Accountant I

This is the entry-level classification in the Accountant Series. As experience is gained, assignments become more varied, complex, and difficult and close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the II level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.

 

Accountant II

This is the full journey-level classification in the series. Positions at this level are distinguished from the I-level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Successful performance of the work requires thorough knowledge of governmental accounting practices and procedures, fund accounting, and fiscal management.

 

The positions in the Accountant class series are flexibly staffed. Accountant I positions have the opportunity to advance to the Accountant II level, subject to management approval and the employee’s ability to (i) perform the full range of duties assigned to the Accountant II level, and (ii) acquire the knowledge, skills, and experience necessary to meet the minimum qualifications for the Accountant II level of the series.

The City of Sunnyvale is searching for a Budget Manager in the Department of Finance. The Budget Manager is a division-level manager responsible for developing, administering, and overseeing the City's sophisticated Operating and Capital Budgets and Twenty-Year Financial Plans. THE POSITION

Tri-City is looking for an individual to serve as a Clinical Therapist I/II for the Adult Outpatient Program (AOP). • Assists clients and family members in understanding behavioral health diagnosis, contributing factors/causes, effects, prognosis, rehabilitation, and treatment.

Distinguishing Characteristics

Payroll/Personnel Coordinator IV is the lead or specialist level class in the Payroll/Personnel Coordinator series. This level is distinguished from the Payroll/Personnel Coordinator III in that the former is assigned to larger County departments with 24/7 operations, various locations, programs, and shifts or in central Human Resources or Controller's Office. At this level, work requires the analysis of unusual circumstances, understanding and proper application of complex and multiple labor contract provisions and assessing a variety of approaches to finding solutions. Actions to be taken or responses to be made differ in such things as the source of information, the kind of transaction or scenario, the type of employee and his/her eligibility for labor contract provisions. Positions at central HR and Controller's Office provide lead, guidance, and instructions to other departmental Coordinators.

 

In addition, the ideal candidate will have experience in Human Recourses and the Payroll System (Workday) and timekeeping system (Infor Workforce Management aka ATKS).

THE POSITION

The current full-time opening is a professional level position requiring expertise in administrative, supervisory, and accounting functions and is under the direction of the Administrative Services Director.  The Accounting Manager oversees daily financial and accounting activities, supervises accounting staff; performs difficult and complex statistical analyses; assists with annual budget preparation; manages the annual financial audit; develops and distributes internal financial reports; plans and executes all risk management functions; and performs advanced professional, analytical, and administrative work. 

TYPICAL DUTIES AND RESPONSIBILITIES:

Under general direction, the Senior Accountant performs and supervises professional accounting and auditing work of staff responsible for providing financial accounting and record-keeping in connection with general ledger, budget preparation, and budgetary control, purchasing activities, payroll; and performs a variety of professional accounting tasks relative to assigned area of responsibility.

The Organization

The City of Pacifica is a General Law City incorporated in 1957 and operates under the Council/Manager form of government. Legislative authority is vested in a five-member City Council elected by district for four-year overlapping terms. The Mayor is selected each year by a majority vote of the other Council members. The Council appoints the City Manager, City Attorney, and members of advisory commissions and committees. 

Pacifica is a full-service city (approximately 200.75 FTE) with a proposed FY2024-25 general fund budget of $48.1 million. The City delivers municipal services through seven departments:  the City Manager's office (including the City Clerk, Economic Development, and City Attorney), Administrative Services (Finance, Human Resources and IT Divisions); Parks, Beaches, and Recreation; Community Development; Public Works (Field Services & Engineering and Wastewater); Police, and Fire (via North County Fire Authority). Employees are represented by eight bargaining units. The City Administration is in a newly renovated City Hall just two blocks from the Pacific Ocean. THE DEPARTMENT

The Finance and Administrative Services Department provides high-quality support services to all City departments and the community, including Finance, Human Resources, Information Technology, and Risk Management functions, and ensures compliance with City policies and procedures. The Department is responsible for all financial operations, properly recording financial transactions, providing reliable technology resources, implementing best practices in employee relations, providing outstanding customer service, and promoting a positive work environment for a talented workforce. Department staff prepare the annual operating and capital budgets, coordinate the external audit process, etc. The ideal candidate will be contributing and joining a team of five team members. 

SUPERVISION RECEIVED AND EXERCISED

Direction is provided by the Deputy Finance Director. Responsibilities may include direct and indirect supervision of technical and clerical personnel.

 

ESSENTIAL AND IMPORTANT DUTIES

AN EMPLOYEE IN THIS POSITION MAY BE CALLED UPON TO DO ANY OR ALL OF THE FOLLOWING ESSENTIAL DUTIES:

