The Project Development Manager is responsible for participating in project development through working with developers, feedstock providers, financing agencies, public agencies, and other organizations related primarily to the development of biomass facilities. The Project Development Manager assumes a high level of responsibility for difficult, complex and varied duties, works with a high degree of independence, and represents Pioneer Community Energy to a variety of stakeholders and outside entities. Duties include:
- Developing biomass power generation facilities within California.
- Managing and supporting all aspects of biomass project development from initial site selection through operations.
- Managing contractors, vendors, and consultants to maintain project timeline and value optimization.
- Communicating and syncing cross-functionally, including with developers, procurement team, legislative/regulatory, and legal team members regularly to minimize project risks.
- Identifying, proposing, and implementing creative or alternative project development approaches that reduce exposure to permitting risks, optimize development schedules or drive additional project value.
- Managing and facilitating development services agreements with local or regional development partners.
- Working with developers on exploring project funds and financing alternatives during financial feasibility analysis, evaluation, and during the project debt and tax equity financing processes.
- Traveling to site locations to meet with landowners and evaluate sites.
- Engaging the community, local, state, and federal institutions for project support.
- Where necessary, helping secure permits and ensure environmental compliance throughout the development, construction, and operation of projects.
- Helping coordinate and provide input to project interconnection requests, load-flow and congestion studies, and other necessary aspects of securing project transmission.
- Maintaining liaison with regional resource planning or supply agencies; serving on Pioneer committees as required; evaluating proposals in terms of resource costs, availability and consistency with long-term financial projections and resource needs.
- Working with Pioneer legislative/regulatory staff in utilizing BioMAT and FIT programs for biomass projects.
