ways to improve internal controls, standardize and optimize processes, track key performance indicators, and improve program outcomes. Internal audits are performed in accordance with established auditing standards.

During election years, the Division also administers San Francisco’s public campaign financing program by reviewing requests and supporting documentation to determine candidate eligibility and public funds disbursements.

Role Description

Under general supervision, incumbents in this position plan, organize, and conduct various types of audits for the Ethics Commission. Auditors interact with City officials, candidates, political treasurers, campaign consultants, lobbyists, permit expediters, and others who are regulated by the Ethics Commission. Auditors also collaborate closely with staff in other Commission divisions to support and review their operations. In a fast-paced and team-oriented environment, our auditors engage in financial, forensic, compliance, investigative, and performance audits, program evaluations, and other analytical activities to ensure compliance with campaign finance and ethics laws and to promote efficient and effective operations within the Commission. Auditors also play a key role in reviewing claims for public financing to ensure that City funds are only distributed to qualified candidates and in accordance with program requirements. This position reports to the Audit Manager and is responsible for leading audits and other projects.

As with all positions at the Ethics Commission, Auditors must be willing to forego involvement in all local political activity while a member of the Commission staff and publicly file an annual Statement of Economic Interests (Form 700).  

Essential duties for this job include, but are not limited to:

PERFORMING AUDITS

• Audits and investigates within all areas of the law administered by the Commission to evaluate compliance and identify violations of law.
• Conducts extensive testing, including collecting, analyzing, and documenting audit evidence as it relates to the audit objectives.
• Develops audit findings and recommendations that are fully supported by analysis.
• Conducts audit follow-up activities, including vetting audit findings through the Enforcement Division, providing auditees with notice and comment opportunities, and publishing final audit reports.
• Conducts performance audits of Commission programs and operations. Identifies and evaluates internal controls.
• Performs all assignments in accordance with office policies, division protocols, and Government Auditing Standards, as appropriate.

PLANNING AUDITS

• Scopes audits, including researching legal mandates and other background information, determining needs of key stakeholders, and identifying potential sources of evidence.
• Performs risk assessments to determine audit scope and objectives for different projects of all levels of complexity.
• Develops audit scope and objectives with limited or no prior audit information, and prepares detailed audit plans to conduct testing, detailed timelines, and milestones. Audit plans are prepared in alignment with Division protocols.  

COMMUNICATION, PRESENTATION, & WRITING

• Interviews management and staff of audited entities to obtain key information as it relates to the audit objectives.
• Plans, organizes, and conducts audit entrance and exit conferences and periodic meetings with auditees to inform them of audit progress and results.
• Prepares presentations and may present audit results to a variety of audiences including Department management and public hearings.
• Prepares written audit reports that effectively and concisely communicate audit results.
• Critically reads audit reports and provides feedback on persuasiveness, clarity, consistency, style, and grammar.  

PROJECT MANAGEMENT, TEAMWORK & LEADERSHIP

• Maintains close contact with the Audit Manager, Director of Enforcement, and/or Executive Director regarding project progress and problems.
• Reviews team members' work for completeness, technical accuracy, organization, content, tone, grammatical accuracy, and compliance with audit standards.
• Provides on-the-job training and evaluation feedback to team members.
• Actively contributes to team effort and takes a lead role in planning, conducting, and completing large, complex audits, or portions thereof.
• Prepares and maintains audit procedures, documents, and trackers in a centralized manner. Publishes and maintains audit guides, reports, web content, and other information on the Commission’s web site.
• Prepares data and performs analysis related to the division’s programs. Assists with preparing budget estimates for the division’s programs and operations.
• Assists with streamlining and automating the division’s business processes to maximize program performance and efficiency.
• Performs other duties as needed, including: providing input into the annual audit work plan to identify audit risks and priorities; maintaining the appropriate level of confidentiality and sensitivity; recommending and/or developing standard operating procedures for the Audits Division; maintaining professional proficiency through continuing professional education and participation in professional associations; may assist in investigating cases in collaboration with the Enforcement program; may construct records and data that may have been destroyed or falsified; may participate in the IT risk assessment and development of the IT audit plan program for the division and lead and execute IT audits, including testing internal IT controls; administration of the City’s public campaign financing program; and performs other related duties and responsibilities as assigned.