• Supervises and/or participates in various financial and accounting activities within the Finance Department, including posting, balancing, and reconciliation of General Ledger and subsidiary accounts and City bank accounts.
• Performs complex and difficult accounting work, including the related monitoring of personal deadlines and the deadlines of others to ensure adherence to quality and timely work products.
• Performs as a project manager for complex financial systems implementation and serves as a liaison to Finance staff and other departments in the implementation of all financial modules for the Financial Enterprise Resource Planning (ERP) system.
• Participates in fiscal and accounting work in connection with budget preparation, purchasing activities, and payroll analysis.
• Processing and pre-auditing accounting documents and transactions in conformance with established procedures and controls.
• Prepares work papers, financial statements and various reports for internal accounting and for Federal, State and other outside agencies.
• Reviews, reconciles and audits accounting records of receipts, disbursements and encumbrances to ensure fiscal accuracy and control.
• Delegates, plans, directs, and assigns accounting work to lower-level staff. May be required to train, coach, monitor and evaluate staff performance.
• Assists with fiscal year-end closing, prepares bank reconciliation, and prepares quarterly and annual financial reports.
• Makes journal entries and keeps balance sheets on all transactions to ensure the maintenance of accurate accounting records.
• Monitors and reports on the status of State and Federal grants; reviews and audits grant contracts, amendments and other documents to ensure grant compliance.
• Performs fixed assets accounting, monitors and maintains accurate and up-to-date records on City's fixed assets.
• Prepares investment activity summary and quarterly treasurer’s reports.
• Analyzes, recommends improvements, develops, and implements fiscal policies, procedures, and internal controls and re-aligns business practices with technology.
• Maintains and researches current knowledge of applicable ordinances, rules, regulations, and policies. Clearly presents and interprets reports to financial and non-financial managers, co-workers, and clients.
• Assists in coordinating, designing, developing and maintaining data extracts, reports and interfaces.
• Maintains effective working relationships with all levels of staff and the public.

EMPLOYMENT STANDARDS

Education and Training:

Equivalent to a Bachelor's degree from an accredited college or university with major coursework in accounting or business administration or related field, and

Experience:

Experience in a public agency or governmental accounting experience is highly desirable.

Certification:

Must possess a valid California Class C driver’s license and have a satisfactory driving record.

Knowledge of:

• Generally accepted accounting principles (GAAP) and basic principles, practices, and procedures of Accounting as applied to Governmental Accounting Standards (GASB).
• Principles, practices, methods, procedures, and techniques used in governmental accounting, financial administration, and budgeting.
• Application of data processing to accounting and financial management. Budget preparation and administration, auditing, preparation of financial statements, basic billing and collection procedures, grant and fund accounting, and record-keeping.
• Modern office practices, procedures, methods, and equipment, including computer systems and applicable software.

The Behavioral Health Clinician I/II performs a variety of professional duties in the provision of outpatient and crisis behavioral health services to individuals and groups. This person will work with complex casework which may include clinics, criminal justice, adult services, youth and family services, and other mental health settings where they may be asked to  respond to crisis situations, work with case managers and psychiatrists in treatment teams and be familiar with various treatment modalities to ensure clients are in appropriate treatment services. The position is scheduled for forty (40) hours per week.

 

JOB DUTIES

• Provides professional mental health outpatient evaluation, consultation, and treatment services to individuals and groups.
• Performs client intake procedures.
• Provides individual, group, and family counseling on a variety of mental health problems and substance use disorders; develops treatment plans; provides follow-up counseling and assists clients with the resolution of problems.
• Observes clients on-site at schools, etc., as necessary; conducts home visits as necessary. Consults with psychiatrist and other clinical staff about treatment planning for clients.
• Provides psychotherapy to children and adult clients or their relatives through individual or group therapy methods.

THE POSITION

To perform a variety of skilled and semiskilled horticulture tasks in the construction, maintenance and repair of parks, pools, recreation, and cemetery facilities and buildings.  The purpose of this recruitment is to hire multiple temporary/part-time positions.  Candidates who do not currently meet the minimum qualifications for the Park Maintenance Worker I position may be considered for an Intern position instead.

Temporary/part-time employees work no more than 130 hours per month and 960 hours per fiscal year.

 

ESSENTIAL JOB FUNCTIONS

Performing general grounds cleaning, including emptying trash receptacles, mopping, sweeping, and raking City park and recreation sites as needed. Water, mow, cultivate, prune, weed, renovate, and fertilize grass, plants, trees, flowers, and shrubs. Operate power mowers, chain saws, rototillers, aerators, hedgers, spreaders, front-end loader, edgers, air compressors, and other equipment. Utilize proper safety precautions related to all performed work. Drive vehicles and equipment as required. Prepare and maintain athletic fields and related facilities, swimming pools, and cemetery/interment operations.  Regular and consistent attendance.

 

OTHER JOB FUNCTIONS

Install, maintain and replace playground equipment and fences; assemble tables, benches and bleachers. Works as a member of the City pest control crew spraying various fertilizers, herbicides, pesticides, and other related chemicals in City park and recreation areas. Respond to inquiries from the general public. Install, maintain and repair irrigation systems. Assist in setting up community services and special events. Maintain, repair and replace plumbing systems and fixtures such as light switches, motors, wall receptacles, conduits, faucets, drinking fountains, water heaters, water closet, urinals, water regulators and pressure valves.  Work cooperatively with others. Work any shift including weekends and holidays. Perform related duties as assigned.

 

QUALIFICATIONS

Park Maintenance Worker I

Education:  High School Diploma or equivalent.

Experience:  Six (6) months of experience in the care and maintenance of landscapes or facilities.

License and Certificate:  Required upon hire, possession of a valid California Driver’s License

 

THE ABILITY TO SPEAK AND UNDERSTAND SPANISH IS A DESIRABLE QUALIFICATION
FOR ALL POSITIONS.

 

WORK HOURS

Work hours vary by assignment and may be required to work evenings, weekends and/or holidays.  Position typically works 25-30 hours per week.   

 

SALARY - Based on experience and years of service

Park Maintenance Worker I
$21.96 - $28.03 per hour

Intern
$16.50 - $20.50 per hour

With the exception of Worker’s Compensation Coverage and sick leave, no other benefits are provided.  Employees must contribute 1.45% of salary to Medicare and 7.5% to a retirement plan in accordance with Federal law.