How to qualify

Minimum Qualifications

Possession of a baccalaureate degree from an accredited college or university in business or public administration, accounting, finance, statistics, the social sciences, English, or a related field.

Two (2) years of experience performing audits; functional understanding of local government operations; knowledge of government auditing standards and auditing principles and practices.

Substitution: A master's degree in business or public administration, accounting, finance, statistics, or a related field may be substituted for one (1) year of the required experience.

Desirable Qualifications

• Professional certification as a Certified Public Accountant, Certified Internal Auditor, or Certified Fraud Examiner.
• A Master's degree in public administration, business administration, accounting, public policy, or a related field of study.
• Demonstrated ability to plan and complete projects of high quality and on time, including effective use of organizational systems to regularly track and report on progress toward established goals and objectives.
• Experience working objectively, efficiently, and effectively under strict deadlines and in highly visible, highly sensitive or highly politicized settings.
• Proficiency with computers and software applications, including with Microsoft Office tools, electronic filings systems, collaboration tools (SharePoint, MS Teams or similar), financial & accounting systems, digital signature tools (DocuSign or similar), and content management systems (WordPress or similar).
• Proficiency with data analysis skills including advanced Excel, PowerBI, Tableau, or other statistical/analytics tools. Comfortable working with complex datasets and databases.
• Exceptional written and verbal communication skills.
• Exceptional interpersonal skills and ability to establish and maintain effective working relationships that foster engagement and creative problem-solving as a member of a diverse staff team.

Under direct or general supervision, the Accountant I/II performs a variety of professional accounting duties, including auditing, analyzing, and verifying fiscal records and reports; preparing financial and statistical reports; providing information to City staff regarding accounting practices and procedures; reconciling general ledger accounts; assisting in preparing the City’s annual budgets; preparing year-end audit reports and schedules; performing related work as required.

 

Accountant I

This is the entry-level classification in the Accountant Series. Initially under close supervision, incumbents perform a variety of professional accounting duties while learning City policies and procedures. As experience is gained, assignments become more varied, complex, and difficult and close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the II level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.

 

Accountant II

This is the full journey-level classification in the series. Positions at this level are distinguished from the I-level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Successful performance of the work requires thorough knowledge of governmental accounting practices and procedures, fund accounting, and fiscal management.

 

The positions in the Accountant class series are flexibly staffed. Accountant I positions have the opportunity to advance to the Accountant II level, subject to management approval and the employee’s ability to (i) perform the full range of duties assigned to the Accountant II level, and (ii) acquire the knowledge, skills, and experience necessary to meet the minimum qualifications for the Accountant II level of the series.

THE DEPARTMENT & DIVISION
The Department of Public Works (DPW) is responsible for maintenance activities along approximately 92 miles of public right-of-way. It strives to improve, develop, and maintain public infrastructure essential to the safety, mobility, and quality of life for Orinda citizens. The DPW operates with an approximate annual operating budget of $5 million and has 17 staff members. The Department also administers a CIP budget of approximately $14 million. THE JOB
The Maintenance and Facilities Superintendent is responsible for ensuring that municipal buildings and public facilities are maintained to high standards, remaining safe and functional for employees and the public. The Superintendent will oversee a direct staff of two supervisors, up to eight indirect reports, and the Division’s annual budget. This role involves managing contract and project activities, including multi-year park and landscape maintenance contracts (currently with MCE corporation), multi-year janitorial services, facilities maintenance projects in the Capital Improvement Program (CIP) and long-term maintenance and repair plans for city-owned buildings, streets, storm drain systems, parks, trees, and landscaping. The Superintendent will coordinate with City departments and external contractors; assess and prepare contract documents; participate in vendor selection; administer contracts and evaluate contractor performance; and review and approve billings. Responsibilities also include programming building maintenance, prioritizing tasks, managing safety trainings, coordinating emergency responses, and ensuring regulatory compliance, including adherence to ADA accessibility regulations. • Prepares or supervises the preparation of special meals for inmates with medical problems.
• Supervises inmates in the cleaning of all equipment and kitchen work area; counts and keeps logs on all knives. Assists in keeping current inventory of kitchen and food supplies.
• Receives and checks supplies to ensure that proper amounts and types have been delivered; instructs inmates in transporting supplies to proper areas for storage.
